This study sets out to assess responses to international terrorism in Kenya. This stems out of the fact that the terrorism menace has had been a major security challenge facing the country. The study draws a comparison of the Dusit D2 and Westgate terror attacks. Data was collected from a purposive sample of academics as well as serving and retired diplomats, senior police officers and military personnel. Primary data was collected from the respondents using interviews. The findings show that the West gate shopping mall in 2013 and the DusitD2 Hotel attack in January 2019 are replete with major differences. A critical comparison between both attacks shows an immense difference in the response to the terrorist attacks in Westgate Mall and Dust D2. In both cases, there was prior intelligence of the looming attack. However, there was no clear policy framework on intelligence sharing between the various security agencies in Westgate. Additionally, policies on timely multiagency deployment were disjointed in Westgate but improved in Dusit D2. Although the friendly fire was recorded in Westgate, this was not the case in Westgate. There was also a lack of clear policies on hierarchical coordination between different security agencies in Westgate Mall as opposed to Dusit D2. The law had also been more enhanced with the domestication of the 2012 Prevention of Terrorism Act and the creation of the institutions enshrined therein during the Dusit D2 attack. Accountability mechanisms for security agencies had also been improved during the Dusit D2 attack as opposed to Westgate Mall attack where there were cases of indiscipline and looting by state security personnel. Coordination between government officials and security agencies was also smoother in the Dusit D2 attack. Although the terrorists could communicate for some time between themselves and their command center and share publicity information, this was not the case with Dusit D2 where such communication was curtailed immediately. In both attacks though, communication between victims and outside help was poor and unreliable, and false information was passed. This was more prone and documented in the Dusit D2 attack. It is recommended that multiagency response teams should constantly review their operation guidelines and standard operating procedures so as to deal with the ever-changing sophistication in terrorist attacks. The government should put in place ways aimed at checking disparities in capabilities and equipment among various tactical and intelligence teams in Kenya for a uniform response to terrorism. There is a need for multinational frameworks for undertaking financing and creation of joint information infrastructure for security agencies so as to reign in on international terrorism in the East African Region. Training should also be synchronized across security agencies.

Abstract Purpose The threat of national and international terrorism remains high. Preparation is the key requirement for the resilience of hospitals and out-of-hospital rescue forces. The scientific evidence for defining medical and tactical strategies often feeds on the analysis of real incidents and the lessons learned derived from them. This systematic review of the literature aims to identify and systematically report lessons learned from terrorist attacks since 2001. Methods PubMed was used as a database using predefined search strategies and eligibility criteria. All countries that are part of the Organization for Economic Cooperation and Development (OECD) were included. The time frame was set between 2001 and 2018. Results Finally 68 articles were included in the review. From these, 616 lessons learned were extracted and summarized into 15 categories. The data shows that despite the difference in attacks, countries, and casualties involved, many of the lessons learned are similar. We also found that the pattern of lessons learned is repeated continuously over the time period studied. Conclusions The lessons from terrorist attacks since 2001 follow a certain pattern and remained constant over time. Therefore, it seems to be more accurate to talk about lessons identified rather than lessons learned. To save as many victims as possible, protect rescue forces from harm, and to prepare hospitals at the best possible level it is important to implement the lessons identified in training and preparation.

In developing countries, despite the fact that a larger part of GDP is generated by the formal sector, most people earn and spend their lives in the informal sector. We identify the determinants of formal and informal sectors’ employment in the urban areas of district Lahore, by conducting a household survey in 2015. The multinomial logit model is used to analyze the data obtained from a sample of 309 workers. Our results indicate that personal, socio-economic and household factors are essential for regulating employment in both sectors. Furthermore, our findings provide evidence that employment in the sectors in question is significantly determined by the level of higher education, age, working experience of individuals, marital status, sound educational background of the parents of workers, the number of dependents and the presence of assets. The study also provides the policy framework to channelize employment opportunities in the urban labor market and advises the government to enhance the growth potential of workers by expediting the provision of higher education and other skill acquisition initiatives.

