Since the city is a historically developed complex system, the development of its territory in the existing buildings requires a detailed study and consideration of all the features of the territories within the boundaries of the element of the planning structure (quarter, microdistrict) or its parts. Urban planning activity in the city is carried out in accordance with the developed and approved urban planning documentation. In the process of exercising the authority by the municipality in the field of urban development, when changing strategic directions, setting new tasks, and changing the economic situation, it becomes necessary to amend the urban planning documentation. The presence of a set of documents of territorial planning and urban planning zoning allows to increase the investment attractiveness of the city territory, ensures transparency of adopted urban planning decisions, on the basis of which, any interested person can choose the direction of development of a particular territory. Therefore, the development of the urban environment should be carried out in a comprehensive manner, taking into account all areas of development and features of the territory and take into account the changes arising in the process of urban planning, including in urban planning documentation.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Modern research on the sustainability of the urban environment mainly focuses on environmental factors like water, air, energy and transport, while urban identity rarely attracts attention. The concept of sustainability, which includes the identity of the urban environment, combines a wide range of factors, including urban planning and architectural objects, natural, geographical, cultural products and social norms. With modern architectural and urban development and globalization, cities are increasingly facing the problem of losing their original identity. In the context of the concept of the identity of the urban environment considered in this study, the role of urban planning objects, architecture and culture in the formation and maintenance of the unique identity of the city of Astrakhan and the need for considerable attention to the resource of identity for the development of the city and the region is stressed.

Постановка задачи. Новые вызовы современности и динамика общественно-политических и социально-экономических факторов развития России существенным образом влияют на методологию градостроительства. Ухудшающаяся во многих городах экологическая обстановка побуждает по-новому подойти к ее осмыслению и ставит задачу разработки новых принципов жизнедеятельности города, регламентирующих биосферную совместимость городов и развитие человеческого потенциала. Требуется создание программ реновации городской среды и действенных механизмов их реализации на основе новой парадигмы биосферосовместимых технологий. Результаты. В статье рассмотрен принципиально новый подход - градоустройство, под которым следует понимать систему фундаментальных положений о жизнеустройстве на территориях городов и поселений, а также принципы их пространственного развития и расселения. В практическом плане градоустройство - это деятельность по внутреннему обустройству среды жизнедеятельности города, созданию благоприятных условий для жизни всех без исключения категорий и слоев населения. Принципиальные отличия концепции градоустройства от градостроительства связаны с необходимостью осознания единства города и природы, симбиотического «встраивания» города в биосферу. Центральными элементами концепции градоустройства является человек, условия для его развития в городской среде. Выводы. Практика градоустройства позволяет решать проблемы инновационного развития экономики городов и повышения человеческого потенциала, а в долгосрочной перспективе - преобразования городов в биосферосовместимые и развивающие человека в безальтернативных условиях для выживания человечества, ставящих в приоритет развитие интеллектуального сообщества. Statement of the problem. New current challenges and the dynamics of socio-political and socio-economic factors in the development of Russia significantly affect the methodology of urban planning. The deteriorating environmental situation in a lot of cities encourages the design of a new approach to understanding and developing new principles of city life that regulate the biosphere compatibility of cities and development of human capital as the main criteria for the effectiveness of territorial planning, construction and operation of urban facilities. Results. The article deals with a fundamentally new approach-urban planning which should be understood as a system of fundamental provisions on life in the territories of cities and settlements and principles of their spatial development and settlement. Practically speaking, urban planning is an activity for the internal arrangement of the city's living environment, creating favorable conditions for the life of all categories and strata of the population without exception. The fundamental differences between the concept of urban development and urban planning are related to the need to understand the unity of the city and nature, the symbiotic “embedding” of the city in the biosphere. The central element of the concept of urban development is the person, the conditions for its development in the urban environment. Conclusions. As part of the research, the practice of urban planning allows one to solve the problems of innovative development of the urban economy and increasing human potential, and in the long term - transforming cities into biosphere-compatible and developing people as an alternative condition for the survival of humanity and a priority for its development as an intellectual community.

This study explores the intersections between the study of sport and the study of the city through the extension of sport history to themes traditionally explored by geography—notably urban planning scholars. Its focus is two case studies related to urban planning decisions in early millennial Sydney, Australia. Through an examination of public submissions in response to building development applications made by two community-owned professional sports organizations competing in the National Rugby League, the study explores how modern sporting fandom complicates ideas about place and locality through forms of delocalization and glocalization. The authors conclude that when exploring the phenomenon of place protection, the built environment is not necessarily the primary factor informing a sense of place attachment in an urban environment.

