The volume of scientific information appearing in the world today creates serious problems with its processing and use. In this regard, it becomes necessary to filter scientific information and extract from it knowledge that is novel and unique. The aggregate of such information in digital form, together with the tools to ensure its updating, preservation and provision to users, is defined as a common digital space of scientific knowledge. It consists of a set of thematic subspaces related to various areas of science, built on the same principles. Despite the fact that there are some examples of formalization of knowledge in different subject areas, there is no generalized approach to defining the digital space of scientific knowledge. This paper discusses the problems and tasks of the formation of a such space and the development of tools that provide the ability to study information in it.

The rapid development of information technologies and the avalanche growing of scientific information volumes necessitated the transition to a semantically significant representation of scientific knowledge extracted from information in the digital environment, and their organization in the form of a Common digital space of scientific knowledge (CDSSK). Each field of science has its own specifics, and it's scientific knowledge can form its own subspace. In modern conditions, it is necessary to develop universal approaches to the storage and presentation of scientific knowledge, thereby ensuring the integration of individual subspaces into a single whole. The first step towards the implementation of these approaches should be the development of the CDSSK ontology as a multi-level system of concepts describing the resources and objects of subject areas, terms and relationships between them, characterized by an open hierarchical and dynamic structuring, oriented both to store existing knowledge and to extract new ones.

The article attempts a comprehensive analysis of the concept and phenomenon of the common digital space of scientific knowledge (CDSSK) as a narrower wording of the concept of the common Russian electronic space of knowledge, which is proposed in a number of government documents. Definitions of basic concepts are proposed in relation to this phenomenon. Goals, objectives, composition, and structure are considered to be the boundaries and the principles of creating CDSSK. A brief overview of the existing scientific information resources and services that have the features of the elements of space of scientific knowledge follows. It is concluded that the existing information resources can be sources of CDSSK but not its components. The paper proposes a structure for CDSSK, including static and dynamic components (base and add-in), various levels of knowledge representation, and core and periphery. This should include formalized knowledge over which a set of operations and the periphery – the sources of this knowledge (including documents) – are selected on the basis of quality. The logical structure of CDSSK must submit its ontology, formed as it ought to be on the basis of information languages and metadata of existing scientific information resources. A number of steps are proposed to organize the work of creating CDSSK, as well as its content and support.

Despite the development of technical means, the processes associated with the search for complete and accurate scientific information in a huge number of data sources are becoming more complicated. To reach a new level in the use of information processing technologies, first of all, a transition to a semantically meaningful representation is necessary for scientific knowledge extracted from information in a digital environment. In modern conditions, characterized by multidisciplinary research, the desired effect can be achieved by developing universal approaches to the storage and presentation of scientific knowledge. These approaches are reflected in the concept of the Common Digital Space of Scientific Knowledge. The paper presents an overview of the basic concepts in this area, which are used both to represent the elements of space and to provide access to them not only for humans, but also for software agents. Semantic libraries are considered as tools for constructing the knowledge space.

The World Wide Web disseminates scientific knowledge. The possibility of searching and retrieving simultaneously scientific publications tends to promote research and ensures originality. The traditional publishing model restricted research to published subscription-based journals, thus providing scientific information only to financially sound communities. In response to this, the Open Access movement was created, which is an economical way of diffusion and management of scientific information. As a result, scientific information is now available to all for free spreading research activity worldwide, while encouraging communication and interoperability in areas of diverse research interests. This article discusses the phenomenon of open access. Also, open access journals and repositories are referred as well as modern ways of disseminating research to the public.

The research touches on an interesting and important, both theoretically and practically, scientific problem that lies in the contradiction between two circumstances. The first circumstance is the large number of the Russian dissertations on judo. And the second circumstance is the lack of that scientific information, the knowledge of which would determine a significant increase in the sports’ achievements of Russian judokas. In the whole the elimination of this contradiction is necessary for the integrated management of increasing the competitiveness of the sports’ achievements of Russian judokas. In addition, the solution to this contradiction is also relevant in the context of the fact that full knowledge about the judo’s phenomenon, about judo as a weapon and about the ways of judo’s mastering is available mainly to the Japanese as the judo’s founders. The purpose of this research is to clarify the promising directions of the Russian dissertations on judo as a theoretical and methodological basis for increasing the effectiveness of Russian judo on the world sports’ arena. The methods of this research: comparative method, case studies, content’s analysis, frequence’s analysis, conjugation’s tables’ analysis, genetic method, theoretical modeling. The results of a systematic analysis of all Russian dissertations on judo (for the entire period over forty years) are presented, the composition of these dissertations and significant relationships between their main characteristics are uncovered, gaps in scientific knowledge in judo are identified, and the necessary directions for further dissertational researches in this area are outlined.

Algorithms for documents metadata formation of unstructured digital mathematical collections are proposed. They are based on the use of search queries to such open scientific resources of the World Wide Web as DBPedia, Wikidata, Wikipedia, Freebase. The developed algorithms made it possible to generate metadata in cases where it is very difficult or even impossible to extract it from document using text analytics methods. The results of applying these algorithms in the process of forming fundamental metadata sets of retro-collections included in the Lobachevskii Digital Mathematical Library ((Lobachevskii-DML, https://lobachevskii-dml.ru/) are presented. The composition of the main set of metadata complies with the requirements of the European Digital Mathematical Library (EuDML). The xml-language based on the Archive and Log Exchange Tag Package (NISO JATS) was used to represent the metadata.

Trends in the development of scientific communication and questions are formulated, the answers to which should determine the image of the future of scientific communication in Russia. An overview of government decisions and projects in recent years related to the development of scientific information is offered. Among them are the President’s instructions, the draft law «On science and scientific policy», the creation of the National electronic library and the Single Russian electronic knowledge space and the National encyclopedia portal. The concepts of digital science development developed in the Ministry of education and science are analyzed in detail. It is claimed that their provisions do not correspond to the real state of Affairs in Russian scientific information systems. Proposing an action plan aimed at creating a Single digital space of scientific knowledge as the successor to GSNTI or the national system of scientific information as a separate fragment, Single Russian electronic knowledge spaces. The principles that can be used as the basis for a Single digital space of scientific knowledge are formulated.

Accounting as a practical activity was being developed during millennia but the final forming of accounting science is impossible without the development of its modern theory, which is correspondent to the requirements of scientific doctrines of the 21st century. The existing theory, in many cases, is not good at all and, in general, it is the set of technical approaches of realization of double record. The results of economic investigations of the world level show the impossibility of modern accounting science to fulfill its functions because of its conservative character and it was not changed during many years. All these investigations have a direct impact on economy and show that the understanding of the basic postulates changes and the stress is made on psychological and social aspects and avoiding of material ruling.
