Legacy Trade Unions as Brokers of Democratization? Lessons from Tunisia

The Tunisian General Labor Union (UGTT) emerged as a major player in the country's transition from authoritarianism. Existing explanations - focusing on authoritarian legacies, the degree of trade union autonomy from the state, and labor's material incentives to support democratization - do not sufficiently account for the high-profile nature of the union's political role in Tunisia's transition. Instead, as this article argues, the importance of unions' pre-authoritarian legacy is key to understanding the role of unions in the transition from authoritarian rule. If unions enter the regime formation stage with a history of political struggle and with strong organizational capacities, they are more likely to develop a degree of internal autonomy that makes it difficult for authoritarian incumbents to disempower them. The article employs a historical institutional approach and draws on fieldwork and interviews with labor activists in Tunisia.

History of State and law of Ukraine can be considered as one of the leading academic disciplines to modern lawyers because its purpose is to familiarize professionals with the historical experience of the development of statehood and the territory of modern Ukraine that directly or indirectly impact on the current status and the quality of the public authority in our country, on the relationship between the State and citizens, on the situation in Ukraine in the international arena, its image in the world, etc. Great value for the teaching and study of history of State and Law of Ukraine have changes that have been happening lately in higher legal education in our country. Besides necessary legal skills and knowledge, present-day and future lawyers have to understand the nature of law and the philosophy of human rights, the role of the bureaucracy in the functioning of the State organized by the society, the mechanism of distribution of public authorities, as well as to understand the ways of development of the State and its transition from a developing country to a developed country. The role of history of State and Law of Ukraine here is mapping the processes of historical evolution of relationships between the human and the State on the modern Ukrainian territory. This includes compliance with State rights, in particular political struggle of people for their rights in both peaceful and violent way (through an armed revolt against the authorities) etc. In this connection, educational courses and researches on the history of State and Law should pay much attention to the evolution of public authority as a result of the struggle of people for their rights.

In an effort to fight climate change, many cities try to boost their cycling levels. They often look towards the Dutch for guidance. However, historians have only begun to uncover how and why the Netherlands became the premier cycling country of the world. Why were Dutch cyclists so successful in their fight for a place on the road? Cycling Pathways: The Politics and Governance of Dutch Cycling Infrastructure, 1920-2020 explores the long political struggle that culminated in today’s high cycling levels. Delving into the archives, it uncovers the important role of social movements and shows in detail how these interacted with national, provincial, and urban engineers and policymakers to govern the distribution of road space and construction of cycling infrastructure. It discusses a wide range of topics, ranging from activists to engineering committees, from urban commuters to recreational cyclists and from the early 1900s to today in order to uncover the long and all-but-forgotten history of Dutch cycling governance.

Si asumimos que el paisaje es el resultado perceptible de la relación dinámica entre un determinado grupo humano y su medio; esa definición que se cuenta entre las de más consenso entre aquellos que dicen hacer paisajes, suscita de inmediato ciertas preguntas: ¿Cuál es el papel de aquel que pretende crear paisajes, si el paisaje es un proceso que se da por si solo? ¿Hasta qué punto incide cambiar el aspecto de un lugar en esa relación entre la gente y su entorno cotidiano?El texto pretende explorar las consecuencias de esas paradójicas preguntas, a partir de una primera hipótesis: la del carácter intrínsecamente político del proyecto del paisaje. De esta hipótesis parte la intención de mostrar la evolución de la reflexión sobre ese papel político del hacer paisajes, en el que el hacedor de paisajes que está siempre situado entre los equilibrios de poder que se establecen entre las instituciones y la gente. A partir de aquí, se analizan algunos momentos clave de la historia de ese paisaje político, donde el “hacedor de paisajes” intenta encontrar su lugar.En el horizonte del texto, aparecen también imágenes de la historia reciente de mi ciudad, a modo de ilustración de lo dicho. If we accept that landscape is the perceptible result of the dynamic relationship process between a specific human group and an environment, this definition, which enjoys the most acceptance among those people who ‘make landscape’, immediately raises certain questions: What is the role of the person who aims to create landscapes, if landscape is a process that takes place on its own? To what point does this affect the relationship between people and their daily setting?This article initially aims to explore the consequences of that paradox through a first hypothesis: the intrinsically political nature of the landscape project. This hypothesis springs from the intention of describing the evolution of the reflection on this political role of making landscape, in which ‘landscape makers’ constantly find themselves affected by the balance of power established between institutions and people. Subsequently, analysis will be conducted on a series of key periods in the history of the political landscape in which landscape makers endeavour to find their place.Pictures of the recent history of my city appear interspersed within the text, in order to illustrate what has been described.