The article is devoted to the features of urban planning decisions in thesis projects in the context of modern urbanization and sustainable development. The issues of local and global factors interaction in the cities are viewed as the essential prerequisite for sustainable urban environment. The article gives ground of the concept of innovation in urban development, it focuses on the search for optimal solutions to reconcile urban differences and for a better way out of urban conflicts. The article pays attention to the essence of urban innovations as tools and design methods, ensuring the balance of influencing factors and offering urban planning balanced decisions. Given examples of masters theses illustrate the principles of urban planning taken in the author`s workshop.

The objectives of the study were the questions of the prerequisites for the renovation of the coastal territory of Volgograd for the formation of sustainable development of the territories of the Volgograd agglomeration. The article presents the results of an urban planning analysis: functional zoning of the embankment territory; a scheme for the reorganization of the territory within the boundaries of the concept development; a scheme for the classification of green areas and retrospective material. The article substantiates the relevance of the development of urban recreational spaces, coastal areas, transformation and modernization of existing buildings in the context of solving the problems of urban development. The requirements for evaluation for each characteristic indicator that affects the transformation of the existing image of Volgograd to increase the tourist potential are given. It is established that the planning and architectural and spatial solutions of the Volgograd embankment are pedestrian-transport – two-tiered: the upper and lower tiers have different functional purposes.

Состояние проблемы. Проблематика городской среды заявила о себе в 1960-е годы как протест против модернистских методов урбанизма и других видов проектирования. Средовое движение не случайно тогда именовали «антипрофессиональным» - оно было направлено против устоявшихся и недейственных методов работы с городом - от исследования до управления. За прошедшие десятилетия в рамках самого средового движения и его идейных наследников наработано немало методов и приемов работы, однако они до сих не подвергались анализу как пребывающая в исторической динамике целостная совокупность инструментария, альтернативного традиционному градостроительству. Результаты. Рассмотрены особенности и проблемы анализа методологического «арсенала» средового движения и урбанистики. Методы работы с городской средой впервые структурированы по типам знания. Показана близость методов исследовательского и проектного подходов в отношении городской среды. Выводы. В ближайшее время можно ожидать появления новых синтетических знаний и частных методологий, связанных как с обострением средовой проблематики, с расширением круга средовых акторов, так и с процессом профессионализации урбанистики. Statement of the problem. The urban environment paradigm emerged in the 1960s as a protest against the modernist methods of urbanism and other types of design. It was no coincidence that the environmental movement was back then called "anti-professional" as it was directed against the established and ineffective methods of working with the city, i. e., from research to management. Over the past decades, within the framework of the environmental movement and its ideological heirs, a lot of methods and have been developed. However, they have not yet been analyzed as an integral set of tools in the historical dynamics which is an alternative to traditional urban planning. Results. The features and problems of the analysis of the methodological “arsenal” of environmental movement and urban studies are considered. The methods of working with the urban environment are first structured according to the types of knowledge. The proximity of research and design approaches in the case when the urban environment is dealt with is shown. Conclusions. In the nearest future, we can expect new synthetic knowledge and particular methodologies related to both the exacerbation of environmental problems to emerge as well as the expansion of the circle of environmental actors and the process of professionalization of urbanstics.

Like in many other provinces, during the Habsburg period, the main point of orientation for Galicia was Vienna. This also applies to architecture and urban development. Galicia’s technical elite applied the theoretical and practical experience it gathered in Vienna to the towns and cities of this northeastern Crown land. Ignacy Drexler, born in 1878 in the Austro-Hungarian Lemberg, was a representative of a new generation of engineers and architects who did not necessarily have to spend time in the imperial capital to earn their spurs. Increasingly, besides the more or less obligatory stay in Vienna, other European countries became points of reference. Drexler did not live to see the realization of important aspects of his comprehensive plan for the city, but his ideas and the data he compiled were indispensable for the future development of his hometown. They shape urban planning in Lviv to this day.

- Unlike other great cities of Europe, Budapest did not experience any significant urban development before the nineteenth century, especially before 1867, the year of the foundation of the Austro-Hungarian Monarchy. After that, the city became the second pole, after Vienna, of this important European state. The capital of the Kingdom of Hungary grew through the use of various types of urban architecture and especially through a "style" that was meant to express Hungarian national identity. Architects, engineers, and other professionals from Hungary and Austria contributed to this process of modernization as well as many foreigners from Germany, France and England. The city's master plan - modeled after Paris's - focused on the area crossed by the Viale Sugár [Boulevard of the Spoke] was set on the Parisian model and so covered only certain parts of the city. The Committee on Public Works (1870-1948) played a leading role in putting the plan approved in 1972 - into effect in all aspects of urban planning, architecture and infrastructure.
