Recently, increased media attention has been given to tensions between law enforcement officers and the communities they police. An individuals’ opinions of law enforcement agencies may be formed from various areas, including their exposure to various forms of media. Here, we are interested in the types of media students are exposed to (particularly social media, television news, crime-related television shows). Through interviews with undergraduate students, we seek to understand how both an individual’s demographic characteristics and their media consumption contribute to how perceptions are formed on issues related to violence perpetrated by law enforcement, as well as against law enforcement. Future studies can build on the initial findings and be conducted on a broader range of community members.

AbstractProminent U.S. police officials have advocated greater acknowledgement of the role of law enforcement in historical racial injustice, including violence, in hopes of transforming police community relations. While an encouraging development, these calls for transformative justice understate the scope of this historical and contemporary problem, neglecting the often extralegal nature of police involved violence and injustice, its array of spectacular and more subtle forms, and the layered roles of state and non-state actors in perpetrating and sanctioning White supremacist violence. Drawing on historical records of racist violence implicating police, this paper analyzes overlapping aspects of White supremacy in policing, including racist ideologies and political acts of law enforcement officers and officials, and more routine underpolicing of White supremacism by legal authorities. This backdrop of normative racist violence - physical, cultural, and structural – must inform a contemporary transformative justice agenda, including demands for explicit and robust protection from White supremacism in policing.

To prevent and control crime using the community-oriented policing model, law enforcement agencies must develop positive relationships and partnerships with the communities they serve. Unfortunately, several obstacles impede the development and maintenance of police-community partnerships, particularly excessive force and other forms of misconduct, and negative coverage of law enforcement by the media. To restore public trust in the police, agencies must implement competency-based interviews and assessments during the hiring process; develop a recruitment plan to attract more diverse applicants; provide regular crisis intervention, de-escalation, and implicit bias training to all officers; and evaluate and make any necessary improvements to existing use-of-force and disciplinary policies. Future research should continue to evaluate the impact of community policing on crime rates, the impact of body-worn cameras on misconduct, and the correlation between higher education and misconduct.

Nationally, law enforcement agencies are under tremendous scrutiny in reference to racial profiling. A gap exists in knowledge of Black law enforcement officers? in Missouri perceptions of racial profiling. Missouri has experienced a disproportionate number of traffic stops of Black motorists for the last 11 years. A review of the literature revealed that police officers have an identity formed through practices of the organization. This notion was further explained by examining social-identity theory and the key concepts of Black law enforcement officers, racial profiling, and occupational socialization. This qualitative bounded case study used semistructured interviews with rural Black law enforcement officers from three counties in Missouri, conducted three focus groups with community members, and performed an artifact review of law enforcement agencies? policies. The following themes emerged: racial profiling is not tolerated, law enforcement officers are held accountable for their behavior, Black law enforcement officers joined agencies because they wanted the ability to help others, Blacks are racially profiled more than others, racial profiling had been experienced, confidence existed in law enforcement agencies to not racially profile, and Blacks were perceived as bad people. These results allow law enforcement agencies and law enforcement training academies to address selection and training needs of officers. The results also aid policymakers to expand the collection of data around profiling as well as aid community leaders in understanding the dynamics of racial profiling.

Несколько лет назад об идее обучения сотрудников правоохранительных органов посредством виртуальной реальности (VR) не могло быть и речи, прежде всего, из-за высокой стоимости данной технологии. Сегодня виртуальная реальность стала технически зрелой, затраты снизились, а технологии широко распространились по многим профессиям. Можно уверенно сказать, что правоохранительным органам нужны лидеры, обладающие навыками и компетенциями XXI в., выходящими за рамки традиционного обучения. Целью данной статьи является рассмотрение (на зарубежном примере) важности применения технологии виртуальной реальности для обучения сотрудников правоохранительных органов. Автором сделан вывод о том, что использование виртуальной реальности в обучении - это наиболее эффективный способ передачи информации. Данные технологии обучения можно использовать для безопасного повышения квалификации, чтобы в будущем избежать реальных рисков. A few years ago, the idea of training law enforcement officers through virtual reality (VR) was out of the question, primarily because of the high cost of this technology. Today, virtual reality has become technically mature, costs have decreased, and technology has spread widely across many professions. We can confidently say that law enforcement agencies need leaders with skills and competencies of the 21st-century that go beyond traditional training. The purpose of this article is to consider (on a foreign example) the importance of using virtual reality technology for training law enforcement officers. The author concluded that the use of virtual reality in training is the most effective way of transmitting information. These training technologies can be used for safe professional development in order to avoid real risks in the future.

