Abstrak Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pengembangan Angkutan Umum Massal berbasis Bus Rapid Transit (BRT) dalam mewujudkan sistem transportasi publik perkotaan yang berkeadilan dan Berkelanjutan di Provinsi DKI Jakarta. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data penelitian dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan angkutan massal berbasis BRT telah memberikan dampak positif berupa mengurangi kemacetan dan tertatanya sistem transportasi perkotaan. Namun harus implementasi kebijakan ini masih menyisahkan masalah. Implementasi kebijakan ini cenderung berorientasi predict and provide dalam kerangka mengatasi kemacetan dan kesemrawutan lalu lintas di perkotaan, dan cenderung mengabaikan rasa keadilan pengguna sarana transportasi dan stakeholder pembangunan lainnya yang ikut berkontribusi dalam kegiatan transportasi publik. Implementasi kebijakan ini belum berjalan optimal dan masih memiliki keterbatasan-keterbatasan, baik dari sisi perencanaan, penentuan tarif dan sistem pembayaran, operasional, dan pengawasan kebijakan. Kata kunci: implementasi kebijakan, angkutan umum massal, transportasi publik. Abstract The purpose of this study was to analyze the implementation of the policy of developing Bus Rapid Transit (BRT)-based mass public transportation in realizing a just and sustainable urban public transportation system in DKI Jakarta Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Research data analysis was performed using triangulation techniques. The results of the study found that the implementation of the BRT-based mass transit development policy had a positive impact in the form of reducing congestion and the orderliness of the urban transportation system. However, the implementation of this policy must still be a problem. The implementation of this policy tends to be predictive and provide oriented in the framework of overcoming traffic congestion and traffic chaos in urban areas, and tends to ignore the sense of fairness of transportation facility users and other development stakeholders who contribute to public transportation activities. The implementation of this policy has not run optimally and still has limitations, both in terms of planning, determining rates and payment systems, operational, and policy supervision. The purpose of this study is to find a model for implementing policies on the development of Bus Rapid Transit (BRT) based on mass public transportation in DKI Jakarta Province, Indonesia. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Policy choices for developing mass public transportation based on BRT seem to remain a rational choice for overcoming traffic congestion in Jakarta. The ideal model of policy implementation to be developed in the future is an integrated BRT-based mass transit public transport policy model, not only paying attention to its sustainability but also being just.

This paper assesses the operational data of a public transportation system, using the Bus Rapid Transit in Lagos State as a case study. Demographic data was collected through the administration of questionnaires to the commuters; this was carried out to observe variations in the population of the commuters from different perspectives. Some other categories of data were collected which include boarding and alighting, headway, arrival rate of commuters, waiting time of commuters and travel time data. These data were presented and analysed with MS Excel and Minitab statistical softwares. Results from the boarding and alighting data showed bus stops with high flux of commuters, these were at Ojota, Ketu, Mile 12, Costain, CMS and TBS. Probability distribution charts were prepared to analyze the remaining sets of data. This was carried out to study the distribution and consistency of the data. Coefficients of variation for the data were also estimated to study the variability of the data. From the study, the data followed normal distribution and they were consistent such that they can be used for further analysis of the system. It can be concluded that the distribution depicts the real situation at the study location. Thus, bus stops with high density of commuters should be provided with more buses so as to reduce the waiting time of commuters.

Bus Rapid Transit (BRT) is one of the alternative public transportations in urban areas, which has begun to be implemented in some cities of Indonesia. By finding out the effectiveness of BRT as a mass transportation system, it is necessary to study the expectations of users and non-users of the Trans Jateng Purwokerto-Purbalingga BRT regarding the perceived social, economic, and environmental impacts. This study uses the text Clustering method to group public opinion based on similarities so that it can be analyzed further for policymaking. As a result, the majority of the community gave positive expectations of BRT implementation’s perceived social, economic, and environmental benefits. On the other hand, public opinion on the presence of BRT is not always positive and has a significant impact. Improvements are needed in several aspects that are considered not to meet public expectations to maximize the function of BRT as a substitute for public transportation for private vehicles.

