As part of the digital transformation of various areas of human activity, the urgent task is to transform existing business processes (BP) in order to increase their variability according to the needs of the customer, to increase productivity, quality and competitiveness of products. The introduction of end-to-end digital technologies allows for this. The article examines the experience of transforming the BP of experimental research in solving a number of applied tasks in the field of electronic instrumentation, which is obtained as a result of the introduction of operation technology for test, research and laboratory equipment based on the concept of multitenancy. Developed on the basis of the experience of the authors, a number of industrial samples and prototype multiuser distributed measurement-control systems implementing this concept have allowed to transform the following processes: end-to-end BP of tests on-board electronic equipment of spacecraft (communications, relay, navigation, geodesy, remote sensing, etc.); BP of forming the operational load of the spacecraft's on-board relay complex; BP of conducting experimental laboratory research in the industry training system. The effectiveness of modernized BP was evaluated on the basis of their formalized models and a set of qualitative indicators. The key resulting effects of transformation: improving the quality of BP by improving the informativeness of individual business functions and the efficiency of the use of high-tech experimental equipment; reducing the number of gaps in BP by reducing the number of business roles involved in their implementation; reducing the duration of BP by significantly reducing material and time costs and improving the productivity of individual business functions; transition to a service model "Laboratory As Service" for access to high-tech equipment while performing experimental laboratory studies based on digital educational environments.

This report uses the Global Value Chain (GVC) data framework to provide scoping review and analysis of Mexico's current position and potential for using and harvesting GVC data in the automotive and electronics sectors. By conducting the study on GVCs data, we hope to broaden the understanding of the importance of data transfers for GVCs, production, and trade, underlining that data are critical to all companies and not only to the so-called "high-tech companies." Data protection, sharing, and security are also central to manufacturers in the automotive and electronics sectors. This report will review how datafication, data protection, sharing, and security impact Mexico's automotive and electronics industry. This information is analyzed from a global perspective and the viewpoint of Mexico to provide a holistic picture of the situation when identifying trajectories for entry, growth, and upgrading along GVCs that rely on datafication and digital transformation. It will also offer recommendations for regulators and policymakers on how to facilitate successful GVCs' data functioning and guidance for businesses on how to harvest data for growth and digital transformation.

The Russian manufacturing companies are faced with the task of a technological breakthrough and bringing high-tech competitive products to world markets. The results of the study demonstrated the urgent need for enterprises to develop production systems using digital services combined into platforms. The article proposes an approach to the construction and development of production systems based on the use of both world experience and knowledge, and new digital services and systems of tools, developed at domestic enterprises. The sequence of targeted steps to implement digital transformation is highlighted.

Since 2019, the Kaliningrad Region has run a regional programme for digital transformation as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has presented a report on programme implementation, which placed emphasis on economic performance. The study employed the questionnaire survey method to carry out a sociological analysis of the regional population as a participant in digital transformation. Quota sampling was used to select 384 respondents. Slightly over a half of the population had a positive attitude to digitalisation, and about 20 per cent believed that the digital economy led to the degradation of society. The development of a high-tech economy was named the main advantage of digitalisation and proliferation of digital surveillance, its distinct disadvantage. Kaliningraders reported heavy use of digital technology. Yet, the low indices of digital literacy and personal information protection raise concerns. The findings, which supplement the regional digitalisation report with sociological data, may help in planning and delivering activities within the regional digital transformation programme.