Police victimization is one of the growing cases in Kenya. There are reported cases of police being subjected to beatings and assault by citizens particularly in the low-income areas in Nairobi. Most of these reported cases have been traced to police actions, perceptions of community towards the police and even inadequate resources that the police use. These in turn affect the security situation. It is upon this backdrop that this study envisaged to scrutinize police victimization and security in Mathare North, Nairobi City County. The specific objectives of the research were; to examine the categories of police victimization and their implications on security in Mathare North, to analyze the causes of police victimization and their implications on security in Mathare North, and to evaluate the state of security in Mathare North and how it could be related to police victimization. The life style theory of victimization was used in the research. An exploratory research design based on primary data method was relied on in the study. In conducting this research, the target population was 321 police officers in Mathare North, Nairobi City County comprising of the 147 General Duty Police, 101 traffic police and 73 Administration Police. A sample size of 97police officers was selected from the target populace of Mathare North, Nairobi City County. Data collection was done through the use of questionnaires while the analysis employing descriptive and content analysis. The test for reliability showed that the variables used were reliable (Cronbach alpha was 0.759). The outcome from the study revealed that killings of the police was the main form of police victimization as shown by mean of 3.9829, followed by intimidation of police with mean of 3.7358 and assaults with mean of 3.6470. Sixty-three (63) respondents duly filled the questionnaires representing 64 percent of the total respondents. The findings revealed that the main causes of police victimization were proliferation of illegal firearms among civilians, lack of adherence to the justice system, corruption in the police, human rights violations and lack of public trust in the police. The findings revealed further that government support was necessary and influenced the relationship between police victimization and insecurity in Mathare North as shown by mean of 3.7437. The respondents agreed at mean of 3.7426 that police victimization negatively affect the security of Mathare North. A correlation test was also done and revealed that police killings, assaults on police and intimidation of police were significantly and positively correlated with insecurity based on their correlation coefficients of 0.476, 0.512 and 0.495 respectively. A regression analysis was also carried out and from the findings; police killings had a significant and positive effect on the insecurity of Mathare North with regression coefficient being 0.899 and p value of 0.006. Assault on the police had a significant and positive effect on insecurity of Mathare North as shown by regression coefficient of 1.020 and p value of 0.001. Intimidation of police had a positive and significant effect on the insecurity of Mathare North with a regression coefficient of 0.894 and p value of 0.004. The study recommends that the government should strengthen collaboration between the National Police Service and civilians in Mathare North to prevent cases of insecurity arising from police victimization. The study further recommends that the government must improve on its support in terms of equipment’s to the police in the area so that they can be able to defend themselves while maintaining the security in Mathare. Future studies should focus on other low-income settlements in Nairobi and major towns in Kenya.

The study examined diaspora remittances and the development of small and medium enterprises (SMEs) in Benin-City. The objective of the study is to establish the impacts of diaspora remittances on the development of SMEs in Benin- City. The survey approach involved an online study. The major sources of data used were primary and secondary data. The primary data were elicited through the use of an online questionnaire. The data were analyzed and presented using a statistical technique such as tables and percentages. The secondary data adopted a longitudinal research design covering the period 1991-2018, which is readily available in World Bank data. The technique adopted is multiple regressions to test the hypothesis. E-view econometric software 8.0 was used for the analysis. The result revealed that in the long run, migrant remittance (MRI) and exchange rate (EXCR) which is a supporting variable have a positive and significant impact on the development of small and medium enterprises (DSMEs) in Nigeria. The result also revealed that most diaspora remittances are on consumption. Based on the above findings, it was recommended that the government should develop a policy framework that will harness the effort of diaspora toward the development of the economy of the state, and Edo state government should collaborate with agencies in charge of remittances to remove all encumbrances to remittances to encourage the diaspora to improve on their remittances.

The Zambian construction industry, like many developing countries, has over the past years experienced an imbalance in the distribution of works between local and foreign contractors. In a bid to bridge the gap, the Government of the Republic of Zambia in 2012 introduced a policy on subcontracting which provided for mandatory subcontracting of 20% of all major contracts to local contractors. There has however been outcries from subcontractors that the policy has not been beneficial. The study sought to investigate subcontracting practices in order to develop a framework for building capacity for local contractors within the construction industry in Zambia. The objective of the study was to explore the regulatory requirements on subcontracting in Zambia and establish the 20% subcontracting policy inadquescies . The study adopted the mixed-method approach in which both semi-structured interviews (main contractors, sub-contractors consultants and project owners) and survey questionnaire were adopted for primary data collection. The questionnaire was distributed to 70 respondents and a response rate of 71% was attained. The investigation was conducted on 40 projects implemented in Zambia between 2012 and 2015. The study established four major deficiencies of the policy which include: subcontractors do not participate early in the procurement process and are introduced after contract is awarded; no clear guidelines on the implementation of the policy; subcontractors do not take part in determining works; and it is difficult to grow capacity of local contractors using the 20% subcontracting policy because contractors engaged to be main on projects do not show interest in developing and building local contractors capacity due to lack of incentives. A framework was developed that can be used to meet the study objectives and that of the policy in subcontracting and reduce the current inadequacies. The study recommended the use of the proposed framework by the government to reduce the current gaps.

