The article presents an analysis of the state and problems of implementing the socio-economic rights of population of the Khabarovsk territory as a priority area for reducing poverty. Attention of the authorities was drawn to the situation of poverty in a number of northern municipalities, where the population is experiencing difficulties in realizing their socio-economic rights due to the lack of jobs. Concern was expressed about the socio-economic rights of persons released from the places of deprivation of liberty. The Commissioner for human rights in the Khabarovsk territory, taking into account the study of situation in the region, sets out his vision for solving the problem of reducing poverty in the Khabarovsk territory and makes proposals that, in his opinion, can be used by the regional state authorities to achieve the indicators set by the President of the Russian Federation.

The present research features the state of housing and communal infrastructure in the Kemerovo region. The author identifies the patterns and features of its development in 1946–1950. Most of the archival data have never been introduced into scientific literature. In the postwar years, the housing and communal services in the region failed to meet the demands of the growing urban population; there were not enough municipal institutions, and the sanitary and epidemiological situation was unfavorable. New urban settlements lacked municipal infrastructure. This problem had begun in the pre-war years and persisted in the post-war period. The population was forced to use random and substandard water sources, and there was no sewage, while a lot of citizens lived in crowded barracks and dormitories. Financing of the social sphere increased in the late 1950s. As a result, the pace of housing construction increased, new water pipe systems and central heating were introduced, and the sewerage network expanded. These activities improved the local living standards and led to a reduction in the morbidity and mortality. However, the constant growth of the urban population in the region under conditions of accelerated industrialization complicated the state of the housing and communal infrastructure. As a result, Kuzbass failed to meet sanitary standards of housing per capita in 1959. Only electric lighting demonstrated an almost 100 % coverage of the residential premises. The development of housing and communal infrastructure in the region was just beginning, while rural areas remained untouched. The Kemerovo region failed to meet the average RSFSR standards for the development of housing and communal services.

The result of scientific work was the conclusion that the stabilization and improvement of the agro-industrial complex is impossible without the unity of interests and goals of state structures, agricultural producers, processing and selling enterprises. Sustainable rural development has become a priority policy of the state. It covers the social, eco-nomic and environmental aspects of the development of society. This is the primary task of the power structures of all levels in the sphere of the agro-industrial complex. Creating agricultural production cooperatives is the surest and only way to ensure the food security of the country, the socio-economic and political stability of society. State structures of regions, municipal areas need to intensify and manage the creation of conditions for the voluntary association of small and medium-sized forms of agribusiness into production cooperatives.

The aim of the article was to familiarize with the opinions of vineyard owners regarding selected elements of sustainable development of rural areas. The focus was on diagnosing respondents’ opinions regarding the protection of the natural environment and relations with the social and institutional environment. Collecting empirical data, the method of a diagnostic survey was used, which was carried out in 2017 on a group of 73 respondents. Most of the examined vineyard owners showed interest in the state of the natural environment, employed local employees and bought products from local entrepreneurs, offered touristic services and promoted the natural values of the region. These activities go in line with the concept of sustainable development of rural areas, contribute to the protection of natural, cultural and landscape values, as well as to the development of local markets.

The article examines the personnel potential of rural areas of Kazakhstan in 1950-1980: National composition, quantitative and qualitative indicators. There is information about the personnel deployed in connection with the political situation in the country. Personnel issues among peoples who came to Kazakhstan as a result of different leftist policies of the state, the influx of people of different nationalities, their competitive work in various sectors of the economy, despite their low social status, their impact on the demographic situation. As a result, the influence of the national team in the economic, educational, cultural and sports spheres is taken into account. The contribution of scientists who came to the territory of Kazakhstan to the development of science and the development of the social sphere as a result of the work of different nationalities is also important

The article aims to improve the state agribusiness regulatory system. It is established that the state regulatory system for agribusiness must be based on the application of a reasonable protectionism policy, guaranteeing food security through a system of tariffs and customs taxes on imported food products. The authors demonstrate the need to create a favorable climate for foreign investors, establish joint ventures in the agricultural business, provide state guarantees to foreign creditors by importing advanced equipment and technology, as well as finance key areas of science on business problems. Agricultural, the theoretical and methodological basis of this study is an abstract logical method, induction, deduction, analysis, synthesis and systematization methods; as well as the statistical, economic and graphic methods used to study the levels and trends of change in the parameters of agricultural development in the current stage. In conclusion, it is revealed that parities in agricultural prices must include parity with consumer prices. For rural residents. The wages of employees in rural areas must guarantee the reproduction of the labor force and the development of the social sphere.

