This article deals with the problem of the lack of accurate criteria for evaluating luxury housing today. The existing criteria of elite housing are given, urban planning, space planning, and service groups are identified. Examples of houses of this type from foreign design experience, including in London and Paris, are considered.

Ruang terbuka hijau telah dikenal memiliki peranan yang penting dalam meningkatkan kualitas lingkungan perkotaan. Ruang terbuka hijau dalam perencanaan kota kerap dianggap sebagai elemen pendukung terwujudnya smart city. Penelitian ini bertujuan untuk menemukan seberapa jauh peran ruang terbuka hijau lewat penyediaan wifi corner dalam perencanaan kota menuju konsep smart city. Metode yang digunakan adalah deskriptif kualitatif berdasarkan observasi, survey lapangan dan serangkaian wawancara. Studi kasus yang diambil dalam penelitian ini adalah dua kota di Kalimantan Selatan, yaitu Banjarmasin dan Banjarbaru yang telah memiliki konsep smart city. Hasil penelitian menunjukkan bahwa ruang terbuka hijau dalam perencanaan kota memiliki potensi yang kuat sebagai elemen pembentuk smart city. Apabila ruang terbuka hijau suatu kota telah direncanakan dengan baik dari berbagai segi fasilitas dan terkoneksi dengan jaringan internet yang berkualitas, maka dengan sendirinya konsep smart city akan lebih mudah dicapai. Kata kunci: perencanaan kota, ruang terbuka hijau, smart city, wifi corner. Green space has an important role in enhancing environmental quality of a city. Green space often considered as a supporting element for the concept of smart city. This research intended to acknowledge the role of green space through the installation of wifi corner in urban planning towards smart city. The methods that has been used was descriptive qualitative through observation, field survey and interviews. The case study in this research were Banjarmasin and Banjarbaru which already has the smart city concepts. The result shows that green space in urban planning is a potential element towards smart city. A well good planned green space with all the facilities that connected to a good internet network in a city might help forming the concept of smart city. Keywords: green space, smart city, urban planning, wifi corner.

