Since exporting higher education is a type of economic activity, let us consider international education services as a special type of export commodity. In this case, the object of an educational service will be knowledge and skills, as well as the means of their identification, which are subsequently realised in the labour market in the form of labour supply.

Purpose The export of Russian educational services worldwide was not considered by the Russian Government as a full-fledged economic sector until recently. However, the situation has changed since the early 2000s, when in 2002, the Russian Government approved the national strategy for higher education promotion abroad and since then has been actively working on development of incentives and measures to support Russian universities to better market themselves in a global competitive market place of higher education. The paper aims to discuss these issues. Design/methodology/approach In this paper, the authors use a systematic approach to analyze different instruments for promoting higher education services abroad, consider the current state of this issue in Russia and look at what difficulties may arise at various levels when the state attempts to implement its strategy. Findings They are formulated as a set of marketing activities at different levels (national, regional and institutional), allowing a more advantage positioning of Russian universities in the global environment. Practical implications This paper focuses on the development of a marketing strategy for universities in a dynamic setting. The urgency of the problem is determined by the fact that today universities have to deal with a number of challenges: the reduced funding; increased competition at the regional, national and global markets; the growth of the importance of international and national rankings; and demographic and social challenges. Effective positioning in the global market place can be viewed as a source of new opportunities, as well as a challenge, not easy to master in some cases. Originality/value The paper scrutinizes strategies for the promotion of Russian universities to increase effectiveness of their positioning and create for them comfortable conditions for development in the world markets of educational services. The topic of marketing of educational services worldwide for a post-Soviet country is not an issue commonly addressed in the literature today.

The demands and challenges posed by the global economy help explain the growing importance of the internationalisation of higher education in European, national and institutional policy arenas. The discourse of internationalisation is driven primarily by economic factors, and an emphasis on competition, standards and skills has shifted attention away from considering internationalisation in relation to the aims, values and the purpose of higher education. This paper considers the notion of translation as a way of thinking about internationalisation. Translation is normally understood in relatively simple terms – as the transfer of meaning from one language to another – and it is seen primarily as a technical matter, albeit one that sometimes raises considerable difficulties. It is argued that that there is something limited and mistaken about this way of thinking about translation. It is not only between languages that translation occurs but also within a language. The question of translation has to do with the nature of meaning, and meaning has been and must remain a central concern of higher education and the university.

The expansion of trade and investment in the global economy since the 1980s has been accompanied by an associated growth in the international trade in education services, particularly higher education. In this paper we provide a detailed analysis of the expansion of higher educational mobility, measured by the burgeoning numbers of tertiary students going abroad to study. In particular, this paper investigates the increasing mobility of students from the Asia Pacific region undertaking study in Western Europe, North America and Australia. The paper argues that increasing international trade in education services in the Asia Pacific region reflects the strategic importance of these services to develop and maintain the long-term economic and social viability of these nations. Increasingly governments throughout the world now recognize the crucial role of education in fostering economic growth (especially in new knowledge-based sectors), personal and social development, as well as reducing inequality. Nations with well-established and prestigious higher education systems such as the United States, the United Kingdom and Australia have been the main beneficiaries of this growing trade in education services. These countries have been at the forefront of educational exports as they have led aggressive marketing campaigns to recruit new students as well as develop new methods of higher education provision and delivery. Further, this paper explores the positive and negative effects of student mobility, and the linkages between the internationalization of higher education and the professions. Finally, this study makes some suggestions for further research.

The competitive conditions in the market of higher education services encourage every college in Banten to be able to retain students and acquire new students every year. The decision of the prospective student in determining the college of his choice is very important for the sustainability of every college in Banten. Understanding the factors that influence the prospective student's decision is expected to increase the competitive advantage of Banten college so as to win the target market. The purpose of this study is to test the model that explains the effect of education services and reference groups on the decision of prospective students in choosing a college. In addition, this study also aims to examine the role of mediation of reference groups that mediate the influence of educational services on the decision of prospective students in choosing a college. Survey research design is used to obtain data to be analyzed using SEM with the help of AMOS software. Questionnaires were distributed to 418 students from high school and vocational schools, both public and private in Banten. The SEM estimation results indicate that Service and Reference Group directly influence the decision of prospective students in choosing a college to continue their studies. In addition, the reference group proved to mediate the influence of the Services on the Decision of the Student Candidate. Thus, the reference group has an important role for the Education Services in determining the decision of the prospective student. Marketing communications should be directed in addition to the target market itself, but also to reference groups with positioning as distinct and superior educational services.

The article considers digital educational services market development on the basis of digital platforms. Research subject: financial market digitalization. Research purpose: to develop theoretical provisions of digital educational services. Research methods. In the course of the research such methods as analysis, grouping, comparison, and synthesis have been used. Results: 1. A specific approach to the categories of “digital educational platform” and “digital educational ecosystem (ecosystem-based higher education)” is proposed. 2. The classification criteria of digital platforms are systematized on various grounds and the “operation scale” criterion was added to the digital educational platforms classification. 3. The current market state is characterized and the latest innovations in the digital educational services are reviewed. 4. Risks of the platform-based and ecosystem-based higher education models development are revealed. Scientific novelty: the authors’ specific approaches to the categories of “digital educational platform” and “digital educational ecosystem (ecosystem-based higher education)” are proposed, digital platforms classification criteria are systematized on various grounds, and the “functioning scale” criterion was added to the digital educational platforms classification.

