The problems of supporting small and medium-sized businesses are relevant for both developed and emerging economies. The level of business development depends on the effectiveness of state policy, which affects the rate of economic growth, GDP dynamics, and innovation activity. The article emphasizes the positive impact of strategic planning at the state level, the inclusion of projects for the development of small and medium-sized businesses in Federal and national projects, state programs. However, the article highlights the problems of increasing the effectiveness of state support. The author analyzes the directions of state support for small businesses, as well as support for individual sectors and sectors of the economy, such as energy. The growth of public investment in the construction of state property objects is emphasized. The development of the transport system, energy, construction of major facilities, and innovative development require state support. A comparative analysis of the forms and directions of support in Russia and other countries is provided. There is a need for state support tools that exclude simple spending of budget funds, and there is a need for clearer conditionality of receiving funds and reporting. For innovative development of economy it is necessary to provide such support tools that would increase the level of innovative activity, effectiveness of R & d, commercialization of intellectual property, the development of technological innovation.

Researched are social and political effects of the COVID-crisis, having significant impact on all spheres of Russian civil society and the rule of law. Under the current conditions, Russian entrepreneurship and small and medium-sized businesses are under the threat of unforeseen challenges in the economy, and the risks of bankruptcy and unemployment have increased to their maximum in recent years. To understand the causes and content of the processes occurring in the economy, it becomes relevant to analyze the adequacy and effectiveness of state measures of social, political and economic support from the point of view of entrepreneurs themselves, who make a specific contribution to the country’s economy and provide jobs and wages for employees. Establishing feedback and dialogue in the interaction of business and government is a problem area for using state support tools. The research results showed that more than half of the enterprises were not included in the list of affected industries compiled by the authorities, and the support measures proposed by the state proved to be unavailable or ineffective for promptly solving the current problems of the majority of Russian entrepreneurs. The article examines the reserves and opportunities for improving the effectiveness of state support measures for Russian entrepreneurship.

The paper aims at the overview of the main approaches of state support implemented by developed and developing countries and the assessment of their distorting influences on the trade with agricultural commodities. The current state of state support is analyzed on the examples of EU-27, the USA and Japan. The experiences of developing countries are summarized on the examples of China, Russia and the CIS countries. State support tools are grouped according to the WTO classification. The alternative classification is implemented in order to compare the distorting effects caused by the state support. The EPACIS model is implemented to analyze the effects of trade liberalization for the distribution of agricultural commodities and trade policies in developing countries. The model is adjusted in order to assess the effects of state support for the production and trade with agricultural commodities in developing countries, recently accessed the WTO (the case of Russia). Imitation calculations allow formulating policies for the developing agricultural markets depending on the degrees of their sensitivity to foreign trade regulations and domestic support.

The issues concerning the study of prospects of agricultural products export are considered in the article, including working out a strategic plan of Russian seafood export development. The analysis of revealed priority export markets for fish and fish products is conducted using a number of indicators in order to work out the encouragement and support tools of development of fish and seafood export from Russian Federation. The basic mechanisms of state support of seafood export development are described as one of the priority guidelines of agroindustrial complex development.

Subject. The article examines financial instruments of State support for small and medium-sized enterprises (SMEs) in Russia, in the context of the crisis and pandemic. Objectives. The purposes are to unveil major financial and economic mechanisms and instruments of State support for SMEs, analyze the results of State policy, aimed at financial assistance to SMEs, assess measures to support SMEs during the crisis and pandemic, and define the main directions of State policy development in relation to SMEs in the coming years. Methods. The study employs methods of logical, statistical, qualitative and qualitative analysis, and graphical methods for presenting the results of information analysis. Results. I identify economic problems, faced by SMEs in the most affected spheres of activity, reveal that the vulnerable position of SMEs rests on insufficient financial stability of companies, which is associated with negative changes in the economy that disrupted the economic linkages among entities, and a decrease in lending from the banking sector. Conclusions. In Russia, there are serious problems in SME development. To solve them, it is necessary to maintain anti-crisis measures and continue targeted support to SMEs in priority sectors of the economy. It is crucial to develop comprehensive financial support for SMEs, consolidate all support tools provided by credit institutions and participants of the National Guarantee System, expand the access of SMEs to participation in procurement of the largest customers, and digitalize the procurement process on the basis of a digital platform.
