Yngve Nordkvelle, editorIn this issue we have collected four papers from Norwegian authors. The papers have been guest edited by associate professor Hugo Nordseth of North-Trøndelag University College. The authors represent the new generation of teachers in higher education who follow up on what new technologies have to offer for teaching and learning in higher education. Gard B. Jenset presents a study which investigates attitudes among student teachers toward using electronic resources in teaching. Two groups of student teachers, were asked to assess their skills and attitudes. Jenset introduced them to an example of how open-source, Web-based data and software could be used in teaching English culture and history. The students apporved of the experiment, but Jenset concludes that teacher education contributes little to improve their skills with technology. Cecilie Asting and Anne Swanberg discuss how to manage feedback and responses to students in large scale classes. Well planned teaching and learning activities can invite students to a variety of feedback activities. The experiements described gives insights into have such initiatives can be improved and succeed.Sven Åke Bjørke discuss the need to be aware of classifications of knowledge when curricula and learning activities are designed. The author argues for the entire sector to jump directly to "state of the art" of e-learning. To pursue this, he makes a quest for investment in teacher training in higher education, rather than focusing on technology. Hege Emma Rimmereide, Barbara Blair and Jon Hoem describe a project involving the use of wiki. Wiki Storyline is a web-based Storyline using wikis, and which demands an interdisciplinary approach to second language teaching. The Storyline creates motivation for written and oral communication. The authors have used Wiki Storyline in two in-service courses and the study presents a comparative analysis of  technical solutions as well as pedagogical potentials explored in the two courses. They also employed Etherpad for collaborative writing and as an arena for reflection.Dr. Mamtuz Ahmad discusses a vital problem of many emerging economies, namely the issue of literacy for all. As he states, literacy is an instrument of stability and a vehicle for development. Pakistan is a country which faces the problem of illiteracy. It is a grim picture he draws, and he analyses the steps that has been taken by the government to meet the real needs.Literacy is an instrument of stability within and among countries and thus may prove an indispensable means of effective participation in the societies and (the) economies of today’s world. Eradication of illiteracy from the world is an important agenda of UNESCO, and one of the six goals of Dakar Framework of Action on Education for All. Illiteracy is also a major problem in Pakistan. The picture of illiteracy in Pakistan is grim, and although successive governments have announced various programmes to promote literacy the situation is still poor because of various political, social, economic and cultural obstacles. To sum up, it can be said that literacy is a skill necessary to acquire or transmit (information) to others.  It is a means not an end in itself. Keeping in view the gravity of the situation of literacy and basic education in the country, Pakistan has completed/implemented a number of actions/activities for broad-based consultations with principal actors of EFA. Furthermore, the Government of Pakistan has accomplished the preparation of provincial and national plans of action and resource mobilization for EFA planning. This paper therefore examines the efforts to decrease illiteracy in Pakistan, a signatory of the worldwide EFA movement.

Higher education is an education level that includes diplomat, undergraduate and doctoral programs. The purpose of higher education is to improve the quality of the workforce, to help improve the quality of the workforce each university must have the facilities needed in teaching and learning activities. This study discusses the Analysis of the K-Means Method in the Grouping of Universities by Province Based on the Facilities of the Village. Sources of data obtained from data collected based on documents from 2003 to 2018 through the website of the Indonesian Statistics Agency. Data is processed into 2 clusters, namely the highest facility level cluster (C1) and the lowest facility level cluster (C2). So that obtained from 34 provinces 3 provinces are grouped in high facility level clusters (C1) and 31 provinces are grouped in low facility level clusters (C2). This can be input to the government for provinces that have higher education institutions that still have inadequate facilities in each village and are of more concern to the government based on the cluster that is being conducted.Keywords: K-Means, Higher education, Grouping, Facilities

Web-based teaching has become one of the main stream teaching and learning methods in most of the higher education institutions. To support teaching and learning activities over the Internet, Web-based teaching has been implemented with various technologies. Among the various solutions, using the open source technology to construct a platform for supporting online teaching and learning has attracted a great deal of attention. To better understand the open source technology and how it can be used to support online teaching and learning, we will first take an overview of the open source technology in this chapter. We will investigate the roles played by the open source technology. We will also examine the strengths and weaknesses of the open source technology in general. At the end of this chapter, a framework of the book will be presented to give an overall picture of the discussion in the book.

Since the effort to prevent Corona Virus Disease 2019 (COVID-19) in the form of social and physical distance control in various lines of life. The policy is based on the number of victims which continues to grow and its distribution increasingly difficult to control in Indonesia. Especially after the government has reacted successively with various actions such as establishing alert status, disaster emergencies, non-natural disasters, extension of disaster emergency status to large-scale social restrictions (PSBB). The policy, the Minister of Education and Culture of the Republic of Indonesia immediately made a derivative policy in the field of education through the Circular of the Minister of Education and Culture No. 3 of 2020 concerning Prevention of COVID-19 in the Education unit, all education from elementary school to tertiary level in Indonesia to take decisive steps on the appeal of the government to carry out learning activities based on E-Learning. For the sake of implementing E-Learning, efforts such as application-based learning began to be applied. In the midst of this pandemic COVID-19 is ready or not, has opened the public's eye to creative and adaptive thinking by changing the model of teaching and learning activities that were initially based on conventional learning into learning based on e-learning and making new breakthroughs, from the normative paradigm of the real world to the virtual world with utilizing technology in every teaching and learning process.