It is emphasized that the current legislation uses the terms "law enforcement agency", "law enforcement officer", which is directly correlated with law enforcement activities, which in turn indicates the unconditional relevance of the current study. This article analyzes the current legislation in order to separate law enforcement agencies from other government agencies, in order to assign certain positions of government agencies to law enforcement officers. As a result, the imperfections of the definitions of Ukrainian legislation for unambiguous identification of both law enforcement activities and the list of law enforcement agencies have been established. Theoretical and legal bases for establishing the affiliation of a state body to the list of law enforcement agencies in terms of practical implementation of current regulations are obtained by assessing the status of the Civil Service of Ukraine for Emergencies, namely: the assignment of a body to law enforcement should be carried out separately , taking into account the legal position (status) of such body defined in normative legal acts; if the endowment of a certain entity with the status of a law enforcement body has not occurred normatively, it is necessary to proceed from the analysis of the purpose (tasks) and basic functions assigned to a particular body and, accordingly, the powers vested in such a body It has been proved that SES bodies do not belong to law enforcement bodies, as they belong to the unified state system of civil protection (SES bodies are not assigned law enforcement tasks and / or functions; they are not endowed with law enforcement powers), and their officials cannot be recognized as law enforcement officers. body. It is emphasized that the legal approach proposed by the author to establish the affiliation of a state body to the list of "law enforcement agencies" may be fully applicable to other subjects of power, which in the future will provide an opportunity to outline the comprehensive range of law enforcement agencies in Ukraine.

The development of information and electronic technology every time becomes faster, supported by the great curiosity of humans to make information technology and electronics as daily consumption. Technology penetrated into the business world pampering the community with ease of accessibility through ecommerce systems. People enjoy buying and selling facilities through e-commerce, but most people forget that every thing has a positive and negative side. The majority of people enjoy the convenience and convenience of e-commerce to access and obtain the desired items, but not a few community members have become victims of e-commerce transactions. The government acting as a regulator has issued a lot of laws and regulations, but until now all forms of injustice, fraud, and even crime through ecommerce buying and selling have not been completely blocked. Institutions established specifically to defend disadvantaged consumers also do not yet have adequate specifications to protect disadvantaged consumers through e-commerce buying and selling. The capabilities and facilities possessed by law enforcement officers are still limited, there are still many perpetrators of injustice, fraud and crime in buying and selling e-commerce that are still moving and operating freely. Based on the reality of e-commerce buying and selling formulated a problem regarding how legal protection is actually for consumers in buying and selling e-commerce? What obstacles are faced by consumers to get legal protection in buying and selling e-commerce? How is the legal effort made by consumers who are disadvantaged in buying and selling ecommerce? Using positive law analyzed with reality that occurs in the community it can be concluded that e-commerce buying and selling is arguably a new thing so that it demands for the whole legal system and legal subjects to adapt to technological developments and the progress of civilization

The problems of changing the position of the Ministry of Internal Affairs after the events of February–March 1917 in the Tambov Governorate are investigated. We study the state policy, the attitude of local authorities and the public to representatives of this socio-professional group, individual features of the adaptation of its representatives to new socio-political conditions. The relevance of the research is due to both significant gaps in the historiography of the issue, especially at the regional level of the study of the problem, and a certain consonance with the modern problems of Russian law enforcement agencies in the context of transformations. It is concluded that representatives of the broad popular strata and the soldier masses treated former em-ployees of the Ministry of Internal Affairs extremely negatively, which was especially pronounced in the period that followed the revolutionary events of February 1917. However, the leadership of both the governorate as a whole and in individual counties pursued an ambivalent policy towards representatives of this social and professional group. On the one hand, the tasks were set for the maximum removal of former law enforcement officers from participation in public and political life, and on the other, their professional skills were in demand in the newly created militia bodies.

Police hold a unique and distinctive status compared to any other occupation in society with their authority to use force. With such responsibility, communities expect law enforcement to be held accountable when force is applied. One of the many proposed solutions embraced by authorities and the public to decrease the number of force encounters is body-worn cameras (BWCs). The purpose of this chapter is to examine BWCs as a measure of reducing force by law enforcement, explore the technology as an enhancement to transparency within the context of police-community relations, and offer recommendations for adoption rooted in best practices. For the public, it is imperative to recognize BWCs as just one part of improving law enforcement oversight as opposed to providing an all-encompassing solution that will completely resolve issues of transparency.
