The article is devoted to the consideration of the theoretical aspects of studying the psychologically creative readiness of teachers for innovative activities. Psychological and pedagogical studies devoted to the study of this phenomenon are analyzed. An attempt has been made to identify the structure of the teacher's psychological readiness for innovative activity, which will make it possible to determine and develop psychological and pedagogical technologies for its formation among teachers. The concept of the level of the pedagogical activity, which requires a restructuring of the motivational sphere of the teacher's personality, his value orientations, goals, attitudes, the hierarchy of external and internal stimuli, orientation, aspirations, interests, is also touched upon. Modern educational policy makes new demands not only on the content and technologies of teaching but also, first of all, on the personality of the teacher.

The basic presupposition of the paper in that pedagogy has not founded its methodologycal specificity in defining the problem of the educational value of labour; furzhermore, that even those rare theoretical elaborations of the problem of the educational values of labour fail to recognize the pedagogical implications of the results obtained by research carried out in sociological and psychological studies. On the basis of results obtained by inquiries into the relationship towards labour, the author lays down the practical - pedagogical implications for the theoretical analysis of the educational value of labour in pedagogy; 1) the results of the investigation of the relationship towards labour give us an insight into the effectiveness of the principles involved in the transformation of the school system, 2) it frees itself of those theoretical orientations which look upon labour as "life's greatest need” or, contrary to this, as an aliented activity, 3) a list of concrete examples evincing that the egalitarian conceptions cannot be realized in the sectors of labour and education as part of the post - socialist developments in Croatia and 4) a different valorization of the educational value of labour presupposes the acceptance of the dominant value orientations towards labour as the basis for elaborating a new educational policy.

This paper provides an historical and contemporary interpretation of the developmental influences that have led to the Ontario Ministry of Education’s recent focus on Aboriginal educational policy in Ontario, Canada. It offers an interpretive and critical perspective on the rhetorical constructions, assumptions, and value-orientations implicit in two seminal documents. This discussion will assist Aboriginal Advisory Groups and communities, as well as policy-makers and practitioners, to think clearly about implementation strategies in the broader context of Aboriginal socio-educational development.

The article proves that one of the objectives of the contemporary high school is developing the potential of all participants of the pedagogical process, giving them opportunities for revealing creative abilities. Such a change in the role of education in society has led to innovative processes. We distinguish the following elements of innovative activity in HEIs: the goal (increasing the efficiency of resource use in the HEIs), the content (the processes of creating and applying the innovations, including regular ones) and the product (the quality of training the graduates of the HEIs). We also identified the following types of innovation: organizational, processive and productive, which are the subjects of innovative activity in the HEIs. Under these circumstances, the planning and application of innovations are considered as the area of involving teachers into innovation activity. We specified the factors increasing the number of innovative activities: organizational and technological preparation of creating innovations is considered pre-innovation activity; the production of innovations depends on research and scientific work; the application of innovations includes the stages of implementation, design and dissemination. We distinguished contextual, educational, scientific and innovative processes and the process of strategic development of human potential. We identified the prospects of researching the innovative environment of HEIs as a condition for effective innovative activity of teachers. Generally, the structure of indirect management of the innovative process includes the main stages of the reflexive regulation of searching a new idea: the stages of criticism, conscious rethinking and normalization of the activity. The organizational structure of such management includes the following stages: diagnostic, regulatory, analytical and verification. Knowledge of the varieties of structures and their main stages is necessary to define the whole system of reflective management, because the innovation process consists of micro-innovation processes, which need to be adjusted in communication. We analysed the basic structural components of the authors’ technology of managing the innovation process at the department level as a structural part of НЕІs.

On the basis of extensive sources, the author discusses the meeting point of three phenomena: innovativeness, economic self-governing bodies and the modernizing function of the law. Initially, he analyzes the meaning of the words ‘innovation’ and ‘modernization’. The issue of innovation and innovativeness is described with reference to Joseph Schumpeter. New notions are indicated, that have emerged in academic language: innovative competence, innovative potential, innovative environment, etc. The innovative activity of modern chambers of commerce in Poland is criticized. An attempt is made to draft an ideal model of an innovation incubator. The author identifies the sources of poor development of business environment institutions, as chambers of commerce are defined, as lying in their legal organization, which is faulty in his opinion. As he emphasizes the idea of self-government (differentiating between ‘self-government’ and a ‘self-governing community’) he raises the issue of whether it is feasible to vest the tasks of the central administration in economic self-governing bodies.

The processes of globalization and integration pose new challenges to the economy of any country, in particular, the issues of assessing and stimulating the innovative activity of enterprises in the context of constant transformation arise. Therefore, the purpose of this study was to substantiate the methodology for assessing the safety of the country's innovative environment, based on stimulating the innovative activity of enterprises in the context of European integration. The result of the study is the formation of methods for calculating the relative indicator of the country's innovativeness and the general indicator of the safety of the innovative environment, which can be used in the future to assess the potential of other countries, they can serve as the basis for making decisions by foreign investors regarding investments in innovative projects. The advantages of using this methodology are taking into account the main factors of influence and conditions on the innovative activity of a particular country, and the simplicity of calculations. As a research result, an assessment of the innovative activity of enterprises in the studied country in the context of European integration was obtained. To do this, first, the calculation of the relative innovation index was justified and performed. The advantage of this index is the visibility and greater accuracy in determining the place of the country, the level of innovativeness of the activities of its enterprises. Justification and recommendations for cooperation with the EU are facilitated by an analysis of the peculiarities of commodity trade with the EU, a detailed analysis of the country's environmental conditions for innovative activities of enterprises using statistical indicators that are easy to find in the public domain. The compilation of a methodology for assessing the state of security of the innovation environment was facilitated by a detailed analysis of the dynamics of GDP and the factors contributing to innovative development, which adds validity to the research results and demonstrates the ease of calculations. The proposed methodology has been tested and can be used to assess the potential of other countries seeking to integrate into the European space
