Modern research on the sustainability of the urban environment mainly focuses on environmental factors like water, air, energy and transport, while urban identity rarely attracts attention. The concept of sustainability, which includes the identity of the urban environment, combines a wide range of factors, including urban planning and architectural objects, natural, geographical, cultural products and social norms. With modern architectural and urban development and globalization, cities are increasingly facing the problem of losing their original identity. In the context of the concept of the identity of the urban environment considered in this study, the role of urban planning objects, architecture and culture in the formation and maintenance of the unique identity of the city of Astrakhan and the need for considerable attention to the resource of identity for the development of the city and the region is stressed.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

In examining the urban heritage, which has often been fragmented in Belgrade as a result of different social and political circumstances, the issue of the choice of methodology is often raised in urban conservation. The present paper will propose to consider along these lines the role of high (second) Modernism in the architecture and urban development of Belgrade. The strategies of urban conservation focusing on the main issue of the synthesis of the historical and planned structure would be directed towards the Modernist phenomena which are established as a platform structure of the urban conservation of Belgrade's spatial cultural and historical units. The present research analyses the potential and possibilities of implementing the postulates of the Modernist creative efforts in the contemporary architectural, urban planning and conservation theory and practice, with the analytical basis in the seminal work of architect Milica Šterić (1914-1997) - the Energoprojekt building (1956-1960), located in Zeleni Venac Square in Belgrade. This study, which is based on certain aspects of the high Modernism, namely rationalism and neutrality, aims to point out a number of issues in the current globalist textualism, in which concepts of high Modernism and internationalism are evidently manipulated in the historical urban contexts of the city.

This chapter critically approaches the role of academic knowledge. This plays a crucial role in the process of development, identification, and evaluation of the so-called ‘best-practices’ of urban planning worldwide. The chapter takes this focus in order to problematise the normative force that academic knowledge can have and argues that it may contribute to the post-politicisation rather than to contest and reframe practices of urban planning. To substantiate the arguments, the chapter draws on the city of Freiburg in Germany. Despite its severe problems and challenges related to social justice and social equality, this city is widely hailed as a best-practice for sustainable urban development in much of the contemporary academic literature on this issue.

In the last decade, the issue of forming a green framework system during the development and organization of cities, the structure and principles of its formation has been widely discussed. Meanwhile, the concept of a green framework in urban planning and ecology is different, which requires the synthesis and analysis of these concepts in urban ecology. The article is devoted to determining the role of the natural framework in the structure of the modern urban environment, it also highlights key issues related to urban development features of the formation of the green framework in the structure of the city, at the same level with the problems of its organization. This article reflects various approaches to the development of a green framework in an urban environment and the problems in its formation in modern conditions. The role of the green framework as the basis for ecological planning of the territory and optimization of the quality of the urban environment is considered. In the process of analysis, we conclude that the main aspects of compensation in urban areas are the preservation and development of the gardening system, the determination of their size and connectedness, ecological and urban planning functions that provide ecological compensation for the city, as well as the creation of green architecture. The preservation and growth of green spaces in cities is one of the main environmental tasks. The indifferent attitude of citizens to their environment is a serious urgent problem. The article raises the issue of increasing the civic activity of residents of megacities in the field of preserving the green frame of cities. The successful experience in the conservation of natural resources and the development of green public areas is described on the example of 5 European cities. The obtained results can be used by architects for the theory and practice of the formation of green frames in a modern urban environment.

В статье анализируется визуальная репрезентация конфликтности городской идентичности. Городская идентичность понимается как одна из граней личностной идентичности, существующей в синхроническом и диахроническом единстве. Теория социальных ролей позволяет исследовать синхронический аспект городской идентичности, выделить «транспортные роли» горожанина, конфликтные аспекты «транспортной идентичности». Отмечается актуализация конфликтности городской идентичности в синхроническом аспекте при резких и непоправимых изменениях в городской среде. Конфликтность влияет на отчуждение человека от города, на разрушение его городской идентичности. Диахронический аспект городской идентичности тесно связан с мемориальной культурой, которая содержит широкий спектр идентификационных выборов. Визуальные репрезентации мемориальной культуры влияют на становление городской идентичности, на формирование устойчивых представлений человека о себе как о жителе определенного города, на ценностное переживание своей связи с городом. The article analyzes the visual representation of the conflict of urban identity. Urban identity is understood as one of the facets of personal identity that exists in the synchronic and diachronic unity. The theory of social roles allows exploring the synchronic aspect of urban identity, highlighting the “transport roles” of the city dweller and the conflicting aspects of “transport identity”. The conflict of urban identity in the synchronic aspect is actualized with sharp and irreparable changes in the urban environment. The conflict affects people’s alienation from the city, the destruction of their urban identity. The diachronic aspect of urban identity is closely related to memorial culture, which contains a wide range of identification choices. Visual representations of memorial culture influence the development of urban identity, the formation of people’s stable representations about themselves as residents of a certain city, the value experience of their connection with the city.

