Mapping the routes of the Internet for geopolitics: The case of Eastern Ukraine

In this paper, we argue that data routing is of geopolitical significance. We propose new methodologies to understand and represent the new forms of power rivalries and imbalances that occur within the lower layers of cyberspace, through the analysis of Eastern Ukraine. The Internet is a network of networks where each network is an Autonomous System (ASes). ASes are independent administrative entities controlled by a variety of actors such as governments, companies, and universities. Their administrators have to agree and communicate on paths followed by packets travelling across the Internet, which is made possible by the Border Gateway Protocol (BGP). Agreements between ASes are often confidential but BGP requires neighbouring ASes to interact with each other in order to coordinate routing through the constant release of connectivity update messages. These messages announce the availability (or withdrawal) of a sequence of ASes that can be followed to reach an IP address prefix. We select Eastern Ukraine as a case study as in 2020, six years after the beginning of the war in Donbass, data is available to analyze and map changes to data routing. In our study, we conducted a longitudinal analysis of Ukraine’s connectivity through the capture and analysis of these BGP announcements. Our results show how Donbass ASes progressively migrated from Ukraine’s cyberspace towards Russia, while still sharing connections with Ukrainian ASes. Donbass cyberspace therefore sits at the interface of Ukraine and Russia but has been relegated to the periphery of both networks; it is marginalized from the Ukrainian network but not fully integrated into the Russian network. These evolutions both reflect and affect ongoing geopolitical power rivalries in the physical world and demonstrate their strategic significance. Our methodology can be used to conduct studies in other regions subject to geopolitical open conflicts and to infer the strategies developed by states in anticipation of potential threats.

Internet Marketing Communication and Schools: The Slovenian Case StudyWorldwide, some 1.32 billon people now use the Internet (Internet World Stats 2007). In the developed countries the Internet is also present in educational institutions; schools use the Internet as a means of communication with their customers. In Slovenia, however, research focusing on Internet marketing communication are rare in the field of education. This paper provides the theoretical framework and the results of the qualitative case study conducted at a school centre in Slovenia in 2005. Data were collected through group interviews and document analysis. The findings support the School Centre teachers' claim that the Internet does not enable personal contacts and the sensory collection of physical evidence, which are considered to be major disadvantages of Internet marketing communication. The teachers who consider Internet marketing communication to be an advantage stress the importance of virtuality which can function as a simulation of communication in the real world. Their adversaries, on the other hand, stress the importance of the physical world and warn us of the negative sides of virtuality.

The Internet is a network of networks, which serves as a tool that provides the fastest and latest information on what goes on around the world. In Nigeria, a large number of Institutions are still lagging behind in the area of Internet provision and connectivity. This work focuses on the challenges and prospects of Internet connectivity in developing universities in Nigeria, taking Fountain University, Osogbo as a case study. Data were gathered from records and documents reviewed from the ICT Unit of the university. Assessment through logs, diaries and documentations with Internet network survey was carried out all over the campus. Technical and administrative challenges were found and some prospects were recommended.

78 Fordham Law Review 2799 (2010)The Internet is a semicommons. Private property in servers and network links coexists with a shared communications platform. This distinctive combination both explains the Internet's enormous success and illustrates some of its recurring problems.Building on Henry Smith's theory of the semicommons in the medieval open-field system, this essay explains how the dynamic interplay between private and common uses on the Internet enables it to facilitate worldwide sharing and collaboration without collapsing under the strain of misuse. It shows that key technical features of the Internet, such as its layering of protocols and the Web's division into distinct "sites," respond to the characteristic threats of strategic behavior in a semicommons. An extended case study of the Usenet distributed messaging system shows that not all semicommons on the Internet succeed; the continued success of the Internet depends on our ability to create strong online communities that can manage and defend the infrastructure on which they rely. Private and common both have essential roles to play in that task, a lesson recognized in David Post's and Jonathan Zittrain's recent books on the Internet.

Abstract This paper demonstrates the potential of new methodologies for using existing corpora of medieval English to better contextualise linguistic variants, a major task of philology and a key underpinning of our ability to answer major literary-historical questions, such as when, where and to what purpose medieval texts and manuscripts were produced. The primary focus of the article is the assistance these methods can offer in dating the composition of texts, which it illustrates with a case study of the “Old” English Life of St Neot, uniquely preserved in the mid-twelfth-century South-Eastern homiliary, London, British Library, Cotton Vespasian D.xiv, fols. 4–169. While the Life has recently been dated around 1100, examining its orthography, lexis, syntax and style alongside that of all other English-language texts surviving from before 1150 using new techniques for searching the Dictionary of Old English Corpus suggests it is very unlikely to be this late. The article closes with some reflections on what book-historical research should prioritise as it further evolves into the digital age.