<p>TransJakarta was a Bus Rapid Transit (BRT) system in Jakarta. It was designed to provide Jakarta<br />citizens with a fast public transportation system to help reduce rush hour traffic. After operating more than<br />one decade, many suggestions and critics were given related to service quality. IPA and PGCV methods were<br />applied to determine which service attributes should be improved and their priorities. In this research, eight<br />service attributes were identified as critical attributes (on first quadrant of IPA diagram). The higher value of<br />PGCV index indicated the priority level of attributes. Based on its priority level, the order were 1) easiness<br />of giving suggestions, 2) ticket queue, 3) easiness of complaints, 4) the facilities for passengers with special<br />needs, 5) employees appearance, 6) transportation cost, 7) accessibility, and 8) the number of bus.</p>

The background of this study aims to see the response of people in Semarang regency by the policy of mass transportation agglomeration Bus Rapid Transit (BRT). Data collected through literature study, questionnaires, direct observation and documentation. Data analysis technique is descriptive percentage. The results show some of the public response with public transportation angkot / bus 55% community response still does not accelerate travel time. As many as 94% of people in Semarang Regency are very interested and much needed by the development of mass transportation based on Bus Rapid Transit (BRT). As many as 88% of the people in Semarang district need cheap transportation, safe and convenient. The public prefers BRT mass transportation as opposed to using Private vehicles by 54%. Most of them with 52% of people in Semarang regency do not know the route of BRT to be passed from Semarang (Tawang) - Semarang Regency (Bawen). Suggestion for Central Java government to carry out mass transit Bus Rapid Transit (BRT) connected with Semarang City which bertrayek in Semarang Regency (Bawen) - Semarang City (Tawang). The government also evaluates the location of shelters that feed on street users. Latar belakang penelitian ini bertujuan untuk melihat respon masyarakat di Kabupaten Semarang dengan adanya Kebijakan Aglomerasi transportasi massal Bus Rapid Transit (BRT). Data yang dikumpulkan melalui studi pustaka, kuesioner, observasi secara langsung dan dokumentasi. Teknik analisis data adalah deskriptif presentase. Hasil yang ditunjukan sebagian respon masyarakat dengan ada angkutan umum angkot/bus  55% respon masyarakat masih tidak mempercepat waktu tempuh. Sebesar 94% masyarakat di Kabupaten Semarang sangat minat dan sangat dibutuhkan dengan adanya perkembangan transportasi massal berbasis Bus Rapid Transit (BRT). Sebanyak 88% masyarakat di kabupaten Semarang membutuhkan transportasi yang murah tarifnya, aman dan nyaman. Masyarakat lebih memilih transportasi massal BRT dibandingkan dengan menggunakan kendaraan Pribadi sebesar 54%. Sebagian besar dengan sejumlah 52% masyarakat di Kabupaten Semarang belum mengetahui rute BRT yang akan dilalui dari Semarang (Tawang) – Kabupaten Semarang (Bawen). Saran untuk pemerintah Jawa Tengah untuk melaksanakan transportasi massal Bus Rapid Transit (BRT) yang terhubung dengan Kota Semarang yang bertrayek di Kabupaten Semarang (Bawen) – Kota Semarang (Tawang). Pemerintah juga mengevaluasi letak shelter yang memakan hak pengguna jalan kaki.

Trans Mebidang is a Bus Rapid Transit (BRT) system in North Sumatra Province which operates in Medan City, Binjai City, and Deli Serdang Regency. According to the Research and Development Center for Land and Railways at the Ministry of Transportation of the Republic of Indonesia in 2014 the traffic density level in Medan City reached a V / C ratio of 0.769, this has an impact on inconvenience and increases travel time for road users. This study aims to determine the extent of the implementation of the governor's regulations and to determine the supporting and inhibiting factors for the implementation of the Trans Mebidang Bus Rapid Transit (BRT) policy in breaking down congestion in Medan City. In this study, researchers used descriptive methods with observation data collection techniques, interviews and literature studies. The data analysis technique used in this research is analysis using transcripts of the results of interviews, data reduction, analysis, data interpretation and triangulation.The results of the study, researchers found a phenomenon in the field that the implementation of policies in the Regulation of the Governor of North Sumatra Number 31 of 2014 concerning Road-Based Mass Public Transportation Services in the Urban Areas of Medan, Binjai and Deli Serdang. Based on the research focus set in accordance with Edward III's theory, the researcher can conclude that the supporting and inhibiting factors are influenced by aspects of communication, resources, disposition and bureaucratic structure, this can be seen in the summary of the research results that have been presented by the researcher in writing this thesis.

