Higher education signifies the social and economic development of states. Higher education helps society excel in various professions and technical sectors. The progress and prosperity of a society primarily depend on education. Women's education holds prominence in the modern world. No society can develop or can sustain its development without educating its women. They make about 50% of the world’s population and their education connotes the development and progress of a society. Chitral is the least populated district of Khyber Pakhtunkhwa. Due to its exceptional and unique social and ethnic diversity the area has an interesting position on the map of the world. The literacy rate in Chitral is higher among women as compared to other parts of KPK but still receiving higher education is very challenging for girls because of social, economic, infrastructural, and administrative inefficiencies. Social taboos and cultural norms have restricted women of different communities inside their homes and engaged them in household chores. Women in Chitral face many obstacles and challenges in receiving higher education. Social misconception about women's education, religious misapprehensions, and cultural taboos, negative perception of co-education, financial constraints, and lack of proper educational institutions are the significant factors that affect women's higher education. The University of Chitral is the only higher education institution established in 2017. There were no other higher educational institutions before the University of Chitral. The university is still not well developed to meet the demands of higher education especially women's education. This paper intends to highlight the status of higher education in Chitral, socio-cultural factors affecting higher education of women, the significance of higher education for women in Chitral, and concludes with recommendations and suggestions for a preferable way forward. The researchers had conducted a field survey in Chitral and the data collected has been used in this paper.

The article raises the issue of interaction of higher education institutions with territorial communities in the conditions of decentralization. foreign experience of interaction of higher educational institutions with territorial communities are disclosed. The features of interaction of higher educational institutions with territorial communities in foreign countries are characterized. It has been established that the use of the positive foreign experience of interaction of higher educational institutions with territorial communities is promising for Ukraine. Ensuring cooperation between the university and local communities involves certain forms of interaction The authors identified the main forms of interaction between a higher education institution and territorial communities of the socio-economic development of territorial communities; of the cultural and sports life of the community; of Education; of cooperation of the university with local authorities; volunteer activity. Interaction of territorial communities and higher education institutions is the way of important changes in communities, educational institutions and society in general, which is the main advantage of business associations.

В данной статье рассматривается проблема применения инструментария онтологии в процессе управления маркетинговой деятельностью высших учебных заведений. Актуальность исследования обусловлена наличием множества вызовов и факторов внешней среды, влияющих на сферу высшего образования: сложная демографическая ситуация, снижение уровня реальных доходов населения, спад заинтересованности молодежи в получении высшего образования, возрастающая конкуренция среди российских вузов. Проводится обзор литературы, посвященной применению методов и средств онтологического анализа для управления образовательной деятельностью, использованию онтологий в образовательных процессах. Приводится трактовка понятия «онтология». Выделяются потенциальные направления использования онтологий, а именно в вычислительном и экономическом плане. Рассмотрены и проанализированы способы использования онтологий в образовательных процессах: моделирование и управление учебной программой, описание данных учащегося, описание предметных областей различных дисциплин, для оценки учебника. Отмечены особенности каждой из них. Исследование направлено на решение проблемы эффективного распределения финансов между выбранными вузом методами привлечения абитуриентов. Авторами был предложен новый способ использования онтологий – для управления маркетинговой деятельностью высших учебных заведений. Была разработана онтологическая модель управления маркетинговой деятельностью высших учебных заведений, которая является основой для разработки архитектуры данных будущего цифрового сервиса в рамках информационной системы университета. The article discusses the problem of using ontology tools in the process of managing marketing activities of higher educational institutions. The relevance of the study is due to the presence of many challenges and environmental factors affecting the field of higher education: a difficult demographic situation, a decreased level of real incomes of the population, a declined interest of young people in higher education, increasing competition among Russian universities. There is a review of the literature devoted to the application of methods and tools of the ontological analysis for the management of educational activities, the use of ontologies in educational processes. The interpretation of the concept of “ontology” is given. The potential directions of using ontologies are highlighted, namely in computational and economic terms. The ways of using ontologies in educational processes are considered and analyzed: modeling and management of the curriculum, description of student data, description of subject areas of various disciplines, for textbook evaluation. The features of each of them are noted. The research is aimed at solving the problem of effective distribution of finances between the methods of attracting applicants chosen by the university. The authors proposed a new way of using ontologies: to manage the marketing activities of higher educational institutions. An ontological model of marketing activity management at higher educational institutions was has been developed, which is the basis for the development of the data architecture of the future digital service within the university information system.

The purpose of the study is theoretical and methodological justification and modeling of the process of formation of creative self-presentation skills among future specialists in the field of mass media at the university. A list of skills that determine the effectiveness of creative self-presentation is based on the analysis of works on self-presentation and professional standards of specialists in the field of mass media. The study revealed the specifics of the process of forming these skills at the university. The paper describes a developed by the authors model for the formation of creative self-presentation skills, the effectiveness of which was tested experimentally, a system of technologies and pedagogical conditions for its implementation is proposed. The results obtained in the course of the study are of practical importance, both for educational institutions of higher education, which train specialists in the field of mass information activity, and directly for specialists, whose integral part of work is the creative component.