Abstract. The modern world is in the phase of active implementation of digitalization of most processes, including cloud technologies, which is also associated with the introduction of quarantine measures in most countries. Over the past decade, the average annual growth of the cloud services market has expanded by about 50% to more than $ 220 billion. This figure is projected to exceed $ 500 billion in the near future. Currently, a large number of cloud service companies are concentrated in the market. All companies can be classified into national, operating within one country, and international, operating in many countries simultaneously. In Ukraine, the leader is the high-tech company De Novo, which provides services in the segment of corporate clients based on VMware, EMC, Microsoft Azure solutions. Competitors are well-known foreign IT giants, namely: Oracle, IBM, Google, Microsoft, Amazon, HP and others. The Ministry of Digital Transformation of Ukraine plays an important role in this area. The latter signed an agreement with Microsoft to implement the Azure Expansion Program and accelerate Ukraine's digital transformation, including the development of Azure cloud services for the sum of more than $ 500 million. The transition from physical, outdated IT technologies to new cloud services will allow companies to significantly reduce the cost of maintaining their own staff of IT professionals and engineers, reduce dependence on IT equipment suppliers and increase productivity and efficiency of the decisions made. The management of the enterprise can choose one of the offered models from the companies-providers: IaaS, PaaS, SaaS. The choice will depend on the immediate management needs and financial capabilities of the enterprise. In Ukraine, the biggest share of users of cloud services belongs to large utility companies and state enterprises, namely: Dija, Ministry of Internal Affairs, Kyiv Municipal Enterprise "Informatics", Prozorro, Ukrposhta, E-Health (National Health Center of Ukraine), Naftogaz and several other organizations. Thus, the introduction of cloud services involves digital business transformations, namely: optimization of business processes, acceleration of innovation, cost reduction and so on. Purpose: the aim of the article is to develop a methodology and practical tools for effective digital transformation of high-tech enterprises. To achieve this goal, a concept of enterprise transformation by means of innovative modernization, affecting changes in products, technological operations and organizational and production structures, was developed. For this, a number of tasks were solved, including the development of original economic and mathematical models that describe the change in the functional business strategies of a high-tech enterprise; selection and formalization of model variables; development of organizational design methods for flexible robotic structures and models for determining the parameters of flexibility and productivity of a robotic structure; software development of digital transformation processes.Methods: in preparing the article, methods of systems theory, project management of an innovative focus, mathematical modeling and a number of other methods were used.Results: a set of information systems for decision support in the areas of design and economic activities of a high-tech enterprise has been developed. The design of such systems was due to a number of circumstances. Firstly, the need to transform traditional information technologies used in the practice of a high-tech enterprise into digital information technologies. Secondly, the need for a high-tech enterprise in original applied software applications that provide solutions to innovative and economic problems, taking into account the specifics of the enterprise. To do this, an analysis was performed and models of data collection and storage were proposed for solving the problems of information support of the economic activity of a high-tech enterprise. The possibility of using a consistent data model in organizing the management of receivables and payables is shown. Cross-platform software was developed for the support system for decisions made by a high-tech enterprise, and a convenient user interface was implemented.Conclusions and Relevance: the study showed that it is advisable to create information systems as hierarchical structures covering the strategic, tactical and operational levels of management. In order to bring the automation level of the control and production subsystems into conformity, industrial robotics must be integrated into the created production links.

In order to maintain competitiveness, in order to meet the requirements of a constantly changing environment, almost any organization needs development. In this regard, there are certain problems that often require immediate solutions. And the educational organization of higher education is no exception. The main thing is to identify adverse circumstances (i.e. problems) in time and correctly, identify opportunities (favorable circumstances) and find ways to solve existing problems. At present, there are various problems of modern technical education – this is the rapid development of modern technologies (their appearance is much faster than the existing timeline for training specialists), and high competition (now knowledge-intensive and high-tech projects are preferred), and the complexity of training combined with the isolation of many teachers from real practical activities, and at the same time the graduates' reluctance to go to work on the received specialty, given the relatively low wages. The problems of higher technical education outlined in the presented material were revealed through a survey of students (future engineers, economists and managers) and suggested ways to solve them.

It is now customary to talk about the increasing role of high-tech projects in the formation of a digital model of the Russian economy. And the breakthrough that occurred at the turn of the century is called the information revolution. The task of developing an innovative economy in Russia is to ensure conditions under which the volume of production of science-intensive products, the share of which is extremely low, will increase. The production of these products is carried out by high-tech projects requiring financial, informational and resource support from various institutions, including the state. Today, Russia has a high level of potential for innovative development in the global economic space, however, at the moment, it does not contribute to its implementation. The aim of the scientific article is the formation of a new model of state support for the development of the industry of high-tech projects, which are the basis of the information, digital and innovative economy. The relevance of the research on the selected topic is due to the fact that in modern times there is a digital transformation of the economy of the Russian Federation (RF), which requires decisionmaking on the formation of a new approach to participation in high-tech projects programs. Within the framework of the article, the following tasks were solved: trends in the development of the innovative economy of Russia and its key problems in the framework of supporting high-tech projects were considered and recommendations were made on the formation of a new model of state support for the development of high-tech projects based on the study and borrowing of foreign experience of advanced countries of the digital economy, including the USA, Germany and Japan.
