The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

The article contains a historical and legal analysis of proclamations as a cumulative source of Hetmanate’s city law of the second half of 17th – 18th centuries, and their characteristic by origin and purpose. It was established that Hetmanate (a state official name was – Zaporizhian Host) was under the rule of Polish-Lithuanian Commonwealth during this period with all the lands and cities, and then as a part of the Russian monarchy. It is studied that in the field of municipal government, public relations in Ukrainian cities were governed by the norms of urban law, including the provisions of local proclamations (locations) of the autonomous government ofHetmanate, which should be divided into separate specific groups. The most significant of them were those that confirmed the granting of the right to self-government of the Magdeburg sample to Ukrainian cities. The proclamations of Ukrainian hetmans of a defensive, prohibited or protective nature, which were granted to the cities of Hetmanate since the reign of B. Khmelnytskyi and including K. Rozumovskyi, protected the rights of urban communities from abuse bythe local administration and representatives of other classes. The cities were given the right to leave a significant part of the income to the city government bodies and burghers by Hetman permitting proclamations. The electoral proclamations of hetmans to certain individuals controlled the order of elections in cities and prevented abuse duringtheir conduct. The regulation proclamations, issued to the cities by hetmans and colonels, clarified the social and economic power ofmagistrates or town halls and established the economic relations of the urban inhabitants. A separate group of local proclamations consisted of those relating to the proper economic activity of urban craft workshops anddefended the social rights of burghers-artisans. It is proved that the norms of proclamations of all groups provided legal regulationof social relations in the sphere of municipal government of Left-Bank Ukraine primarily till the first city reform in Ukrainian citiesconducted by Russian Empire and the introduction of the Charter to Cities of 1785.

Public transportation is one of the most critical needs for a city, including in Indonesia. The fast and dynamic movement of society makes public transportation expected to accommodate the needs of city residents to move more quickly and efficiently. Available public transport can also reduce congestion because many city residents are switching from their private vehicles. Many cities in Indonesia are competing to develop their public transportation to modernize the life of the town. Problems will arise if the city government does not learn from history in planning the development of public transport in the city. This study aims to examine the role of historical science in the development of urban public transportation in Indonesia. The method used in this research is descriptive-qualitative through literature review by analyzing data and information according to the topic of the research topic. The data and information are sourced from 20 journal articles and five credible online portal sites with published years between 2019-2021. The result of this study is the role of historical science in the development of urban public transportation in Indonesia as a reference for city governments to reorganize their transportation systems in the future. This research has research limitations on the development of urban public transport in Indonesia in the 21st century. The researcher recommends further research on the role and benefits of historical science in improving urban public transportation in Indonesia to complement some lacking things from this research. At the same time was adding to the scientific treasures for many people, significant position holders in city government to be more intense in using historical knowledge as an essential study to encourage a better civilization of a city by improving the public transportation system.

Cilegon is one of the National Activity Centre (PKN) in Banten Province. As PKN, Cilegon generate movement from out of town towards Cilegon, either using AKAP/AKDP buses and urban transportation from the place of origin. Many AKAP/AKDP bus passengers fell in the shadow of the terminal, while the urban transport passengers from the outside get into the city of Cilegon and drop off passengers . The number of outer urban transport operating in Cilegon Cilegon City area adds to congestion in Jalan Sultan and Jalan Ahmad Yani Ageng Tirtayasa , especially at rush hour. Therefor, the Government of Cilegon Municipality then implement the construction of SeruniTerminal, officially put into operation on April 1, 2013. With the expected Seruni terminal buses no longer drop off passengers at the terminal shadow, and urban transport outside the city of Cilegon not get into town. Positivistic approach and methods used in this study is a quantitative method , as well as some analysis used : (1) the analysis of the characteristics of SeruniTerminal, (2) analysis of traffic volume in Seruni Terminal, (3) analysis of urban transport route network in Cilegon, and (4) policy analysis for development of The Seruni Terminal, is expected to answer the research question, namely : " the role of Seruni Terminal in the urban transport system in Cilegon Municipality? "The results obtained from this study is the lack of Seruni Terminal has a role in urban transport systems in Cilegon. To enhance the role, it’s can be done with urban transport route A.01 Cilegon-Anyer and Merak-Cilegon M.01 directed toward Seruni Terminal, and/or the addition of a new trajectory Cilegon-JLS. Therefor, Seruni Terminal is expected to increase the role of the movement in serving urban communities in Cilegon.

This chapter examines how the Chicago Police Department figured in the native-born Protestant elite's attempt to control urban life in the city during the 1870s. In the 1870s, it became increasingly clear that the promise of “free labor” would not be met. Native-born Protestant urban elites across the country felt as if the cities were slipping into the grasp of immigrant workers and unemployed vagrants. This chapter describes the efforts of Chicago's traditional native-born, Protestant urban elite to enforce stricter temperance laws, regulate economic life, especially construction, and gain tighter control over the municipal government itself. It begins with a discussion of the responses of Chicago's business elite and politicians, the city government, and the police to the Great Chicago Fire of 1871 as well as to the fear of crime that gripped Chicago in the summer of 1872. It then considers the Committee of Seventy's attempts to control the police and their divided stance over temperance and concludes with an assessment of the power struggle in the Chicago Police Department that would continue through 1873.

