China's urban and rural development has entered a new stage of comprehensive transformation. The advent of the era of metropolitan development and the strategy of Rural Revitalization are two important national strategic backgrounds of this study. As the highest urbanization rate in Southern Jiangsu, rural and urban development needs synchronous resonance. Rural areas, as an important role in the integration of the Yangtze River Delta and the development of Shanghai Metropolitan Area, play an important role in regional cohesion and complementary functions, and are an important part in the overall construction of the metropolitan area. Jinxi Town is located in the southern end of Jiangsu Province, bordering Qingpu District of Shanghai, and between Suzhou and Shanghai. In ancient China, Jinxi was a traditional town of fish and rice and water culture. During the period of reform and opening-up, Jinxi worked closely with surrounding cities to create a brilliant chapter of "Sunan Model" and "Kunshan Model". In the new stage of development, Jinxi Town shoulders the heavy responsibility of more ecological functions and reduction of construction land indicators. It is not only more responsible for ensuring food production safety and protecting ecological functions, but also more demanding for rural revitalization. It is also more urgent to study its development path and strategy. Firstly, this paper takes Jinxi's contemporary mission as the starting point, secondly, through the analysis of Jinxi's function orientation, population, industry and space, and then puts forward the general strategic requirements of Rural Revitalization according to these four aspects. Thirdly, it demonstrates several different types of villages in Jinxi town, respectively. The cases of upgrading agriculture, industrial integration and development, demonstration of rural community and industrial retreat to build Jinxi Town to revitalize villages in the countryside. Finally, through the follow-up revision and improvement of planning formulation, to help the effective implementation of Jinxi Town's Rural Revitalization strategic planning. Through this study on the Rural Revitalization of Jinxi Town, on the one hand, it comprehensively implements the national deployment and the task of Jiangsu as a benchmark; on the other hand, it earnestly follows the law of rural selfdevelopment, and in the theoretical category of regional economy, it is based on the development of metropolitan area and the background of Rural Revitalization era, with Chinese characteristics, Shanghai. The road of Rural Revitalization in metropolitan area. At the same time, this paper expects to provide ideas and methods for the compilation of strategic planning for Rural Revitalization in metropolitan areas.

Government of Nepal has been trying to revitalize rural areas after 1950s as a strategy of nation-building. The demands of ethnic groups are basically inclined with quest for ethnic identity, equality, and greater representation in the political structure. Among the ethnic groups, the largest groups are Janajati, Madhesi and Dalits. In this stance, this library based study tried to look at problems and prospects of balance development as an outcomes of revitalization process of nation-building. At the same time the study also tried to identify essential driver of rural revitalization in Nepali context. The study found that equal distribution of development is difficult in terms of its social, regional and cultural diversity. Poverty, unemployment, landlessness, rapid population is major push factor in Nepal to overcome from this problem. Besides these problems there are some prospects through which rural setting can be revitalized economically, socially, politically such as agriculture. One essential driver of rural revitalization is rurbanomics, an approach that emphasizes the linkages between rural and urban economies. Growing urbanization in most countries enhances the importance of rural areas—by boosting demand for food, diverse diets, and goods and services that the rural economy can meet. Rurbanomics, therefore, frames rural and urban economies as equal partners.Ending hunger and malnutrition to achieve both the Sustainable Development Goals and climate goals requires us to initiate a range of evidence-based actions to advance rural revitalization in all regions of the world. Rural revitalization represents the most realistic way to achieve such a dramatic transformation to ensure that rural people and rural areas can thrive for generations to come.

International students are increasingly enrolling in U.S community colleges as a starting point to their higher education. However, limited research examines the factors contributing to their successful transfer to a 4-year institution and bachelor degree attainment. Utilizing longitudinal transcript data from a large community college district in Texas, this study uses hierarchical logistical regression to compare college experiences and transfer outcomes based on region of origin. Findings demonstrate that while Sub-Saharan African students have a significantly higher probability of transfer than Asian and Latin American students, the majority of bachelor degree recipients were Asian students graduating in STEM fields. Delayed enrollment into college and academic preparedness in math were negatively associated with transfer for Latin American and Caribbean students.

According to Romania’s National Rural Development Programme, the socio-economic situation of the rural environment has a large number of weaknesses – among which low access to financial resources for small entrepreneurs and new business initiatives in rural areas and poorly developed entrepreneurial culture, characterized by a lack of basic managerial knowledge – but also a large number of opportunities – among which access of the rural population to lifelong learning and entrepreneurial skills development programmes and entrepreneurs’ access to financial instruments. The population in rural areas depends mainly on agricultural activities which give them subsistence living conditions. The gap between rural and urban areas is due to low income levels and employment rates, hence the need to obtain additional income for the population employed in subsistence and semi-subsistence farming, especially in the context of the depopulation trend. At the same time, the need to stimulate entrepreneurship in rural areas is high and is at a resonance with the need to increase the potential of rural communities from the perspective of landscape, culture, traditional activities and local resources. A solution could be to turn vegetal and / or animal farms into social farms – farms on which people with disabilities (but also adolescents and young people with anxiety, depression, self-harm, suicide, and alexithymia issues) might find a “foster” family, bed and meals in a natural, healthy environment, and share the farm’s activities with the farmer and the farmer’s family: “committing to a regular day / days and times for a mutually agreed period involves complying with any required health and safety practices (including use of protective clothing and equipment), engaging socially with the farm family members and other people working on and around the farm, and taking on tasks which would include working on the land, taking care of animals, or helping out with maintenance and other physical work”

The presented findings may serve as a basis for justifying the trends in social and economic conditions necessary for the growth of human capital in rural areas.