The upsurge of terror attacks in various regions of Indonesia in 2018, gave rise to the government and parliament effort to immediately revise Law No. 15 of 2003, which was considered inadequate in eradicating criminal acts of terrorism. The awareness of all parties involved ultimately accelerates the dynamics of the legislation process. Finally, on June 21, 2018 President Joko Widodo passed Law No. 5 of 2018 as a stronger basis in eradicating criminal acts of terrorism and seeking to proportionally protect human rights. Against those backgrounds, this study will look at (a) the legislation process in the formation of Law No. 5 of 2018, and (b) review of the practice of human rights principles and norms of Law No. 5 of 2018. This study uses a qualitative method, with descriptive normative presentation. Primary data sources are based on interviews with the Chairperson of the Working Committee of Bill on Terrorism, human rights activists, and government representatives. The results of this study indicate that legally in the legislation process Law No. 5 of 2018 fulfills the established procedures, but the principles and norms of human rights have not become the main reference in the formation of legal material, especially the issue of arrest, detention, the changing from material to formal offences, interception, and inconsistency of criminal justice system through military involvement. Based on this, we need to encourage a limited revision of Law No. 5 of 2018, so that the eradication of terrorism is stronger and human rights principles are respected, as an embodiment of a democratic rule of law. AbstrakPeningkatan aksi teror pada 2018, mendorong pemerintah dan DPR melakukan revisi terhadap UU No. 15 Tahun 2003 yang dinilai tidak cukup memadai dalam pemberantasan tindak pidana terorisme. Kesadaran semua pihak telah mempercepat proses legislasi dan pada 21 Juni 2018 Presiden Joko Widodo mengesahkan UU No. 5 Tahun 2018. UU hasil revisi ini diharapkan lebih memperkokoh dasar pemberantasan tindak pidana terorisme dan melindungi HAM secara lebih proposional. Bertitik tolak pada hal tersebut, kajian ini akan melihat proses legislasi dalam pembentukan UU No. 5 Tahun 2018 dan meninjau penerapan asas dan norma HAM dalam UU No. 5 Tahun 2018. Penelitian ini menggunakan metode kualitatif dengan penyajian deskriptif normatif. Sumber data primer diperoleh melalui wawancara dengan Ketua Panja RUU Terorisme, aktivis HAM, dan perwakilan pemerintah. Hasil kajian menunjukkan, secara legal formal, proses legislasi UU No. 5 Tahun 2018 memenuhi prosedur yang ditetapkan, namun dari aspek substansial masih belum sepenuhnya selaras dengan asas dan norma HAM, terutama persoalan penangkapan, penahanan, perubahan delik materiil menjadi formil, penyadapan, dan inkonsistensi criminal justice system melalui pelibatan militer. Berdasarkan hal tersebut, revisi terbatas terhadap UU No. 5 Tahun 2018 perlu dilakukan agar penegakan hukum pemberantasan terorisme lebih kuat dan HAM dijunjung tinggi sebagai perwujudan negara hukum demokratis.

