This study aims to find out and analyze the influence of facilitator and institutional facilitators on the level of financial performance with the supervision of local government as a mediating variable. This study is an expo facto research using the survey method. The population in this study was 64 respondents from Kelurahan Unit Management in Kendari City. The sample of this study is the entire study population which amounted to 64 financial management units.The results of the study show that the facilitator has a positive and significant effect on financial performance. The facilitator has a negative and insignificant effect on the supervision of the local government, the institution has a positive and not significant effect on financial performance, the institution has a positive and significant effect on the supervision of the local government and supervision of the regional government positive and significant effect on financial performance. Regional government oversight is not able to act as a mediating variable on the relationship of facilitating facilitators in improving financial performance and supervision of local government capable of acting as a mediating variable on the relationship of facilitating facilitators in improving financial performance.

The implementation of Event Tourism is one form of promotion of a destination that combines a variety of products and displayed in the form of festivals, special events, Meeting, Incentive, Convention, and Exhibition Tourism (MICE Tourism) with the aim of providing a personal experience at a destination. Bali that had degraded its destinations image after terrorist attacks in 2002 and 2005 has made various efforts to restore the image by organizing tourism events. Tourism Image Destinations is an essential component in selecting decision by tourists about travel destinations. This research was focusing on the study of the relationship of organizing event tourism in Bali toward tourist motivation. The study was done to 50 respondents during the silent day in Bali in 2016. By using association correlation test or Chi-Square (X2), which was analyzed using the Statistical Package for Social Science (SPSS) version 23 showed that there was a positive correlation of the implementation of tourism event toward travel motivation and its impact in establishing the destination image of Bali Island itself. Pearson Chi-Square line showed the price of p-value was 0.000 < 0.05 or Ho was rejected. So that through this study, Bali local government must continue to improve creativity in encouraging the growth of Event Tourism for the realization of destination image which safe, peaceful, and superior because of its cultural attractions, natural or man-made art. The local government is also expected to pay particular attention to the potential of this special interest market.

The concept of the relationship of authority between central and local governments within the unitary state of Indonesia in the context of the widest possible autonomy based on the Constitution of 1945. Whereas, the Republic of Indonesia as a state of law is based on constitutional system so that in every action of law concerning the concept of the relationship between central and local authorities should be established through legislation, whereas in juridical manner of authority is a right and legal authority of government. So, in the concept of the legal state (rechtstaat) all of government action that came from their authority should be based on legality principle. Therefore, the authority which is one form of power has legitimacy (validity), which will be the relationship that authority has a legitimate power. Tourist Activity of Local Government Employees on the Example of Warsaw StudiesIntroduction. The aim of this study was to determine the form, nature and level of participation of Warsaw local government employees in tourism. Identification of the relevant characteristics of this group can lead to the knowledge of its behaviour, and ultimately to conduct effective health intervention-promotional activities. Material and methods. The questionaire study covered 321 local government employees (121 male, 200 female). The study was conducted using the Statistical Package for the Social Sciences 17 (SPSS). Assessment of the relationship of demographic variables with the type of trip and the level of tourism activity were made using chi-square statistics and adjusted residuals. The level of participation in tourism was determined using principal components analysis. Results. Short-term trips reported 87% of local administration employees, long-term - 77% and international - 26%. Average number of short trips was 7.0±7.2, long - 2.1±1.44 and international - 1.4±0.8. Very low levels of tourism activity characterized 32%, low - 15%, moderate - 21%, high - 17% and very high - 14% of the respondents. Education is the main factor that determines the participation and level of tourism activity of respondents. Conclusions. Often the trips declared are not compatible with the level of tourist activity - analysis based on the number of trips a year (short, long and international). It follows that for half of the respondents participation in tourism is sporadic.

ABSTRACTHistorical pageantry emerged in 1905 as the brainchild of the theatrical impresario Louis Napoleon Parker. Large casts of volunteers re-enacted successive scenes of local history, as crowds of thousands watched on, in large outdoor arenas. As the press put it, Britain had caught ‘pageant fever’. Towards the end of the 1920s, there was another outburst of historical pageantry. Yet, in contrast to the Edwardian period, when pageants took place in small towns, this revival was particularly vibrant in large industrial towns and cities. This article traces the popularity of urban pageantry to an inter-war ‘civic publicity’ movement. In doing so, it reassesses questions of local cultural decline; the role of local government; and the relationship of civic responsibility to popular theatre.

Effective in the service is part of the duties of the State Civil Apparatus (ASN) relating to the relationship of output responsibility with the goals to be achieved. The greater the output produced from the target to be achieved, it can be said to be effective. One of the efforts to improve services by Staf Kesra dane Kemasyarakatan Setda Kota Bogor is by using the Audio Visual Graphic (AVG). The impact of improving services will provide motivation for other employees in the local government to do work more effectively and assist in the implementation of other local government programs. This research uses a quantitative approach emphasizing its analysis on numerical data (numbers) which are processed, while the type of research used is descriptive and exploratory research, that is the type of research used based on its function, then by statistical methods multiple linear regression methods note that partially Audio Visual Graphic (as variable X) which includes educational elements (X1), social (X2), economical (X3) and culture (X4), use of Audio Visual Graphic in the implementation of guardian No. 15 of 2016 only economic elements that affect the effectiveness of the service recipient of grants/social assistance at the district of Bogor, which is equal to 0.321.

Activism is typically placed in opposition to state practice. Yet, state bodies often participate in campaigns and movements for change, drawing on different powers and capacities, including the ability to withhold goods, land and contracts. This article explores subnational state activism – what it means and the activist framework it offers – through a study of UK local government’s episodic participation in the pro-Palestinian movement for divestment and boycott of Israel. Municipal participation in this movement demonstrates certain tensions and challenges for subnational state activism, in conditions of conflict, where critics denounce local government for over-reaching and acting improperly. This article focuses on two key aspects: the relationship of municipal activism to de-subordination and the troubling of state hierarchy; and the place of responsibility, care and democratic embeddedness within municipal state practice. Together, these strands contribute to wider debates about progressive statehood and paradigms of institutional activism.
