<p>Although the Caribbean region is considered amongst the most vulnerable to the impacts of climate and climate change, there are very few regional studies or studies matching the regions small scale and size that evaluate or quantify the impacts of these future changes.  The absence becomes even more stark when the long-term temperature goals (LTTGs) of 1.5°C, 2.0°C and 2.5°C above pre-industrial warming levels are considered. By selecting, validating and downscaling a subset of the Hadley Centre’s 17-member Perturbed Physics Ensemble for the Quantifying Uncertainty in Model Predictions (QUMP) project, future changes for both the LTTGs as well as mid and end of century are evaluated, for the entire Caribbean and its six (6) sub-regional zones. Showing distinct and significant sub-regional variations, on average the Caribbean was found to be 2.1°C (>4°C) warmer and 40% (70%) drier by mid-century (end of century). Analysis of the LTTGS shows that the region surpasses lowest target, 1.5 °C, before the end of the 2020’s and experiences progressive warming that spread equatorward as successive thresholds are attained 2.0°C (2030’s) and 2.5°C (2050´s). The far western, the southern and the eastern Caribbean are found to be up to 50% drier at 1.5°C, with intensifications noted for changes at 2.0°C with a reversal of a wet tendency in the north and central Caribbean. The sub-regional variations that exist shows that although the Caribbean lags the globe in its attainment of the LTTGs some of its six subregions are more comparable to the global than the Caribbean mean with the transition from 1.5°C to 2.0°C seeming to represent a turning point for the Caribbean.</p>

Six members of the Hadley Centre’s Perturbed Physics Ensemble for the Quantifying Uncertainty in Model Predictions (QUMP) project are downscaled using the PRECIS (Providing Regional Climates for Impact Studies) RCM (Regional Climate Model). Climate scenarios at long-term temperature goals (LTTGs) of 1.5, 2.0, and 2.5 °C above pre-industrial warming levels are generated for the Caribbean and six sub-regions for annual and seasonal timescales. Under a high emissions scenario, the LTTGs are attained in the mid-2020s, end of the 2030s, and the early 2050s, respectively. At 1.5 °C, the region is slightly cooler than the globe, land areas warmer than ocean, and for the later months, the north is warmer than the south. The far western and southern Caribbean including the eastern Caribbean island chain dry at 1.5 °C (up to 50%). At 2.0 °C, the warming and drying intensify and there is a reversal of a wet tendency in parts of the north Caribbean. Drying in the rainfall season accounts for much of the annual change. There is limited further intensification of the region-wide drying at 2.5 °C. Changes in wind strength in the Caribbean low-level jet region may contribute to the patterns seen. There are implications for urgent and targeted adaptation planning in the Caribbean.

Many books have been written about the incorporation of the Caribbean region, South Asia, Africa and Latin America into the global economy. Remarkably, few have dealt with Island Southeast Asia or Maritime Southeast Asia as a macro-region. For the Caribbean nations, it has been amply discussed how the legacies of the plantation economies consisted of meagre economic growth and massive unemployment. Conversely, scant attention has been given to the question how societies in Island Southeast Asia were turned into providers of cheap commodities and how this impacted their long-term development prospects. This silence is even more remarkable considering some striking parallels with Caribbean socio-economic trajectories. Today, emigration of millions is the fate of Island Southeast Asia, as it is for the Caribbean region. To break the silence and to invite further discussion I wrote The Making of a Periphery: How Island Southeast Asia Became a Mass Exporter. After reading the review by Dr Aguilar on this book in a previous issue of this journal, I felt that it could be worthwhile to highlight some of the main points of my argument about the peripheral integration of Island Southeast Asia in the global economy. Abstract A comprehensive new compilation of North Atlantic tropical cyclone activity for the years 1851–98 is presented and compared with the second-generation North Atlantic hurricane database (HURDAT2) for the same years. This new analysis is based on the retrieval of 9072 newspaper marine shipping news reports, 1260 original logbook records, 271 Maury abstract logs, 147 U.S. marine meteorological journals, and 34 Met Office (UKMO) logbooks. Records from throughout North America and the Caribbean region were used along with other primary and secondary references holding unique land and marine data. For the first time, North Atlantic daily weather maps for 1864/65, 1873, and 1881–98 were used in historical tropical cyclone research. Results for the years 1851–98 include the omission of 62 of the 361 HURDAT2 storms, and the further reduction resulting from the merging of storms to a total of 288 unique HURDAT2 tropical cyclones. The new compilation gave a total of 497 tropical cyclones in the 48-yr record, or an average of 10.4 storms per year compared to 6.0 per year in HURDAT2 less the author’s omissions. Of this total, 209 storms are completely new. A total of 90 hurricanes made landfall in the United States during this time. Seven new U.S. landfalling hurricanes are present in the new dataset but not in HURDAT2. Eight U.S. landfalling hurricanes in HURDAT2 are now considered to have only tropical storm impact or were actually extratropical at landfall. Across the North Atlantic, the number of category-4 hurricanes based on the Saffir–Simpson hurricane wind scale, compared with HURDAT2, increased from 11 to 25, 6 of which made U.S. landfall at category-4 level.

