A ‘Historical Reconciliation.’ The Romanian‑Hungarian Treaty of 1996

This article analyses Romania’s foreign policy during the transition from communism to democracy, between 1990 and 1996, through the lens of its relations with Hungary. These were conditioned by the historical background, antagonistic feelings best describing public opinion attitudes in the two states. The analysis considered the situation of the Hungarian minority in Romania and the way in which inter-ethnic tensions (such as the street fights in Târgu-Mureş in March 1990) influenced diplomatic cooperation, as well as the way in which the political class positioned on this issue. The study focuses on the adoption of the ‘Treaty of understanding, cooperation and good neighborliness concluded between Romania and the Republic of Hungary,’ a condition for the acceptance of the two countries in the negotiations for accession to NATO and the European Union. The tortuous process that led to the signing of this document was analyzed through the lens of specialized literature, but also by reference to some decision-makers at that time, such as the US ambassador to Romania, Alfred H. Moses, or President Ion Iliescu. As regards the reactions of politicians and the media in both states to the signing of the treaty, in the context of the Romanian electoral campaign that was taking place at that time, sources from the written press were used, Evenimentul Zilei and Adevărul being the most widely read dailies.

This probing thesis in this study is on how the political class in colonial and post-colonial Nigeria established, maintained, improved and controls the machinery of the state through the press. While establishing media ownership and unequal media access as key factors responsible for the emergence of the political class, the study similarly discovered that the political class emerged because they were read, advertised or packaged by the press. Robert C. North (1967:301) says “politics could not exist without communication, nor could wars be fought.” The media are also the playing field on which politics occurs” (Perloff 2014:37). They are also the strategic routes through which aspiring politicians must travel during elections. Through a case study method of analysis, this study discovered that the political class emerged because they were read, advertised, and publicized by the press. For this reason, the political class regarded the press as partners in progress.

The French are rightly proud of having spawned the Enlightenment. Their philosophers made a profound contribution to modern theories of government, which heavily influenced, inter alia, the Founding Fathers in the drafting of the American Constitution. (Montesquieu's arguments for a separation of powers, for example, are clearly reflected in the design of the executive, legislative and judicial branches of the US government.) The French political class have also largely determined the nature of post-war European integration. The edifice in Brussels reflects above all their habits, interests and vision of Europe. (For example, the European Union is run by a bureaucratic elite like France itself.) This latter conception of government is, however, unlikely to prove to be as successful over the long term as the former. Indeed, the way in which European integration has so far proceeded raises serious questions about both its sustainability and its transferability.

Although the selection of candidates for elections to the national parliament is an important part of the political process, there is little writing on the way in which this is carried out in the Republic of Ireland. This no doubt springs largely from parties' reluctance to reveal details of this essentially internal matter. In Duverger's words, ‘parties do not like the odours of the electoral kitchen to spread to the outside world’.


Subject The non-appearance of an expected EU anti-corruption report. Significance The European Commission’s cancellation of its second report on anti-corruption efforts across member-states and EU institutions removes a key benchmark against which to hold European governments to account at a time when several are attempting to roll back anti-corruption reforms and disable checks and balances. Given the political sensitivity of the first report, the move also feeds populist criticisms that the EU itself is prone to corruption and unwilling to expose itself to scrutiny. Impacts Populist governments appear to be learning from one another that they can remove limits on their power. This will allow interest groups to entrench their political and economic dominance, hindering economic growth in the long run. The US president’s attacks on parts of the media for ‘fake news’ may encourage use of anti-establishment rhetoric to discredit critics.

AbstractThe war in Iraq has been accompanied by the highest ever number of casualties among members of the Iraqi and foreign press. While the end of the Saddam Hussein regime has reopened the way for vibrant media activity, the absence of security for members of the media has had a high human cost. The US-led war on Iraq, which was aimed at liberating its people from authoritarian rule, has not seen any serious attempt by the Western or even Arab media to focus on the human side of Iraq. Iraqi civilian death tolls are treated as nothing more than statistics.

