Lifelines performance and management following the 22 February 2011 Christchurch earthquake, New Zealand

A magnitude 6.3 earthquake struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011. The earthquake caused 182 fatalities, a large number of injuries, and resulted in widespread damage to the built environment, including significant disruption to the lifelines. The event created the largest lifeline disruption in a New Zealand city in 80 years, with much of the damage resulting from extensive and severe liquefaction in the Christchurch urban area. The Christchurch earthquake occurred when the Canterbury region and its lifelines systems were at the early stage of recovering from the 4 September 2010 Darfield (Canterbury) magnitude 7.1 earthquake. This paper describes the impact of the Christchurch earthquake on lifelines by briefly summarising the physical damage to the networks, the system performance and the operational response during the emergency management and the recovery phase. Special focus is given to the performance and management of the gas, electric and road networks and to the liquefaction ejecta clean-up operations that contributed to the rapid reinstatement of the functionality of many of the lifelines. The water and wastewater system performances are also summarized. Elements of resilience that contributed to good network performance or to efficient emergency and recovery management are highlighted in the paper.

Scarcity is an instrument that is often used in crowdfunding. Crowdfunding is an alternative form of financing, especially for entrepreneurs in the early-stage development phase. This paper deals with the characteristics of profitable crowdfunding projects. Hereby, we examine the impact factors of crowdfunding’s profitability, with a special focus on limited availability (scarcity), depth of project description and the size of pledging goals as follows. Therefore, we analyze data from kickstarter.com, one of the world’s largest crowdfunding platforms, and used 494 projects and 4,224 pledge levels from the broad category technology as our database. Technology projects lend themselves particularly well to the study, as they usually contain the project result as a tangible return, thus facilitating or even enabling the monetary evaluation of the success in contrast to, for example, cultural projects. Hence, our sample includes 32% of pledge levels with limited availability. We provide empirical evidence that the limited availability in the crowdfunding projects in terms of scarcity management is positively related to the profitability of the included pledge levels. We conclude that crowdfunding projects with limited availability on pledge levels are more profitable for investors.

This study examines how experience of severe acute respiratory syndrome (SARS) influences the impact of coronavirus disease (COVID-19) on international tourism demand for four Asia-Pacific Economic Cooperation (APEC) economies, Taiwan, Hong Kong, Thailand, and New Zealand, over the 1 January–30 April 2020 period. To proceed, panel regression models are first applied with a time-lag effect to estimate the general effects of COVID-19 on daily tourist arrivals. In turn, the data set is decomposed into two nation groups and fixed effects models are employed for addressing the comparison of the pandemic-tourism relationship between economies with and without experiences of the SARS epidemic. Specifically, Taiwan and Hong Kong are grouped as economies with SARS experiences, while Thailand and New Zealand are grouped as countries without experiences of SARS. The estimation result indicates that the number of confirmed COVID-19 cases has a significant negative impact on tourism demand, in which a 1% COVID-19 case increase causes a 0.075% decline in tourist arrivals, which is a decline of approximately 110 arrivals for every additional person infected by the coronavirus. The negative impact of COVID-19 on tourist arrivals for Thailand and New Zealand is found much stronger than for Taiwan and Hong Kong. In particular, the number of tourist arrivals to Taiwan and Hong Kong decreased by 0.034% in response to a 1% increase in COVID-19 confirmed cases, while in Thailand and New Zealand, a 1% national confirmed cases increase caused a 0.103% reduction in tourism demand. Moreover, the effect of the number of domestic cases on international tourism is found lower than the effect caused by global COVID-19 mortality for the economies with SARS experiences. In contrast, tourist arrivals are majorly affected by the number of confirmed COVID-19 cases in Thailand and New Zealand. Finally, travel restriction in all cases is found to be the most influencing factor for the number of tourist arrivals. Besides contributing to the existing literature focusing on the knowledge regarding the nexus between tourism and COVID-19, the paper’s findings also highlight the importance of risk perception and the need of transmission prevention and control of the epidemic for the tourism sector.

