This study aims to determine how the Manado City Religious Harmony Forum from now on known as FKUB empowers the roles stipulated in Joint Regulations Number 9 and Number 8 of 2006 by the Minister of Religion and the Minister of Home Affairs. A qualitative approach was applied to this study using the literature review method. At the same time, perform data analysis in qualitative descriptions. This is because the policy's success depends very much on the role of the government, namely the government gives the authority to FKUB managers to act as a management team to deliver information on policies formulated by the central government to cities/regions. This structured accountability system is based on the bureaucracy's compliance with the upper-level bureaucracy or the designated level of bureaucracy. Is there a smooth routine procedure and whether there are problems and the expected implementation and implementation of all existing plans and plan targets—impact (benefit). Therefore, the policy implementation process's measurement is carried out to transfer information or news from a higher organization to a lower one.

To strengthen Human Security in border areas, the state must pay attention to many things. Various aspects of security continue to be carried out by looking at the multiple sources and potentials that exist, but it is undeniable that there are still many human insecurities. Regulatory potential such as government programs carried out as a form of follow-up to policies made by the Central Government based on the Law on the Protection and Security of Fishermen, Fish Cultivators, and Salt Farmers. To provide opportunities for small and traditional fishers to also be able to take advantage of marine products optimally so that they cannot compete with other fish entrepreneurs. Government policies are essential for the community in shaping human security in the Paloh border area, Sambas Regency, Indonesia. The role of the government and young activists is very much needed for the development of existing or new businesses. Governments that have policies in empowering fishing communities can make it easier for fishing communities to develop correctly.

One of the environmental issues that affect the management of natural resources is mining activities. Based on Law No. 4 of 2009 concerning Mineral and Coal Mining began to open new horizons regarding the juridical aspects of mining management from its environmental aspects as well as being discussed about the independence of Indonesian mining. The role of the government in the formulation of environmental management supervisory policies must be optimized because natural resources have a very important role, especially in the context of increasing state revenue through clear and fair mechanisms of taxes, levies and profit sharing, and protection from ecological disasters. In line with regional autonomy, the gradual delegation of authority from the central government to regional governments in natural resource management is intended to increase the role of local communities and maintain environmental functions. The method in this research is normative legal research. The source of law used in this research is secondary legal material obtained by conducting literature review. Data analysis in this research is by qualitative analysis. Based on the contents of the discussion related to the supervision of environmental management in the mining sector based on Law no. 4 of 2009 concerning Mineral and Coal Mining covering environmental management, reclamation and post-mining including environmental management and monitoring in accordance with environmental management documents or environmental permits that are owned and have been approved; arrangement, restoration and improvement of land in accordance with its allocation; stipulation and disbursement of reclamation guarantee; post mining management; stipulation and disbursement of post-mining guarantees; and compliance with environmental quality standards in accordance with statutory provisions.


This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

Tourism is a magnet of a region to realise a developing area. This study aims to clarify the role of the Government in the Development of Yendi Beach Tourist Attraction in Biak Numfor Regency. This research uses a descriptive qualitative approach. Data collection techniques are done through observation, interviews, literature studies, and documentation. The results showed that the role of the Tourism Office in developing Yendi Beach's tourism potential in Biak Numfor District was dominant as a Motivator compared to other roles, namely as a Facilitator and a Dynamicsator. This role as a facilitator is seen mainly in the form of: provision of facilities and infrastructure for tourist attraction objects, which are still largely borne by the Department of Tourism as the leading sector, facilitation in channelling stimulant financial assistance for people who want to develop tourism attractions, promotion of attraction objects tourism, as well as facilitation to third parties, such as investors and tourism entrepreneurs to develop Yendi Beach tourism business in Biak Numfor Regency.

The objectives of this research are: (1) Identification of groups of Sakai residents who want to obtain (2) The role of local government in cultural development and local wisdom, (3) The appropriate model for strengthening social capital for the Sakai tribe. This study uses a qualitative approach by expressing phenomenology, exploring and describing the current condition of the Sakai people. The research informants were the Head of the Bengkalis Regency Tourism and Culture Office, Tualang Mandau Sub-District Head, Mandau Sub-District Head, Village Head Bathin Salopan District and the Head of Bathin (tribal chief) in three Sakai areas, namely the Industrial Plantation Forest area, the Rokan Muandau River Area, and the Batin Salopan Traditional Area. This research was conducted in July 2018 to April 2019. The results of this study are (1) identification of finding groups of Sakai residents divided into four groups who are in different areas. (2) The role of the government is considered to have not been maximal in the development and empowerment of the Sakai people in the Bengkalis district (3) The social capital strengthening model in the Government, the private sector and the community must mutually strengthen and support the development and empowerment of the Sakai tribe

Based on Film Law (2008), the Government is obliged to promote the national film industry. But in reality, independent film industry in the local district needs more attention. The research purpose is to examine the role of local government in developing the film community and alternative screening spaces. This study uses a qualitative approach with explorative analysis, to map power relations between government, independent arts institutions, and independent film community. As results, there is a knowledge gap about the role, obligation and duties of local government, between central government, local government, local art council, indies film communities and society, in efforts to encourage the growing of film communities. Local Art Council doesn’t cover all of the film communities and tends to giving attention only for their members. All stakeholders in the development of indie films are not synergy which then becomes counterproductive to the existence of indies movie community. To address this gap, a discussion forum is needed to find the best solution to resolve the issue of independent filmmaking in the region.

