As an important part of a nation’s soft power, national multilingual capacity refers to a nation’s ability to use a variety of languages acquired in dealing with domestic and international affairs in the development of a nation. The nation-security-oriented language planning in the post-9/11 America is closely related with the teaching, using and developing of the minorities’ heritage languages, which has to some extent facilitated the America’s national multilingual capacity. Taking National Security Language Initiative proposed by the American federal government as an example, this paper suggests that minorities’ heritage language planning be an endogenous shortcut to build the national multilingual capacity. Furthermore, the relationship between minorities’ heritage language planning and national multilingual capacity building is established by matching the five key parameters in heritage language planning with the five components of national multilingual capacity respectively, i.e., exploring the correlations between languages planning, talent planning, education planning, industry planning, policy planning and national multilingual resources capacity, individual’s multilingual capacity, national multilingual education capacity, national multilingual service capacity and national multilingual management capacity in detail by using an analytical method.

The term ‘translanguaging' has been widespread in the field of Applied Linguistics in a short period of time, and just as quickly, it infiltrated in the field of Multilingual Education. Translanguaging is mostly seen as an opportunity to build on multilingual speakers' full language repertoire in the classroom in order to make sense of the world around them. At the same time, translanguaging might be seen as a threat for heritage language survival because heritage languages are forced to immerse in the mainstream language(s). The authors observed pedagogical translanguaging practices in the AraNY János Hungarian Kindergarten and School (USA) to understand how English was used in teaching the heritage language and to discover how bridging existing language gaps between speakers worked in the practices of bilingual pedagogues. The overarching aim of this study was to reveal some of the pedagogical translanguaging strategies used to deal with occurring language gaps.

AbstractThe COVID-19 outbreak of 2020 threatened years of effort by the Chinese authorities to extend its influence around the world. This article seeks to enhance understanding of China’s defensive engagement with global health agencies, and more broadly of the relationship between pandemics and soft power, through an analysis of Uganda’s evolving response to HIV/AIDS. As with COVID-19, HIV/AIDS presented a fundamental threat not only to countries’ internal social stability and population health, but also to governmental legitimacy and nation-states’ international reputation. HIV, however, also provided Uganda with an opportunity to enhance its global standing, influence international policy, and achieve national reconstruction. This case study highlights the importance of viewing international affairs from the perspective of the Global South. It argues that the very weakness of Uganda, and the structural marginality of HIV/AIDS, provided the leverage which would in the end deliver radical shifts within global health.

Abstract The relationship between first and second language in early vocabulary acquisition in bilingual children is still debated in the literature. This study compared the expressive vocabulary of 39 equivalently low-SES two-year-old bilingual children from immigrant families with different heritage languages (Romanian vs. Nigerian English) and the same majority language (Italian). Vocabulary size, vocabulary composition and translation equivalents (TEs) were assessed using the Italian/L1 versions of the CDI. Higher vocabulary in Italian than in the heritage language emerged in both groups. Moreover, Romanian-Italian-speaking children produced higher proportions of TEs than Nigerian English-Italian-speaking children, suggesting that L1-L2 phonological similarity facilitates the acquisition of cross-linguistic synonyms.

The relationship of the French king and royal mistress, complementary but unequal, embodied the Gallic singularity; the royal mistress exercised a civilizing manner and the soft power of women on the king’s behalf. However, both her contemporaries and nineteenth- and early twentieth-century historians were uncomfortable with the mistress’s political power. Furthermore, paradoxical attitudes about French womanhood have led to analyses of her role that are often contradictory. Royal mistresses have simultaneously been celebrated for their civilizing effect in the realm of culture, chided for their frivolous expenditures on clothing and jewelry, and excoriated for their dangerous meddling in politics. Their increasing visibility in the political realm by the eighteenth century led many to blame Louis XV’s mistresses—along with Queen Marie-Antoinette, who exercised a similar influence over her husband, Louis XVI—for the degradation and eventual fall of the monarchy. This article reexamines the historiography of the royal mistress.

AbstractNonprofit organizations (NPOs) often find themselves under pressure to invest all of their available income in mission-related activities rather than in capacity building. We investigate one factor that can influence the decision to invest in such capacity-building tasks: funding sources pursued by an organization. Drawing on the benefits theory of nonprofit finance, we take these funding sources as predetermined by an organization’s mission and propose an extension of the theory by linking it to economic multitasking theory, which states that organizations prioritize tasks that offer greater and more measurable rewards. Through regression analyses of survey data from Swiss nonprofits, we analyze the extent to which funding sources sought affect the amount of effort invested in three areas of capacity building: public relations, impact focus, and resource attraction parameters. The results support the predictions of multitasking theory by showing that the effort invested in certain capacity-building tasks is affected considerably by seeking a specific funding source. The effects are stronger for resource attraction-related tasks than for tasks closer to the service delivery of NPOs. The results indicate that an organization’s mission affects not only the available funding sources but also the extent to which an organization invests in its capacities, which can lead to a ‘lock-in’ status for organizations.

In the conduct of foreign policy and the participation of the United States in international affairs, the relation between the Navy and the Foreign Service is of vital importance, but often misunderstood. The relationship encompasses the very wide range of coördination and coöperation which should and must exist between the two interdependent government agencies in peace, during times of national emergency, and, finally, when the country is engaged in actual warfare. The relationship involves, as well, the larger problem of national defense, and this cannot be ignored if the United States is to maintain its proper position in world affairs.

Abstract Because of limited language input, different dominant languages, and learners’ differing backgrounds, the acquisition of heritage languages is distinguished from the acquisition of L1 and L2. Few studies of Chinese as a Heritage Language (CHL) have explored whether students can acquire native-like sociolinguistic competence and language-specific variables with educational input. Based on a sociolinguistic variationist perspective, this study investigates the acquisition of variation between null and overt subject personal pronouns (SPP s) by heritage learners in an undergraduate-level Mandarin program. A total of 11,970 tokens were collected through classroom observation, sociolinguistic interviews, and narratives. Measuring mixed-effects logistic regression with Rbrul (Johnson, 2009), results show that the overall usage pattern of SPP s by CHL students largely resembled that in the input provided by the language program. Results also demonstrate that linguistic constraints including coreference, person and number, and verb type, and social factors such as discourse context, first languages, course level, and age of arrival had a significant effect on SPP expression by CHL learners. Implications for CHL development and variationist studies in heritage languages are discussed.
