The result of scientific work was the conclusion that the stabilization and improvement of the agro-industrial complex is impossible without the unity of interests and goals of state structures, agricultural producers, processing and selling enterprises. Sustainable rural development has become a priority policy of the state. It covers the social, eco-nomic and environmental aspects of the development of society. This is the primary task of the power structures of all levels in the sphere of the agro-industrial complex. Creating agricultural production cooperatives is the surest and only way to ensure the food security of the country, the socio-economic and political stability of society. State structures of regions, municipal areas need to intensify and manage the creation of conditions for the voluntary association of small and medium-sized forms of agribusiness into production cooperatives.

Abstract Introduction. Dependence of the rural areas condition on the level of social infrastructure determines necessitates its definition as a priority direction of support from the state. Analysis of the current state of scientific research allows to substantiate the relevance of determining the social infrastructure role in shaping the demographic potential of region rural areas. The purpose of the article is to substantiate the social infrastructure role in shaping the demographic potential of rural areas in the region. Results. The implementation effectiveness of the Law of Ukraine «On the priority of social development of the village and agro-industrial complex in the national economy» is considered. The similarity of the motives between the rural population and the state is determined regarding the invariability of the way of life in the countryside. The social infrastructure development in rural areas makes the transition of the agricultural segment to market conditions cheaper. The ineffectiveness of the normative support for the Ukrainian village development is proved, which is confirmed by the lack of its proper institutional form or inadequate implementation. Measures to provide rural settlements with the necessary infrastructure are presented developed by experts of the National Institute for Strategic Studies. It is argued that improving the village's social infrastructure efficiency will inevitably affect the living standards of the rural population and will help to bring the living conditions in the countryside closer to urban standards. Conclusions. A full and highly organized social infrastructure, along with the availability of high-paying jobs, is an indispensable condition for the formation and development of demographic potential. Due to the current critical state of the social sphere of the village, and beyond it, and other aspects of rural life, it is necessary to implement measures for the development of social infrastructure with appropriate institutional support. There is a growing realisation that agriculture is a central mechanism for delivering sustainable rural development in Europe. However, agro-industrial and postproductivist logics and dynamics have largely tended to marginalise its significance. In this paper we explore some of the conceptual parameters needed to develop the rural development dynamic. This is one which recentralises agriculture and farm-based activities and provides a basis for countering the growing crisis in rural and agricultural policymaking. In order to further embed the rural development dynamic, however, new alliances need to be attached to the struggles that are currently underway in rural areas. This will involve the state and social scientists playing a greater constructive role in developing the social infrastructure around which current exemplars of agrarian-based rural development can become more mainstream.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.


Subject Inequality in China. Significance 'Income distribution' is the social issue of greatest concern to the Chinese public, according to opinion polls by Xinhua and the People's Daily ahead of the National People's Congress (NPC) currently underway in Beijing. However, the latest data from China's National Bureau of Statistics (NBS) indicate, paradoxically, that income inequality has actually narrowed for six successive years. Impacts Though falling, inequality is still high enough to weaken political stability. Greater equality will not earn the government as much popular support as cracking down on official corruption and conspicuous consumption. Urbanisation and household registration (hukou) reform will redress imbalances that have disadvantaged people from rural areas.

Abstract There is a growing recognition of the role that social enterprises play in rural areas. In Ireland this is formally acknowledged in recent social enterprises and rural development policies which commit to developing a suite of supports to realise the potential of social enterprises and strengthen their contribution to place-based sustainable rural development. However, these policies offer a generalised approach to social enterprises, compounded to date by the considerable gaps in our knowledge of these organisations. The main purpose of this article is to fill a gap in our understanding of Irish rural social enterprises. Using Defourny & Nyssens’ meso-level framework (2017), this paper presents an analysis of surveys completed by 258 Irish rural social enterprises. Our findings illustrate five clusters which represent different types of Irish rural social enterprises. The findings confirm the validity of applying a meso-level approach for capturing in-country heterogeneity within the social enterprise sector and for informing policy supports for these significant actors in place-based sustainable rural development.

In view of their features, as well as the low level of production, agricultural producers need government support. It stands out in different directions according to the state program. At the same time, there is support to novice farmers in the form of grants from the state, the purpose of which is to help develop business in any branch of agriculture: in breeding horses, cows, sheep, goats, pigs, poultry, growing potatoes, grain crops, vegetables in the open and closed ground, fruits and berries, fishing, beekeeping. Grants are provided to persons registered as an individual entrepreneur for at least a year who have a business plan for expanding or modernizing the economy. Support is provided 1 time, for 10 years. Assistance to novice farmers is provided in two main areas: the creation (development) of the economy 1.5–3.0 million rubles; help for the device of life up to 250 thousand rubles. The purpose of the study is to examine the theoretical aspects of state support, analysis of assistance to novice farmers, as well as the development of recommendations for the provision of grants. The article uses abstract logic and design methods. Analyzed the activities of agriculture at the federal and regional levels. The concept of “state support for agriculture” was clarified and supplemented: state budget funds aimed at developing the industry and rural areas in certain areas; direct increase in their profitability, through the production of necessary agricultural products; the main criterion for which remains the effectiveness of the use of this support. The state farmer beginner state support program has been improved, recommendations on introducing changes to this program have been developed.

In the context of the state policy of import substitution and the development of the export potential of the domestic agro-industrial complex, the importance of agricultural land is increasing. In Russia, it is possible to increase their area due to the involvement in the active economic turnover of unused agricultural land. The scientific study had analysed the quantity of agricultural land, the causes of crises in land management and the views of scientists on how to overcome the crisis, and an assessment of State action to return land to agricultural use. It was concluded that it is necessary to identify and implement the most effective forms and methods of state support, as well as strengthen regional financial support for agricultural producers involved in the involvement of unused land in agricultural turnover. An analysis of federal targeted programs to preserve agricultural land and increase its productivity has shown a high level of effectiveness. In order to make informed decisions on the involvement of land in turnover and to predict the improvement of its condition and use, the creation of a single digital platform combining disparate data of different departments on the state of land, their quality characteristics, legal status is important.

Purpose: The purpose of current work is to study the decriminalization of the agro-industrial complex as the most important factor in food security, as well as a way to solve problems affecting the state of food security of the Russian Federation, problems of legal support of national priorities related to food independence. Design/methodology/approach: The methodological basis of the research was formed by general scientific and private scientific methods. Findings: Today the agro-industrial sector is faced with a fundamentally new socio-economic and political-legal situation. It is not coordinated with the state policy in the field of agriculture, food production and food security, although initially this policy is intended to be a tool for the development, maintenance and functioning of the agro-industrial complex. Originality/value: The conducted research allowed us to draw the following conclusions: given the significant contribution of the agro-industrial complex to the national economy, it is self-sufficient and can develop independently; federal spending on said government support should provide agricultural producers with a margin that provides incentives to improve worker efficiency and an affordable credit system for the technical and technological upgrades of equipment needed to produce competitive goods; issues of increasing the competitiveness of agricultural products require solutions, first of all, at the federal legislative level.
