The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. That could be realized by adopting the Law on the Strategy for Sustainable Development until 2030, and, in the part of inclusive rural development, also the Law on the Basic Principles of the State Agrarian Policy and State Policy of Rural Development.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The problem of labor migration in Ukraine has become relevant in recent years, as it significantly affects the socio-economic development of both donor and recipient countries. As a complex economic phenomenon, labor migration changes the composition of labor resources, creates a new situation in labor markets, exacerbates the demographic situation in the country. The article is concerned with the analysis of problems of labor migration of economically active population in Ukraine and aspects of formation of the State policy of regulation of migration processes. The purpose of the article is theoretical substantiation, development of scientific and methodological bases and practical recommendations aimed at improving the system of regulation of international migration of economically active population in the context of globalization in order to obtain socio-economic benefits from the State participation in migration processes, etc. In the process of detailed analysis of the characteristics of migrants, clear trends in modern migration processes have been identified: migrants mainly are from rural areas of the west of the country; migrant workers are mostly men; younger people and rural residents predominate among migrant workers; people with higher education are less likely to migrate, while people with vocational education are overrepresented among migrant workers; migrants risk losing skills, etc. The mechanism of regulation of migration flows is substantiated – as a set of measures of influence of the State bodies on migration objects in order to ensure the optimal level of migration that meets the needs of the national / regional labor market and helps stabilize the macroeconomic situation in the country / region; tasks of the mechanism are defined. Functioning and effective development of mechanisms for regulating labor migration processes, as a special tool for the transformation of regional labor markets – combines socio-cultural, research and economic functions, necessitates an interdisciplinary approach to substantiate the increase of the competitiveness of the latter. The scientific basis of this approach is the methodology of institutional analysis – a set of concepts, principles and provisions based on the theories of human, intellectual and migratory capital, institutional economics, the theory of territorial migration systems and more.

At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

One of the most relevant issues causing concern of the world community is the ensurance of sustainable development. The problem was raised in the second half of the 20th century and has not been solved up to the present yet. The main idea of the article is to consider the spatial factor of sustainable development. The author shows that there is a high level of territories’ socio-economic differentiation in the Russian Federation. The problem of increasing polarization both between the center and periphery, and between the town and countryside has become particularly urgent. Rural areas are significantly lagging behind in terms of the population’s level and quality of life, and the rates of socio-economic development. The trends of rural extinction are intensifying and, as a result, there emerge the sparsity of economic space, and the decrease in stability of the national settlement system and development of countries as a whole. The increase of socio-economic problems in rural areas requires strengthening of the state regulation concerning the territories’ spatial development

The article deals with the main stages of formation and formation of a multi-layered rural economy in Russia. Presents the evolution of the development of multi-structured forms of farming in rural areas, depending on the degree of influence of the state on the economy of the agricultural sector of the country. It is proved that the key tools of state regulation of this issue are agrarian reforms, privatization, creation of an entrepreneurial environment, formation of an appropriate investment policy, and development of private land ownership institutions. The significant impulse for the development of modern forms of farming in the village was the choice of state priorities in the framework of the National project "Development of agriculture" were transformed into the state Program of development of agriculture, which allowed to strengthen its position as a major Agroholding structures and small-format sector. It is proved that sanctions and tendencies of the new economic reality amid the pandemic of the syndrome has led to the need to promote small agribusiness in rural areas, which will contribute to rural employment, development of rural infrastructure, growth of real monetary incomes of the population and middle class formation in rural areas.

The article proves that modern globalization challenges create unique opportunities for the recovery of rural green tourism, outlining the prospects for its attribution to strategically important sectors of the national economy on the grounds of priority, resilience and responsibility. However, achieving such results is impossible without appropriate organizational and economic provision for the development of infrastructure of enterprises of rural green tourism, where the State-based levers and instruments play a special role, because due to the sudden, unprecedented drop in demand, the travel and tourism sector will require, first of all, financial incentives with regard to support and recovery. The article is aimed at determine the potential for the recovery of green rural tourism in the conditions of COVID-19 as an instrument for the renovation of the agrarian economy. It is specified that the development of normative and legal provision for the activation of economic activity in the sphere of rural green tourism is a basic condition for the formation of a legal framework for the development of this type of tourism and attraction of investments in this industry. The main determinants of infrastructure development of rural green tourism in Ukraine have been identified and priority measures for the development of rural green and gastronomic tourism in rural areas for the future period are proposed. According to the authors, the active development of rural green tourism in Ukraine necessitates the following: carrying out an analysis of the current system of railway communication between cities and adjusting it to the tourist map of the country; increasing the level of responsibility of carriers for their activities and create conditions for safe passage through the territory; to carry out repairs not only of nationally important roads, but to maintain local roads in good condition as well; improving the quality of road infrastructure, with a focus on placing the appropriate identifying signs for both historical tourist sites and objects of rural green tourism; increasing the efficiency of the State regulation in this sphere. Prospects for further research are to determine the feasibility of implementing the world experience of recovering the tourism industry, particularly rural green tourism.

The article analyzes the issues of enhancement of the state regulation mechanism of Russian oil and gas complex, determines the tasks and reveals the main shortcomings of its functioning. The method of calculating rentals as an instrument of state regulation that promotes the increase in efficiency of subsoil use and economically sustainable development of Russian oil and gas complex is proposed.

The aim of the article was to familiarize with the opinions of vineyard owners regarding selected elements of sustainable development of rural areas. The focus was on diagnosing respondents’ opinions regarding the protection of the natural environment and relations with the social and institutional environment. Collecting empirical data, the method of a diagnostic survey was used, which was carried out in 2017 on a group of 73 respondents. Most of the examined vineyard owners showed interest in the state of the natural environment, employed local employees and bought products from local entrepreneurs, offered touristic services and promoted the natural values of the region. These activities go in line with the concept of sustainable development of rural areas, contribute to the protection of natural, cultural and landscape values, as well as to the development of local markets.