Problems of increasing of the efficiency of tourist activity enterprises, assessment of tourism resources potential in Ukraine and development international tourist activity is relevant today. The article analyzes and substantiates the development of the tourism business in Ukraine as a priority component of the national economy, is illuminated by the real and potential resource potential for recreational and tourism development spheres in Ukraine, detailed measures for the country's entry into the world tourist market. The tourism industry in Ukraine is gaining momentum. The tourism business is becoming one of the leading and profitable areas of social and economic development. The economy of the tourism business is a set of social relations that arise in the implementation of tourist activity, namely in the production, distribution, exchange and consumption of tourist services (tourist product). The tourism business economy is an integral part of the national economic complex as a catalyst for economic growth. The tourist business will help to increase budget revenues, promote employment growth, including in rural areas terrain, and because of its attractive tourist potential in Ukraine becomes possible for investments. For all this needs marketing, information and advertising support for tourism and recreation potential of the country to be improved. In terms of globalization, Ukraine should take this industry in the consideraration as one of the most promising and innovative sectors of the economy. The state should contribute to the development of the tourism industry and comply with the quality of the services provided. The integration process will be to implement European norms and standards in education and tourism and the dissemination of cultural, scientific achievements. 2020 is recognized to be the year of tourism development in Ukraine. It gives the “green ligh” tourist business. Therefore, analyzing the status and prospects of tourism business development in Ukraine it should be noted, that this industry is becoming a priority branch of the state economy. Historical, cultural-ethnographic, gastronomic, sanatorium-resort potentials of the country at creation favorable conditions for investment and proper marketing will bring country into world leaders in the tourism industry.

This paper traces the evolution of mining law in Mexico, including the most recent round of reform, and discusses the social and environmental impacts of mining in the region of Soconusco in the state of Chiapas. A set of mining reforms that passed between 2013 and 2014 provided the necessary impetus for a rise in mining investments in Mexico. These reforms have been couched in the language of “new extractivism.” In this approach favored by the left, extractivism is embraced as a development strategy along with the goal of redistributing some of the revenues to rural areas where these activities take place. In addition, these communities are to be consulted on how the funds will be spent. As fortunes have been made, however, the results have fallen short where environmental protection and community support are concerned.

From a theoretical and interpretive perspective, the present article aims to discuss the socio-political context of the proposal for training teachers for Rural Education from the pressures of rural movements and the involvement of institutional partnerships. So, how did the socio-political process for the involvement of the state and institutions to promote the training of rural teachers? For this, we seek to present the differences between the educational realities offered in the rural areas and in the city in Brazil; to discuss the emergence of the demand for a specific peasant education as a process of resistance to agribusiness interests in the 20th century; and to present the insertion of the social demands of the rural areas in the guidelines of the state through Pronera and adhesion of the public Universities in the formation of rural teachers. The study is qualitative, explanatory and bibliographic having as the theoretical basis the Rural Education as a space for social struggle. As a result, it became evident that the political and institutional actions aimed at training teachers in the field took place as a product of the pressures of social movements, with due emphasis on the MST, along with the state and public institutions, which met the demands through articulation between Pronera and public universities. From this scenario, from the decade of the 1990s, Licenciatura do Campo courses emerged in response to the demands for teachers of specific training in rural schools, representing the increase in the representativeness of peasant wishes in the midst of debates on educational policies in Brazil. Advances that, due to the actions created during the first term of the Lula government, were established, giving continuity to new offers of vacancies in LeDocs courses in Brazil in the last decade.
