Poverty and unemployment remain the main issue in India. These issues are mostly found in rural areas. The Government of India has been formulating various programs for rural growth and poverty eradication. One such programmed is the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), a successful program in promoting gender equality, empowering women, and creating long-lasting infrastructure in rural areas providing employment. The study was conducted in the Kaithal district of Haryana covering a sample of 100 beneficiaries. The collected data has been analyzed using simple frequency and percentage analysis, descriptive analysis, and correlation analysis. The results have revealed that the program was successful in empowering the women of the district.

The Mahatma Gandhi National Rural Employment Guarantee Act 2005 (MGNREGA) has been notified by the Government of India on 7th September 2005 with the primary objective of enhancing the livelihood security of the unskilled labors in the rural areas of the country by providing guaranteed wage employment to every household whose adult members volunteer to do unskilled manual work. The MGNREGA, which is one of the flagship projects of the government, promises 100 days of work per year to the unemployed at a CPI inflation-indexed wage rate. As there is an increase in the disposable income on account of the implementation of the scheme, it is expected that the standard of living and the expenditure pattern of the household covered under the MGNREGA scheme would undergo a tremendous change. As most of the expenditure of the rural households covered under the scheme is supposed to be drastically changed, it is felt that there is a need to study the impact of the scheme on these households. National Rural Employment Guarantee Act (NREGA) aimed at providing direct employment to the deserving rural people has been in operation for last many years. The present study had conducted to assess the role of NREGA programme with the following specific objectives: (i) To study socio-economic profile of the beneficiaries of NREGA (ii) To assess the contribution of NREGA in socio-economic development of its beneficiaries (iii) To identify the factors of success and failure (iv) To render suitable suggestions for further improvement in the NREGA programme. Research gap of this study was to analyze the profitability of social programmes being initiated by governments. Results showed Socio-economic profile of the respondents that most of the respondents were male, in the middle age group, hailing from Schedule Caste category and were having little education and low income level. The profile of beneficiaries of NREGA programme indicated that the benefits of this programme is going to the deserving people. Rural connectivity (repair of roads etc.), village cleanliness, plantation were the major areas in which the NREGA beneficiaries worked under the supervision of a Mate. The village Sarpanch proved to be the major person who made aware to the beneficiary and helped them to get employment under this programme. On an average beneficiary of NREGA got employment for 15 days in a month. All the beneficiaries of the NREGA programme got prescribed wage i.e. Rs.123 per day which was paid timely to the respondents. 1/5th of the respondents held that dependency on the farmers had reduced after joining NREGA programme and also wage rate had increased in other activities in villages due to the arrival of NREGA programme. 38 per cent of the respondents opined that NREGA activities helped them to remove idleness whereas 25 per cent of respondents felt more social recognized after joining NREGA. Overall the launching of NREGA programme had increased the demand for labour in rural areas. The non beneficiary of NREGA programme did not join the NREGA largely due to social inhibition (not ready to do labour in own village), low wage rate and irregularity of work. Irregular grants and work opportunities, less wage rate were the major constrains experienced by the beneficiaries of NREGA. Regularity in grants, generating adequate employment opportunity may prove more useful for NREGA beneficiary and society at large.

Rural development has been the major concern areas since the implementation of the First Five Year Plan in our country. Governments at the Centre and State level have implemented many programmes and schemes to achieve socio-economic development of rural areas in the country. MGNREGA is one of those programmes and schemes. It came into force on February 2, 2006. This flagship programme of the Government of India aims at enhancing the livelihood security of households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work. The primary objective of the scheme is to augment wage employment. This is to be done while also focusing on strengthening natural resource management through works that address causes of chronic poverty like drought, deforestation, and soil erosion and thus encourage sustainable development. To review the implementation and working of the MGNREGA, social audit is one of the important tools evolved and implemented as a part of MGNREGA. It brings transparency and accountability not only in the implementation of MGNREGA but also in the working of Gram Panchayat. Therefore, this paper aimed at examining the effectiveness of social audit in Hamirpur district of Himachal Pradesh.

The National Rural Employment Guarantee Act (NREGA), launched in February 2006 was renamed in October 02, 2009 as the Mahatma Gandhi National Rural Employment Guarantee Act (henceforth, MGNREGA). It is an anti-poverty flagship programme of the Government of India. The key purpose of MGNREGA is to enhance wage employment in the rural areas by providing at least 100 days of guaranteed employment to every household in a financial year.  The MGNREGA implementation status report for the financial year 2012-2013 unfolds that the programme has already provided employment to 44.9 million households across 28 districts and five union territories. Hence, it is becoming increasingly difficult to ignore the impact of MGNREGA on women beneficiaries. A plethora of research argues that MGNREGA, which promotes inclusive growth, is a vehicle of change, a lifeline for rural women. So far, however, there has been very little discussion about the impact of MGNREGA on women beneficiaries of Assam. This research is an attempt to examine the participation of women in MGNREGA, Assam. It critically looks at the issues, problems and challenges confronted by the women while working at MGNREGA. Written from a feminist perspective on gender, poverty and women’s empowerment, the research seeks to address the problems of the women beneficiaries through their lived experiences. For this, we conducted in-depth interviews with the women beneficiaries in the months of August and September, 2009 in four remote areas namely, Burka, Chandrapur, Barbhang and Muguriya, the first two situated in Kamrup, while the third and the fourth in Barpeta districts of Assam, where the programme of MGNREGA is on-going. The findings of the research suggest measures so that the programme can be made more effective in the long run.

