Our nation has the longest written constitution but the implementation of the Local Governance has been transferred and their efficiency has properly monitored or rectified by the state and central government. This is conceptual research has been done in the implementation process. This research mainly focused on quality of life. The Lack of Implementation process is connected with resource exploitation. Resource exploitation has two type’s human resource exploitation and natural resource exploitation. The directly three systems are connected with sustainable development but overall development left without because of bureaucratic, social leaders, and Knowledgeable people this research is not critical research but this research has a starting point for many reformations. This concept has defined implementation process is not based on rule of law it should be considered by social issues and clearly instructing for the proper implementation process and reduce the level exploitation and monitoring the unethical professionals and their rectification processing time will be less. This concept has separated no proper implementation process and improper implementation and analyzing the important factors for the proper implementation process. The factors like misuse of power and inefficiency should not affect the proper implementation process. The result of the lack of implementation process is organized resource exploitation. This plan will reduce the worst handling of decentralization process may be a strong reason for the lack of implementation process will directly connect with the organized resource exploitation. This research focusing on the efficiency and equity of the governance strongly insisted people should train by the local governance free from favoritism, partial’s and nepotism, thisplanhas look into transforming the local governance. It will solve prolonging and procrastination in their issues It will reduce the organized crime result of lack of implementation process. Identify the exploiter or victim. The idea will combine the education system Social system and governance syste into one roof. To analyze all type of social issues and protect the weaker section.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

Good governance in the public sector implies high accountability levels. Accountability is a multidimensional concept that includes the quantity and reliability of disclosures as well as rendering accounts to the citizenry. Nowadays, good governance, accountability, and financial performance are key for the long-term sustainability of autonomous public sector organizations. The objective of this paper is to study how key governance features relate to the quantity and quality of the information disclosed. In particular, how the governing body, financial performance and organizational features relate to online transparency and financial reporting quality, as well as how these two accountability dimensions are related. To fulfill this objective, we have used the Structural Equation Modeling, Partial Least Squares (PLS-SEM) approach. The focus of our analyses is on Spanish central government agencies. The size of, and a greater presence of independent members in, the governing body are explanatory factors behind the quality of the financial reports. Our findings also show that the quality of the financial information is also affected by the pressure that Eurostat requirements -deficit limits- puts on public sector entities, which leads to the use of smoothing practices. Online disclosure practices are not explained by the features of the governing body, but by the size of the agencies and their financial results. The better the financial reporting quality, the higher the online disclosure levels.

ABSTRACT Public demand for good governance is increasing. This encouraged the central government and local governments to implement the public accountability. One indicator of the performance of local governments in the field of financial management indicated on the output of the quality of the financial statements are realized by the opinion of local government financial statements based on the audit by the Supreme Audit Agency (BPK). This study aimed to examine the effect of motivation, job satisfaction and commitment to quality financial statements regional governments made by employees who handle accounting on regional work units and the Regional Finance Management Unit (SKPD and SKPKD) Depok city government. Data analysis was performed using Structural Equation Modeling (SEM) with aid Linear Structural Relations (Lisrel). The results show that the motivation, job satisfaction and commitment is positively related and significant effect on the quality of financial reporting. ABSTRAK Tuntutan masyarakat terhadap pengelolaan pemerintahan yang baik semakin meningkat. Hal ini mendorong pemerintah pusat dan pemerintah daerah untuk menerapkan akuntabilitas publik. Salah satu indikator kinerja pemerintah daerah di bidang pengelolaan keuangan ditunjukkan dari keluaran berupa kualitas laporan keuangan yang diwujudkan oleh opini laporan keuangan pemerintah daerah berdasarkan audit oleh Badan Pemeriksa Keuangan (BPK). Penelitian ini bertujuan untuk menguji pengaruh motivasi, kepuasan kerja dan komitmen terhadap kualitas laporan keuangan pemerintah derah yang dibuat oleh pegawai yang menangani akuntansi pada Satuan Kerja Perangkat Daerah dan Satuan Kerja Pengelola Keuangan Daerah (SKPD dan SKPKD) pemerintah kota Depok. Indonesia has been undergoing a reform process. It started with the process of rapid decentralization government began in 1999 from a strong centralized system. One of its process is the introduction of decentralization, a process of transfer power from the central government to provinces to sub-provinces. Decentralization became a worldwide phenomenon since over three decade. Countries around the world use decentralization principles with varying degree, mostly by transferring responsibilities of public service delivery to lower levels of government. The decentralization literature promotes the good governance aspects associated with decentralization including local citizen participation, democratic elections and financial and political equity. Decentralization in Indonesia is much more of an administrative decentralization rather than a fiscal decentralization. The central government continues to control a vast share of the revenues required for local governance under true decentralization.Key words: Decentralization, Reform Process, Centralized System, Governance