The Government Offices for the English regions were established in 1994 to coordinate the regional activities of three central government departments. A decade on, regional government in England is greatly expanded, and two other institutions of regional governance, the Regional Development Agencies and the Regional Assemblies, have also been created. In 2002 the Labour government proposed that this ‘triad’ of regional governance should be further reformed and strengthened, in some places being brought to democratic account. In this paper, we argue that academic research on the English regions has generally focused on the Regional Development Agencies and to a lesser extent the Regional Assemblies, to the exclusion of the Government Offices. This focus has led some to overstate the extent to which regional government represents the real decentralisation of power. Focusing on the role of the Government Offices, we argue that central government retains a great deal of power over the ‘triad’ institutions, which in their current form may be unable to challenge the structure of power in the English state.

     The current study was conducted to document the wicker industry in Al-Ahsa governorate through: Recognition of the materials used in this industry, recognition of the wicker industry, recognition of the types of wicker industry products, and marketing of wicker products.  Also the current study sought  to discover the problems and obstacles that women face who are working in this industry, how do families accept women work in wicker industry, and how does working in such industry affects the social relationships between women and others. Furthermore determining the role of the government agencies and community institutions in supporting this industry and protecting it from disappearance. The study adopted a qualitative approach through the use of interview.   The study found some results, the most important among them was that most of the women who are working in this industry were old ladies; therefore the wicker industry in Al-Ahsa is threatened with extinction. The ladies who are working in this industry face number of problems and obstacles that hinders their work, the most important was the absence of any official authority to be responsible of this industry, protecting it from extinction as it is a part of  the Social authentic heritage of Saudi society.

Sampah adalah benda atau zat sisa yang sudah tidak terpakai. Namun karena kurangnya pengertian masyarakat dan pemerintah, juga kurangnya biaya dan pendapatan sebagian besar masyarakat, maka masalah sampah ini menjadi terabaikan. Tujuan penelitian ialah peranan Pemerintah Kabupaten Aceh Utara belum melaksanakan pengelolaan sampah sesuai dengan fungsinya, kendala yang dihadapi Pemerintah Kabupaten Aceh Utara dalam menyelesaikan Qanun tentang Pengelolaan Sampah, dan upaya yang dilakukan oleh Pemerintah Kabupaten Aceh Utara agar pengelolaan sampah dapat mendukung pembangunan berkelanjutan di Kabupaten Aceh Utara. Metode Penelitian yang digunakan adalah hukum empiris. Hasil penelitian ini menunjukkan bahwa pertama, Diakibatkan kinerja Pemerintah Kabupaten Aceh Utara terhadap pengelolaan sampah masih buruk dengan kondisi tidak baiknya kinerja dinas kebersihan dan proses pengelolaan sampah oleh pemerintahan Kabupaten Aceh Utara belum mampu memberikan pelayanan kebersihan yang baik di Aceh Utara serta kurangnya armada kendaraan truk pengangkut sampah yang menyebabkan masyarakat menumpuk sampah di TPS. Kedua, Upaya sosialisasi juga harus dilakukan oleh Pemerintah terhadap Qanun yang telah dibuat agar masyarakat tahu bagaimana proses jalannya qanun tersebut dan dilakukan studi banding dengan daerah lainnya agar proses pengelolaan dapat berjalan dengan baik. Ketiga, Upaya pemerintah terhadap bidang pengelolaan sampah wajib memprioritaskan kepastian hukum mengenai kejelasan tanggung jawab dan kewenangan pemerintah pusat, pemerintah daerah, peran masyarakat dan peran dunia usaha sehingga pengelolaan sampah dapat berjalan secara proporsional, efektif dan efisien. Disarankan agar hendaknya Pemerintah Kabupaten Aceh Utara harus lebih serius, dalam melakukan penambahan Anggaran terhadap Lingkungan Hidup dan pengelolaan sampah di Kabupaten Aceh Utara sehingga armada, biaya operasional, dan fasilitas dapat terpenuhi dengan baik.Garbage is objects or substances the remaining unused. However due to lack of understanding of society and Government, as well as the lack of cost and income of the majority of society, then the waste problem is being neglected. The purpose of the research is the role of the Government of North Aceh have yet to implement the waste management in accordance with its functions, constraints faced by the Government in resolving the North Aceh Regency Qanun about waste management, and the efforts done by the County Government North Aceh so that waste management can support sustainable development in North Aceh Regency. Research methods used are empirical laws. The results of this study showed that the Government's performance, firstly, the North Aceh District Government's performance on waste management is still poor with the poor condition of the performance of the cleaning service and the waste management process by the North Aceh Regency government has not been able to provide good cleaning services in North Aceh and the lack of a fleet of transport trucks garbage that causes the community to pile up garbage at the TPS. Second, the Government must also conduct socialization efforts on the Qanun that have been made so that the public knows how the qanun is going and a comparative study is carried out with other regions so that the management process can run well. Third, the Government's efforts in the field of waste management must prioritize legal certainty regarding the clarity of the responsibilities and authority of the central government, regional governments, the role of the community and the role of the business world so that waste management can run proportionally, effectively and efficiently. It is recommended that the North Aceh Regency Government should be more serious, in making additional Budget to the Environment and waste management in North Aceh Regency so that the fleet, operational costs, and facilities can be met properly.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.