Since the city is a historically developed complex system, the development of its territory in the existing buildings requires a detailed study and consideration of all the features of the territories within the boundaries of the element of the planning structure (quarter, microdistrict) or its parts. Urban planning activity in the city is carried out in accordance with the developed and approved urban planning documentation. In the process of exercising the authority by the municipality in the field of urban development, when changing strategic directions, setting new tasks, and changing the economic situation, it becomes necessary to amend the urban planning documentation. The presence of a set of documents of territorial planning and urban planning zoning allows to increase the investment attractiveness of the city territory, ensures transparency of adopted urban planning decisions, on the basis of which, any interested person can choose the direction of development of a particular territory. Therefore, the development of the urban environment should be carried out in a comprehensive manner, taking into account all areas of development and features of the territory and take into account the changes arising in the process of urban planning, including in urban planning documentation.

The paper is devoted to the study of urban identity and image-design as unique resources of the quality of environment, and actual means of increasing competitive advantages of the city and its investment attractiveness. The work includes identification of criteria of the qualities of environment, and peculiarities of the Russian comfort urban environment programs, analysis of specifics of regional identity and possibilities of design in the formation of creative authentic environment of the cities, as well as elaboration of the initiative projects for the city, regional images and codes of environment, forms of urban development and the author design. The project works of the "Irkutsk trade axis" / "Irkutsk quarters” not only create comfortable environment but suggest a concept of transformation of these territories into investment attractive “places”, combining possible commercial profit with the needs of the city and tasks of the modern life in the unique milieu of the historical city.

This paper points to the possibility of codification of urban planning and application of physical regulation standards in urban form design to establish such instruments of guidance as will ensure the recognition, appreciation and development of local urban identity. The purpose of establishing general principles and making quality recommendations that would aim at urban form design regulation and be implemented as qualitative criteria and regulation standards is to propose a methodology for the rehabilitation of the City of Banja Luka?s identity applicable to similar cities in the region, with due adjustments to allow for contextual specificity, with the possibility of coordinated regional city development. The discontinuity in the urban development of Banja Luka and other cities in the region has jeopardised the inherent characteristics of their identities, resulting in reduced recognisability and impaired integrity. This study covers the period since the beginning of Banja Luka?s guided urban development (Austro-Hungarian administration, 1878), which should allow a review of its urban morphogenesis and an understanding of its key elements, as well as identification of the general principles and rules of urban form regulation as laid down in the local ordinance and planning legacy.

The urban planning history of Samara and the features of the formation of its planning structure are considered. The main historical periods in the history of the development of the city are revealed. The structural features of the pre-regular, regular city are considered, the main historical areas are investigated. The role of urban squares in modern Samara is analyzed. Based on the defi nition of the term architectural dominant, several main classifi cations of architectural dominants are given, and Samara’s historical dominants are identifi ed. The role of the main architectural dominants in the formation of the urban environment, historical and modern, and the transformation of this role with the growth and development of the city are examined in detail. The infl uence of later development on the historical dominants of the city is revealed.

Состояние проблемы. Проблематика городской среды заявила о себе в 1960-е годы как протест против модернистских методов урбанизма и других видов проектирования. Средовое движение не случайно тогда именовали «антипрофессиональным» - оно было направлено против устоявшихся и недейственных методов работы с городом - от исследования до управления. За прошедшие десятилетия в рамках самого средового движения и его идейных наследников наработано немало методов и приемов работы, однако они до сих не подвергались анализу как пребывающая в исторической динамике целостная совокупность инструментария, альтернативного традиционному градостроительству. Результаты. Рассмотрены особенности и проблемы анализа методологического «арсенала» средового движения и урбанистики. Методы работы с городской средой впервые структурированы по типам знания. Показана близость методов исследовательского и проектного подходов в отношении городской среды. Выводы. В ближайшее время можно ожидать появления новых синтетических знаний и частных методологий, связанных как с обострением средовой проблематики, с расширением круга средовых акторов, так и с процессом профессионализации урбанистики. Statement of the problem. The urban environment paradigm emerged in the 1960s as a protest against the modernist methods of urbanism and other types of design. It was no coincidence that the environmental movement was back then called "anti-professional" as it was directed against the established and ineffective methods of working with the city, i. e., from research to management. Over the past decades, within the framework of the environmental movement and its ideological heirs, a lot of methods and have been developed. However, they have not yet been analyzed as an integral set of tools in the historical dynamics which is an alternative to traditional urban planning. Results. The features and problems of the analysis of the methodological “arsenal” of environmental movement and urban studies are considered. The methods of working with the urban environment are first structured according to the types of knowledge. The proximity of research and design approaches in the case when the urban environment is dealt with is shown. Conclusions. In the nearest future, we can expect new synthetic knowledge and particular methodologies related to both the exacerbation of environmental problems to emerge as well as the expansion of the circle of environmental actors and the process of professionalization of urbanstics.
