so far, in the regulations for the establishment of Fire Department institutions contained in the Jakarta City governor regulation number 264 of 2016 concerning the organization and work procedures of the Fire Department of Jakarta, it is stated that one of the tasks of the Fire Department, especially in the ranks of the city/regency sub-dept, mandates fire investigations. or it can be interpreted as a fire investigation, but after the authors have reviewed so far from various sources that have the results of questions and answers and their experience there are still many limitations of civil servant investigators to carry out investigations in the pre-investigation stage and until the fire investigation process, these limitations are generally related to the protection of civil servant investigators themselves and their authority in full processing in investigations. civil servant investigators are certain civil servant officials based on statutory regulations appointed as investigators and have the authority to conduct criminal investigations. the results of this study are expected to provide input to the parties in determining the extent to which fire investigation arrangements are based on statutory provisions, and position in the function and role of civil servant investigator of Fire Department in the process of investigating fire occurrence. so that every time a fire occurs, fire officers must be able to carry out fire investigations and not be carried out by other agencies. therefore, it is very necessary to have a law that regulates the duties, principals, functions, and responsibilities of Fire Department institutions and does not depend on other institutions to carry out fire investigations so that the cause of the fire is not only guesswork but is based on an investigation of facts at the scene of the case.

This study aims to determine the level of community participation in fire prevention and management in Tanjung Priuk Subdistrict, the City of Administration against Fire Disasters in North Jakarta,  the theory used in this research is the opinion of M. Nuh Minister of Education in the era of President Bambang Yudhoyono in Climbing the Amstein ladder to organize an ideal participation. The research method used is a qualitative method to obtain key data from interviews with legitimate sources that are directly involved in fire prevention and management and are supported by data from field observations. The data is then analyzed by the triangulation process. To find out the level of community participation. The results showed that the level of participation in fire prevention in Tanjung Priuk District had a range of information, consultations and appointments. the training program, which is carried out as an annual program, is provided for the community to provide information one way. In the management process, the community is at the second level of the seventh stage because the community is already a partner in the fire department before the fire department arrives at the fire location, the community has tried to extinguish the fire independently. To increase community participation in fire prevention and management, the Fire Department of the North Jakarta City Administration Office must optimize human resources, as well as other fire management resources, to be able to act also to provide costs for Balakar (Voluntary Fire) every month.

Investigating the fire type events is characterized by a high degree of complexity, due to the fact that it has to find answers to aspects coming from multidisciplinary fields: technical-scientific, legal, organizational, psychological, etc. The management of the findings, the analyzed samples, and the resulting data implies a series of complex activities, based on the use of advanced procedures and techniques. Fire investigation aims to determine the source of ignition and all the components that contribute to define the cause of the fire, to assess the motivations of the involved persons and to decipher the mechanism of heat transfer or burning processes that describes the propagation and development of a fire. Often, in order to understand the mechanism of the pyrogenic phenomenon, the following approaches are used in the current practice: technical-scientific expertises, reconstruction of the event on the field or in the laboratory, sample analysis, and, last but not least, computer simulations. This paper aims to highlight the role of the numerical models used in the field of fire safety, respectively in the elaboration of the post-event, technical-scientific expertises, by presenting some results obtained from the computer simulations, used to substantiate the fire mechanism and to formulate the conclusions.

The forest fires influence on the plants and soil depends on the fire severity and time of exposure. Fire severity integrates physical, chemical and biological changes occurring in ecosystems on the area as a consequence of fire influence. The purpose of the current investigation was to examine the role of the forest fire severity on the vegetation cover of the area of Svilengrad Municipality, using NDVI (Normalized Difference Vegetation Index) before fire and after fire, derived from LANDSAT 8 TM/ETM images. The comparison of the data from NDVI and that observed on the terrain data was also targeted. The results show that NDVI are changed significantly in fire affected area depending on vegetation cover and type of fire. This index also is very sensitive to changes during time after fire occurrence. One year after fire occurrence the NDVI values increased to +0.305 (0.048) for whole studied area. Through dNDVI could be distinguish the recovery rates of the fire affected areas with different tree species.

