The article analyzes how important traditions and value orientations are as influencing factors in the work carried out on the basis of the "Rukhani Zhagyru" program. Guided by the theoretical foundations of renewal, the authors focused on the originality of renewal in the conditions of modern Kazakhstan and describe the impact of various historical changes of the last century on the consciousness of modern society. It is important that the traditions and values which are important in the course of spiritual modernization were formed in accordance with the national consciousness and proceeded from the sources of spirituality of the Kazakh people of the past epochs. Only guided by such a position, Kazakh society can give birth to systemic cultural values, combining genuine renewal with spiritual revival. It is important to characterize the possibility of renewal of national values from the cultural and anthropological point of view and consider the importance of the place of historical sources and national literary relics in their socio-philosophical substantiation. At the same time, the focus on the issues of implementation of the state programme, its beneficial impact and the importance of considering national values in the modernization of the cultural sphere increases the value of scientific concepts related to spiritual modernization.

The objective of the study was to examine the impact of organisation of volunteer movement on solving of the University tasks and on motivation of the students, particularly considering the sustainable development goals.The attention has been focused on the analysis of the mechanism and methods of implementing the capacity of volunteer movement, from the point of view of possibilities of forming socially significant qualities and value orientations in students that correspond to the needs of society and development of the transport complex, as week as the skills of legal culture and behaviour of future transport employees. A conclusion is drawn about the need to use the opportunities of volunteering as a means of self-development of the student’s personality.The study was particularly dedicated to examining the experience of the Resource Training and Methodological Centre for Training Disabled Persons and Persons with Disabilities created and operating in Russian University of Transport, main directions of increasing the efficiency of activities to create necessary conditions for accessibility of higher education for persons with disabilities in transport universities.Social survey allowed to reveal and assess the correlation of motivation and interest of participants in volunteer movement in training on the programs offered at Russian University of Transport and in participating in volunteering since most important incentives spread among the students comprise desire to help people to feel needed, as well as the desire to master new skills and acquire competences.

It is necessary for a clinical psychologist to determine adequately whether a person is structurally normal or abnormal. Such a diagnosis prejudges work with the person either in the penal system or in the health care one. Several hundred professional tests are successfully used in professional psychology and clinical medicine. It should be noted that most of them have been developed in clinical medicine and foreign psychiatric clinics. The article analyzes in detail the projective tests as a clinical method of psychodiagnostics. Rorschach test, Shondi test, M. Luscher color test, TAT method, and others are the most popular among the specialists. Their distinctive feature from questionnaires is that the obtained result processing is not quantitative, but qualitative. Patient diagnosis depends on the experience and value orientations of a clinical psychologist and psychiatrist. Scientific schools and the culture of various countries play a significant role in this. Although there are certain international criteria for the diagnosis of personality. They are based on DSM–IV diagnostic table. Its indicators are more intended for a psychiatrist and psychotherapist. The authors raise a very unequivocal problem of using personal questionnaires from a legal point of view. Foreign studies reveal the impact of clinicians on the criminal law system, as well as the impact of legislation on the psychiatric clinics system. In the late XX century, a complex forensic psychological and psychiatric examination (CSTI) appeared at the junction of the expert application of psychiatry and psychology. It is important to note that the objects of its research are persons with borderline neuropsychiatric disorders and character anomalies. A key aspect in the activities of professional psychologists and psychiatrists is studying the validity in diagnosis using a case of the «Picture of a Man»(RFC) test. The results of foreign studies have shown that the decisions that clinical psychologists make about their patients are nothing more than a projection of their preconceived opinions. Thus, when making a fateful decision for each individual person, in no case should one make mistakes.

The paper focuses on the pedagogical aspect of developing value orientations in adolescents by means of folk music. It provides an outline of various views on the issue; reveals the meaning of the value orientations concept; analyses the pedagogical settings necessary for the development of value orientations in adolescents and personality-oriented pedagogical technologies. The author describes her method of ‘value actualisation’ which is based on the use of some of the best pieces of folk music in contemporary arrangements that embody the values of the modern society and nourish universal human as well as cultural-historical national values. When working with adolescents, it’s important to take into account their musical interests and needs and to use contemporary arrangements of traditional music, for instance, folk-rock and folk-pop, gradually expanding the focus. The paper gives examples of how traditional music can be used in working with value orientations in adolescents. The outcomes of the study show that developing value orientations by means of folk music can be effective if personality-oriented pedagogical technologies are employed (which promote mastering and incorporating in the adolescent’s activity the entire spectrum of traditional music) and if the process of educating is humane and democratic enough.