The progressive deterioration of the visual function in patients on waiting lists for cataract surgery has a negative impact on their quality of life, especially in the elderly population. Patient waiting times for cataract surgeries in many healthcare settings have increased recently due to the prolonged stop or slowdown of elective cataract surgery as a result of coronavirus disease 19 (COVID-19). The aim of this review is to highlight the impact of such a “de-prioritization” of cataract surgery and to summarize some critical issues and useful hints on how to reorganize cataract pathways, with a special focus on perioperative diagnostic tools during the recovery phase and beyond. The experiences of a group of surgeons originating from nine different countries, named the European COVID-19 Cataract Group (EUROCOVCAT), have been combined with the literature and recommendations from scientific ophthalmic societies and healthcare institutions. Key considerations for elective cataract surgery should include the reduction of the number of unnecessary visits and examinations, adoption of precautionary measures, and implementation of telemedicine instruments. New strategies should be adopted to provide an adequate level of assistance and to guarantee safety conditions. Flexibility will be the watchword and regular updates would be necessary following scientific insights and the development of the pandemic.

Purpose This paper aims to study the impact of increasing number of competitors on the organisational learning (OL) in tourism small and medium-sized enterprises. The focus of this study is the tourism and travel agencies (TTAs) of the City of Ahvaz where the OL was studied within TTAs insofar as increasing the number of competitors is concerned. The underlying question in this paper is whether or not the increasing number of competitors affects OL in TTAs of the City of Ahvaz. Design/methodology/approach Using a longitudinal survey, OL was studied at individual, group and organisational levels. The research is based upon quantitative and qualitative methods. Owing to the small number of samples, in addition to questionnaire and quantitative analysis, authors made use of in-depth interviews. The first research was conducted in 2012, while the second one was done in 2014. Findings It was found that in 2012, with its limited number of competitors in the market, learning in these organisations was desirable at individual level and not at group or organisational levels. On the other hand, both the quantitative and qualitative methods in 2014, with the increased number of TTAs, suggested that the quality of learning were desirable in all organisational levels in that year. Research limitations/implications Care should be taken in generalising the results of the research to other TTAs because the size of the sample in this study was small. Moreover, structure and performance of TTAs may be different among various regions. In addition to the said limitation, it must be noted that some variables such as experience, education and gender were not consider in analysing the results of the study. Furthermore, OL in the TTAs might be affected by other variables that were not considered in this study. Originality/value Originality of the study is to link “OL” to the “competition”. There is not any study with special focus on OL with approaching to competition, neither in travel and tourism literature nor in OL literature, and this study can be a starting point to raise further and future research and debates.

The paper is concerned with the social categorizations and perception of social diversity of the Moscow Metro passengers. Drawing on the Goffman’s theory, I assume that the interaction between passengers is based on categorization, which links appearance and behavior of people with their cultural expectations. The categorization allows to make interaction participants identifiable and accountable. In 2020 face masks and gloves, social distancing transformed the process of categorization having directly affected per-sonal front of city dwellers and situational proprieties. Using the theoretical resources of Erving Goffman, Harvey Sacks, and contemporary urban researchers, I compare how passengers of Moscow Metro recog-nized and defined each other under the regular circumstances and during the self-isolation regime, which was enforced by the city authorities at the beginning of the COVID-19 pandemic. The study is built around three general types of “Others” that were developed as abductive notions: non-specific, specific, and stigmatized Others. I analyze how these types are situationally produced and to what extent they change when the localized interactional order undergoes significant transformations. On the one hand, this study is aimed at a detailed documentation of the unique socio-historical situation that occurred at an early stage of the pandemic. On the other hand, I use it as a “natural” breaching experiment that helps to reveal the basic elements of temporal and local specificity of the social order.

