The issue of agricultural and rural farmers is a fundamental issue related to the national economy and people's livelihood. Solving farmer issues is always the top priority of the central government. At present, the construction of socialism with Chinese characteristics has entered a new era. Farmer cooperative organization have played an important role in agricultural output and farmers' economic income. Through text comprehensive analysis and policy tool analysis, the policies of farmer cooperative organization involved in the No.1 Central Document from 1982 to 1986 and 2004 to 2020 are sorted out, mainly including the evolution of the name of farmer cooperative organization and the policy support for the development of farmer cooperative organization. Chinese future farmer cooperative organization policies should focus on further improving the system construction of farmer cooperative organization and cultivating talents for farmer cooperatives.

With the continuous progress of the economy of China and the full integration with the system of socialism with Chinese characteristics, Chinese economy has been further developed and gradually tends to be improved. Under the background of the new era, there are great differences between the public economy and the non-public sector of the economy that is including the private economy and the individual economy. The non-public sector of the economy is mainly to pursue the maximization of operating profits. In fact, it defers to the intention of managers. Therefore, the planning of business freedom becomes a power to protect the business property and business freedom, which is the most important issue to be considered in the context of the new era.

In an attempt to curb-out black money, money laundering, and to have a sound economy, the central government of India has embarked on the cashless economy. It is the birth of a new era in the nation with life with digital money. This paper is going to conceptualize the meaning of a cashless system, explains online banking techniques in India, schemes by government to spread the cashless system in India and highlights the challenges of the cashless economy and electronic payment systems. The objective of this study is to examine the significant challenges that are faced by Indians on the way towards cashless. To achieve the objectives of this exploratory type of personal study, interviews will be conducted.

Based on the last national livestock census in 2013, the population number of cattle and buffalo have reduced by 15% compared to that in 2011. The highest reduction happened in Java that reached around 24-27%, while that in Bali and Nusa Tenggara was 25%. One of the reasons was caused by decreasing number of cows due to the increase of productive cows slaughtered every year. Number of cows slaughtered in Bali, Nusa Tenggara, and South Sulawesi had reached on average of 72% from total slaughtered, where more than 90% were productive cows. Reasons for slaughtering productive cows were due to: (1) Lower cows price; (2) Limited bulls supply; (3) Local government regulation on inter-island trade; (4) Weak and inconsistent law enforcement; and (5) Lack of understanding on criteria for productive cows by farmers. Increased rate of slaughtered cattle and increasing rate of inter-island trade volumes that higher than the rate of cattle population had caused the decrease of national cattle population. There are currently needs to improve and develop operation slaughter-houses under management of local state enterprise. The management applies on certain mechanisms that sort of incoming productive females according to different grades into allowable to be slaughtered and selected for breeding females, which could be further traded inter-island as supplier of cows for other regions. This strategy may help the central government to meet the demand for productive cows, particularly in Sumatera and Kalimantan which have abundance of feed biomass resources. Policy support is needed as instruments for all interested stakeholders including those who are willing to invest in cattle development such as oil-palm estates.

Indigenous innovation and industrial upgrading are the defining trends of economic development in the new era. With the formation of city clusters and the more scientific industry plant layout, the demand for talents in various cities is increasingly pressing. College students have become the major groups in the context of talent introduction policy. Major cities have initiated preferential policies to attract talents. The Scramble for Talent Campaign occurs among cities, making a considerable difference on the college graduates’ employment and entrepreneurship. Since the initiation of “Scramble for Talent” campaign, the talent flow in relevant cities has accelerated measurably. The research shows that Hukou (the household registration) is the main element that the college graduates factor into consideration when selecting places of employment, and the fund and policy support they are able to receive are the key elements to promote innovation. In the “Scramble for Talent”, such measures as relaxing restrictions on household registration policy, launching preferential loans policy and other support policies have considerably influenced on the college graduates’ employment and entrepreneurship, which helps to optimize the distribution of talent resources and improve the willingness and success rate of entrepreneurship. In order to illustrate the effect, a series of policies and the transformation and upgrading of pillar industries are required in the introduction of talents. The blind scramble for talents will not only unbalance the allocation of human resources but will also cause social problems. It will spread the “City Disease” from the first-tier cities to the second and third-tier cities. The college students and all relative administration in all regions should pay high attention to this problem during the course. Generally speaking, the “Scramble for Talent” Campaign is a special phenomenon in a special period, which positively impact the college graduates’ employment and entrepreneurship.