The concept of «civil society» in modern political science is given. The relevance of its theoretical and practical aspects which is caused by the obvious increase the role of ordinary citizens and their voluntary associations in all spheres of human society: economic, political, social, spiritual, is analyzed. The successes of public organizations and movements of people of good will in the field of detente of international tensions, in providing assistance to peoples affected by natural disasters, catastrophes and other social unrest are widely known. It was established that the basis of victories is the development of civil society, high activity of citizens and their voluntary associations. This is achievable only in a sufficiently developed civil society. It has been proved that success comes where the business activity of citizens and the non-governmental structures they create increases, state intervention in economic, social and spiritual life is limited, where civil society develops and improves. The theoretical and applied aspects of the phenomenon of civil society are comprehended through a theoretical analysis of the concept of civil society in the history of socio-philosophical and political thought, from Plato and Aristotle to the views of modern researchers. It is emphasized that civil society is a type of social system, the hallmark of which is the real multi-subjectivity of economic, social, cultural and political life. The formation and development of civil society in Ukraine during the years of independence is analyzed. It is proved that the formation of civil society is manifested in the formation of its institutions - voluntary public associations, public movements, trade unions, independent media, public opinion as a social institution, elections and referendums as a means of public expression and protection of public-dependent interests. judicial and law enforcement systems, etc. The peculiarities of the interaction of civil society and the rights` state are substantiated.

This chapter examines the limited role of Islam in shaping the public space of post-Soviet Central Asia. It documents Soviet instruments of administrative control on Islam in Central Asia and then examines the behavior of the incumbent regimes which inherited this Soviet legacy. It shows that despite strong expectations of Central Asia's transition from authoritarian rule to democracy following the Soviet collapse, the incumbent elite managed to thwart that process and return to the familiar modes of centralized authoritarian rule. The chapter concludes by exploring the prospects of Islam's political role in Central Asia.

Although unionized workers have rarely represented more than a small minority of the population anywhere in sub-Saharan Africa, trade unions have played, and continue to play, a significant political role. Trade unions still occupy strategic choke points in many African economies, particularly around transport infrastructure, and retain a spatially concentrated organizational base as well as a degree of symbolic power drawn from participation in struggles against colonialism, apartheid, and authoritarianism. Three persistent dilemmas have strongly shaped the role of African trade unions and driven much of the academic debate about them. First are debates about the relationships between trade unions and political parties. These date to the often-fraught relationships between unions and anti-colonial movements in the last years of colonial rule. Pitched struggles, both within trade unions and between unions and governing parties, were often fought in the decade after the end of formal colonization over the degree of autonomy that unions should have from governing parties. These were often resolved through the widespread repression of politically independent unionism in the 1970s. This relationship, however, became untenable under processes of structural adjustment, and unions have often played a significant role in protests against neoliberal reforms, which have spurred widespread political transformation. Second are debates about the relationships of trade unions to non-unionized workers, especially the unemployed or the “informal” sector. Critics on both left and right have long pointed to the relatively privileged position of trade unions. This has consistently been invoked by governments seeking to justify the limited political role of trade unions as well as policies for wage restraint, state retrenchment, or currency devaluation that have negatively affected organized labor. However, given the increasingly widespread nature of informality and unemployment in contemporary Africa, trade unions have begun to make tentative steps toward organizing informal and unemployed workers in some cases. Finally, the relationships of African unions to the international labor movement and to international organizations have often been important. African unions have frequently drawn on links to international trade unions, regional institutions, or the International Labour Organization (ILO) as a way of compensating for domestic weaknesses. These strategies, however, have often engendered significant conflicts around the differing objectives of African and metropolitan actors, between African unions over access to international resources, and concerning “imperialism” by American and European unions.