Digitalization affects all spheres and processes including socialization of personality, which were out of influence of digital technologies decades ago. At the same time, the science community analyses primarily the impact of digitalization on economy and IT sphere. There are less investigations of the new technologies’ influence on social and cultural sphere. Moreover, the scientists that research the spiritual life of our society leave it by the wayside. The prevailing opinion is that the digital technologies will be an impulse to the cultural Renaissance of Humankind.The article reports that the development of the social and cultural sphere is a critical part of the further technological development of the society. The wave development of the economy including the digital economy, depends on not only technologies, but on the cultural values. The success of the forth industrial revolution and its impact on the development of humankind are totally determined by the development of the culture, science and education.

The aim of this paper is an attempt that Indian cultural values should be revised meticulously and   accurately leaving behind western impact and the paper rides on a new pride, as a revival of inspiration, a recuperation from centuries of British domination of India in which Hindu dignity was systematically undermined through the Macaulay education system and the invasion of Mogul. Values are what human beings live by. The value-system of any given culture determines the sense of fulfillment and degree of happiness of its members. Indian value system had been misinterpreted from the point of view of the west and imposed  on the psyche of Indian women  through new education. The new education has gradually made her conscious of futility or emptiness of the various long-preserved notions and taboos about the woman, and she has started opposing and breaking them. And this crusade at times makes her feel alone  and alienated. Their conscious had been colonized according to the impact of western. Nevertheless, it is high time that contemporary Indian women are in position to realize their roots, meaning of life and great value system of India. Hence, tradition is the best of the past that has been carried forward for the future.

In response to the new era of the ASEAN Economic Community (AEC) since year 2015 – Bali, as the primary gateway of Indonesian tourism, must improve the quality of Hindu Balinese human resources in tourism (HB HRT). Winata (2014: 6) explained that adat istiadat (customs and traditions) is one of the cause for their low commitment in their job, as HB HRT often take leave due to adat obligations. Therefore, one of the impact, as in the case of a hotel in Kuta, is that hotels often  avoid recruiting HB HRT. Hence, issue to be discussed in this study is to understand the role of Balinese Cultural Values as a potential and as an obstacle in HBHRT’s competency to achieve managerial positions in star-rated hotels in Bali. The research will use a concurrent triangulation method on data collected through interviews and questionaires.While sampling will be done with Purposive Sampling method on star-rated hotels located in Sanur, Kuta and Nusa Dua. Finally, the data analysis will be carried out by referring to Motivation Theory (McClelland, 1976), Competency Theory (Spencer and Spencer, 1993), Value Orientations Theory (Kluckhohn and Strodtbeck, 1961), through a descriptive interpretative qualitative approach as well as a quantitative approach based on Principal Component Analysis (PCA) statistics. The research results will show that based on the data, HB HRT have good set of competencies, and these good competencies are inseparable from their background of Balinese Cultural Values (BCV), mainly derived from Hindu culture and religion. As part of upholding their culture, a HB HRT is a person with pawongan concept of harmonious relationship between human beings indicated by 79.1% people with tresna (love), the parhyangan concept of harmonious relationship between human beings and God indicated by 75% people engaging in dharma yatra pilgrimages and study, and the palemahan concept of harmonious relationship between human beings and nature indicated by 69.8% people valuing Bali shanti (a peaceful Bali). On the other hand the obstacles in occupying manager positions in star-rated hotels in Bali are mostly due to internal factors – namely, their own personal motives which are often based on erroneous understandings of BCV. Therefore, in order to increase the Spiritual Quotient (SQ) of HB HRT in achieving managerial positions, the strategy will be through career development with motivation programs while redefining their Balinese Cultural Values to give positive impact to their living standard, to the company, to the environment, and to God.