Since the 18th CPC national congress, the development of socialism with Chinese characteristics has entered into a new era. In the new context of development, Chinese President Xi Jinping has put forward the Belt and Road Policy. The Belt and Road Policy is not only a major decision for China to promote regional economic integration and international economic and trade exchanges, but also a project to spread traditional Chinese culture. The Belt and Road Policy initiative bears the mission of spreading the Chinese civilization and building a community with a shared future for humanity. It attempts to provide a set of Chinese solutions to the bottleneck of global development and demonstrates the cultural confidence of the CPC.

On the subject of integrating and implementing the spirit of the 19th national congress, Liu Guiqin, director of the department of social science and technology of the ministry of education, made a thematic report entitled “earnestly studying, propagating and implementing the spirit of the 19th national congress of the party and accelerating the introduction of the thought on socialism with Chinese characteristics for a new era into textbooks, classrooms and minds”. According to the report, as well as the ideological and political theory courses, the curriculum integration in-depth course education “the thought of socialism with Chinese characteristics to blend in new era. This paper analyzes from the foreign language teaching with Chinese characteristics under the background of new era .The current college English teaching under the new situation of permeation of moral education present situation analysis, this is a natural fit with the research of this project.

Curriculum ideological and political education is the innovation and sublimation of contemporary educational curriculum concepts starting from the essential requirements of “education”. Curriculum ideological and political education is not a specific course. It integrates the function of ideological and political education in colleges and universities into all curriculum teaching activities, and realizes the integration of knowledge education and ideological and political education in specialized courses, as well as the education of students’ outlook on life and values in daily teaching. As a new direction of teaching reform in higher education, curriculum ideological and political education is the concentrated embodiment of the educational concept with Chinese characteristics in the new era. After clarifying the connotation of curriculum ideological and political education, this paper discusses the main problems existing in the construction of curriculum ideological and political education in specialized courses of English school and the deep-seated reasons behind the problems, and finally puts forward the realization paths of curriculum ideological and political education for specialized courses from the perspective of optimization theory.

PurposeThe proportional distribution of social labor is a general law governing human social and economic activities, also a law discovered by Marxist political economy that governs socialist economic operations and development based on public ownership.Design/methodology/approachThis law draws on Marx's vision of future society, but how it is adopted is not only subject to the way a country's economy interacts but also to the influence of a country's historical and cultural traditions. Generations of the CPC and state leaders since Mao Zedong have made unremitting explorations for its application.FindingsAs socialism with Chinese characteristics enters a new era, the Party Central Committee with Comrade Xi Jinping at the core adheres to the standpoints, viewpoints and methods of Marxist political economy, draws from the splendid Chinese traditional culture that values integrity, peace and harmony of all, builds on the reality of China's socialist market economy development, has summed up the features of socialist economy development with Chinese characteristics, and has proposed the five-sphere integrated plan, the four-pronged comprehensive strategy.Originality/valueThe new development concept of “innovation, coordination, green development, openness, and sharing” for socialism with Chinese characteristics, all reflecting the Party's deepening understanding of coordinated development, the gradual formation of the general thought and policy methods of the country's economic regulations based on the coordination and balance of economic structure, the continuous explorations to open a new chapter of contemporary Marxist political economy, China's experience and wisdom, and the Party's confidence in the theories it applies, the road it takes, its system and its culture. The coordination and balance of economic structure are a major theoretical innovation of socialist political economy with Chinese characteristics in the new era.