Soil erosion in southeastern Nigeria has a high devastating tendency which created a natural geologic hazard is causing loss of arable farm lands, destroying properties and other social infrastructures like pipelines, roads, bridges, over head and underground cables that are being exposed and or washed away by deep gully erosions. Investigations into the underlying factors of soil susceptibility to soil erosion in southeastern Nigeria led to this work. The study areas are the twenty six Local Government Areas within the centre of the zone which are Anaocha, Orumba North, Aguata, Nnewi South and Orumba South in Anambra State; Umunneochi, Bende, Ohafia, Arochukwu and Isuikwuato in Abia State; Afikpo North, Afikpo South, Ivo, Ohaozara and Onicha in Ebonyi State; Aninri, Oji River, Ezeagu, Udi and Awgu in Enugu State, and Idea to North, Idea to South, Okigwe, Orlu, and Orsu in Imo State. The dataset for this research work are from secondary and primary sources. Secondary Data were extracted from other journal publications among others, while primary data were in the form of measurement during field visit, photographs and geophysical soil survey and verification. Descriptive Statistics, Student t-test and Chi-square test analysis were used. The result shows that the soils across the study area generally are predominantly sandy with a mean of fine sand at 28.22% and coarse sand at 43.40%, while the mean of clay and silt are very low, 17.82% and 10.56% respectively. The study concludes that high sand content in the composition of soil in the study area is responsible for high rate of soil erosion in the area and therefore recommends a policy framework from the government of Nigeria that will encourage a paradigm shift from roots and tubers crop production that exposes the soil, to orchard plantation.

ABSTRACT   Banana fruit is a commodity that contributes a great value to both national and international fruit production achievement. The government through the National Standardization Agency establishes standards to maintain the quality of bananas. The purpose of this Project is to classify the stages of maturity of Ambon banana base on the color index using Naïve Bayes method in accordance with the regulations of SNI 7422:2009. Naive Bayes is used as a method in the classification process by comparing the probability values generated from the variable value of each model to determine the stage of Ambon banana maturity. The data used is the primary data image of 105 pieces of Ambon banana. By using 3 models which consists of different variables obtained the same greatest average accuracy by using the 2nd model which has 9 variable values (r, g, b, v, * a, * b, entropy, energy, and homogeneity) and the 3rd model has 7 variable values (r, g, b, v , * a, entropy and homogeneity) that is 90.48%.   Keywords: banana maturity, classification, image processing     ABSTRAK   Buah pisang merupakan komoditas yang memberikan kontribusi besar terhadap angka produksi buah nasional maupun internasional. Pemerintah melalui Badan Standarisasi Nasional menetapkan standar untuk buah pisang, menjaga mutu  buah pisang. Tujuan dari penelitian ini adalah klasifikasi tahapan kematangan dari buah pisang ambon berdasarkan indeks warna menggunakan metode Naïve Bayes  sesuai dengan SNI 7422:2009. Naive bayes digunakan sebagai metode dalam proses pengklasifikasian dengan cara membandingkan nilai probabilitas yang dihasilkan dari nilai variabel penduga setiap model untuk menentukan tahap kematangan pisang ambon. Data yang digunakan adalah data primer citra pisang ambon sebanyak 105. Dengan menggunakan 3 buah model yang terdiri dari variabel penduga yang berbeda didapatkan akurasi rata-rata terbesar yang sama yaitu dengan menggunakan model ke-2 yang mempunyai 9 nilai variabel (r, g, b, v, *a, *b, entropi, energi, dan homogenitas) dan model ke-3 yang mempunyai 7 nilai variabel (r, g, b, v, *a, entropi dan homogenitas) yaitu sebesar 90.48%.   Kata Kunci : kematangan pisang,  klasifikasi, pengolahan citra

Individual Taxpayers (WPOP) experience problems every year due to difficulties in filling out SPT. The Directorate General of Taxes issued a new policy in providing easy Notification Services (SPT) using online systems namely e-Filling and e-SPT. The policy taken by the government turned out that there were still many obstacles faced by the KPP Pratama Ponorogo Tax Office regarding ponorogo's lack of understanding related to filling out SPT manually or online using e-SPT and e-Felling. So that this certainly can make taxpayers object to the submission of Annual Tax Returns, especially in terms of calculating the tax payable which must be calculated on its own. Data collection is done by using primary data in the form of questionnaires. The samples processed in this study were 100 respondents who were distributed to individual taxpayers registered at KPP Pratama Ponorogo. Data analysis method uses validity test and reliability test, hypothesis testing using multiple linear regression analysis. The results of this study indicate that the awareness of taxpayers, taxpayer intentions, taxpayer attitudes, subjective norms, behavioral control and ease of tax return filling process affect Tax Compliance (tax compliance) submission of Annual Tax Returns. This is because taxpayers know, understand and implement taxation provisions correctly and voluntarily so as to increase taxpayer compliance in fulfilling their obligations and are willing to report taxes with their own awareness.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.
