ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. The corona virus or what is known as Covid-19 is an infectious disease caused by a new type of coronavirus that was discovered at the end of 2019 in the city of Wuhan, China, which has spread throughout the world, has killed hundreds of people and infected tens of thousands of others. Previously, Indonesia was one of the countries that had not been infected, and finally in February the corona virus entered Indonesia. The spread of the corona virus causes panic among Indonesian people. The purpose of this study is to uncover legal sanctions against state officials who violate health protocols during the COVID-19 pandemic. The research method used is a normative legal research method where the reference is based on a conceptual approach to legislation. Sources of materials and laws used are primary and secondary. The data collection technique used is to collect references related to research. Furthermore, the data will be processed and analyzed using legal data processing methods systematically. The results of this study indicate that cases of spread and death rates caused by the corona virus are now increasing quite rapidly, a number of countries have even taken action by prohibiting every citizen from traveling abroad or receiving visits from foreign nationals (lockdown). In order to deal with the unrest experienced by the Indonesian people and efforts to prevent the transmission of the corona virus which is increasingly increasing the number of positive patients, the government issued several regulations or policies, namely Government Regulation of the Republic of Indonesia Number 21 of 2020, concerning Large-Scale Social Restrictions. (PSBB) in the context of accelerating the handling of the 2019 coronavirus disease (covid-19).

Coronavirus disease is also known as Covid-19 (Corona Virus Disease 2019) and was discovered in the city of Wuhan, China at the end of December 2019. This virus spreads rapidly and has reached almost every country, including Indonesia, in just a few months. As a result, numerous countries have implemented regulations imposing lockdowns to prevent the spread of the Coronavirus. To control the spread of this virus, Indonesia implemented a Large-Scale Social Restriction (PSBB) policy. The method employed in this study is to analyze data from various reading sources. By comparing journals or articles, references are obtained from online publications with diverse studies. This study utilized five journals as references, all of which demonstrated that community participation in preventing the spread of Covid-19 was in a good category. According to the journals reviewed, information regarding the handling of Covid-19 necessitated the participation of all parties to prevent its spread. From the five journals obtained, all of these journals indicate that the role of the community is required in preventing the spread of the Covid-19 virus.

Outbreaks of the new corona virus or Corona Virus Disease 2019 (Covid-19) are increasingly felt in the domestic economy, especially in terms of consumption, corporate, financial sector, and Micro, Small and Medium Enterprises (MSMEs). The existence of Large-Scale Social Restrictions (PSBB) that has been declared by the government most of the activities involving the public are restricted, such as offices or offices that are closed, restrictions on religious activities and restrictions on public transportation. The business world has not been separated from the shadows of the Corona Covid-19 pandemic. Instead of diminishing, some countries have confirmed that they will experience a second wave of pandemic that began in Wuhan, China. The purpose of this study is to find out whether the impact of Covid-19 will have a widespread effect on business entities and the sustainability of business entities. This research is a descriptive study, using the literature method where research is conducted by studying and collecting data from libraries related to tools, both in the form of journals and scientific studies of research that has been published in public journals. The results of the study concluded that the impact on Covid-19 had a significant influence on the development of the business world. The biggest influences occur in the mall/supermarket, hospitality, manufacturing and various businesses related to the use of mass labor. In this study, not many scientific writers have focused on examining the impact of this 19 on the business world in general. Although the fact in the field of influence of Covid-19 is clearly seen the fact in the life of the wider community due to many businesses limit / lay off and even deduct workers' income from the value of income received.

Abstract Governments around the world are investing in technologies that allow citizens to participate in the coproduction of public services by providing monitoring and feedback, but there is little evidence about how these initiatives affect the quality of public services. We implemented a large-scale field experiment that involved organizing 50 citizen reporters in each of 100 neighborhoods across Kampala, Uganda, to provide weekly reports to the municipal government about the delivery of solid waste services via an SMS-messaging platform, resulting in 23,856 reports during the 9-month study period. Citizen reporting did not reduce informal waste accumulation as targeted, which would indicate improvements to formal services. Using our observations as participants in the development and deployment of the reporting platform and interviews with staff at the government agency receiving the citizen reports, we show how the public generated inconsistent information that did not fit existing decision-making processes. We generalize lessons from this field experiment by explaining how coproduction involving information sharing through information and communication technologies is likely to affect public services based on the alignment of citizen-produced data with the information problems managers face; the search costs of detecting public services failures; the quality of citizen-produced data; and the operating costs of citizen-reporting platforms.

