The policy making of the five-year strategic plan of its substance, involves participation in the process of policy formulation through Development Deliberation discussion in decentralization of regional autonomy. That is, it delivers the authority of the central government to the autonomous regions in determining the policy (political authority) and implementing the policy (administrative authority), based on local voice and local choice. The local government is expected to identify needs, formulate development goals. The research used qualitative method with ethnography approach by collecting various data from various sources with deep-interview technique. The purpose of the study describes the three things, namely setting agenda, policy formulation and budgeting in a formulation of stakeholders' participation. For contribution: First: participation in development planning in tokenism and elitist party stages, partnerships between communities with bureaucracy and political officials are still subordinate union of partnership. Dialogue held is still pseudo and decision making are not done by bargaining among actors. Second: The quality of planning is still bad, because it has not been able to answer the needs of the community and there is no interconnected substance between documents with one another.

<p>Cultural expression and culture have informed the formulation of development outcomes and processes, with varying success. Historically, this has occurred incidentally to mainstream development priorities such as primary education and health, and food security. In recent decades have, however, international institutions have come to recognise the importance of culture to development both as an area of development as well as something which informs development planning and processes. Often, the cultural development agenda, where driven by institutions, has been largely for instrumental purposes. Thus far, there has been an emphasis in research on the relative absence of culture from development definitions and processes.  This thesis investigates the ways that film and film-making processes are contributing to a range of social and cultural outcomes in Oceania, and how these processes could be envisaged as contributing to a broader cultural development agenda. Using qualitative methods, this research examines how the regional imaginary is being practiced in different ways by film communities by drawing on several film projects across the region. This is couched in a discussion which examines the role of indigenous film as part of the global decolonisation agenda. It also highlights the importance of film as a means of decolonising identities and social practice.  This research reveals the diverse motivations for collaborative kinships in film. These in turn demonstrate how understandings of relationships between individuals and communities can be enable horizontal development. This demonstrates the tension between dominant understandings of development and regionalism. This research also highlights how film kinships, informed by regional connections, are collaborating to grow film-making in Oceania.  Using an intersectional framework drawing on scholarship from post-development theory and Pacific Studies, this research seeks to broaden the way that development is framed and practiced. While it is critical of some mainstream development tendencies – in policy formulation and practice – this research seeks to highlight how diverse and numerousapproaches are important. This research draws together an analysis of collaboration in film practice and endeavours to address inequalities in voice and representation of Oceanian peoples in film. It shows the contribution that film can make to expansive understandings of development in Oceania.</p>

Improvement of social welfare is the responsibility of the government. One way to overcome poverty and improve the poor quality of the living environment of the urban poor is a more humane manner by involving them in development planning. The conventional approach in the form of eviction for urban renewal undertaken during this creates urban social problems more acute and complicated and not sustainable in overcoming poverty. One of the policies that need to be taken, among others, is to build low-rent flats and community involvement in public policy making. The advantage is the increased sense of community and they can become agents of development control.

Governance has become an interesting field of study in public administration. The shifting of authority from central government to local government and even to village level becomes a challenge as well as an opportunity for bureaucrats to provide community services. It justifies why understanding of ideal and relevant governance is needed to solve current problems. As a bureaucracy aiming to serve the community, Nagari is expected to be able fulfilling the society’s needs. Based on this condition, this initiative was conducted in Nagari Talang Anau, Kecamatan Gunuang Omeh, 50 Kota Regency, West Sumatera Province to solve the problems of limited understanding of local government employees regarding state administration (government). To achieve this goal, the program began by contacting and making confirmation with Wali Nagari and then followed by training and socialization regarding state administration system (government), public policy formulation in Nagari, and community services. The result indicated that there were several problems in Nagari Talang Anau administration, such as limited access to information and technology sector, lack of programs by Lembaga Pemberdayaan Masyarakat (LPM) and insufficient human resources. Based on these problems, the authors and the team members suggested that Nagari administration should focus more on the issue of improving the quality of human resources.

Our nation has the longest written constitution but the implementation of the Local Governance has been transferred and their efficiency has properly monitored or rectified by the state and central government. This is conceptual research has been done in the implementation process. This research mainly focused on quality of life. The Lack of Implementation process is connected with resource exploitation. Resource exploitation has two type’s human resource exploitation and natural resource exploitation. The directly three systems are connected with sustainable development but overall development left without because of bureaucratic, social leaders, and Knowledgeable people this research is not critical research but this research has a starting point for many reformations. This concept has defined implementation process is not based on rule of law it should be considered by social issues and clearly instructing for the proper implementation process and reduce the level exploitation and monitoring the unethical professionals and their rectification processing time will be less. This concept has separated no proper implementation process and improper implementation and analyzing the important factors for the proper implementation process. The factors like misuse of power and inefficiency should not affect the proper implementation process. The result of the lack of implementation process is organized resource exploitation. This plan will reduce the worst handling of decentralization process may be a strong reason for the lack of implementation process will directly connect with the organized resource exploitation. This research focusing on the efficiency and equity of the governance strongly insisted people should train by the local governance free from favoritism, partial’s and nepotism, this plan has look into transforming the local governance. It will solve prolonging and procrastination in their issues It will reduce the organized crime result of lack of implementation process. Identify the exploiter or victim. The idea will combine the education system Social system and governance syste into one roof. To analyze all type of social issues and protect the weaker section.

Security is a very important human need, which is addressed at all levels of local governance both by the central and local government bodies. As regards local government, the scope of tasks involving the provision of security on the local and regional levels has been adjusted to the capabilities (including financial) of individual local government units. Basic tasks are carried out at the municipal district level, supra-municipal tasks — at the county level, and regional tasks — at the provincial level, except that in the province there is a dualism of administration, meaning that administrative authority is shared between a central government-appointed governor, called the provincial governor, and an elected assembly called the regional council. In the case of the county, security-related tasks, as well as the competences relevant to this area, must be clearly defined in the act. At this level of public administration there is no presumption of competence for the benefit of the county authority. The county council performs the public tasks of a supra-municipal character set out by statute rather than the tasks not reserved for other entities. In order to ensure public order and safety of citizens, as well as fire and flood protection, the legislator authorises the county council to use technical means to record what is happening (CCTV cameras) in the area of public space, with the consent of the area manager or an entity holding a legal title to this area, or on the property and in civil structures constituting the property of the county or organisational units of the county, as well as in the area around such premises and structures, if it is necessary to ensure public order and the safety of citizens or provide fire and flood protection.

Abstract This article proposes a governance approach for the prioritization of sustainable development goals (SDGs) in the city of Medellín (Colombia, South America). The governance approach proposed in this study stems from the articulation of technical and participatory approaches. The technical approach took as reference the document CONPES 3918, which defines the national sustainable development agenda in Colombia. The participatory approach was supported by the Medellín Citizen Perception Survey, which reflects the most important aspects of the quality of life for citizens. The results indicate that priorities for sustainable development in Medellín should be oriented to SDG 17, SDG 3, SDG 8, SDG 5, and SDG 4. The consistency test (CR) indicates the instrument applied is consistent.

This article elaborates citizens’ participation in shaping local development in the Indonesian context. The main question is how to make local development more participatory as a guarantee that citizens’ rights are fully realized. In that respects, social accountability is a key that should be improved from supply and demand sides simultaneously. From the supply side, there is a need to reform local governance, in order to improve the quality of local regulations, local planning, local budgeting, and local public service provision. While from the demand side, there is a need to empower local citizens so that they are engaged in five forms or local development efforts: local regulation formulation, local development planning, local budgeting, community driven development, and public service provision.