Modern church historians have roundly accepted the ancient pedigree of imperial regalia privileges exercised by the archbishops of Cyprus, yet new research has shown that their origins are actually to be found in the mid-sixteenth century and within a decidedly western intellectual and ecclesial orbit. This article builds on such findings by documenting the modern history of these privileges and their relationship to the emerging political role of the archbishops of Cyprus as ethnarchs as well as archbishops of the Cypriot community under both Ottoman and British empires. Travelling across the boundaries of western and non-western cultures and employing a rich interdisciplinary array of evidence (chronicles, liturgy and liturgical vestments, hagiography, iconography, insignia, painting, cartography, diplomacy, and travel literature), this article presents a coherent reconstruction of the imperial regalia tradition's modern historical evolution and its profound impact on modern Cypriot church history. This study integrates the often compartmentalized English, French, Italian, German, and Greek scholarship of many subfields, producing a new holistic understanding of how the archbishop's ethnarchic aspirations could produce a spiritual culture in which St. Barnabas, the island's founding patron saint and once famous apostolic reconciler, became transformed into an ethnarchic national patriot and defender against foreign conquerors.

The attempt to analyze and show the important role of Lviv printers and to describe their role in the development of Galician society has been made in the article. This attempt has been made on the basis of documents, the principle of historicism, scientific and objective approach. The importance and problematic of the comprehensive study of the oldest history of the creation, formation and development of Lviv printers’ professional co-operation of mutual assistance has been highlighted, and the history and activities of this organization in stages have been described. In general, trade unions emerged as an independent united self-defense organizations and they were formed in the form of workers’ associations and mutual assistance funds. During the first half of the nineteenth century the crystallization of the activities of trade unions happened under the influence of various measures, hold by the administrations, the police and the authorities. This contributed to the further unification of labor and the creation of all-city union of printers in Lviv. It is quite logical that the basis of their actions was their desire to achieve and get the working solidarity, mutual support and assistance. The activities of the trade union were regulated by the statutes. First of all, the purpose of the establishment and operation of the organization was socio-economic, cultural and educational ones. Those purposes were approved by the relevant state authorities and, thus, prevented trade unions from participating in political life.The short period of the 1860-1880s can be considered to be a separate stage in the process of the formation of the mass trade union movement in Galicia. Together with the trade unions of printers, settlers, brokers, masons, carpenters, builders, tanneries, metal workers, doctors, pharmacists, tradesmen, postmen, civil servants, lawyers and many others united and became active partners of the region.The problem, which has been investigated in the article, has a valuable scientific significance as it allows to solve one of the most important issues: to get the historical understanding of activities of Lviv trade union organizations, which have not been thoroughly studied yet.


Subject The future of Telesur. Significance Eleven years after its 2005 launch, regional media network Telesur, sponsored by late Venezuelan President Hugo Chavez, has lost founder member Argentina. President Mauricio Macri's decision to withdraw is part of a wider shake-up of the domestic media landscape, but ministers also cited a lack of input into Telesur's running. This is borne out by evidence from within the company, where even high-profile supporters decry Venezuelan dominance despite collective ownership. Impacts Venezuela-centrism has negative editorial, financial and administrative effects while leaving Telesur dependent on one volatile state. However, Telesur will continue on this trajectory until economic and political upheaval leads to a change in government. The increasingly political role of private media in Latin America will sustain the dream of state-backed regional media. A long-term backlash could potentially bring further legislative changes on media ownership.
