Educational programs as a tool for improving management in the higher education system

One of the directions of improving management in the higher education system in the conditions of innovation is the training of managers in the field of education. As you know, the formation of professional competence of education managers must be carried out in accordance with innovative changes in the field of education. In the article, having analyzed the prepared works on improving management in the field of education in recent years, the review of scientific projects carried out in this direction was conducted at the Kazakh national pedagogical University named after Abay. These works show an increase in the need for training managers in the field of education. The updated curricula in accordance with the law «On the status of a teacher», which describes the educational programs «Management in education» for master’s and doctoral studies and the elective course «Management in higher education», developed to meet these needs, are described as models for future specialists. Services, activities and training results of the future specialist are presented.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

The gradual process of reforming educational activities lays new demands on education in the higher education system of Ukraine, and therefore there is a need to improve the methodology of teaching any discipline, to continuously monitor the quality of applicants’ educational success, as well as to apply the competence-based approach to education, in general. The article determines the relevance of the study of the educational process optimization in higher education institutions (HEI), including mastering modern principles of teaching Graphic disciplines the creation of which contributes to the active formation of professional competence of students majoring in artistic and architectural specialties. The process of education in HEI is known to be a significant factor in the socialization of a personality, since in addition to acquiring new knowledge and professional competences, it also promotes self-education and self-realization in future life. The authors reveal the peculiarities, technological means and methods of teaching Graphic disciplines and organization of the educational process for freshman and sophomore students of art-related HEI. There is a need to increase the efficiency not only of classroom contact hours, but also of the extracurricular work. This requires that teachers should constantly search for new ways and approaches that could facilitate mastering of educational material. The model of the educational process for near future is one of the directions determining the improvement of the whole education system and involves this type of training, which is characterized by a considerable amount of independent work, which also requires a sufficiently high level of stable skills of individual graphic competence. In this regard, the formation of students’ motivation and interest throughout the educational process in HEI, the recognition of the necessity to obtain a quality graphic education, which is the key to success in their future professional activity, are of great importance.

The modern problems of the formation of digital literacy of the society are considered through the created socio-economic prerequisites for the implementation of digitalization programs in the higher education system in Uzbekistan. The author claims that at the present stage of development of civil society, for the analysis of digital involvement, they allow us to fix a digital gap in the higher education system. The article shows that the implementation of the concept of continuous knowledge in the context of the digital economy becomes a reality when the most talented part of young people is selected for university studies, and the principles of openness and accessibility both in the field of higher education and information technologies are implemented. The implementation of these principles allows us to build a more flexible system of higher education, which will create the prerequisites for obtaining qualified knowledge that meets the requirements of society, a market economy, solve innovative problems in creating universal digital literacy and training competitive personnel. The author of the article offers concrete proposals for further improving the digitalization of the higher education system.

There is no doubt that the Vietnamese higher education system is in need of serious reform. Corruption is epidemic, and actions must be taken to change the environment in which these practices flourish. The recent decision by the Ministry of Education and Training to adopt new, stricter measures on national exams and the increased media attention on corruption are steps in the right direction. If Vietnam desires to obtain an international standard educational system, required reforms are necessary from all parties. Perhaps, most importantly, there must be a monumental change in the attitude and thinking by students, faculty, and parents. Education is a right and privilege that is earned, not a commodity to be sold by administrators and faculty.

At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

The history of Turkish higher education dates back to Turkish nations of 1000 years ago. The beginning of higher education institutions are accepted as madrasahs that continue its existence during the Ottoman period. After the foundation of the Turkish republic, rapid changes and developments have been observed in the higher education like in all fields. Since this period of time, Turkish higher education institutions have been grouped in two categories, which are universities producing information-knowledge and vocational schools training people oriented with employment. Considering the both types of these institutions, the aim of Turkish higher education system is to sustain manpower considering the needs of the nation and the public; provide education and training facilities based on the secondary education; maintain the quality and quantity of scientific researches under the control of universities. In this context, the purpose of this study is to present the certain dimensions of Turkish higher education system, which are academicianship, current facts related to academicianship, the stages in academic career, achievements in academy and the status of women academicians in Turkey. Related documents have been analyzed and the current status of Turkish higher education system has been discussed by concluding the results.

This chapter outlines Jordan's higher education landscape highlighting the development of technical and vocational education and training, reflected in the development of community colleges in the country. The risks, challenges, and opportunities in regard to higher education are outlined and examined closely. This chapter also strives to uncover the key challenges that exist in higher education access for the large refugee population in Jordan and the plight of women in higher education in Jordan. Finally, some recommendations have been made to improve the higher education system by increasing access for the populations, particularly refugees and women, traditionally deprived of economic opportunities.
