Errotazio-mailarekin lotutako antolamendu-jardunaren emaitzek nabarmentzen dute garrantzitsua dela eskualde-testuinguru espezifikoetan zerbitzu publikoa optimizatzen lagunduko duten praktikak identifikatzea; horregatik, azterketaren helburua da identifikatzea eta deskribatzea Kolonbiako, Peruko, Ekuadorreko eta Boliviako jardunbide egokiak goi-zuzendaritza publikoaren errotazio-mailak kudeatzeko. Ikerketa deskribatzailea da, ikuspegi kualitatibokoa, kasuak aztertzeko diseinua barne duena: analisi dokumentala eta metodo organiko-analitikoak erabiltzen dira testuinguru bakoitzeko errealitateak aztertzeko. Emaitzek agerian utzi dute jardunbide egoki gutxi daudela, identifikatzen dituzten ezaugarriekiko hurbiltasun mailaren arabera, hala nola eraginkorrak, berritzaileak, jasangarriak, erreplikagarriak edo moldagarriak diren edo ez. Resumen: Los niveles de rotación en la alta dirección pública pueden afectar adversamente la calidad de los servicios públicos. Los resultados de desempeño organizacionales relacionados con los niveles de rotación destacan la importancia de identificar prácticas que, en contextos regionales específicos, contribuyan a la optimización del servicio público; por ello, el objetivo del estudio es identificar y describir la existencia de buenas prácticas de gestión de los niveles de rotación de la alta dirección pública en Colombia, Perú, Ecuador y Bolivia. La investigación es de tipo descriptiva de enfoque cualitativo, con un diseño de estudio de casos, se utiliza análisis documental y métodos lógico-analíticos para examinar las realidades de cada contexto. Los resultados evidencian una reducida existencia de buenas prácticas, a través de su aproximación con las características que las identifican como efectivas, innovadoras, sostenibles, replicables o adaptables. Abstract: The turnover levels in senior public management can adversely affect the quality of public services. The organizational performance results related to turnover levels highlight the importance of identifying practices that, in specific regional contexts, contribute to the optimization of public service; for this reason, the objective of the study is to identify and describe the existence of good practices management for the turnover levels of senior public management in Colombia, Peru, Ecuador, and Bolivia. The research is descriptive in qualitative approach, with a case study design, documentary analysis and logical-analytical methods are used to examine the realities of each context. Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. This paper uses Singapore as a case study to illustrate how staffing policies and practices affect the quality of the workforce which ultimately influence performance at employee and organization level. It reveals that Singapore public service has been able to put in place most of the ‘critical factors’ for an effective staffing system management. The presence of those critical factors have played an important role in making Singapore to be one of the most effective public services in the world. Finally, it forwards theoretical and practical implications of the study and future research direction.

This paper explores the difficulties of building a service-oriented government by taking the evaluation results of public service satisfaction of Guizhou province in 2019 as an example. This paper finds that building a service-oriented government is the process of improving the quality of public service in an all-round way. With the steady improvement of the public service quality in China, the public’s expectation of the public service quality has been improved by changing from the original “yes or no” to the current “good or not”. In order to speed up the construction of service-oriented government, government departments should pay attention to the change of public demand and take the comfort, richness and transparency of public service as the key points of quality improvement.