Nowadays one of the topical issues, from legal point of view, is technologies and robotics technologies and devices. Technologies and robotics technologies and devices have become dominant in various areas including business, banking sector and healthcare. Technologies influence every aspect of daily life of modern society at home and work. Technologies, considering development of robotics, have a huge potential to transform public and private sectors. They provide modern and safe levels of services in various forms. The impact of technologies and robotics technologies will grow over time [11]. The article is devoted to definition of legal study of technologies and medical technologies and correlation between particular definitions with the definition of robotics in Latvia. General conclusions related to legal study of the subject shows lack of correct definition of medical technologies and unclear understanding of robotics technologies, artificial intelligence based medical devices from medical care perspective. Raksts veltīts sabiedrībai aktuālas tēmas izpētei – par straujās tehnoloģiskās attīstības iespaidā radīto jauno robotisko un mākslīgā intelekta vadīto ierīču izmantošanas regulējuma nepieciešamību tiesību subjektu tiesisko attiecību sakārtošanai. Rakstā analizēts veselības aprūpē izmantojamo daudzfunkcionālo iekārtu lietošanas tiesiskais regulējums, kā arī tā ietekme uz pacientu tiesību ievērošanu. Robotikas tehnoloģijas un ierīces tiek aktīvi izmantotas veselības aprūpes procesā, it īpaši diagnostikā. Šīs tehnoloģijas ietekmē gandrīz visus mūsdienu sabiedrības ikdienas aspektus un ir kļuvušas par dominējošām dažādās jomās, tostarp uzņēmējdarbībā, banku sektorā un veselības aprūpē. Ņemot vērā robotikas attīstību, šīm tehnoloģijām ir milzīgs potenciāls gan publiskajā, gan arī privātajā sektorā. Laika gaitā robotikas tehnoloģiju ietekme pieaugs, un pieaugs arī tiesiskā aspektā pētāmo problēmjautājumu klāsts. Līdz ar to ļoti svarīga ir tehnoloģiju un medicīnas tehnoloģiju juridisko problēmjautājumu definēšana, korelācija starp konkrētām definīcijām, kā arī robotikas definīcija Latvijā. Vispārīgi secināms, ka medicīnisko tehnoloģiju jomā trūkst skaidru definīciju, kas sniedz nepārprotamu izpratni par robotikas tehnoloģijām, mākslīgā intelekta robottehnoloģijām, medicīnas ierīcēm u.c. Mūsdienās tehnoloģiju jautājums un konkrēta segmenta attīstība nākotnē ir būtiska no juridiskā viedokļa. Piemēram, attīstoties medicīnas tehnoloģijām, kas balstītas uz mākslīgā intelekta sistēmām, novērojams liels potenciāls diagnostikas kontekstā. Taču tehnoloģiskais progress šobrīd ir daudz straujāks nekā jauno tiesību attīstība. Joprojām aktuāls ir jautājums par nākotnes tiesisko regulējumu un esošo tiesisko regulējumu, tā interpretāciju medicīnas tehnoloģiju, ierīču jomā. Medicīniskām ierīcēm, piedāvājot novatoriskus risinājumus profilaksei, novērošanai, prognozēšanai utt., ir būtiska loma veselības aprūpē. Nacionālajos un starptautiskajos tiesību aktos vērojamas vairākas pieejas, lai atbalstītu tehnoloģiju attīstību veselības aprūpē. Taču problēma ir noteikt, vai Latvijā pastāv atšķirība starp medicīnas tehnoloģiju, robotikas tehnoloģiju un ierīču definīciju. Jāatzīst, ka robottehnoloģiju, mākslīgā intelekta ierīču tiesiskais regulējums Latvijā šobrīd nav pilnīgs, kaut arī jauno robottehnoloģiju un mākslīgā intelekta ierīču izgudrošanas, ražošanas un pielietošanas iespaidā tiesiskā regulējuma pilnveides nepieciešamība arvien palielinās.

