This study examined the influence of civil servants’ attitude on engagement and participation in cost reduction policy implementation in Malaysian public organizations. Attitude was divided into two categories, namely, attitude towards leader and attitude towards government. Civil servant engagement in the workplace was treated as the mediating variable. All these values were included in the conceptual framework. Cross-sectional survey was adopted to validate the framework. The sample size for the population of this study was determined at 400. From the analysis it was found that attitude towards leader and attitude towards government influenced participation in cost reduction policy implementation and engagement significantly. Additionally, engagement mediated the relationships between attitude towards leader, attitude towards government and participation in cost reduction policy implementation. Lastly, it was found that engagement influenced participation in cost reduction policy implementation significantly. The practical implications are the discovery of theoretical, personal, and workplace practical best practices for the participation in cost reduction policy implementation in public organizations.

The present study is designed to propose values for developing civil servants’ affective commitment to support public organization cost reduction policy implementation. The proposed values are faith, sincerity, trusting belief, trusting intention and emotional trust. The researchers have applied cross-sectional survey research to validate the framework. It is found that faith, sincerity and emotional trust influenced the development of civil servants’ affective commitment to support the implementation of public organization cost reduction policy significantly. The practical implications are the discovery of theoretical, personal, and workplace practical best practices for the establishment of strategies to reduce operational costs in the public organizations.

The present study is designed to propose values for developing civil servants’ commitment to share ideas on how to reduce public organization cost and in turn commitment to implement cost reduction policy in the workplace. If civil servants feel that they have a moral obligation in paying back the country through remain with the employing public agencies they become receptive towards cost reduction policy. To instil this moral obligation this study proposes the elements of means, attitude towards leaders and attitude towards government. The researchers have applied cross-sectional survey research to validate the framework. It is found that attitude towards government influenced the development of civil servants’ commitment to share knowledge in the workplace significantly. On the other hand, means and attitude towards government influenced the development of civil servants’ commitment to implement cost reduction policy in the workplace significantly. The practical implications are the discovery of theoretical, personal, and workplace practical best practices for the establishment of strategies to establish knowledge sharing commitment and cost reduction commitment amongst civil servants in the public organizations.

Purpose: To describe (i) nutrition policies in childcare centres, (ii) the resources and processes used to enable policy implementation, and (iii) the association between policy implementation and childcare centres’ or administrators’ characteristics. Methods: Between October 2018 and June 2019 a web-based survey that addressed nutrition policy, policy implementation, and sociodemographic characteristics was sent to eligible childcare programs (centre-based and provided meals) in the Edmonton (Alberta) metropolitan region. The survey was pretested and pilot tested. Statistical tests examined the relationship between policy implementation with centres’ and administrators’ characteristics. Results: Of 312 childcare centres that received the survey invitation, 43 completed it. The majority of centres had a nutrition policy in place (94%). On average, centres had about 9 of the 17 implementation resources and processes assessed. Most often administrators reported actively encouraging the implementation of the nutrition policy (n = 35; 87%) and least often writing evaluation reports of the implementation of the nutrition policy (n = 9; 22%). Administrator’s education level was associated with implementation total score (p = 0.009; Kruskal-Wallis). Conclusion: Most childcare centres had a nutrition policy in place, but many lacked resources and processes to enable policy implementation. Additional support is required to improve nutrition policy development and implementation.

This study evaluated the knowledge, attitude and perception (KAP) towards COVID-19 pandemic control among veterinarians in Nigeria. A nation-wide web-based cross-sectional survey was conducted. Information on KAP towards the COVID-19 pandemic was gathered (April 23 and May 31, 2020) and multivariate logistic regression was performed to identify associated factors. A total of 368 veterinarians participated in the study. The majority of respondents were males (72.8%), between the ages of 30–39 years (39.7%). Generally, respondents displayed a good level of knowledge about COVID-19 (72.4% ± 9.9%, range 44.1–91.2%), while the general attitude level was poor (65.4% ± 10.8, range 35.3–94.1%). Various determinants for good attitude among respondents were: if they were above 60 years old (aOR = 4.49, 95% CI: 1.379–14.594, p = 0.013), possessed postgraduate qualification (aOR = 1.63, 95 CI: 1.045–2.553, p = 0.031), worked over 30 years post DVM (aOR = 5.63, 95% CI: 1.966–16.100, p = 0.001), had household members between five and 10 (aOR = 1.73, 95% CI: 1.130–2.641, p = 0.012), and if respondents’ residence was on total lockdown (aOR = 1.66, 95% CI: 1.070–2.590, p = 0.024). The pandemic had moderate impacts on social, financial and physical status of the participants. Stricter policy measures and educational programs should be implemented to keep veterinarians and the populace informed about the best practices recommended for COVID-19 management.

Abstract Background A growing body of research have evaluated the effect of university tobacco-free policies on faculty and staff, however, none of these studies has been carried out in the Eastern Mediterranean region. This study evaluates changes in faculty and staff attitudes, perceptions and smoking behavior, one year post-adoption of a tobacco-free policy in a medium-sized university in Lebanon and the region. Methods Two cross-sectional surveys were conducted in 2017 and 2018: pre- and one year post-policy implementation. A random sample of 625 and 624 participants took part in the 2017 and 2018 studies respectively. Results Faculty and staff had a positive attitude towards the policy at the two time points. The belief that there should be exceptions to the policy significantly decreased from 79% to 59% (p=0.002) among all smokers, particularly those with lower educational attainment (81% to 57%, p=0.007). Perception of compliance among peer smokers increased from 73% to 87% (p= 0.009). The proportion of smokers did not significantly change one year post-policy implementation, however, 44% of smokers with lower educational attainment, compared to only 7% of those with higher educational attainment (p< 0.001), reported a decrease in their smoking behavior outside campus. Conclusion The policy had a positive effect on the attitude, behavior and perception of policy benefits among smokers with lower educational attainment, who constitute the majority of smokers. Studies tackling the effectiveness of university or workplace smoke-free policies are scarce in the Middle East. Findings from this study inform and support future efforts to develop university and workplace tobacco free policies.