Education is very important for the continuity of the development of a nation, for that we need to find a way for action to be taken right in improving practical education and also academics in the era of blood autonomy and also autonomy in education. For this reason, it is necessary to apply a number of management principles so that education in Indonesia is of higher quality, such as the efficiency of internal and external education, good governance can also affect education in Indonesia. for this reason, it is necessary to apply several approaches so that education runs according to what is expected (1) increasing institutional capacity and all programs in the education sector can be implemented, (2) developing the quality of education through inputs, processes and results based on regional autonomy (3 ) benefits and impacts of basic education on regional autonomy. therefore the need for educational autonomy in supporting quality education because of the benefits of educational autonomy such as (1) Dependence on the central government both in funding, facilities, human resources, and also curriculum which causes less creativity of blood because it is too dependent on the central government. (2) There are demands for reform in the education sector (3) There are demands from parents, community participation, business, labor associations to participate in controlling each activity and assessing quality in education processes and expenditures. (4) Educational structures can also affect in the education process if the centralized educational structure will have an impact on the lack of community participation and also the inability in existing bureaucracy to respond to all needs and demands to improve the quality of education in the era of educational autonomy.

Abstract Local governance in developing countries demonstrates many problems related to financial sources and good governance of their finances. Local Self-Government (LSG) units in the Republic of North Macedonia are very small which results in a lack of capabilities to raise enough funds to offer delegated services. The local government in the Republic of North Macedonia centralizes almost all public finance. Local budgets depend heavily on state transfers and donations from the central budget. The lack of funds remained a crucial problem even though there were some attempts for the decentralization process. Practically, governments in many of the local governments in North Macedonia could not secure their resources. In this way, they could come with specific charges, but all taxes are decided by the central government. The practice showed that local governments before borrowing needs to be approved by the Ministry of Finance. The Republic of North Macedonia as a potential candidate to join the European Union should make several changes regarding the legislation during the process of accession to benefit from being a small candidate country. The main aim of this paper is to investigate alternative financial sources such are Municipal Bonds, Partnership Sukuk securities, and PPP. Unfortunately, many financial alternatives have not been able to be implemented due to failures in reforms and good financial governance. But they remain an open opportunity for developing a local government in the future.

Many rising issues, such as urbanization, migration, social equality, housing, provision of public goods and services, are presenting the greatest challenge to county governments. In order to effectively tackle those social issues, the central government has delegated greater power and responsibility to local governments, particularly county governments. This paper seeks to address the following question: Does empowering county government improve local governance in rapidly urbanizing China? By answering the question, this study evaluates the effects of decentralization of the central policy regarding urbanization and governance at the county level, and addresses the issue of how empowering county government could improve local governance in rapidly urbanizing China. The policy making of the five-year strategic plan of its substance, involves participation in the process of policy formulation through Development Deliberation discussion in decentralization of regional autonomy. That is, it delivers the authority of the central government to the autonomous regions in determining the policy (political authority) and implementing the policy (administrative authority), based on local voice and local choice. The local government is expected to identify needs, formulate development goals. The research used qualitative method with ethnography approach by collecting various data from various sources with deep-interview technique. The purpose of the study describes the three things, namely setting agenda, policy formulation and budgeting in a formulation of stakeholders' participation. For contribution: First: participation in development planning in tokenism and elitist party stages, partnerships between communities with bureaucracy and political officials are still subordinate union of partnership. Dialogue held is still pseudo and decision making are not done by bargaining among actors. Second: The quality of planning is still bad, because it has not been able to answer the needs of the community and there is no interconnected substance between documents with one another.
