Purpose While several studies have indicated the critical role played by the ability of countries to exploit knowledge as an economic resource, it would appear that there have been very few studies conducted on understanding the practices adopted by governments in relation to exploring knowledge, particularly in Africa. The purpose of this study is to investigate the prevailing knowledge management practices and technological solutions used by governments to support knowledge management. Design/methodology/approach To address the research objective of this study, semi-structured interviews and document analysis were used. The interviews were conducted with both senior and junior county officials from five counties in Kenya, with a total of 31 county officials participating. Further, various county documents were analysed both to seek convergence and corroborate the interview findings. Findings The study findings revealed that no systematic knowledge management practices existed in the county governments in Kenya, which were investigated. On the few occasions that the study did find evidence of knowledge management practices, these practices were isolated, informal, uncoordinated and rarely documented and/or communicated. Furthermore, the study found that there were inadequate policy frameworks in place to support knowledge management practices. The study also revealed a scarcity of relevant technological solutions tailored to support knowledge management practices. Research limitations/implications It was, thus, hoped that this research would promote an understanding of the prevailing local circumstances that hinder the effective utilisation of knowledge management practices and systems. The study recommends that county governments develop the capabilities required for creating and sustaining an enabling knowledge management environment through frameworks and policies that foster knowledge management practices and systems. The findings have practical implications for the way in which county governments in Kenya and other developing countries may improve their knowledge management practices and adopt appropriate technological solutions to support such practices. Originality/value Much of the existing literature on knowledge management is focussed on exploring such practices in large businesses. Studies centred specifically on the analysis of knowledge management practices in county governments in Africa, and how technological solutions may be used to build such practices are conspicuously lacking in the relevant literature.

Tutoring involves providing learners with a suitable level of structure and guidance to support their learning. This study reports on an exploration of how to design such structure and guidance (i.e., learning scaffolds) in the Chinese online educational context, and in so doing, answer the following two questions: (a) What scaffolding strategies are needed to design online tutoring, and (b) How should different levels of scaffolding intensity be emphasized in different stages of online tutoring in such educational contexts? A model for online tutoring using the Community of Inquiry framework was developed and implemented in this study. It focused attention on both the critical role of the tutor in online learning and the importance of scaffolding in online tutoring. Both qualitative and quantitative methods were used to collect data, including questionnaires, interviews, and content analysis. In considering the variation of scaffolding throughout the online course, results showed that: (a) As long as a high degree of social presence is established in the initial phase, scaffolds for social presence can be withdrawn gradually throughout the course; (b) High-intensity teaching presence is much more important in the mid-phase of the course than in other phases; (c) “Discourse facilitation” should be emphasized for teaching presence in the mid-phase, while “direct instruction” scaffolding is needed in the last phase; and (d) The greatest need for scaffolding of cognitive presence occurs in the final phase of the course.

Although advanced technological tools and equipment are used effectively in daily life, the inability of all students to access high-tech experiment applications in high schools negatively affects disadvantaged student groups in the further education process. The main purpose of the research evaluates students in four different categories about 10th-grade illuminance subjects by using Logger Pro technology within the scope of STEM. The study was carried out with 84 students at the school where the researcher taught in the fall semester of the 2019-2020 academic year. Within the scope of action research, qualitative and quantitative methods were used together. Quantitative findings were evaluated with SPSS and qualitative findings were evaluated with content analysis. Based on the research findings, it is revealed that the use of experimental content supported by innovative technology within the scope of science in high schools make a significant contribution in three categories within the scope of hopes and goals for STEM. Making applications supported by Logger Pro with technological content in schools improves the responsibilities of students in homework, contributes to their successful graduation from high schools and enables them to get into the departments they want in the university. These practices cause students to enjoy the professions they will choose in the future and help them reach their favorite professions by working harder. The Covid-19 pandemic has impacted various business sectors including the tourism sector. Hotel industry in Denpasar City has closed its business operations, laid off its employees and terminated their employees. This study was conducted to map the distribution of employees layoff at star hotels in Denpasar City and formulate strategies for star hotels to reduce employee layoff rate due to the Covid-19 pandemic. Eight (8) star hotels in Denpasar City were used as samples based on the data released by Bali Province Manpower and Energy Office in 2020. Questionnaires were distributed to collect data from October to December 2020. This study employed a combination of qualitative and quantitative methods in the forms of qualitative descriptive analysis approach, SWOT analysis and QSPM. The results showed that the largest number of layoffs occurred in the 3-star hotel cluster with an average layoff of 32 percent. Market penetration through optimization of information technology-based promotion tools (IT) is proposed as the main strategy to overcome the problem. The results of this study are expected to provide overviews and recommendations for hotel management in applying this strategy more effectively through professional communication and resource management in order to avoid employee layoffs.

The future of businesses is not only orchestrated by emerging trends and megatrends but also to a greater extent struck by surprising events. With the accelerating presence of high-tech innovations and smart technologies, business activities are exposed to an increasingly volatile, uncertain, complex, and ambiguous environment. Any unexpected changes in the environment could lead to the malfunction or even collapse of a company, a business, or even an industry. Discerning the seeds of change and anticipating the potential disruptions in the external environment is a precondition for avoiding potential risks and threats. The present study contributes to the conceptual and methodological discussion of disruptive transformation by identifying, analyzing, and interpreting the potential disruptive factors in the external business environment. The venture is undertaken through the lens of probing into the dynamism of China’s e-commerce industry, considering its growing influence both domestically and abroad. Any unexpected disruptions would result in a significant ripple effect on interrelated businesses, industries, and even economies. The research adopts a combined mode of qualitative and quantitative methods in the form of horizon scanning and a Consumer Delphi study. Horizon scanning collects futures signals indicating the seeds of change (i.e., weak signals) and potential disruptions (i.e., wild cards), whereas Delphi study solicits the evaluations on the degree of likelihood and impact of the collected factors from an expert panel. As a result, twenty-seven potential disruptive factors are discovered, categorized, estimated, and discussed.