This paper presents an analysis of issues of contemporary processes related to global higher education dynamics. The paper is based on the analysis of research results of well-known researchers of global higher education reality, as well as on the author’s own research results within the Erasmus program. It states that new aspects of the mission of a university as an institution were added to such aspects as research, teaching and service, in accordance with social requirements. It also reveals that the concept of the world-class research university of the XXI century of Prof. P. Altbach and the model of the entrepreneurial university of Prof. B. Clark, which work in the conditions of growing competition between higher education, represent a new world higher education reality in the early XXI century. The paper reveals that the global market of higher education services has been established as an instrument of higher education changes. In this context, the traditional providers of educational services and the “new providers” compete for or complement the supply. The paper shows that the traditional providers of educational services are public and private universities. It emphasizes that University has become only one of the actors in the new “knowledge business” nowadays and discusses that recently we have witnessed the emergence of new types of higher education providers. The paper considers the emergence of new providers of higher education as indicators of the direction of higher education dynamics in the immediate future. These “new providers” include corporate universities, virtual universities and online courses, a certification system of competence in computer technology, commercial IT and media companies, networks of professional associations, national or international research networks, international conglomerates and consortia, and publishers, who are designing and delivering course materials, sometimes in partnership with universities. It is highlighted that to operate and develop in current higher education dynamics, universities should simultaneously compete, positioning themselves, and cooperate, overcoming obstacles by joint efforts with partners. At the centre of the debates on internationalisation one can notice tensions between the agenda of completing the incomplete project of modernity, which dovetails into the current hegemonic neoliberal capitalist globalisation with its �global turn� towards the creation of �global� universities; and the resurgent and insurgent agenda of completing the incomplete project of decolonisation predicated on deracialisation, de-hierarchisation, decorporatisation, and depatriachisation of knowledge and education. This article contributes to the decolonisation of internationalisation of higher education at four main levels. In the first place, it underscores the primacy of knowledge in creating a reality known as �the international� with Europe and North America at the centre. In the second, it makes a strong case for taking seriously the idea of the locus of enunciation of knowledge as a basis of critique of the hegemonic neoliberal globalisation�s notion of a global economy of knowledge that is decontextualised and ignores the resilient uneven division of intellectual and academic labour. In the third, it calls for intercultural translation, mosaic/convivial epistemology, and ecologies of knowledges as key to any successful decolonised internationalisation of higher education. In the fourth, it argues for the reconstruction of university into pluriversity informed by the practices of globalectics and the coexistence of particularities. These four interventions constitute essential enablers in the cultivation of transnational knowledge that is of service to a world characterised by planetary human entanglements.

Modal manusia berpengetahuan dan berkemahiran merupakan indikator penggerak kepada perkembangan ekonomi negara. Justeru itu, institusi pendidikan memainkan peranan penting dalam penyediaan perkhidmatan pendidikan untuk melahirkan produk modal manusia seperti mana yang dikehendaki oleh industri. Tujuan kajian dijalankan adalah untuk membuat penilaian perkhidmatan pendidikan dalam kalangan pelajar aliran Pendidikan dan Latihan Teknikal dan Vokasional (TVET) di IPTA dalam aspek penerimaan dan perbandingan kepuasan perkhidmatan pendidikan berdasarkan demografi jantina. Populasi kajian yang dilibatkan seramai 6252 orang pelajar dengan saiz sampel seramai 448 sampel. Kajian ini melibatkan kaedah pensampelan rawak berstrata dengan menggunakan instrumen soal selidik sebagai kaedah pengumpulan data. Kebolehpercayaan instrumen adalah baik pada nilai alfa Cronbach = 0.887 bagi kualiti perkhidmatan institusi pengajian dan nilai alfa Cronbach = 0.918 bagi kualiti perkhidmatan latihan dan amali. Analisis deskriptif yang dilibatkan adalah min, peratusan dan kekerapan manakala analisis inferensi melibatkan pengujian MANOVA sehala. Hasil dapatan menunjukkan tahap kepuasan perkhidmatan pendidikan yang sederhana dan tidak terdapat perbezaan yang signifikan kepuasan perkhidmatan pendidikan berdasarkan demografi jantina. Penemuan kajian jelas menunjukkan bahawa IPTA perlu meningkatkan keberkesanan pelaburan dalam perkhidmatan pendidikan yang ditawarkan dalam usaha mempromosikan pendidikan tinggi di negara ini.   Kata kunci: Jantina, kepuasan perkhidmatan pendidikan, pendidikan tinggi, penilaian, TVET   ABSTRACT A knowledgeable and skilled human capital is a driving indicator of the country's economic development. Hence, educational institutions play an important role in the provision of educational services to produce human capital products as required by industry. The purpose of the study was to evaluate the educational services among Technical Vocational Education and Training (TVET) university students in terms of acceptance and delivery satisfaction based on gender demographic. The study population involved 6,252 students with a 448 sample size. This study involved random stratified method, and questionnaires were used to collect data. The reliability of the instrument is good as Cronbach's alpha value = 0.887 for the quality of the institution's services and the alpha value of Cronbach = 0.918 for the training and practical service quality. Descriptive analysis involved mean, percentage and frequency while inference analysis involved one-way MANOVA testing. The finding shows that the level of satisfaction of education services is moderate and there is no significant difference in satisfaction of educational services based on gender demographic.
