Throughout the centuries, the concept of the vitality of art has been commensurate with the concept of “elevated life”, with the feeling of a special upsurge at the moment of artistic experience, and was seen as a condition for gaining new energy. Today, the high amplitude of the implementation of artistic drama, the acutely presented tragic, undermines the possibili- ties of artistic catharsis. When the art form is shattered by deliberate alogisms, conscious modeling of chaos, attention is sharpened to the in-depth development of the phenomenon of art vitality. The scientific review analyzes the main ideas of the discussion that took place in October 2020 at the State Institute for Art Studies. Being a specialist in aesthetics, Oleg A. Krivtsun has been developing aspects of the phenome- non of art vitality for several years. At a certain stage, other modern researchers, who share an interest in this phenomenon, joined the work on this topic. The discussion on the vitality of art was held at the State Institute for Art Studies and brought together scientists of various specialties from humanitarian universities and research institutions of Moscow, St. Petersburg, and Nizhny Novgorod. The unifying basis of the ‘round table’ was the desire of art historians, musicologists, culturologists, architects, and aestheticians to create a generalizing study devoted to the nature of the vitality of art. The reports of the ‘round table’, given in abridg- ment, are presented in this section as the first collective publication that promotes the writing of a collective monograph.

Background:Employment process of people with RMD is very sensitive and tough subject, especially in Republic of Serbia. For people with RMD it is very hard to get employed or to find a suitable job. Based on study 33% of the total health care costs was allocated to employers. Objectives:Raise awareness about employment of people with RMDs and identify barriers and bottlenecks of the process of employment. Connect with all relevant stakeholders and figure out a way to ease the whole process of employment. Methods:A round of surveys were conducted, one for employers and the other for people with RMDs.A round table was organized with participants from various relevant institutions.A series of articles were published online and in writing. A series of interviews were emitted on various TV stations. Results:Total of 136 persons with RMD took the survey and a total of 75 companies took the survey for employers.56.7% are employed. 31% of people with RMDs that took the survey said that they did not get the job because they have RMD. 37.1% are missing from work just when they are feeling really bad. 87.1% are open for prequalification and retraining. 90% is not familiar with process of qualifying for disability act. 42.60% are looking for a job via Internet. 45% does not get help at the workplace from their colleague when they are not feeling well. 42.3% met the difficulty of employer not understanding disease and it’s forecast. 39.7% does not get any feedback after interview. 40% of employers are not familiar with benefits from the state when employing person with disability act. 68% have not used any benefit provided by state. 2/3 of employers are giving advantage to work experience and probation impression over other when deciding about employment of person. Active communication between round table participants and our organization. Employment brochure, digital and hard copies. Conclusion:People with RMDs are more than interested and willing to take courses and prequalification in order to get employed. More than half that are not employed at the moment are actively seeking for a job opportunity. Employers are willing to employ people with RMDs and also send them for prequalification. They are not familiar with benefits that they can get when employing person with RMD. More than 2/3 of employers that took the survey stated number of benefits that they would see fit them when employing person with disability act, and 95% of those benefits are already on benefit list provided by Republic of Serbia. If more people with RMDs are employed causes less health care cost to the state, more funds for new medicines, more people on innovative drugs, which results in more people getting employed. The other thing that needs raise of awareness is the process of getting act of disability, since people with RMD in Serbia are not familiar with it.References:[1]H. Birnbaum, C. Pike, R. Kaufman, M. This publication is devoted to one of the episodes of I. A. Ilyin’s activity in the period “between two revolutions”. Before the October revolution, the young philosopher was inspired by the events of February 1917 and devoted a lot of time to speeches and publications on the possibility of building a new order in the state. The published archive text indicates that the development of Ilyin’s doctrine “on legal consciousness” falls precisely at this tragic moment in the history of Russia.

The paper deals with the organization and decisions of the conference of the Minister-Presidents of German lands in Munich on June 6-7, 1947, which became the one and only meeting of the heads of the state governments of the western and eastern occupation zones before the division of Germany. The conference was the first experience of national positioning of the regional elite and clearly demonstrated that by the middle of 1947, not only between the allies, but also among German politicians, the incompatibility of perspectives of further constitutional development was existent and all the basic conditions for the division of Germany became ripe. Munich was the last significant demonstration of this disunity and the moment of the final turn towards the three-zone orientation of the West German elite.

Abstract Background At the moment we have more than 177 million cases and 3.8 million deaths (as of June 2021) around the world and vaccination represents the only hope to control the pandemic. Imperfections in planning vaccine acquisition and difficulties in implementing distribution among the population, however, have hampered the control of the virus so far. Methods We propose a new mathematical model to estimate the impact of vaccination delay against the 2019 coronavirus disease (COVID-19) on the number of cases and deaths due to the disease in Brazil. We apply the model to Brazil as a whole and to the State of Sao Paulo, the most affected by COVID-19 in Brazil. We simulated the model for the populations of the State of Sao Paulo and Brazil as a whole, varying the scenarios related to vaccine efficacy and compliance from the populations. Results The model projects that, in the absence of vaccination, almost 170 thousand deaths and more than 350 thousand deaths will occur by the end of 2021 for Sao Paulo and Brazil, respectively. If in contrast, Sao Paulo and Brazil had enough vaccine supply and so started a vaccination campaign in January with the maximum vaccination rate, compliance and efficacy, they could have averted more than 112 thousand deaths and 127 thousand deaths, respectively. In addition, for each month of delay the number of deaths increases monotonically in a logarithmic fashion, for both the State of Sao Paulo and Brazil as a whole. Conclusions Our model shows that the current delay in the vaccination schedules that is observed in many countries has serious consequences in terms of mortality by the disease and should serve as an alert to health authorities to speed the process up such that the highest number of people to be immunized is reached in the shortest period of time.

Decay of honeycomb-generated turbulence in a duct with a static transverse magnetic field is studied via direct numerical simulations. The simulations follow the revealing experimental study of Sukoriansky et al. (Exp. Fluids, vol. 4 (1), 1986, pp. 11–16), in particular the paradoxical observation of high-amplitude velocity fluctuations, which exist in the downstream portion of the flow when the strong transverse magnetic field is imposed in the entire duct including the honeycomb exit, but not in other configurations. It is shown that the fluctuations are caused by the large-scale quasi-two-dimensional structures forming in the flow at the initial stages of the decay and surviving the magnetic suppression. Statistical turbulence properties, such as the energy decay curves, two-point correlations and typical length scales are computed. The study demonstrates that turbulence decay in the presence of a magnetic field is a complex phenomenon critically depending on the state of the flow at the moment the field is introduced.

According to Poisson’s theory of the internal friction of fluids, a viscous fluid behaves as an elastic solid would do if it were periodically liquefied for an instant and solidified again, so that at each fresh start it becomes for the moment like an elastic solid free from strain. The state of strain of certain transparent bodies may be investigated by means of their action on polarized light. This action was observed by Brewster, and was shown by Fresnel to be an instance of double refraction. In 1866 I made some attempts to ascertain whether the state of strain in a viscous fluid in motion could be detected by its action on polarized light. I had a cylindrical box with a glass bottom. Within this box a solid cylinder could be made to rotate. The fluid to be examined was placed in the annular space between this cylinder and the sides of the box. Polarized light was thrown up through the fluid parallel to the axis, and the inner cylinder was then made to rotate. I was unable to obtain any result with solution of gum or sirup of sugar, though I observed an effect on polarized light when I compressed some Canada balsam which had become very thick and almost solid in a bottle.