AbstractAlthough archaeology has become increasingly concerned with engaging diverse publics, and has embraced the internet as a means of facilitating such engagement, attitudes towards Wikipedia have—understandably—been more ambivalent. Nevertheless, we argue here, Wikipedia's popularity and reach mean that archaeologists should actively engage with the website by adding and improving archaeological content. One way to do this is in the classroom: this paper provides a detailed how-to for instructors interested in having students create new Wikipedia content. We provide a case study in Wikipedia engagement from an advanced undergraduate course on African Archaeology, assess a program (Wiki Education) designed to help, and suggest further avenues for future outreach. We conclude that Wikipedia's utopian mission aligns with many of the goals of public archaeology, and argue that archaeology has much to gain by engaging with—rather than ignoring or even shunning—Wikipedia.

Purpose To further our insight into the role of networks in health system reform, the purpose of this paper is to investigate how one agency, the NSW Agency for Clinical Innovation (ACI), and the multiple networks and enabling resources that it encompasses, govern, manage and extend the potential of networks for healthcare practice improvement. Design/methodology/approach This is a case study investigation which took place over ten months through the first author’s participation in network activities and discussions with the agency’s staff about their main objectives, challenges and achievements, and with selected services around the state of New South Wales to understand the agency’s implementation and large system transformation activities. Findings The paper demonstrates that ACI accommodates multiple networks whose oversight structures, self-organisation and systems change approaches combined in dynamic ways, effectively yield a diversity of network governances. Further, ACI bears out a paradox of “centralised decentralisation”, co-locating agents of innovation with networks of implementation and evaluation expertise. This arrangement strengthens and legitimates the role of the strategic hybrid – the healthcare professional in pursuit of change and improvement, and enhances their influence and impact on the wider system. Research limitations/implications While focussing the case study on one agency only, this study is unique as it highlights inter-network connections. Contributing to the literature on network governance, this paper identifies ACI as a “network of networks” through which resources, expectations and stakeholder dynamics are dynamically and flexibly mediated and enhanced. Practical implications The co-location of and dynamic interaction among clinical networks may create synergies among networks, nurture “strategic hybrids”, and enhance the impact of network activities on health system reform. Social implications Network governance requires more from network members than participation in a single network, as it involves health service professionals and consumers in a multi-network dynamic. This dynamic requires deliberations and collaborations to be flexible, and it increasingly positions members as “strategic hybrids” – people who have moved on from singular taken-as-given stances and identities, towards hybrid positionings and flexible perspectives. Originality/value This paper is novel in that it identifies a critical feature of health service reform and large system transformation: network governance is empowered through the dynamic co-location of and collaboration among healthcare networks, particularly when complemented with “enabler” teams of people specialising in programme implementation and evaluation.

A pilot study was performed to evaluate the feasibility of using the Internet to securely deliver patient laboratory results, and the system has subsequently gone into routine use in Poland. The system went from design to pilot and then to live implementation within a four-month period, resulting in the LIS-Interlink software product. Test results are retrieved at regular intervals from the BioLinkTMLIS (Laboratory Information System), encrypted and transferred to a secure area on the Web server. The primary health-care centres dial into the Internet using a local-cell service provided by Polish Telecom (TP), obtain a TCP/IP address using the TP DHCP server, and perform HTTP ‘get’ and ‘post’ operations to obtain the files by secure handshaking. The data are then automatically inserted into a local SQL database (with optional printing of incoming reports)for cumulative reporting and searching functions. The local database is fully multi-user and can be accessed from different clinics within the centres by a variety of networking protocols.

With the outbreak of the COVID-19 pandemic, misinformation and unscientific interpretations flooded the internet. Seeking credible information in Egypt was paramount at the time. An answer to this quest was ‘Ask Nameesa’, an award-winning Egyptian-focused chatbot that utilizes Facebook Messenger to communicate with social media users in an individualized response engagement. It relies on information validated by WHO and the Egyptian Ministry of Health. This article examines the structure of Ask Nameesa as an example of infobots and studies the interactive engagement it offers users to provide health information. The study analyses data gathered by interviewing the founder and CEO of DXwand, the company that developed Ask Nameesa as well as content analysis of conversations with Ask Nameesa to assess its user engagement. The study aims at understanding the potential Ask Nameesa has in providing information literacy and tackling public demand for information.
