This study examined Local Government Administration and Rural Development in Enugu State, Nigeria under Sullivan I. Chime’s administration, 2007-2015. The source of information for this study is secondary source. Three research questions and three objectives guided this study. The general objective of the study is the relationship between the local government administration and rural development in Enugu State, Nigeria. The specific objectives were: to assess the role of the local government administration in rural development in Enugu State, to investigate whether job creation and provision of infrastructures by the government led to decline in rural-urban migration and to find out the relationship between governments budgetary allocation and rural development in Enugu State. Giving the descriptive and argumentative nature of the paper, qualitative method of data gathering and analysis were adopted in the conduct of the research. The method of data presentation and analysis adopted for this study is the content analytical method. Some findings of the study include that Enugu State worked aggressively and assiduously to achieve developmental projects in different communities towards improving the standard of living. The state also came up with different initiatives/programmes like Visit Every Community (VEC), Free Maternal Child Healthcare (FMCH), Free Basic Education Policy and Songhai Initiative for the development of the state, and it was discovered that government budgetary allocations actually affected the overall development of the rural communities over limited resources. As a result of the above findings, the study made some recommendations which include among others; the roles played by the local governments can be said to be very successful. Though, there is need for the government to increase their function capacity of these projects and programmes to be able to cover every area of the state. Local government needs to diversify their internal revenue sources by engaging in some business ventures like filling stations, transportation, and so on, to be able to compliment the poor budgetary allocation given to them by the federal and state government.

Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Subject Reforms to the relationship betwen central and local government in China. Significance The government last month issued two blueprints for a sweeping reorganisation of the country's bureaucracy (here and here, links in Chinese). They include policies that significantly alter the balance of power between central and local government institutions. These aim to overcome foot-dragging and poor policy implementation at local levels by improving incentives and supervision, and eliminating overlapping responsibilities and conflicts of interest. Impacts With the backing of an increasingly powerful Xi, much of the agenda is likely to be implemented. In key policy areas such as the environment, local bureaus should have more reliable access to funding. New taxes and constraints on borrowing should strengthen local government finances and help reduce their debt burden. Local governments may have less leeway to offer business incentives such as tax breaks and other regulatory incentives.

Rural areas play an essential role in the national economy, the environment, and society, contribute to the preservation of cultural heritage and the sustainable income of peasants in the rural areas in Nigeria hence, diverse strategies for rural community development. However, rural community development efforts by local governments and policies hindered by challenges. SURE-P was an intervention by the government of Nigeria after the partial removal of the subsidy and resolved to invest the proceeds in pursuing rural development across Nigeria. Rural development is a multifaceted phenomenon that requires a policy with multi-side sword effects in curbing the challenges. The research objective was to examine the challenges of local government and SURE-P implementation on rural community development in the selected local government in Niger, Nigeria. The study employed primary data collection and qualitative analytical method analysis. The research founds that SURE-P implementation challenges hindered the local government’s efforts in meeting the rural community development objective. It is recommended that, need for thorough community’s needs identification, community participation, and adequate funding with a holistic process devoid of political interference as a viable mechanism for curbing rural development challenges.

<p>This article assessed the correlation between community participation and rural development in Bushenyi District. Utilizing survey cross sectional research design, a close ended questionnaire and an interview schedule were used to collect information which was utilized to respond to the research questions on how community participation relates to rural development in Bushenyi District in Western Uganda. Data was analyzed employing descriptive statistics like frequencies, percentages, tables and bar graphs. The researcher used Pearson linear correlation coefficient to establish the relationship between the variables under study. The study revealed that there was a significant positive and strong relationship between community participation and rural development in Bushenyi District. The researcher recommends that there is need to empower local council committees to be able to make decisions that are tailored to their local circumstances that can always steer up development. The government in Uganda should augment on the conditional and unconditional grants to local governments in order to help local government officials mobilize and sensitize the populace for self reliance and self help projects.</p>