This study aims to describe the role of the government-private and role of the government-NGO coalition in Green Open Space Based Urban Governance in Makassar City. This type of research is qualitative, research conducted to systematically search for and compile all data obtained, both interview data, field notes and other data that support research. The results of this study indicate that the confidence of the private / private sector in the city government green open space policy is still low because the government's political will problem is that it does not involve all components in the private sector. One of the strategies is optimizing planters in RTR in strategic areas such as in the Untia region. The strategy that is pressed on the private sector is segmentation of activities that can increase green open space. Decisions taken by the private or private sector are based on the mission of the organization itself which has environmental concerns as outlined through CSR programs, the program is not intervened by the city government. Although there have been Regional Regulations Number 3 of 2014 concerning the arrangement and management of green open spaces but not yet assessed WALHI has provided significant progress for the addition of RTH in Makassar Penelitian ini bertujuan untuk mendeskripsikan peran koalisi pemerintah-swasta dan peran koalisi pemerintah-LSM Dalam Tata Kelola Perkotaan Berbasis Ruang Terbuka Hijau (RTH) di Kota Makassar. Jenis penelitian ini adalah kualitatif, penelitian yang dilakukan untuk mencari dan menyusun secara sistematis seluruh data yang diperoleh baik itu data hasil wawancara, catatan lapangan dan data-data lain yang sifatnya menunjang penelitian. Hasil penelitian ini menunjukkan bahwa keyakinan sektor swasta/privat terhadap kebijakan RTH pemerintah kota masih rendah karena persoalan political will dari pemerintah yang kurang melibatkan seluruh komponen pada sektor swasta. Salah satu strateginya adalah optimalisasi penanam pada RTR Kawasan strategis seperti di Kawasan Untia. Strategi yang ditekan pada pihak swasta adalah segmentasi pada kegiatan yang dapat meningkatkan ruang terbuka hijau. Keputusan yang diambil sektor privat atau swasta adalah berdasarkan misi dari organisasi itu sendiri yang memiliki kepedulian terhadap lingkungan yang dituangkan melalui program CSR, program tersebut tidak mendapat intervensi oleh pemerintah kota. Meskipun telah ada Peraturan Daerah Nomor 3 Tahun 2014 tentang penataan dan pengelolaan ruang terbuka hijau namun belum dinilai WALHI memberikan kemajuan berarti bagi penambahan RTH di Kota Makassar

The existence of partners who will be selected by the implementing team are teachers who teach at STATE ELEMENTARY SCHOOL (SDN) 206 Putraco Indah Bandung. Partners were chosen because they have not fully implemented the Bandung city government program, namely "Bandung Masagi Pillar of Love for the Environment" as an effort to reforest and organize the environment in every school in the city. The problem faced by partners is that there are no funds to carry out the program and the environmental arrangement is not yet complete, especially the back of the school, then teachers have difficulty finding methods to educate students because almost 75% of the students are Children with Special Needs to thoroughly instill knowledge about Environmental Education ( PLH). The students not only memorize theories, but also implement their knowledge in daily behavior and self character. So that the solution that will be carried out is by providing guidance on making preparation plans for environmental thematic learning then school greening practices which include improving hygiene facilities such as toilets, sinks, and empowering teacher-students in maintaining gardens, composters and waste banks as well as environmental stewardship that is representative. The training providers are a combination of experts from BPLH and PGSD UNPAS. The activities that will be carried out are providing training in making environmental thematic lesson plans, then carrying out school greening and cleaning school facilities. The results of monitoring can be scientific publications in ISSN journals/Proceedings and publications in print/online/repocitory mass media. From this assistance, it is hoped that the teacher's ability to develop PLH RPP for elementary school students will increase so that it is more attractive and becomes good behavior for aspects of environmental protection. In addition, teachers are expected to be able to make modules for learning PLH that are interesting and increase the attractiveness of the environment to students' daily lives. In addition to these two elementary schools, they also have problems with environmental hygiene and sanitation facilities that do not meet health standards. This PKM will provide solutions by improving cleaning facilities such as toilets, sinks, improving the environment, and empowering teachers and students in maintaining gardens, composters and waste banks. The activity of making lesson plans (RPP) for Elementary School (SD) teachers must be thematic. So that the arrangement of the school environment can create a beautiful, cool, clean, healthy atmosphere and can support the process of implementing KBM. A conducive school environment is needed in producing a comfortable learning process. A conducive school environment will contribute to the realization of a quality lifestyle which is currently very much needed in increasing educational productivity.

This study discusses how the Serang City Square as a public open space is abused by prostitution as a place for approval of prostitution transactions. These conditions make the City Government of Serang do various ways to allow the condition of the City Square of Serang which has been abused by parties related to prostitution. When the government has not been able to deal with the problem of prostitution itself, then to facilitate the handling of prostitution, the government collaborates with other parties, namely Islamic Organizations that are considered capable of assisting the City Government of Serang in eradicating prostitution in Serang City Square. However, at the time of the collaboration between the Serang City Government and the Islamic Organizations, it had not been running optimally because there were some collaborations between one of them which was not going well with good communication between the best institutions and the Islamic Organizations in eradicating prostitution. This is because the government considers that Islamic Organizations do not have the authority to eradicate prostitution. Indeed, the role of Islamic Organizations is only as a companion and to remind the government.