The inshore fishery for the pilchard in Cornish waters has existed for several hundred years, and such records as are available concerning fluctuation in catches and market conditions have been reviewed by Couch (1865), Cushing (1957) and Culley (1971). Although pilchard have been landed from Lyme Bay, from the eastern half of the Channel, and from the southern North Sea (Couch, 1865; Furnestin, 1945; Cushing, 1957; personal communications G. T. Boalch) the catches have usually been incidental to other fisheries and more sporadic than in Cornish waters. Traditionally there are three areas fished for the Cornish pilchard: on the north-west coast around St Ives; in Mounts Bay and towards the Scillies; and between the Lizard Pt and Bolt Tail in Devon (Couch, 1865; Culley, 1971). The latter region, constituting the inshore waters of south-east Cornwall and south Devon, effectively forms the eastern limits of the regular occurrence of commercial shoals. Knowledge of the breeding and life-history of the fish in this region has always been scarce and subject to much hearsay evidence (reviewed in Southward, 1963). Up to quite recently it was thought that the main spawning area lay well to the west of the entrance to the Channel, and it was not until the investigations reported by Corbin (1947,195°) a nd Cushing (1957)tnat it was conclusively shown that extensive spawning can occur within the English Channel from May to October. The relationship of the spawning in the western Channel to the other areas of spawning off the entrance to the Channel and in the northern Bay of Biscay is illustrated in a recent series of reports (Arbault & Boutin, 1968; Arbault & Lacroix-Boutin, 1969; Arbault & Lacroix, 1971; Wallace, P. D. & Pleasants, C. A., duplicated ICES meeting paper CM 1972/J: 8), and is further demonstrated by Demir & Southward (1974) in discussing the results of a study of small scale seasonal changes in spawning intensity in inshore waters.

The pelagic macroalgae finches of the Sargassum genus in the Caribbean Sea currently represent a very natural problem due to their negative impact on the tourism industry, fishing industry, the environment and society in general. This work presents an above report of Sargassum that occurred on the north western coast of the Cuban archipelago in March 2019. The macroalgae species identified in the tidal zone were Sargassum fluitans and S. natans, and the specific geographic area where the impact of the upheaval occurred was from the west of Matan-zas bay to Mariel bay. The finches of these macroalgae were cataloged with a moderate magnitude compared to other reports in the Mexican Caribbean and in the Dominican Republic. This order of magnitude was cataloged based on its covered area of 169.3 km and its distribution along the coast in large patches, but very fragmented, despite the prevailing winds from the first quadrant (from north to east) during this period. Other events of this type reported in Cuba and the Caribbean region are taken up and discussed. Keywords: Caribbean Sea, Sargassum fluitans, Sargassum natans, Cuba.