Air pollution by aerosol particles is mainly monitored as mass concentrations of particulate matter, such as PM10 and PM2.5. However, mass-based measurements are hardly representative for ultrafine particles (UFP), which can only be monitored adequately by particle number (PN) concentrations and are considered particularly harmful to human health. This study examines the dispersion of UFP in Hamburg city center and, in particular, the impact of passenger ferryboats by modeling PN concentrations and compares concentrations to measured values. To this end, emissions inventories and emission size spectra for different emission sectors influencing concentrations in the city center were created, explicitly considering passenger ferryboat traffic as an additional emission source. The city-scale chemical transport model EPISODE-CityChem is applied for the first time to simulate PN concentrations and additionally, observations of total particle number counts are taken at four different sampling sites in the city. Modeled UFP concentrations are in the range of 1.5–3 × 104 cm−3 at ferryboat piers and at the road traffic locations with particle sizes predominantly below 50 nm. Urban background concentrations are at 0.4–1.2 × 104 cm−3 with a predominant particle size in the range 50100 nm. Ferryboat traffic is a significant source of emissions near the shore along the regular ferry routes. Modeled concentrations show slight differences to measured data, but the model is capable of reproducing the observed spatial variation of UFP concentrations. UFP show strong variations in both space and time, with day-to-day variations mainly controlled by differences in air temperature, wind speed and wind direction. Further model simulations should focus on longer periods of time to better understand the influence of meteorological conditions on UFP dynamics.

This study examines the ways in which the city image of Istanbul is re-created through the mega-events within the context of the European Capital of Culture (ECoC) 2010. Istanbul “took the stage” as one of the three ECoC cities (Essen for the Ruhr in Germany and Pécs in Hungary), where the urban spaces were projected as the theatre décor while residents and visitors became the spectators of the events. Organisers and agents of the ECoC 2010 seemed to rebrand Istanbul as a “world city” rather than a “European capital”. With a series of transnational connotations, this can be considered as part of an attempt to turn Istanbul to a global city. In this study we examine posters used during the ECoC 2010 to see whether this was evident in the promoted images of Istanbul. The research employs a hermeneutic approach in which representations, signs and language are the means of symbolic meaning, which is analysed through qualitative methods for the visual data (Visual Analysis Methods), namely Semiotics and Discourse Analysis. The analysed research material comes from a sample of posters released during the ECoC 2010 to promote 549 events throughout the year. Using stratified random sampling we have drawn 28 posters (5% of the total) reflecting the thematic groups of events in the ECoC 2010. Particular attention is also paid to the reflexivity of the researchers and researchers’ embeddedness to the object of research. The symbolic production and visual representation are therefore investigated firstly through the authoritative and historically constituted discourses in the making of Istanbul image and secondly through the orders of cultural consumption and mediatisation of culture through spectacular events. Hence enforcing a transnationalisation of the image of the city where the image appears to be almost stateless transcending the national boundaries. Findings and methodology used in this study can be useful in understanding similar cases and further research into the processes of city and place branding and image relationships.

