This article is devoted to the formation of a forecasting model for an enterprise in the context of unstable economic relations. Based on the analysis of literary sources, the concept of enterprise development and its behavior was considered, and three main approaches to the study of indicators of enterprise behavior were identified. The interrelation of the factors of the system of models for predicting the behavior of the enterprise has been formed. A system of analytical functions has been developed that create the structure of a model for predicting the behavior of an enterprise, which will allow analyzing the internal capabilities of an enterprise to changes in the external environment.

The development of any business entity depends on its potential. Enterprise potential is a system of opportunities to achieve development goals within the functions defined by the structure of the enterprise. The level of potential of the enterprise depends on the level of development of the functional structure of the enterprise. It should be acknowledged that, regardless of the type of activity of the enterprise, its form of ownership and size, there are certain components of the potential of the enterprise that are common to all economic entities. There are also those that are specific to specific businesses. This difference in potentials largely determines the vectors and intensity of enterprise development, their competitiveness. Enterprise potential management involves: defining the goals of enterprise potential formation taking into account the factors of the internal and external environment of the enterprise; organizing events to build enterprise capacity; motivation of employees to fulfill the set tasks within the measures defined in the previous stage; control of the process of formation of enterprise potential; regulation of the process of formation of enterprise potential. This article highlights the peculiarities of the implementation of these last two stages of enterprise potential management. It is proved that monitoring of management decisions is directed to such objects as production capacities, areas, resources of the enterprise, etc. taking into account changes of factors of internal and, especially, external environment for timely adoption and implementation of corrective management decisions aimed at optimization of the results of realization of enterprise potential.

The article deals with defining synergies and substantiating their appearance and reflection in the enterprise accounting system. There is a model of synergy affecting an enterprise’s efficiency when various resources interact in the age of digitalization and globalization of economic relations. The research offers an algorithm of automated accounting of synergetic effects by means of accounting simulation to strengthen synergy of factors affecting enterprise development. Procedures of synergy accounting in conditions of developing digital economy and globalization are improved.

The article deals with the issues of modeling the behavior of an enterprise in a competitive environment, provides an overview of approaches to the concept of a competitive environment, an analysis of literary sources devoted to this topic. An urgent issue for modern enterprises is timely adaptation to market changes and the behavior of competitors. The author's methodology for modeling the behavior of an enterprise in a competitive environment is proposed, focused on taking into account the dynamism of the external environment, analyzing the activities of competitors and developing appropriate marketing scenarios, which includes the following tools: a matrix of scenarios for the behavior of an enterprise in the market relative to competitors; a set of criteria for analyzing competitors; classification of types of competitors; a set of typical scenarios for countering competitors. The author offers a classification of factors (market, consumer, production) that influence the competitive environment and the prospects for the development of the enterprise in the market.

The development of information economy, Ukraine’s integration into the world economic space, globalization processes and the resulting increase in competition exacerbate the problem of high-quality and efficient management of business processes at industrial enterprises. The necessity to increase the scale of high-tech production, to expand the range of innovative products and new requirements for their quality, cause attention focusing on the processes of forming the strategic potential of enterprises, namely, learning and finding new strategic opportunities, implementing organizational forms and tools, creating conditions for sustainable innovation and security-oriented development of domestic enterprises. The formation of strategic potential as an object of development management begins at the stage of intentions emergence and goals selection. Strategies, mechanisms (coordination, training, regulation, preservation and protection), organizational methods, forms of strategic management of economic security, as well as methods of selecting and coordinating adaptive measures that meet the guidelines of enterprise development are the strategic tools for security-oriented enterprise development. The division of development security strategies into types includes, first of all, the types of passive and active strategic behavior of an enterprise in the market. Passive survival strategies use available opportunities and are a typical course of action for a company in a stable and predictable environment; this "passivity" is determined by the fact that a company does not try to influence the external environment. Active survival strategies are aimed at actively searching for enterprise opportunities and effectively using them, and are implemented through transforming the internal structure of an enterprise and using complex strategic forms of behavior in the market. Strategies of actively influencing the external environment are realized through actively searching for new opportunities for innovative enterprise development and creating them.