ABSTRACT RAC/REMPEITC-Caribe is a United Nation'S Regional Activity Centre, established in 1994 by the International Maritime Organization and the United Nations Environment Program for the Caribbean Sea. The Centre exists to assists countries in the Wider Caribbean region and Latin America to prevent and respond to major oil pollution incidents. While developing a systematic approach to capacity building, resulting in comprehensive regional projects including the Caribbean Islands Regional OPRC Plan and the Central America CAOP Project (design to establish a Central America Regional OPRC Plan), the constant interaction of the Centre within the region with the various cultures of response preparedness, regularly raises the following questions:– How to improve a standard, constant, and effective system for capacity building in regards to contingency planning?– How to improve the co-operation between the regional partners?– How to define a better mechanism for funding? The analysis of the last ten years activities developed by the Centre shows the alternation of established priorities developed under the objectives of the strategic plan for enhancing regional response preparedness. Key components for the definition of a long term development cycle, required to build capacity, and enhance regional co-operation, are identified. The elements to stand out are:– the development of a constructive succession in the activities thematic;– a time frame of 5 years to complete a cycle for a regional centre with RAC/REMPEITC characteristics;– the key role of metrics to assess priorities for the cycle;– the need of a common overview of the process to facilitate co-operation / co-ordination;– the need of sustained commitment. The identification of those parameters allow a regional centre to clarify the status of national contingency planning for governments, establish the extent of training and exercises needed in the region and most importantly, facilitates the synchronization of resources and support between stakeholders.

AbstractThe late Cretaceous crinoid Uintacrinus socialis Grinnell, which is a potential marker for the base of the Upper Santonian Substage, is reported from the Inoceramus Shales of St Ann's Great River Inlier on the north coast of Jamaica. This is the first record of this species from the Caribbean region and marks its lowest latitudinal distribution reported to date. The Inoceramus Shales are a deep-water clastic mudstone unit which extends the palaeoecological distribution of this crinoid. Uintacrinus socialis proves that the Inoceramus Shales are of Santonian age and will help constrain correlations between the shallow-water platform carbonate/volcaniclastic facies found in the arc successions of the Caribbean and the international chronostratigraphy.

This report offers a brief overview of recent population figures, types of educational programs, and selected topics of present interest and relevance to educators of blind and visually impaired students in the U.S.A., Canada, and the Caribbean. While not intended to be comprehensive or statistically exacting, it is hoped that this discussion will be useful in informing our colleagues in other areas of the world about some of the current concerns of professionals in the North America-Caribbean region.

Successful school leadership is an issue debated globally, but these discussions do not seem to occur within the context of inclusive education in the Caribbean. Although there have been reports indicating steady progression in educational leadership and inclusive practices within the last decade, no planned, long-term innovations have emerged. This article reports part of a small-scale, qualitative study, conducted with 16 headteachers of secondary schools from across Guyana and Trinidad & Tobago. An interpretative phenomenological approachwas used to explore how headteachers ascribe meaning to their unique, lived experiences and how this affects their role in facilitating inclusive education. The study identified a relationship between the lived experiences of headteachers, and their resulting approach to leading their respective schools. There is also potential for the strengthening of educational leadership and inclusion through reflexive practice that promotes equity in the schools’ contexts.

This chapter focuses on the Caribbean Community and Common Market (CARICOM), a cluster of 15 countries and islands in the Caribbean region that invest ongoing efforts to establish growth and increased well-being. CARICOM is facing its share of challenges, of which two important ones include a) economic relations and b) education. With their common history as former European colonies, the Caribbean nations have traditionally focused on the USA, Canada, and Europe as their main partners. Now that the global tide is turning, it becomes increasingly important for them to change course. China, as the major global player of our times, is therefore a potential partner that Caribbean nations increasingly embrace. Even so, the challenges of their small scale and their lack of trade complementarity remain dark clouds on the Caribbean horizon. In addition, the education system in many of the member nations needs urgent and radical reinvention. This chapter shines some light on these issues.