The government should sponsor private Sector to promote tourism in rural areas. For upgrading the rural tourism government requires to understand the rural location, demography, socio-culture, financial and political background of that area. How we can involve the rural citizens to improve their socio-economic condition. The objective of this paper is to present an update on rural tourism expansion and development in India. Rural tourism is rising in terms of number of visitors and the government of India should focus on it as an engine of growth

Purpose Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform. Design/methodology/approach This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged. Findings The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).” Originality/value This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

<strong>English</strong><br />Qualified human resources with a good commitment to develop agricultural sector is one of the determining factors toward sustainable agricultural development. However, agricultural development deals with significant issue especially reduction in the number of young farmers. This paper aims to review structural changes from perspective of aging farmer and declined number of young farmers in Indonesia and other countries. Specifically, this paper identifies various factors causing the changes and describes the policies needed to support young workers to enter agricultural sector. The method used in this paper is both descriptive analysis and cross tabulation. The results show that aging farmers and young farmers decline in Indonesia keep increasing. The phenomena are also found in other countries in Asia, Europe, America and Australia. Various factors causing lack interest of young workers in agricultural sector, namely less prestigious, high risk, less assurance, unstable earning. Other factors are small size land holding, limited non-agricultural diversification and agricultural processing activities in rural areas, slow farm management succession, and lack of incentive for young farmers. To attract youth to enter agricultural sector, it is necessary to transform youth’s perception that agricultural sector currently is interesting and promising. The government needs to development agricultural industry in rural areas, introduces technology innovation, offers special incentives for young farmers, modernizes agriculture, and conducts training and empowerment of young farmers.<br /><br /><br /><strong>Indonesian</strong><br />Sumber daya manusia yang berkualitas dan memiliki komitmen membangun sektor pertanian merupakan salah satu faktor keberhasilan pembangunan pertanian berkelanjutan. Namun, pembangunan pertanian menghadapi permasalahan cukup serius, yaitu jumlah petani muda terus mengalami penurunan, baik secara absolut maupun relatif, sementara petani usia tua semakin meningkat. Tujuan makalah ini adalah melakukan review tentang perubahan struktural tenaga kerja pertanian dilihat dari fenomena aging farmer dan menurunnya jumlah tenaga kerja usia muda sektor pertanian di Indonesia dan di berbagai negara lainnya, mengidentifikasi berbagai faktor penyebab perubahan tersebut, serta kebijakan yang diperlukan untuk mendukung tenaga kerja muda masuk ke  sektor pertanian. Metode penelitian yang digunakan adalah analisis deskriptif dan tabulasi. Hasil analisis menunjukkan bahwa secara umum fenomena penuaan petani dan berkurangnya petani muda di Indonesia semakin meningkat. Kondisi seperti ini bukan hanya terjadi di Indonesia, namun juga di negara-negara lain di Asia, Eropa, dan Amerika.  Berbagai faktor penyebab menurunnya minat tenaga kerja muda di sektor pertanian, di antaranya citra sektor pertanian yang kurang bergengsi, berisiko tinggi, kurang memberikan jaminan tingkat, stabilitas, dan kontinyuitas pendapatan; rata-rata penguasaan lahan sempit; diversifikasi usaha nonpertanian dan industri pertanian di desa kurang/tidak berkembang; suksesi pengelolaan usaha tani rendah; belum ada kebijakan insentif khusus untuk petani muda/pemula; dan berubahnya cara pandang pemuda di era postmodern seperti sekarang. Strategi yang perlu dilakukan untuk menarik minat pemuda bekerja di pertanian antara lain mengubah persepsi generasi muda bahwa sektor pertanian merupakan sektor yang menarik dan menjanjikan apabila dikelola dengan tekun dan sungguh-sungguh, pengembangan agroindustri, inovasi teknologi,  pemberian insentif khusus kepada petani muda, pengembangan pertanian modern, pelatihan dan pemberdayaan petani muda, serta memperkenalkan pertanian kepada generasi muda sejak dini.

This survey research based study sought determinants of biogas technology adoption in rural areas of Pakistan. Stratified random sampling technique was employed to select respondents because the population was unknown and heterogeneous in nature. Total 240 respondents (150 biogas users and 120 potential users) were selected and face to face interviewed using a structured, validated and pre-tested questionnaire. Along with descriptive analysis of data logistics regression model was applied to investigate the determinants of biogas adoption. Findings affirmed significant role of socio-economic characteristics  of respondents in the adoption of biogas technology. Empirical findings reported a significant impact of education, the income of households and the number of animals on the adoption of biogas technology. This implies that unit increase in education, income and number of animals will escalate the adoption of biogas technology. Tackling energy crisis, economic benefits, and production of slurry for soil fertility, health gains and environment-friendly nature of biogas were perceived reasons of biogas adoption among the biogas users. Non-government organizations and neighbours were leading motivational factors behind adoption as revealed by users. However, role of electronic media, print media and government institutionsin promoting biogas was reported dismal. This study urge that biogas is valuable alternative source of energy to combat energy crisis. In this way, provision of subsidies, interest free loans and technical backstopping could invoke potential users to adopt biogas technology.

Humans in meeting the needs of their lives need natural resources, in the form of land, water and air, and other natural resources that are included in renewable and non-renewable natural resources. However, it must be realized that the natural resources that humans need have limitations in many ways, namely limitations regarding their availability in quantity and quality. Certain natural resources also have limitations according to space and time. The government needs to take alternative steps to determine the potential and problems in the use of natural resources. The purpose of this study is to find out how the role of the government through its policies in managing the environment. This research uses the descriptive analysis method. The results of the study indicate that the creation of a fair and firm environmental law enforcement to manage natural resources and the environment in a sustainable manner with the support of quality human resources, the expansion of the application of environmental ethics, and socio-cultural assimilation are increasingly stable.