AbstractThe aim of the research is to offer novelty regarding the constitualism of the Government Regulation in Lieu of Law regarding Covid-19 which has now become a Law. This study uses a normative research method, with a focus on solving issues (problems) based on legal principles, legal rules, as well as on recognized legal expert opinion or doctrine. Through this research, the researcher offers that the perppu which has now become a law must be declared invalid or revoked because it is unconstitutional. As is well known, the Government issued Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling Pandemic Corona Virus Disease 2019 (COVID-19) and / or in the Context of Facing Threats that Endanger the National Economy and / Or Financial System Stability, on March 31, 2020 (now Law Number 2 of 2020, on May 18, 2020). In Article 27 paragraph (1), paragraph (2), and paragraph (3) it is stated that there are parties who have "privileges", namely obtaining legal immunity from all actions they take on the basis of implementing the Covid Perppu. Of course this is a problem, because as a rule of law, Indonesia must provide justice in the form of equal treatment before the law or equality before the law to society without exception. This is stated in Article 27 paragraph (1), Article 28D paragraph (1), and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Dalam Pasal 27 ayat (1), ayat (2), dan ayat (3) disebutkan bahwa ada pihak-pihak yang mendapat “keistimewaan”, yaitu mendapat kekebalan hukum dari segala tindakan yang dilakukannya atas dasar pelaksanaan perppu covid tersebut. Tentu itu menjadi masalah, karena sebagai negara hukum, Indonesia harus memberikan keadilan berupa perlakuan yang sama didepan hukum atau equality before the law kepada masyarakat tanpa terkecuali. Hal tesebut tercantum dalam Pasal 27 ayat (1), Pasal 28D ayat (1), dan Pasal 28I ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Sehingga, Perppu yang kini telah menjadi undang-undang tersebut bertentangan dengan Konstitusi, sehingga harus di batalkan atau dinyatakan tidak berlaku.

In order to ensure quality of life of its citizens, the European Union member states are in the process of modernisation of their public services through utilization of information and communication technologies (ICT). In this process, each state is selecting own way to meet citizens’ demands for provision of more quality, efficient and flexible public services. One of the main interests of actual Government in the Republic of Srpska (RS) is to protect economic interests of its citizens, as well as to transform its services and functions in order to improve overall quality of life in RS. The implementation of e-Government and e-Governance is one of the main strategic commitments. In order to meet these EU trends, the Government of the Republic of Srpska made first steps in introducing new public services to facilitate communication with its citizens. The Government of the Republic of Srpska recognized benefits of these trends and their impacts on the overall development of society and economy improvement of quality of life of its citizens. With the introduction of these modern services, the citizens in RS should skip lines and shorten the waiting time for response from Governmental bodies related to their requests that will give them more time for other activities.This paper gives brief analysis of challenges and prospects for implementation of e-Government and e-Governance initiatives, as one of the pillars for successful development of the Republic of Srpska as knowledge based economy and information society with benefits that improve citizens’ life. The paper also gives brief review of main strategic document, which gives governmental vision for implementation, as well as introduction of eSrpska- public administration portal.

