With the implementation of benefit-oriented urban renewal, many historical blocks have lost their identifiability. The historical block is an external entity that is a presentation of urban culture. The disappearance and homogenization of the historical block have directly led to the city losing its place attachment, with the overall identifiability of urban areas becoming weakened. Therefore, it is essential to develop a strategy to protect historical block identifiability in urban planning. Traditional urban planning is dominated by government and developers and is highly dependent on planners’ experience-based judgment but lacks quantitative analysis of public participation. As a result, it is difficult to carry out an objective and comprehensive analysis when facing the complicated situation of historical blocks. The issue of public participation has become an essential issue in the process of urban construction and renewal in China and other developing countries. Based on an analysis of the concept and the characteristics and techniques prevalent in the data age, this article discusses (1) the method and mechanism of public participation in the protection of urban historical blocks and (2) the content and structures of public participation platforms for historical districts. Research indicates that the application of cloud technology and reasonable platform design is the focus of public participation in historical block protection, which can change public participation from passive to active, from “lagged” to “synchronized”.

At present, the environment of a large modern city is technologically saturated to the limit, urbanized, and the most important task is a competent system of improvement and greening of urban areas. The article discusses the key projects of the city of Rostov-on-don to improve the quality of the urban environment from 2007 to the present. Existing projects included in the system of Federal projects operate only on small sections of the city territory, and do not solve the entire set of tasks within the entire city budget. This study shows that in urban planning there is no unified system of improvement and landscaping, implemented throughout the city according to a single plan. The article points out that modern systems and technologies are not used in the city, and if they are used, they are not used in a complex way, but only in fragments. The article focuses on the prospects for the integrated application of modern systems. The final part contains conclusions based on research materials. A comprehensive solution based on the collaboration of science and technology, all existing problems in the city territory will improve the main indicators of comfort and investment attractiveness of Rostov-on-don.

The pace of modern urban development dictates special requirements for the structure of zoning and the designation of the territories of megacities. Formed requirements for the objects of residential and recreational areas, urban infrastructure and communications facilities. A special role in the issue of improving the comfort of the urban environment, is the process of renovation of production areas. One of the main principles of urban planning is the location of production in the outskirts of cities and settlements. However, with the development of urban areas, once located at the disposal of production, are surrounded by residential and administrative-office blocks. This “neighborhood” not only causes discomfort to residents, but also creates an excessive environmental burden on the environment. In addition, the territory of the city, and especially large megacities, have a much higher cadastral value of land, and, therefore, create an additional tax burden on production, as added value to the output. All these elements make the products uncompetitive, especially in comparison with similar products produced outside the metropolitan area. Thus, the process of output of production beyond the city limits is actually cyclical and uninterrupted. Territories that remain after the withdrawal of production facilities are subject to comprehensive analysis, taking into account the social needs of the city, and further renovation.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Recently, more and more often urban abandoned and depressed spaces that were previously used as industrial facilities or temporarily used are becoming the sphere of architectural and landscape transformations. These territories can occupy a significant part of the city. This paper examines the features of the formation of urban planning systems, as well as the impact of depressed spaces on the quality of the urban environment. This paper studies such depressed spaces as abandoned industrial areas and objects of unfinished construction. The paper assesses the impact of depressed spaces, identifies criteria that reflect the nature, scale and features of their impact on the environment, on the safety and quality of the urban environment, as well as their role in the structure of the city as a whole. The principles and features of the formation of such urban depressed spaces, as well as the patterns of their development are revealed. The features of the formation of open public space of urban systems, as well as ways of transforming depressed spaces, aimed at increasing their social significance, integrating them into the general urban development, and improving the ecological and social situation are considered. The paper concludes that the problem of restoration of depressed spaces is very important and urgent today. The creation of a continuous urban tissue is impossible without the reorganization of such spaces, as well as the creation of an integral compositional, functional and communication urban planning system.