The article reflects the main results of comparative bibliometric analysis of the scientific-practical Russian Journal of Library Science “Bibliotekovedenie” and foreign journals in the library sphere. The purpose of the study is to determine the growth points and development directions of the Russian Journal of Library Science for the formation of international scientific communication practices and professional discourse.The object of the research was metadata array of fourteen foreign English-language library journals included in the international scientometric databases Scopus and Web of Science, and the journal “Bibliotekovedenie” for 2015—2019. The authors used content analysis method, the method of comparison and correlation, as well as criterion method based on determination of relevant indicators and development of criteria for evaluating journals to identify parameters of similarity and difference, followed by the use of method of data interpretation based on modern cultural-philosophical and cultural-theoretical principles and concepts.As a result, the study identified the typical topics for the most frequently cited articles in the foreign journals. The authors show that the journal “Bibliotekovedenie” publishes the articles that can be attributed to most of the presented topics. However, most often they are characterized by another emphasis, presentation style and structure of the text, as well as approaches to conducting research. Trends in the citation of articles in Russian publications indicate the difference in a set of priority topics.The authors conclude that these differences depend not only and not so much on the “collision” of traditional and modern vision of the situation from the point of view of scientific research, but rather on deeper reasons based on cultural differences. These reasons are driven by the postmodern increase of the impact of culture on the development of science, reflecting these differences in the languages of cultures and in the translations, as well as by other, sometimes opposite, trends in the development of socio-cultural situation in different countries, related to the understanding of place and role of libraries, books and information in modern society.Based on the obtained results, there was adjusted the development plan of scientific-practical journal “Bibliotekovedenie”, as well as its name in English, starting 2019 (no. 6) — Russian Journal of Library Science.

The article covers the problem of the protagonist’s image portrayal in modern cinema on the example of the three most recent film adaptations based on works by Conan Doyle. The relevance of this scientific issue is explained by the fact that the peculiarities of representing the character in modern cinema partly reflect the state of society itself, its social problems, phobias and neuroses. Cinematography, like no other type of contemporary art, has broad opportunities to embody almost any character in three-dimensional reality, which imposes a certain social responsibility for the results of the main characters’ portrayal. The appeal to the archetypal images of world literature implies not only the openness of improvisation, but also the preservation of the character’s social function. The article analyzes the representation of one of such archetypal images of world significance—Sherlock Holmes. The research methodology is based on a systematic approach and general scientific methods, and also includes special methods: content analysis of scientific literature related to the topic; the method of sociological survey (questionnaire survey), the method of statistical analysis. The empirical study, the results of which are presented in this article, is based on three screen adaptations of the Sherlock Holmes stories, produced in the 2000s in Great Britain, Russia and the United States. The study involved 150 respondents, whose answers were converted from a qualitative to a quantitative format to analyze the specifics of the representation of the main character (the protagonist). The authors of the article came to the following conclusions: in modern film adaptations the protagonist is portrayed not as a genius of the scientific method of thinking, but as a sociopath who is unable to interact with society without an intermediary (a companion character). Moreover, modern screen adaptations violate the archetypal image itself due to improvisations with the static characteristics of the character, which leads to a negative perception of such a character by the audience. The very strengthening of sociopathic features of the protagonist’s character, shifting the emphasis from the idea of higher justice, from eternal values to private motives, lead to a certain simplification of the character, and also serve as an indicator of the state of society itself. The theoretical significance of the research is determined by the fact that this article offers original criteria developed by the authors to analyze the representation of the character. The practical significance of the article is backed by the conclusions and results of the study, which can be used for further work to identify the impact of characters’ representations on shaping value orientations in modern society.

The article illustrates the interest in transhumance routes, the ancient paths connecting high and lowland pastures in Southern Italy and other Mediterranean regions, as elements of particular importance for sustainable geotourism management. As a contribution to the needs of requalification of the drove roads, we propose a method of analysis for their preservation and their reuse for geotourism purposes, showing the steps and instruments necessary to organize, enhance and communicate transhumance routes as integrated cultural landscapes. Results are presented as applied to a specific case study (Molise, IT) of a geoconservation management proposal for the assessment of the state of conservation of the drove roads, of their cultural heritage and of their potential reuse for geotourism. This methodological proposal uses geographical information systems, historical sources, cartography and remote sensing techniques and includes 3D virtual reconstructions of the transhumance landscape. The article is meant to contribute to a non-stereotyped image of transhumance geoheritage, reflecting on communication and learning strategies supported by geo-historical analyses, in order to promote a greater awareness of landscapes genesis and evolution for visitors and local communities. It is argued that future challenges of geotourism relate to the ability to recompose nature and culture to an interpretive unity, both from a theoretical and operative point of view, and that the goal is to reach an integrated tourist offer focused on the relationship between man and environment with the signs of territorialisation processes expressed through economic vocations, traditional production chains, cultural values and territorial identity. To this purpose, the valorisation of the transhumance routes—for their historical-economic, ecological, landscape, patrimonial and identity meanings—seems to respond perfectly.