There are a variety of factors and influences, both internal and external, that may impact an individual’s public toileting experience and may ultimately have repercussions for bladder health. This study sought to identify predominant constructs underlying a women’s attitude towards using restrooms at work, at school, and in public in order to develop a conceptual model incorporating these themes. We performed a secondary analysis of a cross-sectional, survey-based study that included open-ended questions about limitations to restroom use using a mixed-methods approach. Qualitative data coding and analysis was performed on 12,583 quotes and, using an iterative inductive-deductive approach, was used to construct the conceptual framework. Our conceptual framework reveals a complicated interplay of personal contexts, situational influences, and behavioral strategies used by women to manage their bladder and bowel habits away from home. These findings can inform future research and public policy related to bladder health awareness related to toilet access in the workplace and in public.

Purpose The purpose of this paper is to apply the concept of power imbalance to explain workplace and demographic characteristics associated with bullying by different perpetrators in the healthcare sector. Design/methodology/approach All 69,927 members of the Australian Nursing and Midwifery Federation (Victoria) were invited to participate in an online survey in 2014; 4,891 responses were received (7 per cent response rate). Participants were asked about their exposure to workplace bullying (WPB) by different perpetrators. The questionnaire addressed demographic characteristics and perceptions of workplace characteristics (workplace type, leading indicators of occupational health and safety (OHS), prioritisation of OHS, supervisor support for safety and bureaucracy). Analysis involved descriptive statistics and regression analyses. Findings The study found that the exposure of nurses and health workers to bullying is relatively high (with 42 per cent of respondents experiencing WPB in the past 12 months) and there are multiple perpetrators of bullying. The research revealed several demographic predictors associated with the different types of perpetrators. Downward and horizontal bullying were the most prevalent forms. Workplace characteristics were more important predictors of bullying by different perpetrators than were demographic characteristics. Research limitations/implications There are limitations to the study due to a low response rate and the cross-sectional survey. Practical implications Practical implications of this study emphasise the importance of focussed human resource strategies to prevent bullying. Originality/value The key contribution of this research is to draw from theoretical explanations of power to inform understanding of the differences between perpetrators of bullying. The study highlights the workplace characteristics that influence bullying.

AbstractObjectivesThe objective of this article is to examine consumer perceptions of health information technology (health IT) utilization and benefits through an integrated conceptual framework.Materials and MethodsThis article employs an integrated conceptual framework to examine consumer perceptions of health IT. A consumer survey yielded 1125 completed responses. A factor-based scale was developed for each sub-construct. Bivariate analysis using χ2 tests was performed to determine differences in the percentage of respondents who agreed with each sub-construct based on whether their physician used an electronic health record (EHR) system. Multivariable logistic regression that controlled for demographic characteristics of respondents was performed to determine adjusted odds of agreeing with selected opinions of health information exchange (HIE).ResultsResults indicate that respondents whose physicians used an EHR system were significantly more likely to agree that there was a perceived benefit with HIE and to care provided; that the patient should have control over the record; that they trust the physician and security of the medical information; that they understand the need for HIE, and that HIE must be easy to use.DiscussionThe results suggest that consumers who have experienced the use of one technology in the healthcare setting can recognize the potential benefit of another technology. Race/ethnicity, gender, and education played some role in respondents’ views of EHRs and HIE, more specifically, non-Hispanic African American participants indicated lower levels of trust in HIE when compared with non-Hispanic Whites.ConclusionThis cross-sectional survey indicated that physician use of EHRs significantly increases the odds of consumers’ seeing perceived benefits of HIE and understanding the need for HIE.

Objective The objective is to describe variations in the otolaryngology morbidity and mortality (M&M) conference and to compare with other specialties. Design Cross-sectional survey. Setting The setting included otolaryngology departments across the United States and nonotolaryngology medical and surgical departments at 4 academic medical centers. Subjects and Methods Participants were members of a national otolaryngology quality/safety network and nonotolaryngology quality leaders at 4 large academic hospitals. Surveys were administered January 2017. Respondents described M&M conference practices, goals, and educational role. Results Twenty-eight of 39 individuals representing 28 institutions completed the otolaryngology survey (72% response rate). Of 197 individuals, 60 (30% response rate) representing 11 surgical and 20 nonsurgical specialties completed the comparison survey. Twenty-seven of 28 otolaryngologists (46 of 60 nonotolaryngologists) worked in academic settings. All otolaryngology programs conducted an M&M conference: 54% discussed all adverse events and errors; 32% used standard case selection processes; 70% used structured discussion, usually root cause analysis (64%); and 32% classified harm level. In comparison with other specialties, otolaryngology programs were more likely to discuss all adverse events and errors ( P = .01). Most conferences led to quality projects and intrainstitutional communication: 22% communicated to patients and families; 73% of respondents thought that M&M conferences should be standardized or use “best practices.” In both surveys, improving patient care was rated the conference’s most important function, followed by trainee education and culture change. Patient care and practice-based learning were rated the most relevant Accreditation Council for Graduate Medical Education Core Competencies in both surveys. Conclusions Academic otolaryngology M&M practices generally align with other specialties, but specifics vary widely, making collaborative quality improvement challenging. Educational and administrative priorities cross specialties. Most respondents thought that standardization and best practices are worthwhile. Nonacademic practice data are needed.
