Reasons of high inequality in the modern world are considered in the article. In developing countries it interacts with underdeveloped markets and inefficient government programs to slow growth, which in turn slows progress in reducing poverty. Increasing reach of global markets makes rising inequality more likely and deepens the gap between rich and poor countries. Because global markets work better for the already rich, we should increase the representation of poor countries in global fora.

Seventy Years after its proclamation, the Universal Declaration of Human Rights, despite not having a binding force for the states, still provides at international level the fundamental text from which the principles and the values for the preservation of liberty and right of people are taken. In this article, the author particularly underlines the importance of Declaration’s article 1, which states: “All human beings are born free and equal in dignity and rights”. With these words the Declaration presses states to undertake economic policies aimed at achieving economic and social progress for all individuals. Unfortunately, we also have to underline the lack of effective social policies in government programs of the E.U. Member States. The author inquires whether it is left to European judges to affirm the importance of social welfare.

Community Health Insurance is one of the government programs for the people of Indonesia in obtaining treatment services at Puskesmas. The program is very helpful for people who are low income and live below the poverty line. Indicators for the government in providing this service consists of 10 (ten) criteria that are House Ownership Status, Floor Area per Household Member, Type of Floor of House, Type of Wall House, Lighting House Used, Fuel Used, Frequency Of Eating In A Day, Ability Buy meat/chicken/milk in a week, Employment of head of household, Education of head of household. In the application, of course, has constraints in deciding who the participants who get the Jamkesmas service. With the application of one of Multi-Criteria Decision Making (MCDM) able to overcome obstacles faced by government. Some methods of MCDM such as Simple Additive Weighting(SAW), Weighted Product(WP), Weighted Sum Model(WSM) can solve this problem. By applying the WSM is relatively easy and fast, is believed to be able to get the best results.

<p align="center"><strong><em>Abstract</em></strong></p><p><em>This article intends to describe economy moral from peasant and their implications for poverty reduction in Sub of Tabek Jorong Tabek Nagari district Pariangan Kabupaten Tanah Datar. The values that</em><em> </em><em>affected by peasant give influence to their behavior. Economy moral that oriented to production, does not want to maximize production, afraid to take risks and consumptive implications to poverty alleviation efforts. Government's poverty alleviation program that they receive is used to enhance the economic effort that can remove them from poverty. Assistance that has given to them tend to be used for consumption. Nilai-nilai yang dipengaruhi oleh petani memberi pengaruh pada perilaku mereka. Moral ekonomi yang berorientasi pada produksi, tidak ingin memaksimalkan produksi, takut untuk mengambil risiko dan implikasi konsumtif terhadap upaya pengentasan kemiskinan. Program pengentasan kemiskinan pemerintah yang mereka terima digunakan untuk meningkatkan upaya ekonomi yang dapat menghapusnya dari kemiskinan. Bantuan yang telah diberikan kepada mereka cenderung digunakan untuk konsumsi. Program pemerintah untuk meningkatkan hasil pertanian tidak merespon dengan baik, sehingga upaya pemerintah untuk mengeluarkan mereka dari kemiskinan tidak tercapai.</p><p><strong>Kata Kunci:</strong> moral ekonomi, petani, pengentasan kemiskinan</p>

Anemia remains a condition with high prevalence in populations worldwide, and the prevalence of anemia among children under five years old in Brazil is approximately 40%, being higher in communities marked by social inequities. Diverse government programs during recent decades targeted iron-deficiency anemia, considering its impacts throughout the lifetime. The objective of this study was to investigate the effects of two government iron supplementation programs on health outcomes related to iron-deficiency anemia among children up to 4 years old in Brazilian municipalities. A longitudinal panel encompassing data from 5570 municipalities from 1998 to 2019 was investigated using a difference-in-differences framework with multiple interventions and distinct times of adhesion, and fixed-effects models were estimated to control for invariant municipal characteristics throughout the period in order to ensure comparability. The results indicate significant effects of the federal programs in reducing hospitalizations and lengths of stay due to iron-deficiency anemia, especially in non-poor municipalities. There was complementarity in the effects of the programs; however, neither of the programs influenced mortality rates. Thus, it is important to consider possible improvements in the operationalization of the programs, in order to achieve better results in the reduction of severe iron-deficiency anemia among children up to 4 years old.

In article the legislative base, which is the foundation of functioning of the state system of medical-social examination, is considered and analyzed. The questions of legal regulation of the state activity in the sphere of social policy concerning disabled people are discussed. The methods of sociological research and logical analysis of literature and official normatively-legal papers, being the basis of activity of the system of medico-social examination and sphere of giving to the invalids the equal with other citizens possibilities in realization of constitutional rights and freedoms, public welfare and establishment, are applied to the invalids as the measures of government support. In conclusions the emphasis is placed on need of carrying out radical restructurings for system of medico-social examination. It is offered to modify the existing classification of indexes of health and indexes, related to the health taking into account the socio-economic, climatic and other features; to strength the control of execution of government programs in the medico-social sphere; to modify the traditional classification of groups of disability; to change a way of features accounting of disabled people with various functional violations proceeding from a complex assessment of dysfunction of the neuro-physiological and psycho-physiological statuses; to use the innovative technologies of diagnostics, treatment, rehabilitation in correction of the functional violations with taking in mind not only the nosologic group of disease, but by an individual approach.

Calls to address crack-cocaine use in Brazil among homeless and street-frequenting populations who are in urgent need of health services have questioned the capacity of the Brazilian Unified Health System to attend to the nation’s most marginalized citizens. In recent years, Brazil has launched several actions to escalate care for substance users, yet many obstacles hindering accessibility and effectiveness of services remain. Paradoxically, these actions have been implemented in the context of a growing economic crisis, and expanding services for a population of poor and stigmatized substance users while cutting other government programs tends to elicit harsh criticism from citizens. In consequence of such prospects, this commentary aims to discuss barriers marginalized substance users face in accessing health services that are at risk of worsening with government cutbacks. Using Rio de Janeiro as an example, we explore two primary issues: the resource-strained, under-staffed and decentralized nature of the Brazilian Unified Health System and the pervading stigma that bars vulnerable citizens from official structures and services. Abandoning initiated government efforts to increase access to health services would risk maintaining vulnerable citizens at the margins of public structures, inhibiting the opportunity to offer this population humane and urgently needed treatment and care.