The aimed of this study was to analyze the management of Boonpring Ecotourism by Village Owned Enterprises (BUMDes) in order to increase income of the village (PADes). This study uses a case study design with a qualitative descriptive method. Qualitative data obtained by conducting in depth interviews, observations and documentation. The informants in this study were the Head of village, the Head of BUMDes, staff and community. Data reduction, data presentation, trianggulation and conclusion are data analysis  used in this study. The results of the study stated that the management of Boonpring Ecotourism had been carried out well by the Village-Owned Enterprises (BUMDes) of Sanan Kerto in accordance with the cooperative, participatory, transparent, accountable, and sustainable principles. Good management of Boonpring Ecotourism is expected to increase Income of village in a sustainable manner by exploring the potential of villages through the tourism sector even though there are obstacles in the application of participatory principles, namely the quality of Human Resources (HR) that need to be trained.Keywords: Management Principles; tourismp; BUMDes; Income of Village. AbstrakTujuan dari penelitian ini adalah untuk menganalisis pengelolaan Ekowisata Boonpring oleh Badan Usaha Milik Desa (BUMDes) dalam rangka meningkatkan pendapatan desa (PADes). Penelitian ini menggunakan desain studi kasus dengan metode deskriptif kualitatif. Data kualitatif diperoleh dengan melakukan wawancara secara mendalam, observasi dan dokumentasi. Informan dalam penelitian ini adalah Kepala Desa, kepala BUMDes, karyawan, dan masyarakat. Reduksi data, penyajian data, trianggulasi dan penarikan kesimpulan merupakan analisis data yang digunakan dalam penelitian ini. Hasil penelitian menyatakan pengelolaan Ekowisata Boonpring sudah dilakukan dengan baik oleh Badan Usaha Milik Desa (BUMDes) Sanan kerto sesuai dengan prinsip kooperatif, partisipatif, emansipatif, transparan, akuntable, dan sustainable. Pengelolaan Ekowisata Boonpring yang baik diharapkan dapat meningkatkan Pendapatan Asli Desa secara berkelanjutan dengan menggali potensi desa melalui sektor pariwisata walaupun ada kendala dalam penerapan prinsip partisipatif yaitu kualitas Sumber Daya Manusia (SDM) yang perlu dilatih.Kata Kunci: Prinsip Pengelolaan, wisata, BUMDes, PADes.

In vogue with the international currents of public management, the United Kingdom's New Labour government sees the outsourcing, or externalisation, of public service delivery as a key instrument of performance improvement. Evidence suggests, however, that a significant proportion of local authorities are reluctant to externalise. On the basis of fifty interviews in six case-study authorities, the author identifies five reasons for a reluctance to externalise. He further considers the degree of theoretical support for this reluctance, concluding that gaps in our knowledge—critical to ‘make or buy’ decisions—make it impossible to determine whether a reluctance to externalise is well founded or not.

This study investigates how citizens define their role qua citizen and how the public role they assign themselves matters in their assessment of satisfaction with public service performance. We compared survey respondents who identified their citizen role as customer (n=280), partner (n=353) or owner (n=467) to test this relation. Theoretically, the dominance of New Public Management (NPM) scholarship has resulted in the framing of citizens as simply customers, but our empirical study finds that citizens consider themselves more as partners or owners of government. This mismatch in conception was our research hypothesis for further research. We then ran a number of t-tests and carried out a MANOVA analysis, the results of which indicate that there is a significant difference between the customer and partner groups regarding expectations and satisfaction on the quality of their living area but not regarding performance. There is also evidence that shows that the role citizens assign to themselves is related to their public service expectations but that the connection between their view of their role and their assessment of performance is weak.

AbstractThis is a multiple case study that investigates the motivations and ambitions of politicians who run for elections. It uses a mixed research design that applies inductive reasoning in the collection and analysis of data from six communities of rural Armenia. Data-collection instruments include in-depth interviews, focus groups, field observations and community survey. Whereas the study considers various theories of motivation and ambition, the conclusive evidence shows that the attractiveness of office at the local-government level in smaller rural communities is not driven by financial considerations and is rather compelled by the desire to make a difference motivated primarily by personal interest in and dedication to bringing positive change in the quality of life in one’s own community. The study also shows that motivators oft en stem from several other factors, including one’s deep-rooted connection with the community, lineage, length of term in office, record of community satisfaction, resultant personal power built over the years in service and the need to be acclaimed by one’s own community. A derivative closely linked to the priority of building the personal reputation of an incumbent mayor is the resultant power of decision-making. These conclusions can be explained using the model offered by Besley and Ghatak (2005) where politicians view public service as a personal mission. This study connects personal drive to sense of community and ancestral presence. The study also explains why mission accomplishment is more attractive than personal profit-making and how the sense of community and ownership are linked to personal drive.