For the first time in the scientific literature, this research shows an analysis of the implementation of circular economy techniques under sustainable development framework in six municipalities with a depressed economy in Colombia. The analysis is based on solid waste data production at a local scale, the valuation of the waste for subsequent recycling, and the identification and quantification of the variables associated with the treatment and final disposal of waste, in accordance with the Colombian regulatory framework. Waste generation data are obtained considering three different scenarios, in which a comparison between the simulated values and those established in the management plans are compared. Important differences have been identified between the waste management programs of each municipality, specifically regarding the components of waste collection, transportation and disposal, participation of environmental reclaimers, and potential use of materials. These differences are fundamentally associated with the different administrative processes considered for each individual municipality. This research is a good starting point for the development of waste management models based on circular economy techniques, through the subsequent implementation of an office tool in depressed regions such as those studied.

Road extraction in rural areas is one of the most fundamental tasks in the practical application of remote sensing. In recent years, sample-driven methods have achieved state-of-the-art performance in road extraction tasks. However, sample-driven methods are prohibitively expensive and laborious, especially when dealing with rural roads with irregular curvature changes, narrow widths, and diverse materials. The template matching method can overcome these difficulties to some extent and achieve impressive road extraction results. This method also has the advantage of the vectorization of road extraction results, but the automation is limited. Straight line sequences can be substituted for curves, and the use of the color space can increase the recognition of roads and nonroads. A model-driven-to-sample-driven road extraction method for rural areas with a much higher degree of automation than existing template matching methods is proposed in this study. Without prior samples, on the basis of the geometric characteristics of narrow and long roads and using the advantages of straight lines instead of curved lines, the road center point extraction model is established through length constraints and gray mean contrast constraints of line sequences, and the extraction of some rural roads is completed through topological connection analysis. In addition, we take the extracted road center point and manual input data as local samples, use the improved line segment histogram to determine the local road direction, and use the panchromatic and hue, saturation, value (HSV) space interactive matching model as the matching measure to complete the road tracking extraction. Experimental results show that, for different types of data and scenarios on the premise, the accuracy and recall rate of the evaluation indicators reach more than 98%, and, compared with other methods, the automation of this algorithm has increased by more than 40%.

This paper explores the impacts of Bangladesh’s Union Digital Centers (UDCs) as government information and service delivery hubs in rural areas. Drawing on user-surveys and semi-structured individual interviews it demonstrates that the UDCs have produced generally positive yet modest impacts on governance of service delivery. It shows that the UDCs are at an early stage of development, and that they offer only a limited set of services. While they helped extend ICT-enabled services to sections of population that would otherwise have missed them, the UDCs do not have much to do with rural livelihoods and empowerment of the poor and marginalized groups. These findings point to current inadequacies and pitfalls of the UDC approach to development. We argue that enhanced viability and effectiveness of the UDC experiment would warrant embedding more value-added governmental services and further strengthening of their capacity, mandate, and connectivity with government agencies at various levels, among others.

Background: Multimorbidity, often defined as having two or more chronic conditions is a global phenomenon. This study examined the association between key determinants identified by the chronic disease indicator framework and multimorbidity by rural and urban settings. The prevalence of individual diseases was also investigated by age and sex. Methods: The Canada Community Health Survey and linked health administrative databases were used to examine the association between multimorbidity, sociodemographic, behavioral, and other risk factors in the province of Ontario. A multivariable logistic regression model was used to conduct the main analysis. Results: Analyses were stratified by age (20–64 and 65–95) and area of residence (rural and urban). A total sample of n = 174,938 residents between the ages of 20–95 were examined in the Ontario province, of which 18.2% (n = 31,896) were multimorbid with 2 chronic conditions, and 23.4% (n = 40,883) with 3+ chronic conditions. Females had a higher prevalence of 2 conditions (17.9% versus 14.6%) and 3+ conditions (19.7% vs. 15.6%) relative to males. Out of all examined variables, poor self-perception of health, age, Body Mass Index, and income were most significantly associated with multimorbidity. Smoking was a significant risk factor in urban settings but not rural, while drinking was significant in rural and not urban settings. Income inequality was associated with multimorbidity with greater magnitude in rural areas. Prevalence of multimorbidity and having three or more chronic conditions were highest among low-income populations. Conclusion: Interventions targeting population weight, age/sex specific disease burdens, and additional focus on stable income are encouraged.