Inicialmente, é feito um breve histórico da ideia de como os Estados passam a planejar suas ações para buscar o desenvolvimento. Posteriormente, analisa-se a questão do planejamento urbano, a partir da perspectiva do Estatuto da Cidade, realçando a participação popular na gestão e no planejamento público das cidades. Finalmente, identificam-se os mecanismos de participação previstos no Plano Diretor de Rio Verde, destacando-se o Conselho das Cidades.Palavras-chave: Planejamento; planejamento urbano; participação popular. AbstractThis article is an analysis of citizens’ participation in the master plan of the municipality of Rio Verde – Goiás. Initially, a brief history of the idea of how states start planning their actions to seek development is described. Later, we analyze the issue of urban planning, from the perspective of the City Statute, highlighting public participation in public management and planning of cities. The basic principle in urban planning and construction is to find out the right “niche” of the city and make full use of the natural conditions and respect the historical unity and coherence in building the city.

Aim. The aim is to justify the application of the landscape approach in urban planning on the basis of theoretical concepts of landscape studies and the requirements of urban planning practices. Discussion. The basic scheme of the landscape approach is to study the natural and anthropogenic landscape as a complex geosystem consisting of a complex of various components which form the planning structure of the city. In territorial and urban planning, the structure and properties of natural and urban landscapes are revealed using functional, historical-genetic, morphotypic, geo-ecological and visual research methods. Abroad, a similar trend is called "landscape urbanism", the theoretical basis of which is based on the understanding that the best option for the organization of urban areas should be based on the landscape features of the city. With the use of the above-mentioned approaches, an urban landscape approach is being formed, a new nature-urban planning system which, in addition to natural complexes, includes man-made structures: buildings, infrastructure, parks and squares. If the natural landscape is a self-regulating geo-system, then the urban one is controlled by man. When taking actions to transform natural landscapes should be taken into account their structure and functioning, as well as the limits of possible impacts and the likely consequences of these changes. Conclusion. The demand for a landscape approach is constantly growing as a result of the significant transformation of modern cities, the replacement of architectural styles, the growth of urban space and communications, the desire to improve the quality of the urban environment and the comfort of the urban population.

The projects of the teams participating in the 22nd project session of the International Baikal Winter University of Urban Planning Design, dedicated to the regeneration of urban areas using the KRT standard. Using the example of the improvement of the sites Novo-Lenino, Ushakovka, Yubileiny and Lisikha in the city of Irkutsk, the teams proposed new ideas for working with built-up areas, which can be implemented not only for Irkutsk, but also for other similar areas around the world. The importance of the regeneration of built-up areas as hidden resources for the development of the city is emphasized.

In the article the relevance of this research is due to overcoming the complex of social, environmental and economic problems in urban planning related to environmental improvement, improvement, greening of cities and settlements. Being one of the main elements of urban planning, "green spaces" form a favorable ecological environment. They also help to combat the effect of "thermal islands" by participating in the process of evaporation of moisture; reduce storm water runoff; improve air quality by absorbing atmospheric pollution. Improvement of cities is one of the priority tasks of forming a comfortable urban environment. It includes: improvement of the ecological situation in cities (related to the improvement of the landscaping system, which means scientifically grounded spatial arrangement of all components of urban landscaping according to urban areas) soil, climatic and other factors in order to achieve optimal ecological, sanitary and sanitary and sanitary effects. In the foreign practice of urban planning use the concept of "green infrastructure" ("Green infrastructure") or blue-green infrastructure ("Blue - green infrastructure"), which focuses on the environmental importance of the territory. Which considers the whole spectrum of landscape changes and serves as a basis for the formation and development of a favorable state in cities. The main reason for the interest in green infrastructure in the world is the desire to make the city a more conducive place to live, as well as to climate change. Reducing the negative impact on the environment is the key to the socio-economic development of the country. The purpose of this work is to develop recommendations for the design of green infrastructure. Analysis of existing experience in designing and implementing green infrastructure in an urbanized environment, identifying trends in the further development of their architectural and urban planning structure. The object of the study is the green infrastructure of major cities in the world, including its architectural and urban planning and spatial solutions in the city structure. The article presents typical landscaping schemes and their classification, as well as methods of using green spaces to improve the environmental, social and aesthetic status of cities.
