KEY LEADER ENGAGEMENT – CONCEPTUAL DELIMITATIONS

Abstract: In the information age, the strategic, operational and tactical levels are more interrelated than in the past, which demands a different quality of co-ordination and command and control (C2) across the levels of engagement. Today’s military operations to counter the complex challenges of the global security environment require consideration and integration of the information factor throughout all processes – analysis, planning, execution and assessment. Key Leader Engagement (KLE) is an important element of C2 that the commander can use to achieve this. These engagements can be used to shape and influence local leaders within the operations area or may also be directed toward leaders who may influence specific groups based upon military, social, religious, and traditional patterns. Military commanders and diplomats have been meeting with important local officials for decades in different countries and mission areas, but the new security challenges express the need for collaborative C2 have renewed the interest in this concept. This article is based on a literature review and my personal experience gained through ATALANTA Operation mandate, as FOPS Jn KLE. This project is the first attempt to empirically evaluate the impact of key leader engagements as part of naval operations. It gives a flavour of what KLE is and how it can be integrated in the Navy Doctrine, especially in the multinational operations where ROU Navy is frequently involved. Through this approach, I address not only the specialists, those who contribute to the development of operative and doctrinal documents, but also the ones that are continuously self-educated as part of the resilient leadership process.

This chapter analyses the adaptation of Poland’s defence policy and armed forces to the rapidly changing security environment along NATO’s north-eastern flank. First, it examines the impact of a resurgent Russia on Poland’s security calculus, especially since Russia’s seizure of Crimea and the war in eastern Ukraine. Next, it addresses the evolution of Warsaw’s views on the relative utility of NATO and the European Union and its efforts to return NATO to its traditional territorial defence role. It then focuses on the modernization of Poland’s armed forces, with a special emphasis on doctrinal change, the reform of the command and control system, and the creation of the Territorial Defence units. It also reviews the t state of key hardware purchases as of mid-2017. The chapter concludes with an overall assessment of the level of capabilities and the readiness of the armed forces in the changing threat environment along NATO’s north-eastern flank.

During the earlier stages of visceral leishmaniasis transmission in Posadas City, Misiones, both the night activity and attraction to humans of Lutzomyia longipalpis were assessed, in order to provide preliminary recommendations. The impact of peridomestic deltamethrin spraying performed by local officials was also evaluated. Although Lu. longipalpis were found in traps located over a dog the entire night, 90% of the females were captured from 20.30h to 1.30h, and only landed on a human when he was at a distance of 1.5 m from the dog. Peridomestic spraying of deltamethrin (25 mg/m²) reduced the sand fly capture up to seven days post-intervention without dispersion in the border of the sprayed areas. These results support the recommendations about time-space focus of the protection measures: first half of the night, in the backyard, with pets and domestic animals kept at least 5 m from humans. The deltamethrin as it was used did not seem very effective in this scenario; neither did the eventual use of bed nets, at least in adults, due to the place/hour of sand fly higher activity. This study strengthens the need for a multidisciplinary approach to develop prevention strategies based both on biological and anthropological studies.

At present, the epidemic situation of COVID-19 is raging rampantly in the whole world, affecting the hearts of billions of people. In less than half a year, COVID-19 swept the world, seriously threatening the safety of all mankind. At the beginning, the epidemic was most serious in China. Under the strong command of the highest level of the Chinese government, the whole Chinese people United as one, and achieved initial results in the struggle against covid-19 with scientific prevention and control. Summarizing China's experience and lessons in combating the epidemic is undoubtedly very beneficial to the people of the world in jointly combating the impact of the COVID-19 epidemic. The most important experience is: strong organizational leadership, enhanced cooperation with the WHO, the establishment of a national anti-epidemic headquarters, responsible for the command and control of human, financial and material resources throughout the country, and local officials at all levels in the front line of the epidemic. Heart to heart with the people, breathe together and share a common destiny. Prevention is the first, prevention and treatment are combined. The treatment emphasizes the combination of Chinese and Western medicine. The “Four Anti and Two Balances” advocated by Academician Li Lanjuan’s team, and the “Three Drugs and Three Formulas” recommended by Chinese medicine experts of the National and Health Commission, played a key role in improving the success rate of treatment. Establish fever clinics and establish square cabin hospital to eliminate infections in hospitals, emphasizing the protection of medical staff and avoiding cross-infection. Control the source of infection, try to achieve "four early", early detection, early isolation, early diagnosis and early treatment. "Four concentration", focus on patients, experts, resources and treatment. Take all measures to cut off the spread. Take all measures to protect susceptible people. Wearing masks, washing hands frequently, hot bathing, individual serving, home office, going out to maintain a social distance of more than one meter, eating nutritious foods rich in protein and vitamins, strengthening physical exercise and improving physical fitness are all effective ways to prevent COVID-19.

The objectives of organisations engaged with crowd situations are subject to serious threats that can disrupt and compromise their integrity and prevent desired outcomes. By employing a risk management process, organisations can identify and assess threats, vulnerabilities and weaknesses and also the likelihood and consequences to the security environment. Risk management involves identifying and assessing threats to the operating environment or strategic goals and prioritizing resources to minimise, monitor and control the impact of events (incidents).

