For the Republic of Moldova, international labour migration is an important factor in overcoming imbalances both in the labour market and in the national economy. International labour migration, through its transfers, contributes to economic growth and the combating poverty. At the same time, labour migration generates certain economic and social risks related, first of all, to the aging population and the increase of the labour force deficit on the labour market. One solution to overcoming these risks would be to stimulate return migration and the integration of returned migrants into employment, an activity that is the responsibility of the National Employment Agency. The analysis of the impact of labour migration on the national economy and the labour market, as well as the role of the Employment Agency in the process of integration of returned migrants is the object of study of this article.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security. The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.

AbstractThe Republic of Serbia must make significant efforts to promote and exploit renewable energy sources and increase energy efficiency in all energy sectors to ensure energy security and economic competitiveness, reduce the negative impact on the environment from energy production and use, and contribute to global efforts to reduce greenhouse gases. Within the paper several issues of integration of recently realized CHP plant are introduced and discussed. Firstly, the legal and energy policy issues in the Republic of Serbia regarding connecting CHP to the grid are presented. The challenges and technical solutions for CHP connection to the grid, as well as power quality issues and the role of the CHP plant during the restoration of power supply during the maintenance of the substation and unplanned loss of high voltage supply, are presented and discussed. Finally, the impact of prospective massive integration of CHP on the energy balance and CO2 emission reduction in the province of Vojvodina in Serbia is investigated and discussed. Since it is the first CHP plant realized in Serbia, it is crucial that experience be shared to all potential stakeholders in the future energy efficiency projects.

Актуальность исследования для экономики усиливается такими явлениями, как влияние мирового финансового кризиса, усложнение отраслевой и территориальной структуры производства, усиление интеграции всех сфер общественной жизни, возрастание значения экологических, социальных и политических факторов развития общества, повышение трансакционных издержек принятия решений в сфере управления. Изучение литературы о территориях дает основание определить понятие региональной системы России как элемент, подсистему некоторой иерархической системы, в роли которой выступает национальная экономика. Процессы глобализации коренным образом изменяют роль регионов в национальной экономике. Регион постепенно становится не только отдельным экономическим агентом, но также вступает в мировые конкурентные процессы. Положение территориально-организованных систем оказывается зависимым не только от макроэкономических условий или возможностей самих регионов, но также от расстановки конкурентных сил, механизмов взаимодействия регионов с другими субъектами. В этой связи возникает необходимость системных исследований с целью выработки комплекса мер, которые будут способствовать повышению конкурентоспособности экономики в целом, ее регионов в частности. Существующий инструментарий региональной экономики является уже недостаточным для анализа такого рода проблем, а традиционный конкурентный анализ не рассматривает регионы в качестве субъектов конкуренции. Требуется расширение и применение новых теоретических подходов к анализу региональных экономических систем и эффективности их развития, формированию целостной концепции развития территориальной организации хозяйства, что обусловило актуальность данного исследования. The relevance of the study for the economy is enhanced by such phenomena as the impact of the global financial crisis, the complication of the sectoral and territorial structure of production, the strengthening of integration of all spheres of public life, the increasing importance of environmental, social and political factors in the development of society, the increase in transaction costs of decision-making in the field of management. The study of the literature on territories gives grounds to define the concept of the regional system of Russia as an element, a subsystem of some hierarchical system, in the role of which the national economy acts. The processes of globalization are fundamentally changing the role of regions in the national economy. The region is gradually becoming not only a separate economic agent, but also enters into global competitive processes. The position of geographically organized systems turns out to depend not only on the macroeconomic conditions or the capabilities of the regions themselves, but also on the alignment of competitive forces, the mechanisms of interaction of regions with other entities. In this regard, there is a need for systematic research in order to develop a set of measures that will contribute to improving the competitiveness of the economy as a whole, its regions in particular. The existing tools of the regional economy are no longer sufficient to analyze such problems, and traditional competitive analysis does not consider regions as subjects of competition. It requires the expansion and application of new theoretical approaches to the analysis of regional economic systems and the effectiveness of their development, the formation of an integral concept of the development of the territorial organization of the economy, which determined the relevance of this study.

In the Republic of Moldova, the main factor contributing to the floods is the torrential rains from the warm semester of the year, which create favorable conditions for triggering strong, sometimes catastrophic floods in the rivers of the republic, especially in the smaller ones. During the study period, 40 floods with significant damage were recorded in the country, with an annual frequency ranging from 0 to 12 cases. In the administrativeterritorial profile, the damages caused by the aforementioned floods varied greatly. Based on the statistical data, a digital map was developed reflecting the degree of exposure of the territory of the Republic of Moldova in the administrative-territorial aspect to the mentioned risk, expressed by the value of the damages caused. In order to reduce the impact caused by the flood floods, measures have been developed to prevent, reduce and combat the negative effects of that risk.

In this paper, we model the impact on the entry into poverty of a range of demographic and labour market events. Our analyses are based on longitudinal panel data from two countries belonging to a different regime type – Belgium and Britain. The results show that while in Belgium the impact of most life events is relatively small, in Britain most demographic and labour market events significantly raise the chances of becoming poor. We link the observed poverty entry patterns to the ways in which economic welfare in Belgium and Britain is distributed between the three main systems of resources distribution: the welfare state, the labour market and the family. We furthermore find that the combined influence of the interrelated parts of the welfare regime on the role of women in the household economy is a potentially important explanatory factor.

This introduction offers an overall framework for the eight articles in this issue of the Journal of European Studies, which focus on Romanian identity and consciousness. It looks at the general history of Romania and the Republic of Moldova to show the evolution of consciousness over a century, since the formation of ‘Great Romania’ in 1918 to the present day. Aspects such as collective memory, migration, the change in the role of women, the crisis of the contemporary state, education and religion, as well as an overall crisis of patriarchy within a globalized context are discussed based on the analysis offered by the authors in their articles.

The main purpose of our approach is to analyze the activity of craftsmen (artisans) in the field of artistic metal processing in the second half of the twentieth century – the beginning of the twenty-first century. The work of the artists includes various decorative boards representing village life, heroes of folk tales and agricultural work, emphasizing the impact of folk art on the subjects approached by decorative craftsmen. Jewelry, being a relatively apolitical field, is represented by necklaces with pendants, earrings, brooches, rings, all made of noble metals and fine, ornamental pebbles. Based on archival documents, exhibition catalogs and interviews with artists who used to make jewelry and various metal plates, was presented relevant information regarding the activity of craftsmen whose names were recently revealed (Alexei Marco, Gheorghe Cojusnean, Vladimir Calasnicov, Vladimir Vasilkov etc.). Also, in the scientific circuit were introduced new, forgotten or less known names: Vasili Sochin, Iuri Terehov, Natalia Vavilina and others. The evocation of their creation comes to complete the general picture of the evolution of decorative art, implicitly of the artistic processing of metals from the Moldovan SSR and the Republic of Moldova.
