Since the effort to prevent Corona Virus Disease 2019 (COVID-19) in the form of social and physical distance control in various lines of life. The policy is based on the number of victims which continues to grow and its distribution increasingly difficult to control in Indonesia. Especially after the government has reacted successively with various actions such as establishing alert status, disaster emergencies, non-natural disasters, extension of disaster emergency status to large-scale social restrictions (PSBB). The policy, the Minister of Education and Culture of the Republic of Indonesia immediately made a derivative policy in the field of education through the Circular of the Minister of Education and Culture No. 3 of 2020 concerning Prevention of COVID-19 in the Education unit, all education from elementary school to tertiary level in Indonesia to take decisive steps on the appeal of the government to carry out learning activities based on E-Learning. For the sake of implementing E-Learning, efforts such as application-based learning began to be applied. In the midst of this pandemic COVID-19 is ready or not, has opened the public's eye to creative and adaptive thinking by changing the model of teaching and learning activities that were initially based on conventional learning into learning based on e-learning and making new breakthroughs, from the normative paradigm of the real world to the virtual world with utilizing technology in every teaching and learning process.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. Untukmenganggulangi dampak Covid-19 dari segi ekonomi dan sosial pemerintah mengambilbeberapa kebijakan-kebijakan, yang diantaranya adalah: Peraturan Menteri KeuanganRepublik Indonesia Nomor 23/Pmk.03/2020 tentang Insentif Pajak Untuk WajibPajakTerdampak Wabah Virus Corona; Peraturan Otoritas Jasa Keuangan Republik Indonesia Kata Kunci : Kebijakan, Penanganan, Covid-19 The current development of the Covid-19 pandemic is very worrying where there is anincrease in special corona cases in Indonesia. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

Covid-19 is currently in Indonesia for more than 5 months. To prevent this disease becoming widespread, various strategies have been carried out, among others, by doing Lock Down and large-scale social restrictions. Community activities are affected. By relying on communication technology and IT including the Internet, people can still do activities even with limitations. Likewise, Higher Education got limited activities. For this reason, all teaching and learning activities used an online system known as e-learning. This paper conveys various activities on campus and its constraints during the covid-19. In general, the constraints aside from technological facilities are also obstacles from the academic community in matters relating to technology readiness and technology acceptance, which are delivered descriptively. Untuk mencegah wabah ini menjadi luas maka dilakukan berbagai strategi antara lain dengan melakukan Lock Down dan pembatasan social skala besar. Kegiatan masyarakat menjadi terpengaruh. Dengan mengandalkan teknologi komunikasi dan IT diantaranya Internet, masyarakat masih dapat melakukan Kegiatan walaupun dengan keterbatasan. Demikian juga dengan Perguruan tinggi, mengalami keterbatasan kegiatan. Untuk itu segala Kegiatan belajar mengajar menggunakan system daring yang dikenal dengan e-learning. Makalah ini menyampaikan macam-macam kegiatan di kampus dan kendalanya dalam masa covid-19. Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Social assistance to the community.