AbstractIn January 1983, Japan finalized an economic assistance agreement with the Republic of Korea (ROK), pledging to extend $4 billion in economic aid to the country concerned. Prior to the finalization of the agreement, both countries held rounds of negotiation on the aid package conditions, and this led to them entering into a period of growing political friction. Despite this, a political consensus was eventually hammered out in 1983 over their disagreement, and this had a far-reaching effect in stabilizing the political relationship between the countries. Substantial academic research has been carried out on this topic, but the reasons behind Japan’s commitment to rounds of political negotiation with the ROK have yet to be positively analyzed and convincingly substantiated. In light of this fact, the main aim of this article is to analyze the motivational forces that brought Japan to the negotiating table with the ROK. More specifically, it focuses on analyzing the effects of the formalization process of the US-Japan agreement that served to induce Japan to address the ROK-aid negotiation issue conscientiously. The analysis reveals clearly that the major factor that spurred Japan to revisit its ROK’s aid package conditions was Japan’s concern over its security burden-sharing scheme with the United States. It is likely that in July 1981, in his summit meeting with President Ronald Reagan, Prime Minister Suzuki Zenkō pledged to initiate official talks with the ROK in response to the ROK’s request for an extended economic aid package. In tracing the course of US-Japan political negotiations from the period between 1977 and the formalization of the ROK’s aid agreement, this analysis reveals that the United States and Japan were of one mind concerning the need for the agreement as one of the critical means of resolving a myriad of their security concerns. It is also shown, however, that the countries arrived at their shared view from different perspectives, which were politically beneficial to their own interests. On the one hand, the United States expected Japan to assume greater responsibilities in security burden sharing, in line with its global economic status. On the other hand, partly because of the political limitations of shouldering a regional security role, Japan’s primary concern was to minimize its share of security burdens as far as possible and in such a way as not to disrupt its harmonious relationship with the United States. On top of this, insofar as the United States was concerned, it seemed to be unwise to request that Japan overshare the bilateral security defense expenditure, which might be detrimental to its political stability at home and at the same time might affect the credibility of their security alliance. In sum, the article shows that the consensus on aid for the ROK was beneficial to both Japan and the United States in terms of resolving their differences in the political operation of their security alliance scheme, including burden-sharing responsibilities. This was the real reason for Japan’s commitment to revisit its economic aid package with the ROK.

AbstractTo consider the relationship between war and the media is to look at the way in which the media are involved in conflict, either as targets (war on the media) or as an auxiliary (war thanks to the media). On the basis of this distinction, four major developments may be cited that today combine to make war above all a media spectacle: photography, which opened the door to manipulation through stage-management; live technologies, which raise the question of journalists' critical distance vis-à-vis the material they broadcast and which can facilitate the process of using them; pressure on the media and media globalization, which have led to a change in the way the political and military authorities go about making propaganda; and, finally, the fact that censorship has increasingly come into disrepute, which has prompted the authorities to think of novel ways of controlling journalists.

For Better or Worse: How Political Consultants are Changing Elections in the United States, David Dulio, Albany: State University of New York Press, 2004, pp. xvii, 289.During the 2004 federal election, the media shone light on the political consultants who were reportedly affiliated or somehow related to Paul Martin's election campaign. By their account, the traditional party machine, often viewed to be the primary, if not the only, actor in political campaigns in Canada, seemed to have taken a backseat to the expensive, polished and professional campaign machinery the private sector had to offer. Campaign management through consultancy was now publicly visible in Canada and reliance on the party machine, while still important, seemed to face competition in terms of expertise and proximity to power. However, the study of political campaigns and specifically, the role of political consultants within campaigns, has received sparse attention from the political science community outside of the United States. Yet even in the US, in spite of the prevalent and pervasive presence of political consultants in electoral politics, the study of this group is relatively new.

The article examines the history of the development of the Constitution and the status of constitutional values, the rule of law. The foundations of the constitutional reform have been determined. The political system of the state is clearly spelled out in our constitution. At the same time, this law for the first time describes the core of the political system - the presidential system. Today we can say that our Constitution and laws allow us to stimulate creativity and entrepreneurship. This norm defines the main purpose, the scope of public relations to be regulated by constitutional laws, laws, Presidential Decrees, regulations of government agencies of the Republic of Kazakhstan. Attention should be paid to the role, meaning and features of the Constitution of the Republic of Kazakhstan as the main document of the country. In addition, it tells about the adoption of our Constitution, its achievements, measures to prove that Kazakhstan is a legal state. As soon as the draft of the new Constitution was published in the media for public discussion, it can be said that in fact the whole country began its work. It is said that the Constitution of the Republic is the initiator of a new stage of constitutional development, which has a high legal force and stability, strengthens and regulates the basic social relations in the field of legal status of citizens, civil society institutions, state organizations and government agencies.
