Artikulu honetan, teknologia horren sarrera egiten da, teknologia horrek sektore publikoan dituen ezarpenak azaltzen dira, Europar Batasunaren ekimenak kontatzen dira, eta Europako Kontuen Auzitegiaren adibide zehatz bat aurkezten da. Resumen: La transformación digital, impulsada entre otras cosas por la revolución de internet, ofrece nuevas oportunidades de automatización y eficiencia que van unidas a riesgos, como la seguridad, o la interoperabilidad. La tecnología de cadena de bloques (blockchain), de naturaleza disruptiva e innovadora, ha captado la atención de los responsables del sector público por su capacidad de generar nuevos servicios, y de contribuir a mejorar los existentes, aumentando la transparencia y manteniendo la confianza de los ciudadanos. Este artículo introduce la tecnología, describe sus aplicaciones en el sector público, relata las iniciativas de la Unión Europea y presenta un ejemplo concreto del Tribunal de Cuentas Europeo. Abstract: The digital transformation, driven by, amongst other things, the Internet revolution, offers new opportunities for automation and efficiency that go together with risks such as security and interoperability. The disruptive and innovative nature of Blockchain technology has not been overlooked by the public sector decision-makers for its ability to generate new services and to contribute to improving existing ones, increasing security, transparency and maintaining the confidence of citizens. This article introduces the technology, describes its applications in the public sector, explains the initiatives at the European Union level and presents a use case of the European Court of Auditors.

The Sultanate of Oman accepts and uses e-services among public services, which largely depend on the institutional process and implementation of e-government, sometimes with different preferences for the reality of digitalization. It is important and plays an important role in the economic, political and prosperity of the Middle East. Therefore, the country is focusing on technology that enables services and government-wide strategies. Regarding such issues, the main aim of the study is to examine the means available to examine the effectiveness of electronic services and digital transformation in the selected public sector in the Sultanate of Oman. The study used online empirical sources in the names of organizational, technology, environment and human resource factors, as well as the effectiveness of digital change in various online database sources such as Google Scholars, Springer Link, Wiley, Science Direct, JSTOR, Emerald Full text, Scopus and EBSCO HOST, etc. The review results show that organizational, technological, environmental and human factors play an important role in ensuring the effectiveness of the public sector in the digital transformation in the Sultanate of Oman. The study also found that the success of e-government in Oman depends on the willingness and intention of citizens to use e-government services. The country's government should consider developing vital IT projects, ignoring citizens' opinions, to make traditional services more efficient online. Understanding citizen adoption is an important element of E-Government, enabling it to provide policymakers and decision makers with a range of strategic management plans and actions to build and rapidly accelerate adoption of these services to increase citizen participation, also the adoption rate. A summary of the study's findings provides guidance for the future scope of empirical research to ensure the effectiveness of the public sector for digital transformation in the Sultanate of Oman and its regions.

In an aim to contribute to already existing knowledge upon the subject of smart cities and the public sector’s wider knowledge in Europe, this study investigates the perception by the municipalities and the wider public sector, responsible for implementing smart solutions in the environment. The understanding of the concept of smart cities/villages by municipalities is on a low level due to the fact that the problem is too wide, not well described, solutions even wider, accompanied by the lack of experts able to offer comprehensive solutions to municipalities. The study presents factors according to the current municipalities’ knowledge (environmental awareness, knowledge and prior experience) and the existing market, of whether these factors can be said that affect the acceptance of smart cities. The public is already aware of the smart cities as a general concept, however, the study sheds light upon the established knowledge that the decision makers have in five countries, Hungary, Slovakia, Italy, Lithuania, and Denmark.

Information technology governance is considered one of the innovative practices that can provide support for decision-makers. Interestingly, it has become increasingly a de facto for organizations in seeking to optimise their performance. In principle, information technology governance has emerged to support organizations in the integration of information technology (IT) infrastructures and the delivery of high-quality services. On the other hand, decision-making processes in public sector organisations can be multi-faceted and complex, and decision makers play an important role in implementing technology in the public sector. The aim of this paper is to shed some light on current opportunities and challenges that IT governance is experiencing in the context of public sector services. In this respect, this paper examines the factors influencing the decision-making process to fully appreciate IT governance. Furthermore, this study focuses on combining institutional and individual perspectives to explain how individuals can take decisions in response to institutional influences.

In the first part of the paper, the author has outlined some changes that have happened in the field of civil law during the history, and in the second part of the paper, the author has paid attention to the modern trends, produced by the process of globalization. By analyzing certain sectors, the author has come to the conclusion that ownership title and public office are being slightly shifted from state to non-state authorities. On the other hand, this trend of the global (re)privatization has contributed to the change of attitude toward the title. The owner is expected to ewoy his title both for his own and for the public benefit. One of the most recent judgments of the European Court of Justice speaks in favor of this and it has been mentioned in this paper. This judgment supports the view that the property is not absolute and that it has a social value. The special attention is paid to the so called new institutionalism and need to question the concept of separation of powers within the European Union.

The aim: The aim of the study is to examine the blockchain technology in the field of healthcare, to analyze the principles of the European Convention on Human Rights regarding respect for private and family life, home and correspondence, to analyze the key positions of the European Court of Human Rights (hereinafter – ECHR) in the field of human rights to privacy, to analyze the European Union (hereinafter – EU) secondary legislation regarding the supply of medicines, prospects for the blockchain usage in order to protect human rights to privacy and improve the quality of medicines. Materials and methods: Scientific works that are devoted to the outspread of digital technologies in healthcare, the provisions of the European Convention on Human Rights, the ECHR’s practice on the protection of human rights to privacy, the provisions of the EU secondary legislation that regulate the supply of medicines are studied. The methodology of this article is based on comparative and legal analysis techniques and includes system-structural method, method of generalization, method of analysis and synthesis as well. Conclusions: The blockchain technology in medicine and pharmacology will increase the level of protection of human rights to healthcare quality.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.
