CMC Institute of Science and Technology (CIST) is a research and development department of CMC Corporation, Vietnam. The development of a technological innovation roadmap (TIR) is of great significance to the existence and development of CIST. In fact, the construction of a TIR has a wide scope, diverse content, and rich approach. This article does not focus on studying the academic TIR but will clarify the TIR of a specific research institute (CIST) based on the approach of building a roadmap for technological innovation introduced by the Stage Agency for Technology Innovation, Vietnam. The paper is a part of the research results of the topic "Construction technology map and technological innovation roadmap in developing and applying IoT in Vietnam”, code: ĐM.40.DA/19. Due to an increasing number of issues such as climate change, sustainable development has become an important theme worldwide. Sustainable development is inseparable from technological innovation. Only by making technological breakthroughs can we ensure the overall integration of economic development and environmental protection. Here, based on China’s inter-provincial panel data from 2006 to 2019, we examine the relationship between green technological innovation and carbon dioxide (CO2) emissions in 30 provinces (excluding Hong Kong, Macao, Taiwan, and Tibet) and sub-regions (eastern, central, and western China) in China using a space panel econometric model based on the STIRPAT equation. Additionally, we use geographic information analysis methods to analyze the spatial pattern and evolution characteristics of CO2 emissions. Our major finding is that, from the perspective of the whole country, green technology innovation has a negative correlation with carbon emissions, but the effect is not obvious. In addition, from the regional sample, green technology innovation in the eastern and central regions can effectively reduce carbon emissions, while in the western region, green technology innovation can promote carbon emissions in the province. At the same time, the research results show a strong spatial spillover effect of inter-provincial carbon dioxide emissions, and the progress of green technology in neighboring provinces has a negative impact on carbon emissions in their own provinces. Therefore, cross-province policies and actions for reducing carbon emissions are necessary. Additionally, our results show that carbon-emission driving factors, such as economic development, industrial structure, energy consumption structure, and population, have a significant positive effect on carbon dioxide emissions. Based on the above research results, we put forward corresponding policy recommendations.

Motives for the Publication of the ""Journal of Robotics and Mechatronics"" and Fundamental Coverage Kazoo Yamafuji Several successful results of research and technology attained for the last two decades in the fields of high-level science and technology have produced a considerable effect all over the world. Their infiltration into industrial fields has led to the promotion of high economic growth in several countries. Above all, the accelerated economic progress seen in the East Asian countries is noteworthy. It is however regrettable that these countries have functioned up to date as recipients of technological information, but as unimportant suppliers of information. It is noted in particular that total number of researchers and engineers in Japan is equal to that of all the EC countries, and is next to the United States in respect of the huge scale of funds allotted to research and development. Recently in Europe and America, the research results in such a situation are not only highly appreciated but also taken many times as a warning of Japan's challenge in the field of high-technology. Meanwhile, Korea, Taiwan and China, with their efforts in accordance with their national policy formulated with a view to attaining a high-degree of industrial structure and promoting education related to science and technology, will become possibly formidable industrial countries in the near future not only for Japan but also for the Occidental countries. The emergence of East Asian countries in the fields of science and technology cannot be neglected. In spite of that, their results in the fields is unfortunately not thoroughly known to the world. The main cause being the linguistic difficulty, coupled with unfamiliarity or unskillfulness, we Japanese are hesitant in making research results public in English. However, the economic upswing in the East Asian countries is an important aspect in world history, leading to expectations in the West of a greater share of responsibility for these nations. In view of this situation, we, engaged in research and development of robotics and mechatronics, are now determined to be senders or dispatchers of information related to this field. It is not permissible to confine this information within specific countries or areas. Accordingly, we intend to make a worldwide contribution by publishing a journal, although based on the situation in Japan, containing excellent results and information sources related to robotics and mechatronics. Encouraged by the strong support and encouragement for our project by a number of prominent researchers and engineers in several countries including those in Europe and America, we decided to launch this journal on the following basic lines. (1) This is an English journal on robotics and mechatronics, and from Japan, covers the whole world. (2) We intend to develop this magazine into one of the most important information resources among those who are interested in robotics and mechatronics. (3) It covers highly practical technologies as well as the latest academic research. (4) Research papers and development reports are screened by more than one editor. (5) Priority is given to creative syntheses and technological developments, rather than to analytic theses. (6) Latest topics, exciting news, statistics-based industrial technology trends and other interesting articles are carried frequently. (7) This magazine is a bimonthly, in which several special editions will be complied a year, featuring important technological developments. For the present, this magazine focuses on major R&D and technological advances in Japan. In the near future, however, we intend to include overseas information, too. Our goal is to develop this specialist magazine into a highly rated worldwide magazine. Science and technology innovation is the power of enterprise development, since the 1980s, A series of science and technology policies have been formulated according to the needs in different periods. PurposeUnder the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.Design/methodology/approachThe research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.FindingsThrough the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. At present, the innovation environment of science and technology innovation platform is constantly changing, which has gradually changed from the situation of science and technology innovation among single elements to the information comparison among the whole innovation value chain. In this paper, science and technology innovation platform is divided into four types: pure research platform, industrial technology research platform, business incubation platform and public service platform. It deeply analyzes the informationization process of innovation value chain driven by science and technology innovation platform, including basic research, applied research, experimental development and commercialization. By analyzing the role of knowledge capital, technology capital, venture capital and other information resources in science and technology innovation platform, it explores the value flow among platforms. It is found that the stock capital and variable capital of scientific and technological innovation are not a transformation, but realize the increment and cyclic accumulation of income along the innovation chain step by step. The research expands the analysis scope of informatization theory, combs the value creation process of science and technology innovation platform, and contributes to risk avoidance and benefit distribution.

The need for Shallot at the community level continues to increase every year in line with the increase in population. Shallots are used as cooking spices and used in the herbal medicine industry. Minahasa Regency is one of the centers of shallot development in North Sulawesi, where production at the farm level is still below the average of 7-8 t/ha. For this reason, a breakthrough in cultivation technology innovation is needed to increase yields. This writing aims to provide information on technological innovation support in the effort to develop local superior shallots in North Sulawesi and to see the results of farming from the application of the technology. The data obtained from the results of interviews and research results both conducted by the North Sulawesi AIAT Assessment Team and other research results. The support of technological innovation in efforts to develop shallots is the application of onion PTT Innovations: land management, preparation of plant spacing, use of certified seeds, planting and fertilizing, watering and controlling weeds, controlling plant pests, harvesting and post-harvesting. The conclusions obtained by the application of PTT shallots, which were examined by BPTP North Sulawesi using local varieties Lansuna. The B / C ratio is 4.23 by giving an income of Rp. 273,058,000 compared to the way of farmers where B / C ratio = 2.23 with income of Rp. 138,233,000 / hectare