The modern economic environment is acquiring fundamental features. This determines the specifics of the strategies. To study new properties of control, it is necessary to apply methods that go beyond the limits of modern economic views. It should be based on a theory that considers the development of the economy as a historical process of solving the fundamental problem of its development. The article shows that the increase in the systemic properties of mass technologies changes the nature of the process of development of the economic environment, translates it into a new (parallel) mode. As a result, a special phase of development appears, characterized as an innovative economy, digital economy, etc. Decision-making strategies should be based on the theory of development management in this mode. It is shown that the goal of the digital economy is to remove its fundamental problem: ensuring the adequacy of the analytical apparatus (models, expert opinions, etc.) and the rapidly changing reality. It is the removal of this problem that will provide an increasing speed of coordinated improvement of physical research, technology, economic relations, the needs of society, etc. At the same time, the digital economy will reproduce a special resource: an increase in the accuracy of decision-making to support the development of an innovative economy («intellectual resource»). This determines the specifics of building strategies. In the first part of the article, the article examines the features of the strategies of the emerging economy caused by the reproduction of a new class of mass technologies (industrial, social, educational, etc.). Models of strategies for solving the key task of developing the digital economy during design are proposed. The second part will consider examples of the application of the developed models and approaches to construct elements of strategies for engineering, electronics industry, education, information management tools.

The article examines the list of the latest scientific sources devoted directly to the definition of the economic category “labor potential of the enterprise”. Their analysis allowed us to note that in their works scientists and scholars rationalize the need to clarify the essence of the concept “labor potential of the enterprise”, especially given the transformations and constantly emerging new requirements in the modern market environment of enterprises. At the same time, there is a lack of unity of their views on the revealing of the meaning of this term, and their variety is very diverse. The existing developments of scientists to establish the essence of the economic category “labor potential of the enterprise” really need further consideration and refinement. The main purpose of the article is to provide an essence and content characteristic and to formulate a definition of “labor potential of the enterprise” on the basis of isolation and systematization of its key (essential) features.   As a result of a comprehensive analysis of the studied existing interpretations of the essence of labor potential of the enterprise, their list is systematized into four main approaches to the specification of the semantic basis of this term. On the ground of the application of basic logical methods of concept generation (analysis, synthesis, comparison, abstraction, generalization), the essential features of this term are identified in terms of content of actions and essential certainty: a set of existing and potential capabilities and abilities of employees; self-realization, effective use, increase and development of opportunities for employees in employment; promoting the achievement of strategic goals of enterprise development. To formulate the definition of “labor potential of the enterprise” the following is suggested: first, a combination of the above three essential features of the labor potential of the enterprise; second, the inclusion of a sign of the possibility of manifestation in the latest changing conditions of the socio-economic environment of enterprises; third, grounding at the same time on the interpretation of the basic concept of “potential”; fourth, taking into account the peculiarities of the four main approaches to the specification of the semantic basis of the term. Based on the above provisions, the essence of the labor potential of the enterprise is formulated, whose difference from the existing ones is a comprehensive consideration of its essential features in terms of essential definition and content of actions, as well as taking into account the possibility of manifestation in the latest changing socio-economic environment.

The study assessed the effect of External Environment on the Performance of Small and Medium Scale Enterprises in Benue State. Primary and secondary data were used for the study. Primary data were obtained by the use of a well-structured questionnaire. The study made use of 316 respondents from the SMEs in the selected geopolitical zones in Benue. Demographic data obtained from the study were analyzed by the use of descriptive statistics such as percentages, frequencies and multiple regressions Analysis. The result also shows that a positive relationship between Political environment, Technological environment and competitive environment with Small and medium scale enterprises performance in Benue State and it is in line with a priori expectation and it is statistically significant (p<0.05). This implies that these external environments dimension significantly contributes in varying degree to the performance of SMEs in Benue State. The coefficient of determination R2 for the study is 77.0% indicating that 77.0% of the variations in the model can be explained by the explanatory variables of the model while 23.0% can be attributed to unexplained variation captured by the stochastic term while the Durbin Watson statistics does not suggest that autocorrelation was a problem in the model of the study. It was also recommended among others that since economic environment made a negative contribution to  the performance of small and medium scale enterprises in Benue State, management of SMEs should ensure that all factors caused by economic environment is resolved to  enhance effective performance of SMEs in Benue State.