This study investigates the impact of thought suppression over a 1-week interval. In two experiments with 80 university students each, we used the think/no-think paradigm in which participants initially learn a list of word pairs (cue-target associations). Then they were presented with some of the cue words again and should either respond with the target word or avoid thinking about it. In the final test phase, their memory for the initially learned cue-target pairs was tested. In Experiment 1, type of memory test was manipulated (i.e., direct vs. indirect). In Experiment 2, type of no-think instructions was manipulated (i.e., suppress vs. substitute). Overall, our results showed poorer memory for no-think and control items compared to think items across all experiments and conditions. Critically, however, more no-think than control items were remembered after the 1-week interval in the direct, but not in the indirect test (Experiment 1) and with thought suppression, but not thought substitution instructions (Experiment 2). We suggest that during thought suppression a brief reactivation of the learned association may lead to reconsolidation of the memory trace and hence to better retrieval of suppressed than control items in the long term.

Background: Ethical issues have been raised about using the psychological autopsy approach in the study of suicide. The impact on informants of control cases who participated in case-control psychological autopsy studies has not been investigated. Aims: (1) To investigate whether informants of suicide cases recruited by two approaches (coroners’ court and public mortuaries) respond differently to the initial contact by the research team. (2) To explore the reactions, reasons for participation, and comments of both the informants of suicide and control cases to psychological autopsy interviews. (3) To investigate the impact of the interviews on informants of suicide cases about a month after the interviews. Methods: A self-report questionnaire was used for the informants of both suicide and control cases. Telephone follow-up interviews were conducted with the informants of suicide cases. Results: The majority of the informants of suicide cases, regardless of the initial route of contact, as well as the control cases were positive about being approached to take part in the study. A minority of informants of suicide and control cases found the experience of talking about their family member to be more upsetting than expected. The telephone follow-up interviews showed that none of the informants of suicide cases reported being distressed by the psychological autopsy interviews. Limitations: The acceptance rate for our original psychological autopsy study was modest. Conclusions: The findings of this study are useful for future participants and researchers in measuring the potential benefits and risks of participating in similar sensitive research. Psychological autopsy interviews may be utilized as an active engagement approach to reach out to the people bereaved by suicide, especially in places where the postvention work is underdeveloped.

Aim. To estimate the impact of in vivo secretions of water plantain (Alisma plantago-aquatica) on the popula- tions of pathogenic bacteria Erysipelothrix rhusiopathiae. Methods. The plants were isolated from their natural conditions, the roots were washed from the substrate residues and cultivated in laboratory conditions for 10 days to heal the damage. Then the water was changed; seven days later the selected samples were sterilized using fi lters with 0.2 μm pore diameter. The dilution of water plantain root diffusates in the experimental samples was 1:10–1:10,000. The initial density of E. rhusiopathiae bacteria populations was the same for both experimental and control samples. The estimation of the results was conducted 48 hours later. Results. When the dilution of root diffusates was 1:10, the density of erysipelothrixes in the experimental samples was 11.26 times higher than that of the control, on average, the dilution of 1:100 − 6.16 times higher, 1:1000 – 3.22 times higher, 1:10,000 – 1.81 times higher, respectively. Conclusions. The plants of A. plantago-aquatica species are capable of affecting the populations of E. rhusiopathiae pathogenic bacteria via the secretion of biologically active substances into the environment. The consequences of this interaction are positive for the abovementioned bacteria, which is demon- strated by the increase in the density of their populations in the experiment compared to the control. The intensity of the stimulating effect on the populations of E. rhusiopathiae in the root diffusates of A. plantago-aquatica is re- ciprocally dependent on the degree of their dilution. The investigated impact of water plantain on erysipelothrixes should be related to the topical type of biocenotic connections, the formation of which between the test species in the ecosystems might promote maintaining the potential of natural focus of rabies. Aim. To determine the response of the populations of Erysipelothrix rhusiopathiae and Leptospira interrogans pathogenic microorganisms to the impact of broadleaf cattail (Thypha latifolia) root diffusates. Methods. Aqueous solutions of T. latifolia root diffusates were sterilized by vacuum fi ltration through the fi lters with 0.2-micron pore diameter. The experimental samples contained cattail secretions, sterile water, and cultures of E. rhusiopathiae or L. interrogans. The same amount of sterile water, as in the experimental samples, was used for the purpose of control, and the same quantity of microbial cultures was added in it. After exposure, the density of cells in the experimental and control samples was determined. Results. Root diffusates of T. latifolia caused an increase in cell density in the populations of E. rhusiopathiae throughout the whole range of the studied dilutions (1:10–1:10000). In the populations of the 6 studied serological variants of L. interrogans spirochetes (pomona, grippotyphosa, copenhageni, kabura, tarassovi, canicola), the action of broadleaf cattail root diffusates caused the decrease in cell density. A stimulatory effect was marked in the experimental samples of the pollonica serological variant of leptospira. Conclusions. The populations of E. rhusiopathiae and L. interrogans pathogenic microorganisms respond to the allelopathic effect of Thypha latifolia by changing the cell density. The obtained results provide the background to assume that broadleaf cattail thickets create favorable conditions for the existence of E. rhusiopathiae pathogen bacteria. The reduced cell density of L. interrogans in the experimental samples compared to the control samples observed under the infl uence of T. latifolia root diffusates suggests that reservoirs with broadleaf cattail thickets are marked by the unfavorable conditions for the existence of pathogenic leptospira (except L. pollonica).