Abstract: Statistics and research are two things that cannot be separated. Although there are types of research that do not require the dominant role of statistics (qualitative research), but to be able to produce conclusions that can be generalized to a wider population, statistics is needed. Such research is quantitative research with a positivistic paradigm, ie a phenomenon is real if it can be seen, measured, and classified. The application of statistical science which is generally needed by students in writing research such as theses and theses, will have a positive impact, especially in improving the quality of the research. To achieve this goal, it is necessary to conduct socialization to students. The socialization was carried out to several students from both state universities and private universities in the city of Palembang. The socialization was done by introducing and giving tutorials on how to use statistical applications such as SPSS and Eviews, because several lecturers at several universities in Palembang complained about the poor quality of research and some said that their students did not really understand how to use SPSS and Eviews. The first result of this service is that students' understanding of SPSS and Eviews can be seen from discussions and questions and answers, second, namely the ability of students to apply the use of SPSS and Eviews in research.Keywords: research; socialization; statisticsAbstrak: Statistik dan penelitian merupakan dua hal yang tidak bisa dipisahkan. Meskipun ada jenis penelitian yang tidak membutuhkan peranan statistika yang dominan (penelitian kualitatif), namun untuk dapat menghasilkan kesimpulan yang dapat digeneralisasikan ke populasi yang lebih luas diperlukan ilmu statistika. Penelitian yang demikian adalah penelitian kuantitatif dengan paradigma yang positivistik, yakni suatu gejala itu adalah nyata jika bisa dilihat, diukur, dan diklasifikasikan. Penerapan ilmu statistik yang umumnya dibutuhkan mahasiswa dalam penulisan penelitian seperti skripsi dan tesis, akan berdampak positif terutama dalam meningkatan kualitas penelitian tersebut. Untuk mencapai tujuan tersebut maka perlu diadakan sosialisasi kepada mahasiswa. Sosialisasi dilakukan pada beberapa mahasiswa baik dari perguruan tinggi negeri maupun perguruan tinggi swasta di Kota Palembang. Sosialisasi dilakukan dengan cara mengenalkan dan memberikan tutorial bagaimana penggunaan aplikasi statistic seperti, SPSS dan Eviews, karena beberapa dosen di beberapa universitas di Palembang mengeluhkan buruknya kualitas penelitian dan ada juga yang mengatakan bahwa mahasiswa mereka tidak begitu mengerti cara penggunaan SPSS dan Eviews. Hasil dari pengabdian ini yang pertama adalah pemahaman mahasiswa mengenai SPSS dan Eviews dapat dilihat dari diskusi dan tanya jawab, kedua yaitu kemampuan mahasiswa dalam menerapkan penggunaan SPSS dan Eviews dalam penelitian.Kata Kunci: penelitian; sosialisasi; statistik

The article discusses main issues of organizing activities for the treatment of stray and street animals in the city of Novosibirsk. The important role of successful solving the problem of stray animals in ensuring environmental comfort and safety of the urban population is noted. Definitions of the concepts “stray animals” and “street animals” are given, the differences between them are emphasized. The main regulatory and legal documents governing the handling of stray and street animals are listed. The ways in which domestic animals get into a stray state are described briefly. The results of the collection and analysis of information on the activities of shelters for stray animals in Novosibirsk are described. The information on the quantitative indicators of the shelters are given. Conclusions on how to solve the problem of stray animals, relying on the latest regulations are drawn.

The ancient Romans famously distinguished between civic life in Rome and military matters outside the city—a division marked by the pomerium, an abstract religious and legal boundary that was central to the myth of the city's foundation. This book explores, by means of images and texts, how the Romans used social practices and public monuments to assert their capital's distinction from its growing empire, to delimit the proper realms of religion and law from those of war and conquest, and to establish and disseminate so many fundamental Roman institutions across three centuries of imperial rule. The book probes such topics as the appearance in the city of Romans in armor, whether in representation or in life, the role of religious rites on the battlefield, and the military image of Constantine on the arch built in his name. Throughout, the book reveals how, in these instances and others, the ancient ideology of crossing the pomerium reflects the efforts of Romans not only to live up to the ideals they had inherited, but also to reconceive their past and to validate contemporary practices during a time when Rome enjoyed growing dominance in the Mediterranean world. The book explores a problem faced by generations of Romans—how to leave and return to hallowed city ground in the course of building an empire.

AbstractThis study aims to determine the effect of the role of the Chairperson and Cooperative Manager in the preparation and application of Financial Statements based on SAK ETAP in cooperatives in the city of Palembang. This research is a quantitative study using data obtained from questionnaires and measured using a Likert scale. The sampling technique used is purposive sampling. The sample used in this study was the Chairperson of the cooperative and the manager of the cooperative in the city of Palembang. The cooperatives studied were 203 cooperatives. The data analysis technique used is multiple linear regression test. The results showed that the role of cooperative leaders and managers had a significant positive effect on the preparation and application of SAK ETAP-based financial statements.Keywords : chairman, manager, SAK ETAP, cooperative

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.
