A number of developments over the past decade or so illustrate the increasing salience of environmental problems for Soviet policy makers. In the mid-1960s, controversy over the potential pollution of Lake Baikal appears to have stimulated and legitimized environmental protection as an issue for discussion in the Soviet press. The output of scholarly books and articles by philosophers, economists, biologists, physicists, and sociologists reflects the broad range of organizations concerned with these questions. Support is also evident in high places-Brezhnev's report to the 25th Party Congress in 1976 emphasized the importance of environmental protection and announced that 11 billion rubles would be allocated for the purpose during the tenth five-year plan.3 N.K. Baibakov, Chairman of the State Planning Committee recently outlined planned capital investments of 1.8 billion rubles for the implementation of environmental protection measures in 1981.4 Greater organizational commitment is evident in the elevation of the former Hydrometeorology Service attached to the Council of Ministers to a State Committee on Hydrometeorology and Oversight of the Environment. The committee's director, Dr. Iu. Izrael, claimed his organization had approximately 10,000 personnel working on environmental problems as of early 1979.

China is a country with a large lakes, with the development of social economy, the water pollution of lakes is more serious, lake’s eutrophication has become the major environmental problems of the China's lakes and reservoirs. This document explains through the investigation and evaluation environment to analyze the current situation and the pollution of Jingbo Lake, and puts forward countermeasures and pollution control environmental protection measures for management of Jingbo Lake, develop and provide technical reference of Jingbo Lake.

Information obtained as a result of monitoring of water bodies is taken as a basis for legal regulation of economic activities related to environmental pollution. In the context of a globalized economy, the strengthening of environmental protection measures in one of the neighboring countries often leads to the fact that the next plant will be built across the border, and its impact on the environment on a global scale will be the same. In this study, the authors studied the problem of finding new ways to solve the environmental problems of the Caspian Sea. The Caspian Sea belongs to Kazakhstan, the Russian Federation, Turkmenistan, Azerbaijan and Iran. to solve the environmental problems of the Caspian Sea, it is necessary to unify the environmental legislation of these countries, similar to the unification of the environmental legislation of the European Union countries.

Zusammenfassung: Das Konzept des Nudgings wird in Wissenschaft und Politik als Mittel diskutiert, um individuelle Entscheidungen zu steuern, ohne die vorhandenen Handlungsoptionen zu verändern. Studien und Pilotprojekte in den Bereichen Gesundheitsprävention, Energiesparen und Finanzen dokumentieren positive Verhaltensänderungen nach Einsatz dieses weichen und kosteneffizienten Politikinstrumentes. Dieser Beitrag diskutiert mögliche Anwendungsfelder des Nudgings in der Agrarpolitik, insbesondere im Kontext von Umweltschutzmaßnahmen und der Frage, wie eine umweltschonende Landwirtschaft stärker gefördert werden kann. Summary: Scientists and policy-makers are discussing the concept of nudging as a means to steer individual decisions without changing the choice options available. Studies and pilots in the areas of health prevention, energy saving and finance document positive behavioral changes after implementation of this soft and costefficient policy instrument. This article discusses possible fields of application in the domain of agricultural policy, especially in the context of environmental protection measures and the question of how to better support an environmentally friendly agriculture.

This article argues that the WTO's past environmental record is much better than critics would have it. Its jurisprudence has become increasingly environmentally friendly and many charges against the dispute settlement process are based on misunderstandings. WTO rules have, so far at least, not deterred any multilateral environmental agreements. The lack of ambitious environmental protection measures is not the fault of the WTO, but the responsibility of policy-makers from its member states. At the same time, the WTO has done little to actually promote environmental protection and the treatment of the precautionary principle in WTO rules is highly unsatisfactory. Unfortunately, this is unlikely to change in the future. The reason for this is that there is not enough support among member countries, particularly those from the developing world, to render the multilateral trade regime more environmentally friendly. The challenge is to green WTO rules in a way that is beneficial and therefore acceptable to developing countries.

Barada Basin, where the capital of Syria, Damascus, is located, and hence where most of the human activities are concentrated, suffers from serious environmental problems due to the migration from rural areas, illegal settlements, industrialization, urbanization, and overexploitation of environment. Huge amounts of wastewater (domestic, industrial, and agricultural) are discharged every day to the landscape as well as into Barada and Awaj Rivers without sufficient treatment. This paper is devoted to the water pollution issues in Barada Basin. River water quality has been analyzed, some studies on the assessment of pollution in the Barada River are presented, environmental protection measures and restoration of the river ecosystem are recommended.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

Introduction. The processes of globalization and social transformation have made environmen-tal conservation a priority, and therefore require some action to be taken to address environ-mental issues and the rational use of natural resources. The solution of the existing problems depends to a great extent on the functioning efficiency of the financial security system established in the country, the established composition and the volume of financing sources and certain directions of their use, which necessitates their scientific-based analysis. The purpose of the study is to investigate the state of financing environmental measures in Ukraine, to study the directions, dynamics and structure of costs for environmental protection, identifying features of financing environmental protection. Results. The comprehensive analysis of the dynamics of costs for environmental protection and rational use of natural resources is carried out. The main components of environmental expenditures are identified. Costs for environmental protection and rational use of natural resources by financing sources have been structured. The dynamics and structure of capital investments by nature conservation measures are investigated. The dynamics of the share of expenditures for environmental protection and rational use of natural resources in the GDP of Ukraine, as well as the share of capital investments (environmental) in the structure of capital investments of Ukraine are analyzed. The features of the current state of financing environmental protection and rational use of natural resources are highlighted. Conclusions. The results of the research made it possible to identify the main problems in the field of financial support for environmental protection and to outline the ways of their solution. The necessity of investments mobilization into nature protection activity is proved through development of appropriate means of economic stimulation and their legislative fixing, which will allow to solve the problem of financial support of environmental protection by diversification of financing sources.