O presente artigo tem como objetivo aprofundar o debate acerca da emergência do tema da qualidade de vida vinculado ao meio urbano e de suas possibilidades para o planejamento urbano. De caráter exploratório, através de pesquisa bibliográfica e documental, o artigo procura delimitar marcos conceituais sobre a qualidade de vida e sua relação com um novo modelo de planejamento urbano a partir do paradigma do desenvolvimento social e de diretrizes do Estatuto da Cidade (2001), além de discutir formas de operacionalização desse conceito tendo como base algumas experiências de construção de sistemas de indicadores de qualidade de vida urbana no Brasil. Como resultados, evidencia-se que a preocupação com a qualidade de vida tem sido expressão recorrente nos debates sobre o presente e futuro das cidades, ganhando espaço e legitimidade a partir de um esforço de delimitação conceitual e de instrumentos para sua mensuração, destacando a contribuição de indicadores georreferenciados para melhor compreensão de desigualdades intraurbanas em diversas áreas. Acredita-se que a incorporação dessa discussão ao planejamento urbano pode contribuir de maneira significativa para pensar e operacionalizar instrumentos que auxiliem no direcionamento de ações e efetivação de políticas públicas para melhoria das condições de vida da população. Palavras-chave: Planejamento Urbano; Indicadores; Qualidade de vida.   GEOREFERENCED INDICATORS OF URBAN QUALITY OF LIFE: possibilities for urban planning  Abstract  This article aims to deepen the debate on the growth of the quality of life theme linked to the urban environment and its possibilities for the urban planning. With exploratory character, through bibliographical and documentary research, the article seeks to define conceptual frameworks on the quality of life and its relationship with a new urban planning model from the social development paradigm and the “City Statute” guidelines (2001), besides discussing ways of operationalizing this concept, basing on experiences of previously existing systems of urban quality of life indicators in Brazil. As a result, it is clear that the concern for quality of life has been a recurring point in discussions regarding the present and future of cities, gaining ground and legitimacy from efforts of conceptual delimitation and tools for its measurement, highlighting the contribution of georeferenced indicators for a better understanding of intra-urban inequalities in many areas. It is believed that the incorporation of this discussion into urban planning can contribute significantly to think and operationalize instruments that can help to direct actions and execution of public policies to improve the living conditions of the population. Keywords: Urban Planning; Indicators; Quality of life.   INDICADORES GEOREFERENCIADOS DE CALIDAD DE VIDA URBANA: posibilidades de planificación urbana Resumen En este artículo se pretende profundizar el debate sobre el surgimiento del tema de la calidad de vida relacionado con el ambiente urbano y sus posibilidades para la planificación urbana. De carácter exploratorio, a través de la investigación bibliográfica y documental, el artículo busca definir los marcos conceptuales de la calidad de vida y su relación con un nuevo modelo de planificación urbana desde el paradigma del desarrollo social y las directrices del Estatuto de la Ciudad (2001), además de discutir maneras de hacer operativo este concepto basado en algunas experiencias en la construcción de sistemas de indicadores de calidad de vida urbana en Brasil. Como resultado de ello, es evidente que la preocupación por la calidad de vida ha sido una expresión recurrente en los debates sobre el presente y futuro de las ciudades, ganando terreno y legitimidad a través de esfuerzos de delimitación conceptual y herramientas para su medición, destacando la contribución de indicadores georeferenciados para una mejor comprensión de las desigualdades intra-urbanas en muchas áreas. Se cree que la incorporación de esta discusión a la planificación urbana puede contribuir significativamente a pensar y operar instrumentos que ayudan a dirigir las acciones y ejecución de políticas públicas para mejorar las condiciones de vida de la población. O texto visa reconhecer desafios da formação na área do planejamento urbano e regional, associados à sua história acadêmica e às dificuldades experimentadas na atualização de seus fundamentos disciplinares e técnicos. Neste sentido, registra impactos na área com origem em mudanças na ação do Estado, na configuração de sujeitos sociais, na relação entre técnica e ciência, no mercado de trabalho e na teoria do espaço. Visando estimular a reflexão específica do ensino, o texto propõe o exame destes impactos a partir dos seguintes ângulos: práticas didáticas; experiência da interdisciplinaridade; expectativas da formação; renovação dos fundamentos da área e condições institucionais da docência. Por fim, são feitas sugestões à Anpur, com o objetivo de favorecer o debate, entre as instituições filiadas, da transmissão do conhecimento, assim como da formação de novos pesquisadores.Palavras-chave: ensino; espaço; planejamento; interdisciplinaridade; didática. Abstract: This work recognizes the challenge of teaching urban and regional planning, associated with its academic history and the difficulties related to the update of disciplinary and technical fundamentals. With this goal in mind, this work describes impacts observed in this field that were triggered by changes in State actions, in the configuration of social subjects, in the relationship between technique and science, in the work market and in the theory of space. To stimulate further thoughts on the specific task of teaching urban and regional planning, these impacts are analyzed from the following perspectives: didactic practice, interdisciplinary experience, learning expectations, renovation of the field fundamentals, and institutional facilities for teaching. At last, some suggestions are proposed to Anpur hoping to stimulate a debate on the transmission of knowledge as well as the training of new urban planning researchers. At present, the environment of a large modern city is technologically saturated to the limit, urbanized, and the most important task is a competent system of improvement and greening of urban areas. The article discusses the key projects of the city of Rostov-on-don to improve the quality of the urban environment from 2007 to the present. Existing projects included in the system of Federal projects operate only on small sections of the city territory, and do not solve the entire set of tasks within the entire city budget. This study shows that in urban planning there is no unified system of improvement and landscaping, implemented throughout the city according to a single plan. The article points out that modern systems and technologies are not used in the city, and if they are used, they are not used in a complex way, but only in fragments. The article focuses on the prospects for the integrated application of modern systems. The final part contains conclusions based on research materials. A comprehensive solution based on the collaboration of science and technology, all existing problems in the city territory will improve the main indicators of comfort and investment attractiveness of Rostov-on-don.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

This article reviews two projects with citizen participation in China: the resource recovery project in Shenyang and Taidong facade renewal project in Qingdao. In Shenyang, the international experts’ team motivated about 600 inhabitants to separate bioorganic garbage with satisfying result. In Qingdao, the cooperation between the government and the voluntary artists’ organization effectively completed the facade renewal project of Taidong commercial area. These two projects are able to demonstrate that citizen participation helps improve the quality of Chinese urban space under present conditions, and that the push of the authority and the moderation of the specialists are the key factors for successfully integrating the strength of the citizens into planning practice.