This article constitutes the first part of the research report on the organizational preparation of the supreme bodies of government administration, specifically the administrative offices serving them for the management of defense tasks. This part is devoted to the characteristics of the concept and scope of defense tasks, their objective and subjective approaches in the context of the Polish law in force, the content of strategic documents, and planning practice. The awareness of the enormity of tasks in the matter in question and the responsibility for their implementation that rests on the Council of Ministers, Prime Minister, and ministers in charge of the leading departments of government administration will provide the basis for the assessment of the current state of the organization. The evaluation will be performed in terms of the liability of the government administration for defense issues at the central administration level to determine the causes and necessary corrective actions and even construction ones in the absence of appropriate solutions. The scope of defense tasks is extensive and concerns, among others, strengthening the defense of the state, preparing the population and public property for the wartime, and opposing external threats to the state, armed aggression, and fulfillment of allied obligations. Thus, the legislator of the constitutional system and the ordinary legislator entrusted tasks to all authorities and government administration bodies and other state bodies and institutions, local government bodies, entrepreneurs, and other organizational units, social organizations, as well as citizens of the Polish state. These tasks have been specified in executive acts to the Acts and cover critical areas of state activity and almost all government administration departments and areas of activity of local governments. The supreme bodies of government administration play a key role in this respect. The Council of Ministers, headed by the Prime Minister, has the constitutional role of combining the complex defense activities on a national scale in unity. In contrast, ministers – heads of government administration departments should implement the defense policy in the administration departments entrusted to them.

Political-administrative relations are attracting the attention of researchers in the current public administration domain in developing countries. Local governments in Tanzania operate based on two types of officials namely; politicians and administrators and whose performance is largely dependent on the relationship of the two. The purpose of the paper was to provide a clear picture of the political-administrative relation in local governments. The study adopted a case study design by purposefully selecting Tanga City Council. A total of fifty (50) respondents were selected purposefully based on their knowledge and experience in working with the elected officials. The methods of data collection used include, survey method, interview, observation, Focus Group Discussion and Key Focus Interview (KFIs). Qualitative data were analysed using content analysis and quantitative data were analysed using SPSS whereby descriptive statistics were computed. The study revealed that the relationship between the elected and the appointed officials is characterized by conflict, distrust and interference that negatively affect employee’s performance in local government. Further, the study revealed that poor relations is highly associated with conflict of interests, distrust, task interdependence, political interference, lack of education on the side of politicians, poor communication and partisan politics. The study recommends that the government should have a regular monitoring of the relations between the two and encourage cooperation. Also the elected officials need to be trained on how to perform their roles in their areas of jurisdiction. The study recommend further that the elected and the appointed officials should  perform their duties for public interests, increase the level of trust and do away with partisan politics in performing local government functions.

The basis and objectives of the state are contained in the Constitution as stated in the Preambule of the 1945 Constitution of the Republic of Indonesia To make it happen, it is necessary, among others, to support an integrated budgeting system through fiscal policy, so it can be formulated, First, how to realize the correlation of budget principles to the planning system which includes programs and activities of local governments. Second, why is regional financial management a subsystem of the state financial system, and the main elements of local government administration. This study is a qualitative research method through a normative juridical approach and empirical analysis. Research result; First, the Regional Revenue and Expenditure Budget is an integrated budgeting principle that is integrated with the regional government planning system; Second, the success of local government administration is largely determined by an integrated system in the management of regional finances as a subsystem of state finance in the form of a unitary state.

This study aims to examine the effect of regional wealth and capital expenditure on the performance of local government administration, and to see whether government complexity will affect the relationship betwen regional wealth and capital expenditure on the perfomance of local government administration. Population in this study were districts/cities in West Sumatera Province in 2013-2017. The analytical tool used in this study is moderate regression analysis. The results of this study indicate that regional wealth doesn’t affect the performance of local government administration, and capital expenditure negatively affects the performance of local government administration. Government complexity doesn’t moderate the relationship between regional wealth and capital expenditure on the performance of local government administration. The results of this study also show that complexity of the government weakens the relationship between regional wealth and capital expenditure on the performance of local government administration

The performance of local governments is one of the measuring tools in assessing whether the government has carried out the mandate given by the community to manage their regions properly and measurably. This study purpose to determine the effect of financing policies, capital expenditures and transfer funds on the performance of local governments with regional independence as a moderating variable in the provincial government in Indonesia. This study uses a quantitative research model using secondary data. The data in this study were processed using the Moderating Regression Analysis (MRA) method supported by the IBM SPSS and Microsoft Excel programs as support software with data analysis techniques in the form of classical assumption tests as well as R2 test, F test, and t test. The population in this study are provinces that have consistently published annual local government financial reports during 2014-201. This study used purposive sampling technique and obtained samples of 33 provinces according to predetermined criteria. The results of this study indicate that the financing policy proxied by net revenue has no effect on local government performance, while capital expenditure and transfer funds have a significant negative effect on local government performance, regional independence strengthens the relationship between capital expenditure and transfer funds to local government performance, meanwhile regional independence does not have a moderating role between the relationship between financing policies and local government performance. This study uses data from provinces in Indonesia, it is suggested that further research should add district / city level local governments with an extended period of time

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.