Purpose of the study: To find out the struggle to build students' Science literacy experienced by the Philippines in the PISA 2018 results. Methodology: the methodology used uses Case Study design. The method used by collecting facts from various data, learning curricula, culture and some Science discourse related to science literacy and PISA score. Various facts are analyzed by grouping and classifying and drawing conclusions from the discussion. decision-makers Findings: integration efforts from teachers, schools, and curriculum continue to be improved by the government to improve the quality of education, although the results of the Science literacy of students in PISA 2018 have not been sufficient. Resumen: En la última década la industria de la vivienda en América Latina ha logrado reducir el rezago habitacional considerablemente, pero en el camino por abatir la falta de viviendas se ha generado un crecimiento urbano desordenado que está deteriorando la calidad de vida de la población. En este contexto ¿es posible hablar de desarrollo sustentable?. El objetivo del presente artículo es presentar un recorrido por el estado del arte en materia del desarrollo de arquitecturas, enfocadas bajo el concepto de desarrollo sostenible a nivel mundial. Nace de una investigación de corte cualitativo, en la que se utilizó una revisión documental sobre el concepto de desarrollo sostenible y las buenas prácticas de éste en la arquitectura y el urbanismo de hoy; en ella la observación directa se convierte en la herramienta precisa para constatar las potencialidades de los ejemplos que se ofrecen como representativos de unas buenas prácticas de una arquitectura sostenible en el mundo contemporáneo. La discusión que plantea, gira en torno a la desmitificación de algunas interpretaciones forjadas a partir del concepto de desarrollo sostenible, lo que genera una crítica a la forma como ha evolucionado el concepto, y se presentan algunos buenos ejemplos de cómo desarrollar una arquitectura amigable con el planeta. Como conclusión se plantea llamar al urbanismo sin ningún adherente de (bioclimático, ecológico, sustentable), un urbanismo capaz de responder a las condiciones singulares del clima y territorio, entendiendo que cada situación geográfica genera un diseño característico y diferente con respecto a otros lugares. ___Palabras clave: Urbanismo, sostenibilidad, medio ambiente, energía alternativa, eficiencia energética. ___Abstract: In the last decade the industry of the housing in Latin America has managed to reduce and leave behind housing deficit considerably, but in the way for bringing down the lack of housings there has been generated an disorder urban growth that is spoiling the quality of life of the population, in this context is it possible to speak about sustainable development? The aim of the present article is to present a tour for the state of the art as for the development of architectures, focused under the concept of sustainable development worldwide. It begins of an investigation of qualitative cut, in which a documentary review was in use on the concept of sustainable development and the good practices of this one in the architecture and the today urbanism, in it the direct observation turns into the precise tool to state the potentials of the examples that offer like representative as a few good practices of a sustainable architecture in the contemporary world. The discussion that it raises, turns environment to the debunking of some interpretations developed from the concept of sustainable development, which generates a critique to the form since has evolved the concept, and they present some good examples of how developing an friendly architecture with the planet. Environmental impact assessment (EIA) report, the final output of the EIA process forms the basis for environmental impact statement (EIS) review and decision-making, implying the need for its good quality. This empirical study is based on the literature review, opinions of EIA consultants, and views of experts associated with the EIA system in India. It is inferred that the overall quality of the EIS is below par and there are several inadequacies in the EIA appraisal system. Given the strong correlation between a robust EIS review system and a good quality EIS, a two-tier structured, transparent, and criteria-based review mechanism based on good practices is suggested. Further, it is crucial to adopt a professional approach for appraisal and capacity building of the professionals engaged in conducting the EIA and reviewing the EIS.