Recently, the number of published works devoted to the processes of synanthropization of fauna, is growing like an avalanche, which indicates the extreme urgency of this theme. In our view, the process of forming devices to coexist with human and the results of his life reflects the general tandency of the modern nature evolution. Urbanization is characteristic for such a specific group of animals like amphibians, the evidence of which are numerous literature data. Many researchers use this group to assess the bioindicative quality of the environment. For this aim a variety of indicators are used: from the cellular level of life of organization up to the species composition of the group in different territories. At the same time, the interpretation of the results is not always comparable for different areas and often have significantly different interpretations by experts. Urban environment, primarily due to the contamination is extremely aggressive to amphibians. As a consequence, the urban populations of amphibians may be a change in the demographic structure, affecting the reproductive ability of the population, the disappearance of the most sensitive species or individuals, resizing animals, the appearance of abnormalities in the development, etc. At the same time play an important amphibians in the ecosystems of cities, and some species in these conditions even feel relatively comfortable. Therefore, it is interesting to understand the mechanisms of self-sustaining populations of amphibians in urban environments. To assess the impact of natural and anthropogenic factors on the development of amphibian populations were used cognitive modeling using the program Vensim PLE. Cognitive map of the model for urban and suburban habitat conditions were the same. The differences concerned the strength of connections between individual factors (migration, fertility, pollution) and their orientation. In general, factors like pollution, parasites, predators had negative impact on the population, reducing its number. The birth rate, food and migration contributed to raising number of individuals. Some of the factors affected on the strength to of each other as well: the majority of the factors affected the structure of the population, had an influence on the fertility. Thanks to it the model reflects the additive effect of complex of factors on the subsequent status of the population. Proposed and analyzed four scenarios differing strength and duration of exposure. In the first scenario, a one-time contamination occurs and not subsequently repeated. The second and third scenario assumes half board contamination, 1 year (2 scenario) and two years (scenario 3). In the fourth scenario, the pollution affected the population of amphibians constantly. In accordance with the results of simulation, much weaker than the natural populations respond to pollution - have them as an intensive population growth and its disappearance at constant pollution is slow. Changes to other parameters of the model showed that this pollution is the decisive factor -only the constant action leads to a lethal outcome for the populations. All other components of the model have a corrective effect on the population dynamics, without changing its underlying trand. In urban areas due to the heavy impact of pollution maintaining the population is only possible thanks to the migration process – the constant replenishment of diminishing micropopulations of natural reserves. This confirms the assumption that the form of existence metapopulations lake frog in the city. In order to maintain the number of amphibians in urban areas at a high level it is necessary to maintain existing migration routes and the creation of new ones. Insular nature of the placement of suitable habitats in urban areas causes the metapopulation structure of the types of urbanists. Therefore, the process of urbanization is much easier for those species whicht are capable of migration in conditions of city. In the initial stages of settling the city micropopulationis formed by selective mortality of the most susceptible individuals to adverse effects. In future, maintaining the categories of individuals is provided mainly due to migration processes metapopulisation form of the species of existence is supported). It should be noted that the changes in the previous levels are always saved in future. In the case of reorganizations of individuals we of morphology can assume the existence of extremely adverse environmental conditions that threaten the extinction of the micropopulations.

Gelendzhik is the resort town, there aren't a lot of industrial enterprises here. The main pollutant is transport. The work purpose is the assessment of a condition of the artificial landings of a pine located along the Federal highway "Don" and landings, which is nearly the sea coast. Researches were conducted to a standard technique of the General vital state (A. S. Bogolyubov). The assessment of a condition of pines was carried out during 6 years: from 2010 to 2015. For carrying out research we used 6 experimental grounds on the Markotkhsky spine and 2 control grounds within the town. We investigated 24 trees on each platform, middle age of the trees were 30 - 40 years. Results. 1. The condition of trees in the pine forests located in immediate proximity with the Federal highway "Don" (No. 1, 2, 3) is unsatisfactory. As even weak influences of the majority of atmospheric gaseous pollutants (sulphurous gas, nitrogen oxides, etc.) give effect of a necrosis and hloroz of pine needles, the condition of pines is connected with technogenic pollution. So near the Federal highway "Don" the air environment is strongly polluted by exhaust gases. Information of 2012 confirm that negative influence of the route on Markotkh's vegetation decreases at reduction of load of the route. 2. On the sites located above on a slope (No. 4,5,6) thanks to remoteness and the wind mode intensity of influence of pollutants is lower and a condition of pines the quite satisfactory. 3. Trees on the sites located near the sea (No. 7,8) are in a good shape. Small deterioration of a state is noted in very droughty years. Conclusion. Results of six years' research show that the condition of the plantings which are in close proximity with the road worsens. It is explained by increase in intensity of the movement on the road, especially during a resort season. Gelendzhik is the city with a good ecological shape, but the damage to environment is already caused. If not to take measures, we can lose a unique part of the nature in the future, recreate it will be impossible. Measures of reduction of negative impact of exhaust gases were offered. Results of researches are transferred to ecological department of the City administration of Gelendzhik.
