Numerical metrics demonstrate that white men are demographically overrepresented in Artificial Intelligence (AI) technology development, research, and media coverage. This overrepresentation creates immediate and downstream harms that corporations and technologists in industry and the academy alike must contend with to ensure the creation of AI technologies, AI development organizations, and AI research institutions that are ethical, fair, accountable, transparent, and beneficial to all people. After defining the problem of overrepresentation and exploring why this problem is vital to address, this paper will posit a two-pronged theoretical solution to be implemented: (1) increasing white male accountability in AI technology spaces and (2) moving away from an underlying utilitarian or deontological ethical foundation and towards a relational ethical foundation. Using that theoretical analysis the paper will then present a model for taking this two-pronged theoretical solution from theory into practice by providing specific recommendations for operationalizing the proposed framework at the levels of AI technology development.

Today, each country has interest in digital economy and has established and implemented policies aimed at digital technology development and digital transformation for the transition to the digital economy. In particular, interest in digital technologies such as big data, 5G, and artificial intelligence, which are recognized as important factors in the digital economy, has been increasing recently, and it is a time when the role of the government for technological development and international cooperation becomes important. In addition to the overall digital economic policy, the Russian and Korean governments are also trying to improve their international competitiveness and take a leading position in the new economic order by establishing related technical and industrial policies. Moreover, Republic of Korea often refers to data, network and artificial intelligence as D∙N∙A, and has established policies in each of these areas in 2019. Russia is also establishing and implementing policies in the same field in 2019. Therefore, it is timely to find ways to expand cooperation between Russia and Republic of Korea. In particular, the years of 2020and 2021marks the 30th anniversary of diplomatic relations between the two countries, and not only large-scale events and exchange programs have prepared, but the relationship is deepening as part of the continued foreign policy of both countries – Russia’s Eastern Policy and New Northern Policy of Republic of Korea. Therefore, this paper compares and analyzes the policies of the two countries in big data, 5G, and artificial intelligence to seek long-term sustainable cooperation in the digital economy.

The article is devoted to deepening of research the using of ecological types of transport in cities. Climate change, urbanization and increased mobility of the people are the basis for improvement of municipal transport management policy. The international experience of using of different types of transport on the basis of municipal ecology and the using of “smart” technologies is explored in the article. The diversification of transport and the increasing of popularity of ecological types of transport (trams, trains, bicycles, electric cars, etc.) are investigated. As a result, the using of ecological diversification policy in the municipal transport management system is proposed. The essence of the implementation of such policy is to approve the principles of sustainable development of the transport system, municipal ecology by promoting the ecological types of transport (bicycles, scooters, electric cars, trams, trains, etc.), taking into account the trends of artificial intelligence development and possibilities of smart specialization of the transport system. In addition, the ecological diversification policy predicts inclusion of the trends of artificial intelligence development and the possibilities of smart specialization in the transport system. The correlation assessment of the dynamic of transport using and the level of carbon dioxide emissions of transport in Ukraine were conducted. In the context of the research of features of the implementation of ecological diversification policy in the municipal transport management system, the prospects for the development of bicycle transport and bicycle tourism, the assessment of supply and demand for ecological types of transport, the development of the energy service market for ecological types of transport in the municipal transport management system were established.

In the process of comprehending the prospects for the artificial intelligence development, the authors come to a conclusion that in the scientific learning of the world the problematic issues of the artificial intelligence are connected with problematic issues of recognizing the artificial intelligence systems and ordinary human thinking The article performs an analysis of the concepts of «intelligence» and «artificial intelligence», in the process of which the intelligence is viewed through a systematic approach in its broad sense. The purpose of the article is to present a number of conclusions about the levels of development of scientific studies of the problems under investigation, is there any reason to argue that attempts to implement the epistemological characteristics of thinking in modern artificial intelligence systems have not only been undertaken but also successful, and whether is it possible to talk about full transfer of the intellectual functions to the technical systems, endowing them with epistemological tools (in the context of the discussion about strong and weak versions of the artificial intelligence). The authors study the concept of «phenomenology of intelligence», the perception of intelligence in various historical eras by famous philosophers and scientists of other branches of knowledge; they identify the artificial intelligence as a special branch of science, analyze the existing problems in this field. In writing the article, they use the system approach, the theoretical analysis of and generalization of the scientific information, the historical, predicted, critical and dialectical methods of investigation.

The paper connects the potentially disruptive effects of Artificial Intelligence (AI) deployment in the administration of justice to the pre-existing trajectories and consequences of court technology development. The theoretical framework combines Luhmann’s theory of technology with actor–network theory to analyse how the new digital environment affects judicial agency. Then, it explores law and technology dynamics to map out the conditions that make legal the use of technologies in judicial proceedings. The framework is applied to analyse ‘traditional’ digital technologies (simple online forms and large-scale e-justice platforms) and AI-based systems (speech-to-text and recidivism assessment). The case comparison shows similarities and dynamics triggered by AI and traditional technologies, as well as a radical difference. While system developers and owners remain accountable before the law for the functioning of traditional systems, with AI, such accountability is transferred to users. Judges—users in general—remain accountable for the consequences of their actions supported or suggested by systems that are opaque and autonomous. This contingency, if not adequately faced with new forms of accountability, restricts the areas in which AI can be used without hampering judicial integrity.

This article discusses the discursive and narrative intersections between two moral panics that appeared in the white South African press in the last years of apartheid: the first around the claimed danger posed by white male homosexuals, the second around the alleged incursion of a criminal cult of white Satanists. This connection was sometimes implicit, when the rhetoric attached to one was repeated with reference to the other, and sometimes explicit, when journalists and moral entrepreneurs conflated the two in public dialogue. Both Satanists and gay white men were characterized as indulging in abnormal practices that were dangerous to the health of the nation, using a long-standing colonial metaphor of sanitation and hygiene. I argue that fears of homosexuality and beliefs in Satanism operated as social control measures for disciplining potentially unruly groups whose sexual or personal practices were not admissible within apartheid’s injunctions on homogenous conformity among whites. The connection between homosexuality and Satanism, like the connection between homosexuality and communism, served to pathologize whites whose disobedient bodies and beliefs were considered treacherous.

This paper situates a discussion of Her within contemporary developments in empathic machine learning for mental health treatment and therapy. Her simultaneously hooks into and critiques a particular imaginary about what artificial intelligence can do when combined with big data. Shaw threads the representation of empathy and artificial intelligence in the film into discussions of contemporary mental health research, in particular possibilities for the automation of treatment, whether through machine learning or guided interventions. Her provides some useful ways to think through utopian, dystopian, and ambivalent readings of such applications of technology in a broader sense, raising questions about sincerity and loss of human connectivity, relational ethics and automated empathy.

Modern technology development created significant innovations in delivery of healthcare. Artificial intelligence as “a branch of computer science dealing with the simulation of intelligent behaviour in computers” when applied in health care resulted in intelligent support to decision-making, optimised business processes, increased quality, monitoring and delivering of personalised treatment plans and many other applications. Even though the benefits are clear and numerous, there are still open issues in creating automation of healthcare processes, ensuring data protection and integrity, reduction of medical waste etc. However, due to rapid development of AI techniques, more advances and improvements are still expected.
