The issues concerning the study of prospects of agricultural products export are considered in the article, including working out a strategic plan of Russian seafood export development. The analysis of revealed priority export markets for fish and fish products is conducted using a number of indicators in order to work out the encouragement and support tools of development of fish and seafood export from Russian Federation. The basic mechanisms of state support of seafood export development are described as one of the priority guidelines of agroindustrial complex development.

The article presents the modern legal framework for the restoration and development of the land reclamation industry in the Russian Federation; specifics of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food, considering the implementation of the departmental program "Development of the Land Reclamation Complex of the Russian Federation". The formulation and content of the concept of the socio-economic potential of amelioration of the country have been concretized, which made it possible to identify the target orientation of such private potentials of the industry as: resource, innovation and technical, investment and entrepreneurial, economic, regulatory, social and personnel and information and digital. The classification of factors influencing the social and economic potential of land reclamation in the Russian Federation was substantiated and the relationship between the leading groups of these factors, focused on the financial and investment potential of agricultural producers, government support and the level of demand for agricultural products, was visualized. The official documents are detailed, which allow to manage the personnel potential of the industry, as the most important component of its reclamation potential. Sectoral guidelines for the development and formation of ameliorative potential at the federal level and the importance of regional programs for the development of rural areas are outlined. In the course of the study, it was revealed that there was no relationship in the regulatory documents on the formation and development of the potential of the reclamation industry of the agroindustrial complex, and it was concluded that it was necessary to improve the mechanisms of regulatory and methodological tools.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The article is devoted to some aspects of creating very complex technological systems in the agroindustrial complex of Russia. The foreseeable developments of these systems are in the focus of attention, which allows them to be referred to agro-complexes for the mass production of basic types of food. The growing complexity of APC technologies is seen as a dialectical inevitability in their development, which simultaneously leads to a simplification of the functioning of all processes in the agro-complex. The range of issues under discussion includes the urgency and expediency of creating system technological complexes in the agroindustrial complex, their structure and structure, the system regularities of these complexes, as well as the issues of constant renewal through innovations that need to be planned. This concerns the ties of subordination and cooperation, the modernization of production technologies and processing of agricultural products, the introduction of new equipment and computer technology. The issue of transition to cognition of very complex technological systems is considered, which is connected with the development of methods for comprehension of new types of complexity and methods for its overcoming. The forecasted appearance of the system complex "Agrarian-food technology" in the form of a block diagram is described in detail, as well as the components of the expected effect of its functioning. The expediency of the requirements of processing industries to the technological properties of agricultural products is substantiated. The scientific and organizational conditions for the dynamism of the development of agro-industrial complex technologies are formulated.

The article reveals a real situation in the Russian Land Reclamation Complex, and the using of developed areas; there are presented the causes of insufficient using efficiency of the developed lands. The main goal of land reclamation developing is formulated; it is its renovation according to modern engineering and technical level, of available land reclamation and hydro-economic fund of Russian Federation. There are developed the  main measures aimed to the rehabilitation of technical and economic and technological potential of land reclamation systems, ensuring proper functioning of the land reclamation and hydro-economic complex, as well as the using for agricultural production no less than 90% of available developed lands; that is the most rational way for getting of ecologic and economic balanced productivity of developed lands and a base for the country’s future stable land reclamation complex development. Under global political and economic competition conditions and economic crisis development and the raising of social and economic issues, land reclamation complex development is possible only after working out of the State Program on rehabilitation and development of land reclamation complex of Russian Federation in 2021-2020, keeping in mind the regional specific conditions of farming development, technical condition and level of land reclamation systems, real use and ecologic condition of developed lands.

The article analyzes the concept and main directions of small business in the Russian Federation. In the framework of innovation support directions, direct and indirect methods of stimulating the industry have been identified. The results of financing small businesses in 2018 are presented. The study reflects the features of the regulatory framework in the field of state regulation of small innovative business. Some changes in fiscal policy since 2019 have been noted. The De-crees of the RF Government “Strategy for Small Enterprises in Russian Federation for the period up to 2030” and “Digital Economy of the Russian Federation” are the fundamental regulatory documents in the field of improving the support of small innovative businesses. Creating and operation of business incubators, coworking centers and cooperation with universities were highlighted as available forms of support. The experience of foreign countries testifies to the attention of the private sector as a source of support for small businesses. Foreign structures for promoting the development of small business innovative activities are presented, such as Small Business Financing Corporation in Japan, Federation of Industrial Research Associations in Germany, Technological Innovation Fund in Italy, National Agency for the Implementation of Research Results in France, etc. Based on the results of the analysis, principles and measures have been developed to improve the activities of state bodies in developing tools for state support of small innovation entrepreneurship. It is proposed to analyze the events in the context of three constituent elements: methodological, regulatory and functional resource blocks. The proposed system for developing state support tools for small innovative businesses covers all levels of government: federal, regional and municipal.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

Important trends in development of world's mineral complex at the beginning of the 21st century are increase of supply and demand for mineral materials differentiated for various metals and nonmetallic mineral resources, regions and countries; concentration of production of mineral commodities in small number of countries; falling availability of economic reserves of raw materials for world economy even at current level of material extraction. The tendencies should be taken into account when working out strategy of development of Russian mineral base.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