The pandemic outbreak of Corona Virus Disease 19 (covid-19) which not only shocked the national sphere, but the international sphere was preoccupied with the presence of the covid-19 virus outbreak, this incident inhibited all activities of various human lives from various sectors, especially in the field of education, namely with teaching and learning activities both schools and college level. The policy issued by the government to get to the new normal can have a big influence in various aspects, especially in the field of education which can influence the management of schools and students towards new normal. Applications that can support the process of learning activities, such as applications: zoom, google classroom, whatsapp, and other applications. During learning in the network (DARING). Corona virus is a large part of the virus that can cause disease in humans and animals. Online learning is abbreviated as Online learning, online learning by utilizing the internet network. Students or students are one component of education that is the subject of learning. Educational staff are all members of the community who are dedicated and appointed to support the implementation of education. The school and the surrounding community have a give and take relationship. This new normal is meant to coexist with Covid-19. The Ministry of Education and Culture issues Circular No. 15 of 2020 concerning Guidelines for Conducting Learning from Home in an Emergency Spread Covid-19. the decree was very influential for the continuity of education in Indonesia by implementing new normal. Yngve Nordkvelle, editorIn this issue we have collected four papers from Norwegian authors. The papers have been guest edited by associate professor Hugo Nordseth of North-Trøndelag University College. The authors represent the new generation of teachers in higher education who follow up on what new technologies have to offer for teaching and learning in higher education. Gard B. Jenset presents a study which investigates attitudes among student teachers toward using electronic resources in teaching. Two groups of student teachers, were asked to assess their skills and attitudes. Jenset introduced them to an example of how open-source, Web-based data and software could be used in teaching English culture and history. The students apporved of the experiment, but Jenset concludes that teacher education contributes little to improve their skills with technology. Cecilie Asting and Anne Swanberg discuss how to manage feedback and responses to students in large scale classes. Well planned teaching and learning activities can invite students to a variety of feedback activities. The experiements described gives insights into have such initiatives can be improved and succeed.Sven Åke Bjørke discuss the need to be aware of classifications of knowledge when curricula and learning activities are designed. The author argues for the entire sector to jump directly to "state of the art" of e-learning. To pursue this, he makes a quest for investment in teacher training in higher education, rather than focusing on technology. Hege Emma Rimmereide, Barbara Blair and Jon Hoem describe a project involving the use of wiki. Wiki Storyline is a web-based Storyline using wikis, and which demands an interdisciplinary approach to second language teaching. The Storyline creates motivation for written and oral communication. The authors have used Wiki Storyline in two in-service courses and the study presents a comparative analysis of  technical solutions as well as pedagogical potentials explored in the two courses. They also employed Etherpad for collaborative writing and as an arena for reflection.Dr. Mamtuz Ahmad discusses a vital problem of many emerging economies, namely the issue of literacy for all. As he states, literacy is an instrument of stability and a vehicle for development. Pakistan is a country which faces the problem of illiteracy. It is a grim picture he draws, and he analyses the steps that has been taken by the government to meet the real needs.Literacy is an instrument of stability within and among countries and thus may prove an indispensable means of effective participation in the societies and (the) economies of today’s world. Eradication of illiteracy from the world is an important agenda of UNESCO, and one of the six goals of Dakar Framework of Action on Education for All. Illiteracy is also a major problem in Pakistan. The picture of illiteracy in Pakistan is grim, and although successive governments have announced various programmes to promote literacy the situation is still poor because of various political, social, economic and cultural obstacles. To sum up, it can be said that literacy is a skill necessary to acquire or transmit (information) to others.  It is a means not an end in itself. Keeping in view the gravity of the situation of literacy and basic education in the country, Pakistan has completed/implemented a number of actions/activities for broad-based consultations with principal actors of EFA. Furthermore, the Government of Pakistan has accomplished the preparation of provincial and national plans of action and resource mobilization for EFA planning. This paper therefore examines the efforts to decrease illiteracy in Pakistan, a signatory of the worldwide EFA movement.

As 21st century is the era of modern technologies with different aspects, it offers us to make the best use of them. After tape recorder and overhead projector (OHP), multimedia has become an important part of language classroom facilities for its unique and effective application in delivering and learning lesson. Although in many parts of Bangladesh, a South Asian developing country, where English enjoys the status of a foreign language, the use of multimedia in teaching and learning is viewed as a matter of luxury. However, nowadays the usefulness and the necessity of it are well recognized by the academics as well as the government. The study aims to focus on the difference between a traditional classroom void of multimedia and multimedia equipped classrooms at university level by explaining how multimedia support the students with enhanced opportunity to interact with diverse texts that give them more in-depth comprehension of the subject. It also focuses on audio-visual advantage of multimedia on the students’ English language learning. The study has followed a qualitative method to get an in-depth understanding of the impact of using multimedia in an English language classroom at tertiary level. For this purpose, the data have been collected from two different sources. Firstly, from students’ written response to  an open ended question as to their comparative experience of learning  lessons with and without multimedia facilities; and secondly, through  observation of English language classes at a private university of Dhaka, the capital city of Bangladesh. The discussion of the study is limited to  the use of multimedia in English language classroom using cartoons, images and music with a view to enhance students’ skills in academic writing, critical analysis of image and critical appreciation of music. For this purpose, cartoons in English language, images from Google and music from You Tube have got focused discussion in this paper.

Local and foreign scientists are now paying growing attention to various issues of property and the philosophical and ethical, political, economic, institutional, social, psychological, and other aspects of its formation, taking into account the requirements of large-scale transformation, which primarily concern post-industrial areas of social development. In consequence, as modern studies rightfully point out, considering property relations, two general restrictions should be taken into account: this is an attempt to explain the absoluteness of their roles, the presence and content of all aspects of socio-economic relations by property relations; and the denial of the role of property as one of the most important factors determining the direction of social development in the present and future.This situation forces a new look at the economic policy of the state in this area, because any financial and monetary measures taken by the government will be doomed to failure if their implementation will be without interaction with the mechanisms of the private property system. The article defines the entrepreneurial sector of the region, its interaction with the institutions of the market system operating in all sectors and spheres of the region's economy, and also shows the influence of the development of property relations on the institutions of entrepreneurship.