Abstract. The world is repairing the 2019 Corona Virus Disease pandemic (Covid-19). The spread of Covid-19 is increasingly widespread, increasingly influencing the number of deaths and increasingly diverse aspects of life. The government provides policies regarding activities out of the house, school activities at home, work from home, even worship activities are at home. Street Vendors (PKL) in Celep Village, Sidoarjo. This study discusses community perspectives regarding government policy on Work From Home (WFH). Street Vendors (PKL) are able to fulfill their daily needs by selling along the road, so they have to take a trading holiday. Based on the results of research through the distribution of questionnaires to Street Vendors (PKL) in Celep 46.2%, they strongly agree with the WFH policy, however, the policy concerns Street Vendors (PKL), which are needed to help meet the daily needs of Foot Traders Lima (street vendors).Keywords: Corona Virus Disease, Work From Home (WFH), Street Vendors (PKL).Abstrak. Dunia sedang mengalami pandemi Corona Virus Disease 2019 (Covid-19). Persebaran Covid-19 semakin meluas, sehingga menyebabkan meningkatnya jumlah kematian dan mempengaruhi berbagai aspek kehidupan. Pemerintah memberikan kebijakan membatasi aktifitas keluar rumah, kegiatan sekolah di rumahkan, bekerja dari rumah (work from home), bahkan kegiatan beribadah pun di rumahkan. Kebijakan tersebut berdampak pada sektor ekonomi masyarakat khususnya para Pedagang Kaki Lima (PKL) di Kelurahan Celep, Sidoarjo. Penelitian ini bertujuan untuk mengetahui perspektif masyarakat berkenaan kebijakan pemerintah mengenai Work From Home (WFH). Pedagang Kaki Lima (PKL) mampu mencukupi kebutuhan sehari-hari dengan berjualan di sepanjang jalan, sehingga mereka harus libur berdagang. Berdasarkan hasil penelitian melalui penyebaran angket kepada Pedagang Kaki Lima (PKL) di Kelurahan Celep 46,2% sangat setuju dengan kebijakan WFH tetapi kebijakan tersebut mempengaruhi penghasilan Pedagang Kaki Lima (PKL), sehingga dibutuhkan upaya pemerintah untuk mencukup kebutuhan sehari-hari Pedagang Kaki Lima (PKL).Kata Kunci: Corona Virus Disease, Work From Home (WFH), Pedagang Kaki Lima (PKL).

In early 2020 the world was shocked by the outbreak of a new type of virus (SARS-CoV-2) known as Corona virus disease 2019 (abbreviated as Covid-19), whose first case was discovered at the end of December 2019 in Wuhan, China. The outbreak of the Covid-19 was known to have entered Indonesia in mid-March 2020, resulting in Indonesia entering the Disaster Emergency Period. The entry of Covid-19 in Indonesia prompted the government to adopt a Large-Scale Social Restriction (PSBB) policy to stop the wider spread of Covid-19. With this policy, people's activities outside the home are limited, and more people's activities are diverted at home, including shopping online through applications. In this context, the ease of shopping online may resulted in consumptive behavior when one can't control him/herself. This research was conducted between September and November 2020 in the city of Makassar City. Makassar was chosen because based on online observations, many housewives in the Makassar area tend to behave consumptively during the outbreak Covid-19. This can be seen from the habit of shopping online which is supported by technology and the ease of accessing online applications. Data was collected through in-depth interviews and observation. Those who participated in this study were ten housewives who had a history of routine shopping online using a shopping application.  The study indicates that the Covid-19 pandemi has limited people's mobility, one of which is social restriction policies issued by the government which has changed many aspect of human life, including their shopping method. This shopping method has changed from direct shopping through which human interaction occurs to more often online shopping, using online shopping applications. Housewives perceive online shopping in various ways, from relating it to the simplicity of shopping; transaction process using advanced technology; to shopping by using online shopping applications. The reasons why online shopping is in favour among housewives during the Covid-19 pandemi are the availability of a variety of offered goods, its convenience and practicality, its safety and comfort, and its discount offers. During the Covid-19 pandemi, this way of shopping intensifies. In addition to its advantages, online shopping also has weaknesses, namely the discrepancy between the appearance of the goods ordered and the reality of the goods received; the purchased goods cannot be received directly because it requires delivery time; vulnerability to damage to goods in the shipping process, and vulnerability to fraud. Therefore, consumers must consider the needs and desires in order to be able to control themselves in shopping because not all the desired items are needed items. In addition, fraud is vulnerable in online shopping. Thus consumers not only have to question the goods to be purchased in as much detail as possible; selective in choosing online stores; but also one must identify the track record of intended online store.