The Common European Framework of Reference for Language (CEFR) has become the standard used to describe and evaluate students’ command of a second or foreign language. It is an internationally acknowledged standard language proficiency framework which many countries have adopted such as China, Thailand, Japan and Taiwan. Malaysia Ministry of Education is aware and realise the need for the current English language curriculum to be validated as to reach the international standard as prescribed by the CEFR. The implementation of CEFR has begun at primary and secondary level since 2017 and now higher education institutions are urged to align their English Language Curriculum to CEFR as part of preparation in receiving students who have been taught using CEFR-aligned curriculum at schools by year 2022. This critical reflection article elucidates the meticulous processes that we have embarked on in re-aligning our English Language Curriculum to the standard and requirements of CEFR. The paper concludes with a remark that the alignment of the English curriculum at the university needs full support from the management in ensuring that all the stakeholders are fully prepared, informed and familiar with the framework.

Work-Life Balance (WLB) is an important factor that the Human Resource Management of private higher education Institution (PHEI) should concern about in order to gain high Job Performance in theinstitution. If there are WLB practices implemented by the university, the Human Resource Department (HRD) must always get feedback from the employees to continuously improve the WLB policy. This will benefit not just the employees but the most important to the PHEI by having a good productivities and high job performance employees. The result shows that most of the employees in the university have good social support from their colleagues at work place, friends and their families. This support have given them inspiration and motivation in doing their job properly and finally they might achieved high job performance. Eventhough the result were positive about the social support the employees receives, the top management including the HRD need to revise their policy of WLBespecially other factors that can influenced the employees to optimized their efforts in doing their job.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. The family-friendly university audit (“audit familiengerechte hochschule”) is studied. The audit is available to German universities in order to support a familyfriendly working environment. Practices of an auditor coordinating several workshops for rectorate, HR department and functionaries, as well as representatives of all university groups are considered. The experience of the auditing at the University of Applied Sciences – Public Administration and Finance, Ludwigsburg is analyzed.

The article justifies for the need to identify and to keep track, in practice, of different groups of risks inherent in educational institutions under current conditions of pandemic and post-pandemic transformation of education under the influence of modern world uncertainty. Transformation of education functions in the epoch of digital economy changes the content and types of risks concomitant to the activities carried out by schools. Schools belong to the most conservative types of organizations. However, the environment in which schools operate is constantly changing. An educational institution, as any enterprise, has to engage in the activity aimed at risk management. Manifestation of the risk is, on the one hand, fraught with threats and damage, on the other hand, with opportunities. Assessment of possible threats and risks allows timely projection of undesirable results, creation of a system for situational response to unforeseen circumstances and, in the final analysis, formulation of a strategy for development of the university which would allow achievement of modern high quality education, its fundamentality and conformity to important topical requirements of the personality, society and state. Causes of developing risks characteristic of educational institutions are disclosed. External and internal risks characteristic of educational institutions, sources generating them and the importance of managing them are analyzed. The analysis of risks made reveals multi-varied threats and opportunities in the external and internal envi-ronment of the institution and their ability to have a significant effect on educational, organizational and financial activities of the schools.

El ser humano siempre ha puesto su curiosidad e ingenio para mejorar su calidad de vida, siendo la comunicación una de las áreas más destacadas debido a su notable rol socializador. La convergencia de los avances en electrónica, informática y comunicaciones transmutó en la telemática y en la creación de la Internet, que ha interconectado al mundo y todos los ámbitos del acontecer social. La educación, proceso netamente social, ha sido impactada por el advenimiento de la Internet desde la década de los noventa, modificando no sólo el tipo de recursos utilizados en el proceso didáctico de facilitación y adquisición de aprendizajes, por sus dos actores protagónicos: docentes y estudiantes, respectivamente; sino también, la cultura de las instituciones educativas, las cuales como en el caso Venezolano, por imperio de la ley, deben incorporar en su misión y planes de desarrollo organizacional, las Tecnologías de la Información y Comunicación (TIC). Transcurridas dos décadas de haber sido establecido como prioridad el uso de la internet en las instituciones educativas, ergo en las Universidades Venezolanas, en el presente artículo se analizan, bajo la visión de los mundos Popperianos (Popper, 1986), dos instituciones universitarias, una pública y otra privada; para determinar si el uso didáctico de las TIC responde a una expectativa o a una aspiración y si ésta, es personal o institucional. The convergence of advances in Electronics, Informatic and Communications transmuted into Telematic and the creation of Internet, which has interconnected the world and all social environments. Education, truly a social process, has been impacted by the arrival of the Internet since the 90s, modifying not only the type of resources used in the didactic process of facilitation and acquisition of knowledge involving their two main protagonists: teachers and students, respectively; but also the culture of the educational institutions, which, in the Venezuelan case, by law, must incorporate in their mission and organizational developing plans, the Information and Communication Technologies (ICT). After two decades of establishing the use of Internet as a priority in educational institutions, mostly in Venezuelan universities, in the present article two higher education institutions are analyzed using the Popperian vision (Popper, 1986): one private and one public; to determine if the didactic usage of ICT responds to an expectation or to an aspiration, and as such, if it is personal or institutional. A dissatisfaction of the legal expectation was evidenced, which turned in an institutional aspiration, due to the existence of a negative and general predisposition of teachers and students towards the use of ICT as resources for the mediation of didactic processes in today’s society, which highlights the important role of the personal affective component; in this case, digital affectivity (Goncalves, 2015) for the accomplishment of goals that a higher education institution has established.Keywords: ICT, Didactic Usage, Higher Education, Digital Affectivity.