<p class="Headings1">Abstrak</p><p>Kota Semarang sebagai ibukota Provinsi Jawa Tengah memiliki tingkat kepadatan penduduk sebesar 4.269 jiwa/km2 pada tahun 2015. Dengan tingkat kepadatan yang cukup tinggi, mobilitas yang terjadi akan terus meningkat. Pemerintah mengatur kebijakan Lalu Lintas dan Angkutan Jalan melalui Undang-Undang Nomor 22 Tahun 2009  pasal 158 ayat 1, pemerintah kota Semarang menyediakan kebutuhan angkutan massal di kawasan perkotaan berupa <em>Bus Rapid Transit</em> (BRT) Trans Semarang. Penelitian ini bertujuan untuk menganalisis preferensi konsumen dari segi harga, kenyamanan, keandalan, aksesibilitas, dan keamanan terhadap kemungkinan pemilihan moda BRT dan moda transportasi Non-BRT. Penelitian ini menggunakan 100 responden dengan purposive sampling. Model <em>Binary Logistic Regression</em> digunakan untuk mengetahui pengaruh variabel independen terhadap variabel dependen pemilihan moda BRT dan Non-BRT. Hasil penelitian menunjukkan bahwa pemilihan moda BRT dan Non-BRT di Kota Semarang didominasi oleh pengguna 82 responden untuk BRT dan 18 responden untuk Non-BRT. Pemilihan moda BRT dan Non-BRT dipengaruhi oleh harga, faktor kenyamanan, keandalan, aksesibilitas dan keamanan.</p><p>Kata Kunci: Pemilihan Moda, <em>Bus Rapid Transit</em> (BRT) Trans Semarang, <em>Binary Logistic Regression</em>.</p><p> </p><p align="center"><strong><em>Abstract</em></strong></p><p><em>Semarang as the capital city of Central Java Province has a population density of 4.269 per square kilometer in 2015. Due to high population density, communities’ mobility will also be increasing. Government arranged the policy related to traffic and public transportation in the Law Number 22 Year 2009 article 158 paragraph 1, the government of Semarang City has guaranteed the availability of road-based transportation in Urban Areas by providing public transportation namely Bus Rapid Transit (BRT) Trans Semarang. This research aims to analyze communities’ preference in terms of price, convenience, reliability, accessibility, and safety toward the possibility of BRT and Non BRT transportation modes selection. This research uses 100 respondents by Purposive Sampling. Binary Logistic Regression model is applied to determine the effect of independent variable towards dependent variable of BRT and Non BRT transportation modes selection. The result of this research indicated that BRT and Non BRT transportation modes selection in Semarang City are dominated by 82 respondents of BRT users and 18 respondents of Non BRT users. As the city growing bigger in line with population, urban economics will be alongside daily transportation. The high number of daily transportation need to be accommodated with urban public transport services. In 2011, Bandar Lampung City Government provide Bus Rapid Transit (BRT) as a mass public transportation service in Bandar Lampung City. But, after about 9 (nine) years, the number of Bus Rapid Transit (BRT) route services is drop. The sustainability is questioned due to the number of passengers and operating routes continuously down, starting from 7 (seven), to 3 (three) then today is only 1 (one) left. But the city without public transportation service certainly become a bad precedent. Rajabasa Route-Panjang is the only Bus Rapid Transit (BRT) service exist. The vehicle operating costs calculation shows about IDR 648,101,870 / year, IDR 1,874,252 / day, IDR 312,375 / trip, IDR 8,255 / km, IDR 156,188 / hour and IDR 3, IDR 124 / seat needs to be provided by the regulator/government to ensure the service.

Kathmandu is Rapidly growing city where the Crisis due to centralization is foreseen in Transportation sector due to lack of proper Planning and Vision prior of establishing settlement. The Current status of Transportation system in Kathmandu is quite alarming in absence of well-organized Public Transportation system. The growth of Vehicles and simultaneously lack of improvements of existing facilities and traffic management have resulted in unorganized improvement of Traffic thereby increasing congestion, accidents and decrease in vehicle speed affecting road capacity. So using managed Scientific system to decrease jam causing parameters with most planned system and replacing the existing Systems by modern facilities, the problem can be reduced. Introduction of Bus rapid transit by gradual replacement of old transportation systems by providing a bus lane can be promising remedial measure to optimize public transportation system in Kathmandu valley

Public transportation plays an important role in meeting people's needs for traveling. In a big city like DKI Jakarta, public transportation plays an important role in supporting the daily activities of its people. Transjakarta is one of the mass public transportation (bus rapid transit) provided by the local government for the community. One of the corridors that have the highest number of passengers is corridor 1 which serves the Blok M - Kota route. The problem that occurs is the irregularity in the scheduling system and the operation of the buses which are considered to be less than optimal, as a result, many buses are idle or buses travel but only carry a few passengers, especially during peak hours on weekdays. To solve this problem, it is necessary to conduct research that regulates the scheduling of bus arrivals at peak hours to serve a large number of passengers. The method used in this research is a simulation by determining the headway timing and determining the number of buses to operate as optimally as possible. The proposed simulation is made of 3 new scenarios and 1 proposed scenario for real-time conditions. Based on the simulation results, the determination of the headway time of 9 minutes between arrivals and 13 buses used during rush hour, from the previous one with a headway time of 4 minutes between arrivals, but the buses used are 30 buses during peak hours. This proposal given is to save bus usage and maximize the utility of the bus.