The accuracy and reliability is the quality of the information. The more accurate and reliable, the more information it’s good quality. Similarly, a survey, the better the survey, the more accurate the information provided. Implementation of student satisfaction measurement to the process of teaching and learning activities on the quality of the implementation of important lectures in order to get feedback on the assessed variables and for future repair. Likewise in Higher Education Prog has undertaken the process of measuring student satisfaction through a distributed questioner finally disemester each class lecture. However, the deployment process questioner is identified there are 7 (seven) problems. However, the problem can be resolved by the 3 (three) ways of solving problems one of which is a system of iLearning Survey (Isur), that is by providing an online survey to students that can be accessed anywhere and anytime. In the implementation shown a prototype of Isur itself. It can be concluded that the contribution Isur system can maximize the decision taken by the Higher Education Prog. By using this Isur system with questions and evaluation forms are submitted and given to the students and the other colleges. To assess the extent to which the campus has grown and how faculty performance in teaching students class, and can be used as a media Isur valid information for an assessment of activities throughout college.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

The shift from the industrial economies to 21st century digital and knowledge-based economies, fueled by rapid Information and Communication Technologies (ICTs) such as Internet, YouTube, Chartrooms, Skype, Social media networks and its introduction to the educational system not only resulted in a new teaching approach globally but also paved way to usher in new generation of learners (anytime, anywhere learners) in the higher education system. Despite the fact that universities and other institutions of higher education in developed countries and some Africa countries have since recognized that the 21st century global digital and knowledge-based economies evolution has ushered in the next generation of learners, and as a result have taken the necessary steps to blend the traditional method of lecturing in higher education with web-based learning management systems in order to accommodate these learners. However, in Africa not much research have been done on the readiness of higher education institutions in terms of blending web-based learning management systems with the traditional method of lecturing to cater for the next generation of learners. In 2016-2018 the state in Russia adopted a package of program documents, which implies the transfer of education to the large-scale introduction of digital technologies. This phenomenon has been called “digitalization of education”. In scientific literature, electronization and digitalization are increasingly called one of the institutional traps for the development of Russian universities, since the corresponding institutional environment has not yet been formed due to the forced nature of innovations. As a result, the processes of introducing new technologies into education are still not regulated. Within the framework of the purpose of the study, the manifestations of the trap of electronization and digitalization of Russian higher education were analyzed on the basis of sociological data, and the theoretical modeling of the process of adaptation of educational agents to the institution of digitalization was carried out.In the course of the study, the approaches were summarized that have been developed in discussions on educational digitalization. The article presents the author’s vision of the studied phenomenon as an institutional trap; as well as understanding of the institutional features and characteristics of electronization and digitalization in education.The research method is the analysis of estimates obtained in the course of an expert survey which was conducted by the Vologda Scientific Center of the Russian Academy of Sciences among the representatives of the teaching staff of state universities in the Vologda region. In the course of this analysis, the indicators of educational digitalization as an effective innovation were clarified such as an increased accessibility of educational resources; simplification of communication and the process of transferring knowledge from teacher to student; increased opportunities for training specialists for the new (digital) economy; improving the quality of education in universities, etc. Based on the results of the empirical study, it has been determined that the conditions for the development of digitalization in Russian universities are currently ambiguous, which is closely related to the level of competitiveness of the educational organization.The scientific novelty of the research consists in the presentation of an original matrix describing the process of university employees adaptation to the conditions of digital transformation of education. The matrix is proposed on the basis of a sociological analysis of the impact of the trap of electronization and digitalization on the activities of educational agents. The matrix can be taken into account in the practice of higher education management.

Valid estimation of usual dietary intake in epidemiological studies is a topic of present interest. The aim of the present paper is to review recent literature on innovative approaches focussing on: (1) the requirements to assess usual intake and (2) the application in large-scale settings. Recently, a number of technology-based self-administered tools have been developed, including short-term instruments such as web-based 24-h recalls, mobile food records or simple closed-ended questionnaires that assess the food intake of the previous 24 h. Due to their advantages in terms of feasibility and cost-effectiveness these tools may be superior to conventional assessment methods in large-scale settings. New statistical methods have been developed to combine dietary information from repeated 24-h dietary recalls and FFQ. Conceptually, these statistical methods presume that the usual food intake of a subject equals the probability of consuming a food on a given day, multiplied by the average amount of intake of that food on a typical consumption day. Repeated 24-h recalls from the same individual provide information on consumption probability and amount. In addition, the FFQ can add information on intake frequency of rarely consumed foods. It has been suggested that this combined approach may provide high-quality dietary information. A promising direction for estimation of usual intake in large-scale settings is the integration of both statistical methods and new technologies. Studies are warranted to assess the validity of estimated usual intake in comparison with biomarkers.

Currently, technological developments, especially in the field of information technology and computers, are developing very rapidly. In current conditions, the world is shocked by the presence of a deadly virus called the Covid-19 virus. Because of the virus, all human activities are disrupted and even stopped, one of which is teaching and learning activities in schools. With the development of technology like now, we can take advantage of this technology to help students in the learning process at school. Web design is an alternative way to keep the learning process going. With this distance learning process students can still learn and receive the material given.

In recent years, institutions of higher education have been migrating to the Web for instruction in record numbers. While Web-based course management systems (CMS) offer many exciting possibilities for instructors and students, their efficacy in terms of teaching and learning has not been thoroughly evaluated. This chapter explores the inherent capabilities and limitations of five models of conceptual frameworks for the design of CMS. The chapter concludes with a discussion of CMS evaluation instruments, advice for instructors transitioning to CMS, and a call for more research in this growing area.
